Fighting the challenge of diminishing ore grades, low base metal prices and a changing pattern of ore supply, Boliden has now taken the second generation of the fully­autogenous grinding concept on stream, Using new design and a highly-developed process control system the benefits of conventional two stage autogenous grinding technology are obtained with a wide range of ore types. The APC grinding system has been developed further. A new design of the Boliden Pebble Extractor together with an advanced control strategy make the performance of the APC concept superior to all other grinding systems with any ore quality. The capacity and simplicity of the autogenous grinding concept is equivalent to the best SAG installations but the operational costs are up to 25 % lower than for SAG or other primary ball or rod mill systems. The concept is as flexible as conventional crushing and rod mill installations but investment and operating costs are of the order of 25 % lower. Also, from the metallurgical point of view, the different types of autogenous grinding system outperform all other comminution systems including SAG. From 1989 to 1991 four fully autogenous grinding sections have been installed at various concentrators at the Boliden company. Old crushing plants and rod and pebble grinding circuits have finally been replaced by highly productive and cost-efficient autogenous grinding equipment. Significant savings in operational costs have already been reported. Power consumption and maintenance costs have been reduced significantly. Productivity expressed as milled tonnes per operator has been improved. Metallurgical results have developed favourably.

About 45% to 50% of the coal mined in the United States passes through coal preparation plants. East of the Mississippi River, this number increases to about 75% to 80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation is an effective process that achieves 75% to 80% ash reduction, 15% to 80% trace element reduction and 85% to 90% Btu recovery. It is less effective for pyrite reduction (35% to 70%) and on-line operating time (40% to 60%). It also suffers from obsolete control systems. In coal preparation, raw coal is modified to a more preferred form to enable its use. The methods used to achieve this modification must be cost-effective and appropriate to the raw coal, the scale of production and the end-user requirements.

The City of Phoenix, Arizona designed a 7.2 km (4.5 mi) long water transmission main from the South Mountain Reservoir to the Ahwatukee Foothills Reservoir to address the growing demand for drinking water in the southeast valley. The pipeline design called for a bored tunnel in a very environmentally sensitive area. The Reach3B contract included an 2.44 m (8 ft) diameter TBM excavated tunnel, 1,847 m(6,060 ft) in length. The geotechnical investigation revealed that the tunnel would likely pass through zones of loose to moderately cemented soils (caliche). The primary tunnel support would consist of rock bolts, circular steel ribs, hard wood lagging, and mine straps. A TBM that could handle the ground conditions and allow for efficient ground support installation was required. This paper describes the construction of a small diameter rock tunnel in challenging ground conditions.

There are many risks associated with the storage of nuclear or other toxic wastes. One of the major risks is the escape of material from the repository. No matter how well a storage facility is engineered, the potential escape of dangerous material must be studied. This kind of study will include some estimation of the "travel path" of the particles. The travel path of a radio-nuclide particle will depend on the geological and hydrological parameters of the surrounding rocks. These parameters must be estimated from a limited number of samples available within the study area. Any estimation will -of necessity -contain a certain amount of uncertainty or "estimation error". This uncertainty will be carried through to the analysis of potential movement of particles, so that the estimated travel path itself will be subject to some error. This paper discusses an approach which may lead to a quantification of the uncertainty on the predicted travel path.

Jim Walter Resources No. 4 mine produces coal through retreat longwall mining at 610 to 670 m (2000 to 2200 ft) of depth. A three entry, total yield pillar, longwall development experimental region was established for three adjacent longwall panels utilizing 6.1 m (20 ft) wide gate section pillars. Presently, the first longwall panel is completed with roadway deformational behavior monitored for a ground control assessment of the mining system. Data illustrate that the total yield pillar gate section design at No. 4 mine is presently comparable to gate section designs having large equal size chain pillars. Ground conditions will continue to be monitored during the mining of subsequent longwall panels in order to determine the ground control implications from multiple panel extraction.

A novel methodology to estimate gold recovery by gravity is presented. It makes use of a population balance model which represents gold liberation, breakage and classification behaviour and applies pre-concentration and recovery data to gravity recoverable gold (GRG) to predict overall recovery. The methodology is designed for gravity circuits located in the circulating load of secondary grinding mills. Gold liberation is estimated by processing a sample of representative ore with a laboratory Knelson Concentrator (LKC) in three successive steps, each at a finer grind than the previous one. Breakage behaviour is represented by a matrix H, which redistributes GRG in the feed of the secondary mill in the various size classes of its discharge. Provision is also made to account for gold overgrinding, which decreases the overall amount of GRG. Classification, pre-concentration and recovery data are estimated from plant performance, and are represented by the diagonal matrices C, P and R. The methodology is demonstrated with case studies of greenfield, retrofit and optimization applications.

The use of a 25.4-mm- (1-in.-) diam water-only hydro-cyclone for separating liberated 125 x 25- µm high-density particles from similar-size lower-density (2.65 g/cc quartz particles, as might be used in soil washing applications, was investigated. As expected, cyclone performance was greatly affected by changes in cyclone geometry and operating conditions. A single-stage separation recovered 75% of the magnetite (4.8 g/cc) while rejecting nearly 60% of the quartz. With ferrosilicon (7.0 g/cc) as the heavy component, the recovery improved to 85%. The use of dense medium in a single stage increased both ferrosilicon recovery and quartz rejection to approximately 90% each. In addition, computer simulations of a three-stage circuit were performed. The simulations showed that recoveries approaching 97% with quartz rejections of 95% were possible.

Bong Mining Co. Ltd. in Liberia, West Africa, operates an iron ore open pit some 60 miles northeast of Monrovia. The production is at present about 40,000 t/d (metric tons/day) from which about 18,500 t/d concentrate with 65.5% Fe is produced. The ore waste ratio is about 1: 1.5 to 1:2. The technical layout and the equipment are very similar to those in many modern open-pit operations as described by Jacobs and Thomson (1967). As described by Lersch in detail (1966), the deposit is a very irregular one. The quality of the ore changes within very short distances with regard to both physical conditions (hardness) and chemical properties. Very soft and very hard ore as well as high-grade and low-grade ore are found adjacent to each other. In addition, there are enclosures of sterile rocks. For the purpose of identification and production scheduling, 12 different types of ore are distinguished.

We have worked on several flooded pits from coal-mining activities in the former East Germany, as well as ones associated with hard- rock mining, including the B-zone pit discussed in the above technical paper. We found the paper to be a useful summary, but, unfortunately, it failed to give an adequate comparison of the physical limnology of the flooded pits, which is an essential component. While the title suggests that the primary focus of the review is physical limnology, it appears that it is essentially pit-lake chemistry being presented. Physical limnology requires that factors such as fetch, latitude, light penetration, relation to ground water table, methods of flooding and the physical shape of the pits be defined. These physical aspects of a pit interact with the chemical and biological processes taking place in it, all of which contribute to the character of a water body. Few of these physical aspects are presented, however. The conclusion that the authors reach suggests that meromixis may be a condition that would serve as an effective containment mechanism for contaminants in a pit. Although this may be desirable, such limnological conditions are not clearly supported by the data presented for any of the pits. These data should be summarized to facilitate comparison between the same structural units of the pit water - the epi- and metalimnion for example. The thermocline depth is a reflection of the physical forces mixing the water body, and pit dimensions affect these forces. Due to the use of different scales in Figs. 2 through 5, it is difficult to determine whether the thermocline is at the expected depth, because the fetch is not given. Moreover, the status of a water body cannot be determined unless measurements cover a period of at least one year, and depth profiles are completed to represent the entire depth of the pit. This shortcoming is most notable in the case of the Berkeley pit, where data are given for depths of only 20 and 35 m (66 and 115 ft), although the pit is reported to be 242 m (794 ft) deep. Limnological data to define the status of the pit water have to be collected at regular intervals, for the same parameters. The authors present temperature measurements for 1-m (3.3-ft) intervals, but fail to use that interval for other parameters, such as dissolved oxygen or, in some cases, for contaminant concentrations. Furthermore, the profiles for the deepest part of the pit display only part of the picture, because pits are rarely conical. Profiles can be considered to represent the status of a water body only after other stations in the pit have been monitored regularly and the consistency is determined. For example, fresh water, which can enter a pit at any depth, would interfere with the proposed meromictic conditions. Similarly, organic material at the bottom of a pit, such as the fish-waste deposited in the Gunnar pit, contribute to oxygen consumption. Oxygen depletion alone is not indicative of meromixis. It is interesting to note that the Dpit arsenic concentrations could possibly be slightly higher than the B-zone pit concentrations at depth, although this is difficult to determine accurately when a log scale is used for the D-pit and not for the B-zone pit. In our investigations, we noted arsenic removal in the B-zone pit bottom water, which was due to the formation of particles that are relegated to the newly forming sediment in the bottom of the pit. Particle-carrying contaminants form due to a combination of geochemical and biological factors and TSS contributed from erosion of the upper parts of the pit walls, whereas the settling out of particles from the water column is controlled by the physical conditions or turn over, for example. during ice cover in the B-zone pit. Although meromictic conditions for flooded pits may be desirable at decommissioning, this would depend largely on the physical conditions of the pit, because, under no circumstances, would this water be of desirable ground-water quality. Under meromictic conditions, acidity, if an environmental issue, may be reduced by microbial acid-neutralizing activity, and several heavy metals may form more or less stable sulphitic compounds. These may stay suspended in the water if conditions are such that they are not relegated to the sediments, i.e., in the absence of turnover. These processes do not take place in meromictic conditions only, but meromixis does require autochthonous and/or allochthonous organic substrate supplies, which are generated under aerobic conditions. Performance assessments are carried out to monitor operations, to evaluate performance and to identify processing problems. The assessment involves collecting and analyzing representative samples from critical points in a flowsheet and interpreting the data. Sample analysis techniques include chemical analyses, mineralogical investigations, mineralogical analyses, and materials balancing. Chemical analyses provide the lowest cost assessment and should be used liberally, particularly in monitoring a process. Materials balances performed on chemical assays for a suite of samples are used as a first step in evaluating a process. Mineralogical investigations are more expensive than chemical analyses but need to be used only at the beginning of mining and metallurgical operations and as a second step in assessing processing problems. Quantitative mineralogical analyses combined with materials balancing provide the most complete performance assessment, but the procedure is expensive. On the other hand, the assessment has the potential of a large payback when carried out where warranted.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

Until about three years ago, Asarco's copper business consisted predomi¬nantly of custom smelting of ores and concentrates produced by other mining companies. Since then, the company has been transforming itself into a fully integrated producer in copper mining, smelting, and refining. In doing this, Asarco has lowered its costs and restructured its operations and finances. Now, Asarco hopes to complete this process by spending $260 million over the next three years, to expand and modernize its copper facilities and boost production by some 40%. The capital spending program includes: • $130 million at the Ray mine about 113 km (70 miles) north of Tucson, AZ, to expand mining capacity and install an in-pit ore crusher, mill, and concentrator; • $100 million, to expand the mining capacity at the Mission Complex located south of Tucson, AZ, and refurbish the adjacent, idle Pima mill and concentrator. (Asarco had earlier exercised an option to purchase the Pima mill for about $6 million); and • $30 million, to modernize the copper smelter in El Paso, TX, with a new flash smelting process. The new program is in addition to a recently completed first-phase expansion of the Mission mine, mill, and concentrator. This $13 million debottlenecking of existing operations in¬creased production capacity by 46% or 24.5 kt/a (27,000 stpy), to 79 kt/a (87,000 stpy) of copper in concentrates. In addition, a previously an¬nounced $12 million expansion program at the Ray mine is scheduled for completion in early 1990. It will expand mill capacity, to offset the anticipated effects of increasing ore hardness as the pit deepens. Ray produces 68 kt/a (75,000 stpy) of copper in concen¬trates and an additional 36 kt/a (40,000 stpy) of electrowon copper. By 1992, when Asarco's expanded and modernized copper facilities are operating at capacity, the company's mine output will have increased by 67 kt/a (74,000 stpy), to 263 kt/a (290,000 stpy) of contained copper. That will be enough to provide all of the feed required for Asarco's two copper smelters - by then, both of them modern, state-of-the-art facilities. Asarco's expansion and modernization program will further reduce costs and provide added assurance that the company's copper business will be profitable at the bottom of the cycle, according to Chairman Richard de J. Osborne The Ray mine portion of the new program will include construction at the mine of a new mill and concentrator, with a capacity of 18 kt/d (20,000 stpd) of ore. These new semiautogenous grinding mills and large capacity flotation cells will augment the present 27.2 kt/d (30,000 stpd) concentrator located 29 km (18 miles) away, in Hayden, AZ. A 29 km (18 mile) pipeline will be built to carry tailings in slurry form from the new Ray mill to the present tailings pond. Concentrates from the new facility will be shipped by rail to Asarco's Hayden copper smelter. Ray's present 27.2 kt/d (30,000 stpd) crusher, adjacent to the open-pit, will be replaced by a 54.4 kt/d (60,000 stpd), portable in-pit crusher and conveying system. This will reduce the more expensive ore haulage by truck. The Ray project is scheduled for completion by 1992. It will increase the mine's annual output of copper in concentrates by an additional 33.5 kt/a (37,000 st), to 102 kt (112,000 st). And the project could mean an additional 400 jobs at the 730 employee Ray operation. Work at the Mission Complex involves reactivation of the Pima mill and concentrator and expansion of mine output sufficient to provide ore to both the Pima mill and the present Mission mill. In 1985, Asarco purchased the Pima mine, which occupies one end of the Mission pit. Calcium oxide, with its ability to capture and store carbon dioxide, is emerging to become an important tool in carbon management. Calcium oxide can be used reversibly to capture carbon dioxide in situ and then be regenerated to produce a pure stream of carbon dioxide ready for sequestration; the Zero Emission Coal Alliance technology utilizes this property of calcium oxide to generate emissions-free electric power from coal. The reaction of calcium oxide with carbon dioxide resulting in thermodynamically stable carbonate is well understood; however, the efficiency of this reaction is limited by the diffusion of gases through bulk calcium oxide and through a layer of carbonate formed on the surface. In addition, the regeneration of calcium oxide is an endothermic reaction and is favored at high temperatures. The purpose of this paper is twofold: first, to address the diffusion limitation, a thin layer of calcium oxide, supported on a high surface area material, is studied thermogravimetrically to demonstrate the physical adsorption of carbon dioxide on calcium oxide. The adsorption is to take place at temperatures lower than required to form calcium carbonate.

As underground mines become deeper and ventilation networs more complex, ventilation data becomes more complicated and voluminous, making timely ventilation planning and necessary changes more difficult. Oftentimes, ventilation engineers have to rely on special techques using graphs and schematic maps to carry out necessary ventilation planning [1, 4, 5, 6, 9, 10, 11, 12]. A different graphical method, similar to that reported by Taminago and Isobe [10], has been developed in China [13]. This method uses a two-dimensional diagram drawn from available ventilation survey results. It combines both the customary pressure-quantity diagram and ventilation schematic map, and can greatly expedite the interpretation of survey results, facilitate ventilation system design, short and long-range planning, and emergency planning.

INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

This paper deals with experimental work to improve the settling and filtration characteristics of an industrial sludge from an iron-ore mine using synthetic polymeric flocculants. The experimental work consisted of the characterization and evaluation of suitable flocculants to enhance settling and filtration rates. The optimum dosage of the flocculants were determined. The experimental results revealed that the settling rate can be increased many times, compared to untreated sludge, by using a suitable combination of flocculants. Compared to cationic and nonionic flocculants, anionic flocculants were found to be more efficient in sludge flocculation. The synergistic effect of two anionic flocculants produced the best settling conditions. Filtration test results also reveal that suitable flocculants can improve the dewatering characteristics of the slurry.

This paper discusses design and construction aspects of the tunnel, shaft and station for the Weehawken Tunnel and Bergen line Avenue Station. The project consists of a 1,269 m (4,156 ft) long existing railroad tunnel, which will be enlarged and equipped with a two-track light rail system. The project also includes construction of a deep underground station, with a large shaft connecting the surface station to the below ground station for access and ventilation purposes. Vibration and noise from blasting is a critical community issue and blasting adjacent to two 230-kV duct banks located in the tunnel invert required special blasting procedures.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. The disposal of mine waste continues to be one of the main controlling factors in the economics and feasibility of project development. Particular to gold and precious metal mining, waste disposal is further complicated by the environmental and political implications of the use of cyanide. Regulatory compliance criteria have partially dictated and can be anticipated to further dictate the approach and methods of tailings disposal. To develop practical, economic, and environmentally acceptable tailings disposal systems within these criteria requires the use of common sense approaches and the application of available technology. Waste disposal is typically considered during the pre-feasibility stages of project evaluation. At this time, the main emphasis is on the economics and practicality of extracting the metal values from the ore. Frequently, the result of this is that the nature of the tailings and the ability to dispose of the tailings is prejudged. It is also frequently the case, however, that during the feasibility stage and project permitting, the requirements for tailings disposal become paramount.

The is the 13th year for this column and the 12th in which the royalty data have been tabulated. There still exist some holes in the list of royalties that readers hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. In spite of their pervasive use nationwide, there are states from which the author has no information about royalties for either of these commodities. The reader can help - share information about these missing states and next year there will be fewer states without information. Severn Brown again sends helpful information from the Prospectors and Developers Association of Canada (PDAC). The PDAC Digest contained an article that distinguished between ‘net smelter return royalty' and ‘net profits royalty’ (Haase). The article also lists clauses and details that Brown suggests should be included in a net profits royalty contract.
