Originally constructed in the 1930s, the 1-mile-long Sumner Tunnel is 31 feet in diameter and carries traffic deep below Boston Harbor, connecting Boston and East Boston. This project includes both design and construction for the rehabilitation of the nearly 100-year-old tunnel. The primary work includes repairing advanced deterioration at the tunnel crown with new precast arches that will add protection and strengthening. The restoration also consists of upgrading the tunnel systems, including permanently removing 75% of the existing exhaust duct suspended over the roadway to improve the overall ventilation system capacity and performance.

A patent-applied-for process has been developed in which zinc chloride is extracted by tributyl phosphate in kerosine, and stripped with ethylene glycol or ammoniated ethylene glycol. The anhydrous zinc chloride is precipitated from the glycol as the ammine and zinc chloride is prepared by thermal decomposition with recycle of ammonia. The process permits the production of high grade zinc from scraps and drosses. Its applicability to the recycling of zinc will be illustrated.

The Indian Head fine has been in existence since 1922. For over 56 years there have been North Dakota people mining coal at this same location. The area affected will fit inside a circle 5 km in diameter, and the coal is lignite. The seam thickness has varied from 2.4 m to 3.65m, and the overburden from 6 m to 30 m in depth. me Lignite coal which is being mined at the Indian Head Mine is from 15.8 x l0 6 to 16.7 x 10 6 J per kg; it has a moisture content of 33 to 38%; an ash content of 5 to 10%; and a sulfur content of from 0.5 to 0.7%. The moisture content and the fact that we crush the coal co a top size of 14 cm x 0, are two of the characteristics or the product which cause it to freeze and remain inside of the railroad cars on the slope sheets. The market for the coal initially was almost entirely local coal sales. That is, coal was sold to people in the area who used the lignite to heat their homes, stores, offices, schools, and churches. Back in the early 1920's, there were no stoker-fed boilers, or pulverized fuel boilers, as we have in today?s marketplace. Basically, all of the coal was sold as lump coal, pieces about 30 to 35 cm square, to be used in furnaces: and nut coal with a top size of about 7.5 cm to 10 cm to be used in the old kitchen cookstove. All of the coal fines, less than 5 cm, were screened out and layed onto a pile. There was no market for the smaller sizes of the lignite coal. It has been our experience that when the coal is in lumps or chunks larger than 7.5 cm to 10 cm, there is a very slight possibility of freezing. That is the chunks themselves freeze, but by their nature, they do not cling to one another or form large masses of frozen material which are difficult to remove from the slope sheers of the railroad cars.

Entry-type mining methods, such as cut and fill method, play a significant role in underground mining, and they are still suitable methods for extracting deposits with irregular shapes and with weak host rocks. In these mining methods, the stability of the open spans is important for improving worker safety and increasing ore recovery. This study focuses on the application of six data mining classification methods, namely multinomial logistic regression (MLR), classification and regression trees (CART), logistic model tree (LMT), decision tree (J48), multivariate adaptive regression spline (MARS), and gene expression programming (GEP), in order to develop predictive models for stability assessment of underground entry-type excavations. For this purpose, a database containing 399 case histories of entry-type excavations from seven Canada underground mines was used. These models predict the stability status of entry-type excavations based on two input parameters, dimensions of the span and rock mass rating (RMR). The performance of developed models was evaluated using six performance metrics namely accuracy (ACC), sensitivity (SE), precision (PR), Matthew’s correlation coefficient (MCC), area under the receiver operating characteristic (ROC) curve (AUC), and performance index (PI). The results showed that all developed models can be used to predict the excavation stability, but the comparison of models indicated that the J48 model provides the highest performance with ACC = 0.900, SE = 0.869, PR = 0.922, MCC = 0.835, AUC = 0.891, and PI = 4.417. Thus, the proposed J48 model can be applied to identify the susceptibility of span instability in the entry-type mining, and if instability has been predicted, the necessary measures, including the use of suitable support systems, can be considered to reduce the casualties resulting from span instability.

Asia has seen a fair amount of military action and revolt during the past year, not all of it unexpected There was the fighting in Laos, which resulted in the as yet unconcluded negotiations which will probably lead to the establishment of a neutralist regime. In April of 1961 another revolution occurred in South Korea, and the elected government was replaced by a military dictatorship.. Communist guerrilla activity in South Vietnam was stepped up, and uncertainty about the future of that area increased. Relations between Pakistan and Afghanistan became more strained, and while no fighting has broken out, diplomatic relations between the two countries were broken off. India was both the victim of further incursions of her territory by communist China and the perpetrator of the forcible seizure of territory from Portugal. Indonesia has been making preparations for an armed attack on the Dutch in New Guinea.

This paper outlines the development of the Falcon enhanced gravity separator. Design objectives included continuous operation with sharp separations, mechanical simplicity, minimization of process water demand, the ability to apply a centrifugal field up to 300G's, unit capacity in excess of 100 t/h within a footprint of 10 square meters, a capital cost below $US 4,000 per t/h capacity, and total operating costs of less than $US 0.40 per tonne. A parallel development has been inexpensive, effective, semi-continuous equipment for recovery of precious metals in the free metallic state. These objectives have been largely met. There are significant opportunities for the technology in many mineral processing applications.

An economic simulation model was developed to predict the amount of copper recovered from copper oxide deposits and the cost of producing it as a function of the deposit parameters. The economic simulation model includes models of fragmentation design and cost, copper extraction, solution distribution and recovery, effluent solution cutoff grade, and financial analysis. Cost and price indices were also developed to evaluate the economic feasibility of in situ leaching operations as a function of their starting date. Application of the models to various properties having the same area and different ore thickness shows that the effluent solution cutoff grade does not vary with the ore thickness nor with its grade. The percent of copper recovery is, however, shown to increase with the increase in the ore thickness and is independent of the ore grade. it is also shown that while the profit per unit of extracted copper increases with the increase in ore grade or ore thickness, the rate of return on total investment does not show any correlation

Sensors are everywhere in the mining industry, with sensor information being used to monitor and operate processes. Therefore, when sensor information is wrong, economic losses can occur. Unfortunately, sensor errors are usually not detected till they become large. This is problematic as most calibrate their sensors no more than once a year (Beamex, n.d.). Using principles of data mining, where all relevant information is tapped to glean hidden information, Pothina [8] designed an algorithm to detect errors in temperature sensors in gold stripping circuit in Pogo mine, Alaska. This paper continued his work by analyzing the behavior of the algorithm on baseline data and testing the algorithm in new data and under more rigorous conditions. It also made a change to the algorithm. The modified algorithm performed very well in the new data. It also worked well under the new error conditions. Three types of errors were seeded, a fixed additive error (+ 2%), a fixed subtractive error (− 2%), and a noisy, normally distributed error, with a mean value of + 2%. Artificially seeded errors were detected within about 20 gold stripping cycles. Inherent bias in operation impacted algorithm performance by increasing the number of cycles needed to detect errors. This paper reinforced Pothina’s [8] conclusion that when data mining approach is used, sensor errors can be detected even when they are pretty low. Significant economic losses can thus be minimized.

"NIOSH research has shown that heat/humidity buildup is a major concern within coal mine refuge alternatives (RAs). These high temperature and humidity levels inside an RA may expose occupants to heat stress. Due to the safety risks associated with testing using human subjects, NIOSH partnered with ThermoAnalytics to create detailed thermal simulation models of RAs with human occupants. The objective of this effort was to predict a miner’s core temperature response and moisture loss in environments that may be encountered in a coal mine RA. These parameters were studied across a range of temperatures and relative humidity values to determine if the current 95°F apparent temperature limit for RAs is reasonable. The results indicated that the 95°F apparent temperature limit is protective, provided that miners are supplied with sufficient water. The results also indicated that the body core temperature did not reach dangerous levels even at an apparent temperature of 130°F. However, the results show that moisture loss increases with apparent temperature. Therefore, if the apparent temperature limit were increased, the water provided in an RA would have to be increased to offset moisture loss. INTRODUCTION The purpose of this effort was to predict a miner’s core temperature and moisture loss (sweating and respiration) in environments that are likely to be encountered in a coal mine refuge alternative (RA). A range of temperatures and relative humidity were studied to determine whether the current 95°F Steadman apparent temperature (AT) limit and 2.25 quart/day water requirements for RAs as mandated by the Mine Safety and Health Administration (MSHA) are reasonable [1, 2]. The effects of metabolic heat rate (activity level), miner size (height and weight), and pose (sitting or lying) on core temperature and moisture loss were also studied. MODEL DESCRIPTION TAITherm thermal modeling software (ThermoAnalytics, Inc.) was used to simulate humans in RA-like environments within a range of temperature and relative humidity combinations. The TAITherm Human Thermal Model (HTM) predicts the dynamic thermal response of the simulated miners while accounting for clothing, human tissue thermal properties, and active thermoregulation. The following sections describe the HTM in more detail, the thermal model setup for this analysis, and core temperature and moisture loss metrics found in published literature. Human Thermal Model Overview The TAITherm human thermal model was used to simulate the heat generated by the shelter occupants, and to predict the miners’ skin and core temperatures along with their sweat evaporation rates. The thermoregulation model simulates the process by which the body attempts to maintain a constant core temperature by considering the effects of shivering, sweating, and changes in skin blood flow. This model calculates surface and deep tissue temperatures within the human body as described by a surface mesh."

The Cyprus Casa Grande Corporation has provided Bureau of Mines researchers with an opportunity to investigate the hydrology of leaching an in place copper ore deposit. Hydrologic investigations of underground in situ copper leaching are being jointly conducted under a cooperative agreement. The hydrologic concerns of leaching operations at the Casa Grande mine focus on maintaining adequate solution injection and recovery rates, and on distributing the injected leach solution effectively within the ore deposit. Hydrologic considerations underlying these concerns relate to the permeability of the oxide ore zone during leaching, the unsaturated condition of the deposit prior to leaching, and the constraints imposed on in situ hydrologic design by the underground mine setting. The investigation involves monitoring of flow and pressure conditions in 58 injection and recovery wells, estimating permeability conditions using a hydrologic model, and on-site testing of hydrodilation and airlift pumping. Transient, fracture-controlled permeability is determined to be the dominant hydrologic consideration. A statistical modeling procedure has been developed for estimating changes in permeability during leaching. Flexibility in well design and operation is essential for accommodating the changes in fracture permeability that occur during leaching.

Coal and coal combustion byproducts are potential candidates for alternative resources of REEs (rare earth elements). The Illinois Basin is a major coal-producing district in the USA, but little work is available on speciation of REEs in the basin’s coals. In this study, a total number of 382 samples from known locations in the Illinois Basin coal beds were acquired, analyzed for their REE contents, and investigated for any spatial trends or chemical correlations. This study includes Springfield, Herrin, and Baker coal beds—the most heavily mined coals in the basin. An average coal ash from the basin contains 320 ppm REE, with Baker being the highest (407 ppm on average). However, the distribution of REEs in the coal beds was laterally and vertically heterogeneous. A number of trends were found in the REE variations. The most important trend was the relationships of the REE concentrations and fractionations with the distance from the syndepositional sandstones. The total REE concentrations were higher in the proximity of the sandstones, likely due to the increased deposition of detrital material. This increase was the most significant in Springfield coal (90%) and least in Baker (6%). Those coal samples from the Springfield and Herrin coal beds distal from the syndepositional sandstones had a heavy to light REE ratio (H/L ratio) of 0.40 on average, whereas in proximal locations, the ratio was dropped to an average of 0.30. This trend was not significant in the Baker coal bed. In general, higher mineral matter in the coals was associated with higher REEs. In coal preparation plants, refuse rocks can have up to 360 ppmREE. However, the ashes of the cleanest coals had higher REE levels. Such ashes also have a higher ratio of heavy to light REEs. The highest REE concentrations were found in the claystones and the shales associated with the coal beds. Since the naturally occurring calcite, quartz, and pyrite samples were depleted in REEs, an association of REEs with the clay minerals can be suggested.

There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers' concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers' ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers' projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers' use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects. The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.

It is a distinguished honor for me to have this opportunity, and I am highly appreciative of this distinction. The beautiful surroundings of Gatlinburg and the pleasantness of a summer occasion are a wonderful tonic for all of us, yet they should not blind us to the seriousness of our Industry's problems No doubt, because of my past appearances before members of the Society of Mining Engineers, at which I discussed wholly scientific topics, or research in the Applied Sciences, you may be expecting me to revert to these subjects. But I intend to venture in a field that is new to me, yet old to all of us, the field of Economics.

Traditionally the mining industry has been lagging in application of computers in their daily or long range plan activities compared to other industries. The question then remains as to how the technology of higher computing capacity for less cost is going to affect the mining industry and how the lukewarm reception of engineers in acceptance of computerized mine planning in the past is going to change because of the new wave of high techology. These questions and the reasons for the lack of usage of computerized mine planning systems by engineers will be evaluated in this paper. In addition, alternatives available to the mining industry will be analyzed and the direction of the future "user friendly" software will be discussed.

Longwall coal mine operators in the U.S. are required to ventilate multipanel longwall districts, but may have little or no knowledge about what happens to the ventilation air between the inlet evaluation points (IEPs), bleeder evaluation points (BEPs) and bleeder fans. The effectiveness of bleeder performance can directly influence the ability of a ventilation system to remove and dilute coal bed methane emissions. U.S. coal mining stakeholders have acknowledged their belief that the T-junction split at the longwall face tailgate corner is very important in controlling the distribution of ventilation air. To obtain direct measurements of bleeder performance, a tracer gas, sulfur hexafluoride (SF6), was released into the ventilation air stream on active and inactive longwall panels. Testing was performed on multiple longwall panels that included various phases of longwall development and variable path lengths of ventilation air transport to bleeder fan installations. Changes in the T-junction ventilation air distribution over the life of a longwall panel, and its variable effect on panel ventilation airflow are discussed. These findings will assess the effectiveness of commonly applied ventilation strategies for improving air distribution and ventilation controls to meet statutory requirements.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

Water spray applications are one of the principal means of controlling airborne respirable dust in coal mines. Since many coals are hydrophobic and not easily wetted by water, wetting agents can be added to the spray water in an effort to improve coal wetting and assist with dust capture. In order to study wetting agent effects on coal dust capture, laboratory experiments were conducted with three wetting agents used by the coal industry on -325 mesh sized Pocahontas No. 3 coal dust. Significant differences in coal dust sink times were observed among the three wetting agents at water mixture concentrations of 0.05%, 0.1% and 0.2%. The best wetting agent as identified by the coal dust sink test was only tested at the lowest 0.05% water mixture concentration and was found to have a negligible effect on spray airborne dust capture. Water spray airborne dust capture results for all three wetting agents tested at a 0.2% water mixture concentration showed that all three wetting agents exhibit similar but small improvements in dust capture efficiency as compared with water. These results indicate that the coal dust sink test may not be a good predictor for the capture of airborne dust. Additional research is needed to examine if the coal dust sink test is a better predictor of wetting agent dust suppression effects during cutting, loading, conveying and dumping of coal products by comparison to airborne dust capture from sprays.

P.L. 95-87 contains explicit demands for land-use planning in its reclamation and designation sections. Both sections require recognition of local land-use plans; however, the sections are not well integrated. Accommodations to these planning requirements may be found in suggestions based on British mineral planning practice. Better links can be created among local land-use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take more interest in local land-use plans and in resource inventories; states should consider devolving to local government responsibility for accepting mine permit applications and designation of unsuitability petitions.
