"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

A composite material consists of two or more dissimilar components. These dissimilar components retain their identities when mixed together and contribute to the properties of the composite. A composite usually consists of two parts, the matrix and the reinforcing material, or extender that is added to the matrix. Typical materials used as the matrix in composites are metals, polymers, and ceramics. The reinforcing material can be added for any number of reasons. For instance, if the matrix is expensive, an inexpensive filler may be added to the matrix to lower the cost of the product without sacrificing properties. An example of this is calcite (CaC03) which is added to systems such as polyvinyl chloride (PVC), to lower the cost. Reinforcements may also serve as a means to enhance the properties of the matrix material. For example, carbon fibers are frequently added to plastics to increase their strength, and glass spheres may be added to plastics to improve flexural strength. Mg(OH)z is added to polymers to give the property of fire retardancy. The latter is the focus of this paper.

"The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

"HISTORY Tube bundle systems have been used in the coal mining industry for gas detection since the 1960’s. At the time there were developments were underway for improved gas monitoring systems. The primary gas detection systems in use were the flame safety lamp, colorimetric stain tubes and the taking of samples for analysis by gas chromatography. The MSA D6 hand held methanometer was approved in the UK for statutory methane measurements in 1972 and became very popular due to its smallness and simplicity of use. In 1973 Sieger Limited also developed a BM1 methanometer which could be installed underground and relay methane concentrations to the surface. Similar developments were underway for carbon monoxide detection and one was developed in 1982 by the Yorkshire Regional Laboratory of the NCB commercial development was undertaken by Sieger Limited who named it the ‘SCO1’. The UNOR 1 carbon monoxide and methane analyzers were approved for underground use in the United Kingdom in the late 1960’s.5 The technique was developed by Dr Luft of Bergbau-Forschung Essen and the equipment was manufactured by Maihak in Germany. The apparatus was flame proof and provided an intrinsically safe output which allowed the result to be telemetered to the surface through colliery communication systems. Both analyzers work on the same principal and each of the gases adsorb a certain wavelengths of infrared radiation. The detector measures the residual transmitted radiation and determines the percentage of gas present in the sample. These flameproof versions had proven to be robust and reliable. The UNOR 1 had been used in the Saar region of Germany and Scotland in the UK. The development of tube bundles for hydraulic controls enabled the development of the tube bundle gas monitoring systems we know today. A bundle of tubes are taken underground through a shaft, a borehole or drift then distributed to the required monitoring points. This enabled the ongoing monitoring of the underground environment when the power was isolated at 1.25% CH4. In 1972 the United Kingdom (UK) National Coal Board (NCB) produced a hand book for tube bundle systems which was subsequently updated in 1974. This is a useful guideline into the operational aspects of tube bundles systems at coal mines6. Many of the processes identified are being followed today. The United State Bureau of Mines (USBM) prepared a circular similar to the NCB handbook on tube bundle systems.7 The circular was prepared by Litton C and it was targeted at the design criteria for tube bundle the systems. The circular also states that “pneumatic monitoring systems can be used to monitor for hazards that develop quite quickly”."

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

"Una de las enfermedades más extendidas en la industria minera es la pérdida de audición inducida por el ruido. La exposición de los mineros a niveles de ruido superiores a los niveles de exposición permisibles resulta en la pérdida de audición de aproximadamente el 80% de los mineros del carbón a la edad de jubilarse. En este contexto, el Instituto Nacional para la Seguridad y Salud Ocupacional (NIOSH, por sus siglas en inglés) está realizando investigaciones para desarrollar controles de ruido aplicados a los sistemas de minado de tajeos largos. Este método de minado es usado para extraer la mitad de la producción nacional de carbón subterránea. A partir de las mediciones en campo, se determinó en investigaciones anteriores que los componentes dominantes que generan sonido en el cizallador de un sistema de tajeos largos son los dos tambores de corte utilizados para extraer el carbón. Debido a las dimensiones y complejidad de los sistemas de minado de tajeos largos, el proyecto NIOSH desarrolló un modelo de elementos finitos validado del tambor de corte para utilizarlo en la predicción del sonido generado por este debido a las fuerzas de excitación experimentadas en las operaciones subterráneas. Este mismo modelo se utilizará para desarrollar controles de ingeniería para el ruido del tambor. Las fuerzas de excitación surgen de la interacción de la broca de corte y el carbón, y se transmiten al tambor de corte a través de los sujetadores de brocas. Debido a las condiciones adversas en el frente y la falta de instrumentación aprobada para uso subterráneo, las fuerzas operativas de corte de carbón no han sido evaluadas anteriormente. Para este fin, NIOSH, en colaboración con la Universidad Tecnológica de Michigan, desarrolló una broca instrumentada autónoma con seguridad intrínseca para medir estas fuerzas. Este artículo describe el desarrollo de la broca instrumentada y la medición de las fuerzas operativas de corte de carbón en tres minas. Las mediciones revelaron que las fuerzas tienen un espectro plano, algo característico de la naturaleza del impacto de estas fuerzas, hasta alrededor de 100 Hz. What is your personal view and assessment of the overall health of the industry in the current global economy? The economic outlook remains soft for the near future and, although the global economy is showing signs of recovery, uncertainty has tempered the pace of recovery. In addition to uncertainty, we are still facing significant economic challenges in many parts of the world, including Europe and the United States. The rapid expansion of China?s economy has recently slowed, further contributing to the sense of uncertainty in the overall health of the global economy. This situation is both a blessing and a curse, depending on which sector of the mining industry we are considering. For example, coal, industrial minerals, aggregates, base metal and precious metals markets are impacted by different forces and drivers and will experience different outcomes within the same economic environment. Let me give a few concrete examples to illustrate this concept. The prevailing economic uncertainty that I have just described tends to drive investors toward safe havens. Gold has historically been viewed as a safe haven and as long as investors shy away from traditional investments, gold prices will remain high and gold mining companies will continue to expand and invest capital in their operations. The same sluggish economy that drives gold prices higher has the opposite effect on other segments of the minerals industry. A great example of this is industrial minerals and aggregates used in construction. The markets that consume these minerals have contracted significantly over the past five years. The outlook for this segment is poor, as the glut of available housing continues to inhibit demand for new construction and, thus, many industrial minerals. In addition to this, the federal government?s lack of political will to enact long-term legislation funding transportation and infrastructure projects continues to be a drag on the U.S. aggregates industry.

There are a large number of facilities throughout the world which handle coal, such as preparation plants. Many other facilities use coal as a fuel, such as cement and lime factories. Although coal can be handled safely and can be an efficient fuel, there are explosion hazards which are accentuated as the particle size is reduced. Particle sizes of coal which can fuel a propagating explosion occur within thermal dryers, cyclones, baghouses, pulverized-fuel systems, grinding mills, and other process or conveyance equipment. This paper discusses how explosions can occur within these facilities.

"The McCook Main Tunnel connects Chicago’s Tunnel and Reservoir Plan (TARP) Mainstream Tunnel to the McCook Reservoir. The tunnel system consists of a 10 m (33 ft) finished diameter and 490-m (1,600-ft) long hard-rock tunnel constructed from a 27.5-m (90-ft) diameter and 92 m (300 ft) deep main gate shaft. The gate shaft houses six high-head 4.4 x 9 m (14.5 x 29.5 ft) wheel gates installed in the bifurcated and steel-lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir. Construction of the McCook Main Tunnel in live flow conditions was a challenging task for the McCook Main Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch and contractor Kiewit Infrastructure Co. (Kiewit). Once completed in two stages in 2017 and 2029, the McCook Reservoir will hold 38 billion L (10 billion gal) of combined sewer overflows (CSO) and flood waters from the city of Chicago and 36 surrounding communities in Cook County, IL The construction of the tunnel system was divided into two contracts. The first contract for the gate and construction access shaft was completed in August 2011. The second contract included tunnel excavation and concrete and steel lining that was completed in September 2014; installation of gates and hydraulic cylinders that was completed in June 2017; and the last major construction activity was the removal of a temporary concrete plug (bulkhead) and lining that tunnel section to bring the overall tunnel and gates system online before Dec. 31, 2017.This article focuses on the installation, testing and commissioning of the high head wheel gates. Live tunnel connection details to TARP Mainstream Tunnel were addressed in a previous paper submitted at the World Tunneling Conference in 2016."

Mine safety and quality of life of miner working in underground mines depend to a large extent on mine illumination and communication. The provisioning of reliable, safe, and cost-effective illumination is critical, particularly in underground gassy coal mines. To prevent firedamp explosion by electrical switching operation in coal mining industry requires implementing intrinsically safe illumination circuit. The luminaire design also needs to be certified and installed properly. The current illumination systems installed inside mines require a lot of energy which is obtained from nonrenewable resources. In this work, the design and implementation of solar-powered optical fiber-based illumination are studied and implemented in the Jhanjra underground coal mine, Eastern Coalfield Limited, and a Li-Fi-based communication system for underground coal mines is proposed. Silicate optical fibers of various core diameters and numerical apertures are characterized for illumination applications and their efficiencies are reported. The possibility of achieving optical fiber-based solar, laser, and hybrid illuminations in underground mines is discussed. The design and fabrication of a Fresnel lens-based solar tracker for solar illumination are also presented. The optical fiber-based illumination system is installed in an underground coal mine and the illumination of over 70 lux is achieved at the work plane. Finally, optical fiber-based illumination and simultaneous basic Li-Fi communication are demonstrated and will be beneficial to the underground coal mining industry.

You have been involved with research activities in froth flotation and size reduction. What do you think the future holds for these technologies? Froth flotation and size reduction are essential processing steps common to almost all current mineral-processing operations. The most significant recent advances in both of these technologies have been in the increased size of equipment and in some alternative machine designs, such as the column cells and the high-pressure roller mills. I believe that the next major area of improvement in size reduction will be at least partially driven by an improved awareness of controlling the conditions that influence the efficiency of particle breakage. This would include factors such as water-chemistry influences, the influence of fines from classification, chemical grinding additives and better rheology control. In froth flotation, significant changes are currently taking place in the plant use of frothers. Also, there will be an increasing number of new collector chemistries for certain types of flotation, such as with oxide minerals, oxidized mineral recovery in sulfide systems and improved selectivity with certain sulfide mineral systems. You have been active in implementing new engineering technology in industry. What do you think will be the technological future of mineral processing? Being involved in the invention and industrial implementation of new technology has been one of the most positive experiences of my career. I also have had the unique experience of working in the chemical and petroleum industries as well as in mineral processing. In my opinion, the future of mineral processing will be an exciting, wonderful work area in which to be involved. The development of new technology in minerals processing offers a special challenge compared, for example, to that of chemistry or chemical engineering. In successful industrial innovation involving minerals, having a sound theory is not enough. Instead, what is required is a valid blend of a good idea, meaningful laboratory characterization and, most key, the experience necessary to adjust the plant in such a way to incorporate the idea. The complexity of engineering systems that contain solids, liquids and gases, as well as highly variable natural mineral properties, means that nothing new comes easily. In some cases, it has been difficult to explain how processes practiced in industry for decades actually work, in terms of physical and chemical fundamentals. On the other hand, when a new idea is successfully implemented, the economic and professional returns can be very rewarding. I know of no more challenging field of engineering than minerals processing. What is your view of the future of the minerals industry in general? The need for minerals, metals and coal will be with us for decades to come. In many aspects, the minerals industry became global much earlier than some of the other industrial sectors that are currently experiencing globalization. I believe that fair international competition is beneficial to the users of minerals, metals and coals and to those involved in producing such materials. The key word here for a global economy to work is "fair." So the various playing fields involved such as finance, profit return, regulation and labor should be relatively level for all the players involved. Competition is an amazing driving force for innovation. This has been true in the minerals industry during the last few decades. The mining industry is producing more at less cost per unit than ever before in our history. I anticipate that this trend will continue as long as the global political situation remains relatively stable.

At FHC Gold Company's Paradise Peak Mine gold and silver are produced. Precious metals recovery rates are very satisfactory along with the recovery and production of a relative high volume of mercury. At Paradise Peak precious metals are recovered via the Merrill-Crowe process and delivered to the refinery area as a mercury-bearing precipitate cake. The recovery of mercury is then obtained through a vacuum retort system. The balance of the material is mixed with fluxes and then melted and cast into dore' bars for shipping. Issues of retort capacity and concerns over efficiency led to research into the retort process itself.

This paper discusses the modification of the cyanide tailings treatment method from ferrous sulfate to Caro's acid (peroxymonosulfuric acid). An examination of the operating parameters, costs, and chemistry describes how the decision was made to switch to this treatment method. Plant data collected from the last several months will be used, along with considerations from an operator's viewpoint.

The United States on a daily basis no consumes about 15MM barrels (2.38 x 106m3) of oil; 5MM (0.79 x 106 m3) of this is imported. This compares tai a daily consumption of 18MM (2.86 x 106 m3) in 1980 when we imported 8MM (1.27 x 106 m3). We are producing the 10MM barrels (1.59 x 106 m3 ) of conventional oil at home from what amounts to just 2% of our domestic energy reserves. Nearly 90% of our total domestic energy reserves occurs in solid forms such as coal, oil shale, and tar sands; this is more than enough to meet our needs for the next 100 years. Worldwide, oil shale is second only to coal as a potential source of energy and the U.S. has approximately one-half of the world oil shale reserves which average over 25 gallons per ton (10.43 x 10-2 L/kg). Since the United States has immense oil shale resources, including some of the richest in the world, and since oil shale produces a superior transportation fuel, it would seem logical that the U.S. would be prudently developing this domestic resource. Unfortunately, despite over 50 years of research and a number of false starts, there is not a commercial shale oil industry in place today. There are a number of recurring roadblocks which have hindered private industry's efforts to develop oil shale and we will look at some of these.

Diesel engines are a major source of underground miners? exposure to nitrogen dioxide. In an effort to reduce the exposure of underground miners to regulated and unregulated diesel emissions, primarily particulate matter, mining companies in the U.S. are retrofitting existing and introducing new engines with various exhaust aftertreatment technologies. Different aftertreatment devices, or changing the operating temperature of a selected device, can have unexpected effects on the concentration of nitrogen dioxide emitted by a diesel-powered piece of equipment. This paper provides an overview of the effects different exhaust aftertreatment technologies available to the mining industry have on no2 emissions.

Applications of machine learning and robotics in the tunneling industry are still nascent. Research and development are ongoing in TBM guidance; prediction of TBM cutter wear and tunneling induced ground deformations; and robotic arms for segment installation, inspection, cleaning, and maintenance of TBM cutting tools. This paper presents a case study of geological profile reconstruction using multimodal machine learning. The results from this study can aid the development and application of multimodal AI technologies to generate data reports and geological profiles in real time, taking voice recordings, photos, or videos obtained directly from the field as inputs.

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. "INTRODUCTION Barrick Goldstrike underground mine is located in Northern Nevada on the Carlin trend. The underground mine produces approximately 1.5 to 1.8 million tons a year and approximately 400,000 ounces of gold a year. The mine is comprised of two main mining methods, underhand drift and fill and long hole stopeing. The mass blast project stated in 2012 as Value in Use project between Barrick, Southwest Energy and Orica, the goal of this project is to be able to blast an entire drilled stope in one blasting event instead of taking multiple blasts. This will improve productivity by eliminating intermediate blasts, reducing additional blast time, eliminate drill hole cleaning due to the previous blast. Project implantation started in the fourth quarter of 2013 and mass blasting has been common practice throughout all of 2014. STOPPING PRACTICE AT GOLDSTRIKE BEFORE MASS BLAST PROJECT The production from the Goldstrike mine is approximately 70% from stopes. The timely completion of all stoping blocks is imperative to maintaining the plan, delays in the execution of any particular block can have detrimental ripple down effects as neighbouring stoping blocks become delayed. Before the implementation of this project the standard practice for Goldstrike was to: 1. Drill the entire stope 2. Blast a bottom shot, normally between 10 feet and 20 feet off the bottom of the slot rings. This would be mucked out before the next shot 3. Blast a pull through shot, this included the raise and one or two production rings. Again mucking this out before the next shot 4. Blast production rings, one or two more blasts depending on stope size. In most cases between each of these blasts the holes in the other rings of the stope would have to be cleaned. This meant either cleaning manually using air and water, or mechanically cleaning with a bench drill. In many cases this resulted in delays in completing the stoping block."

Designs, installation procedures, and performance characteristics of martensitic cast steel concaves are reviewed. Longer wear life, fewer pieces to install, and eliminating the need to scarf joints are the principal benefits of using martensitic steel to replace austenitic 12% Mn (Hadfield's) steel, the traditional concave material for large gyratory crushers. Installation procedures that reduce the risk of breakage are described. Operating practices that affect concave performance are also discussed.
