The Clinton administration’s policies toward the environment have the mining industry on the defensive. The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. The conference, held in early December, attracted about 2,400 people and more than 200 exhibitors

The lack of visibility near earthmoving equipment results in an average of five fatalities in U.S. surface mines each year. These accidents occur when a piece of equipment either strikes another vehicle or worker, or travels over the edge of an embankment. Researchers at the National Institute for Occupational Safety and Health have evaluated off-the-shelf proximity warning systems that sense obstacles near the equipment and provide an alarm to the operator. Limitations of existing systems have necessitated the development of new systems designed specifically for mining equipment, including a GPS-based proximity warning system and a computer-assisted stereovision system.

There is an increasing requirement for mines to meet a certain minimum criteria for sustainability within the context of the physical environment, ecosystem and socio-economic system in which they are located. The mining industry has wrestled to develop methods for assessing the ‘sustainability’ value of a mining project and indicators of ‘sustainability success’. A methodology for the evaluation of sustainability of a mining project using the Multiple Accounts Analysis (MAA) system was developed. The MAA is a platform for engagement of stakeholders and for the assessment of site-specific alternatives based on both qualitative and quantitative indicators of success.

Philippines is a country that is richly endowed in mineral wealth. In 1988, Climax Arimco Mining Corp. (CAMC) geologists found the Dinkidi porphyry gold-copper deposit in Nueva Vizcaya province. It is the most significant mineral discovery in that country in recent times. To date, the company has defined indicated resources of 124 Mt (136 million st) of 1-g/t (0.029-oz/st) gold and 0.4% copper. This includes a high-grade core of 7.9 Mt (8.7 million st) of 6-g/t (0.175-oz/st) gold equivalent. Total contained metal is 124.4 t (4 million oz) of gold and 499 kt (1.1 billion lb) of copper. Dinkidi's discovery resulted from initial geologic reconnaissance and recognition of the intrusive complex that is exposed at surface and anomalous in its topographic expression. This was followed by systematic exploration. This includes extensive gradient array induced polarization (IP), ground magnetics, geochemical sampling and diamond drilling. This later defined a further 16 satellite porphyry targets in the Didipio region. Climax was been granted a Financial and Technical Assistance Agreement contract with the Philippine government. It allows 100% foreign ownership of mining projects. After four years of negotiations, Climax was the first company to have such an application granted. Some 120 applications from numerous international mining companies are waiting for approval following implementation of new Philippine Mining Act of 1995. Exploration history Didipio is located 200 km (125 miles) north of Manila at an elevation of about 700 m (2,300 ft) in the remote Sierra Madre mountains. This region remains mostly unexplored. The property is accessed by 25 km (15 miles) of logging track from the town of Cabarroguis, Quirino. The area experiences an average rainfall of about 3,000 mm (118 in.) a year. Most of it falls during the July-to-November typhoon season. Didipio was first recognized as a gold province in the 1970s when native Ifugao and Ilongot hunters discovered alluvial gold in the region. The region had been prospected over the years by local companies. They were mostly prospecting for alluvial gold. However, in 1988, Climax Mining geologists identified the potential of an obscure razorback ridge protruding from the alluvial valley floor. This ridge, later named Dinkidi by Climax, was the site of several small- scale tunnels. Locals had mined narrow quartz stockwork veining and sluiced soft argillic alteration zones, using irrigation canals and sluice boxes to catch free gold.

Tunnel construction on the Brightwater Conveyance System?s East and Central contracts required ground modifications of the existing site soils, comprised of sandy alluvium to very dense glacial till, to assist with both hand-mined and TBM tunneling operations at vertical access shafts. The ground modification program was completed with a modified double fluid jet grouting system to construct continuous overlapping soilcrete columns to depths up to 94-ft below existing grade. This paper presents the sequence and methodology for the ground modification work and capabilities of jet grouting for structural support and groundwater control in the challenging soil profile present at the Brightwater Conveyance System Project.

The U.S. Geological Survey is concluding an assessment of the major coal regions of the country. In this program, the quantity and quality of coals that are expected to be mined during the next 30 years are characterized. For the Gulf Coast region, the evaluation includes reviews of the stratigraphic setting, coal resources, and the quality of the Cretaceous to Eocene coals in four coal-producing areas. The coal-bed methane potential for these areas will also be evaluated. The results of these efforts will be a series of digital maps, text, and tables that will be published in a CD-ROM format.

INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495. NEW ROUTES - 63rd STREET CROSSTOWN The New Route construction along East 63rd Street in Manhattan began in 1969 with the East River tunnel connecting Manhattan and Queens. The 63rd Street Line, once in Queens, is planned to connect to another new route called the Queens By Pass or Super Express (See Exhibit 1) which would connect to the Queens Boulevard Line at Forest Hills. The purpose of the Queens By Pass was to alleviate subway congestion to and from the Borough of Queens, whose population had rapidly expanded during and after World War II. The existing Queens Boulevard subway lines (the "E" and the "F" trains) are almost filled to capacity at their terminal stations with passengers from Long Island. Passengers boarding trains enroute from the local Queens stations have difficulty boarding crowded trains, and, at times, cannot board the trains. The New Routes, thus, were to give additional train capacity into Manhattan and thereby relieve the crowded conditions along the Queens Boulevard corridor. PROFILE - METHOD OF CONSTRUCTION The portion of the New Route passing east-west under East 63rd Street on Manhattan (See Exhibit 2) had to snake beneath intersecting structures running north and south, such as the Con Rail tracks below Park Avenue and the 80 ft deep Lexington Avenue Express track structure along Lexington Avenue. Field sampling was conducted in Lake Junin, Peru in order to assess the post-depositional reactivity of the highly contaminated lake sediments. High resolution profiles of dissolved Fe, Mn, SO42- and H2S across the sediment-water interface illustrate that the organic-rich sediments in the main basin become anoxic within several millimetres of the sediment-water interface. These permanently submerged deposits in the main basin serve as a diffusive sink for dissolved Zn and Cu. Conversely, the periodically unsaturated deposits in shallow areas are characterized by the remobilization of Zn and Cu in the deep acidic (pH < 4) pore waters, resulting in the release of these metals to the overlying water column.

Novel and innovative mining methods are attracting the attention of mining engineers at an unprecedented level. Historically, the US mining industry has responded rather conservatively to new technology. The financial difficulties affecting the domestic mining industry in the early 1980s changed attitudes toward new technology. The market contraction during that period, coupled with an expanding world mine capacity, created a serious oversupply of many raw mineral products. Many mining companies found that retaining a share of world markets while making a profit required drastic cost-cutting measures.

"In July 2012 construction started on the Grosvenor project, a five million tonne per annum underground longwall mine planned for Moranbah in Central Queensland. Grosvenor is located immediately to the south of the existing Moranbah North mine which has been in operation since 1998. EPBM technology is being used for the first time in Australia for excavation of a coal drift. The TBM was used to build two drifts on the project, one for the coal conveyor which will transport to surface, and another for people and equipment to access the underground once the mine’s operational (as shown in figure 1). The TBM will pass beneath a steel archway roof that has been installed at the drift’s entrance and begin drilling into the ground to build the seven metre diameter tunnel, descending at an angle of one in eight until it reaches the depth of the coal seam approximately 160 metres below.INTRODUCTION AND BACKGROUND The first TBM used in a coal mine was in 1962, a Wohlmyer, in Westerholt, Germany. A further 75 km of tunnels were excavated in coalmines within Germany between 1971 to 1983. This paper will review the Grosvenor Mine project (Grosvenor) owned by Anglo American Metallurgical Coal (Met Coal) includes the construction of a new underground coal mine and surface facilities on the northern boundary of the town of Moranbah in the Central Queensland Bowen Basin coal precinct. The contract to undertake the underground development works was awarded to Redpath in 2012. The scope of the Grosvenor Project was to construct temporary office and workshop facilities, install 2 portal arches, backfill boxcuts and infrastructure, excavate by EPBM method 967 m of 1:6 gradient Conveyor Drift and 1,258 m of 1:8 gradient Transport Drift, development of 2,520 m of pit bottom area roadways and development of 10,550 m of the first longwall tailgate. In the past, when phosphate rock quality was good, few paid attention to any of the impurities or other qualities associated with phosphate rock. In general, they had little or no effect on the ability to make the phosphate products for the market. However, as phosphate rock quality declined, it was apparent to the rock consumers that the individual impurities had a significant impact on their processes. FIPR is presently funding an analysis of operating plant data to determine the range of the effects of rock impurities on production plant performance. The study will not be completed until 2002. IMC has agreed to share some of the information they had developed in the early 1990s.

The 20th annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Westin La Paloma in Tucson, AZ, on Saturday, Dec. 7, 2002. This year’s inductee, guest of honor and featured speaker is J. David Lowell, one of the preeminent exploration geologists of the past 30 years. Among his most recent discoveries is the world-class Pierina gold deposit in Peru, currently owned and operated by Barrick Gold. As representatives of mining heritage, the Hall of Fame will induct Howard Allen Twitty, Sr., and Bernhardt Rohe. Twitty was a respected public lands attorney. He made significant contributions to the mining industry by representing several major companies in many court cases. He was also the author of numerous papers on mining law. Rohe was managing director of Peñoles. In that position, he helped guide the Mexican mining company for its growth into the international mining company that it is today.

A considerable body of literature directed towards optimising the efficiency of gold and silver extraction from cyanide leach liquors has appeared in recent years. A few examples from dissolution to solvent extraction to adsorption in carbon-in-pulp (CIP) and resin-in-pulp (RIP) operations follow. Selective leaching of gold from copper-gold ores using ammonia-cyanide mixtures extends the % copper which may be tolerated in ores (Ruane, 1991, LaBrooy et al., 1991, Costello, 1991). The removal of copper and recycling of cyanide from high copper ores is another important development (Sceresini and Staunton, 1991). Solvent extraction of alkaline cyanide liquors (Riveros, 1990, Mooiman & Miller, 1991) and solvent aided elution in CIP (Muir, et al., 1985) look promising. Recent definitive papers on the mechanism of adsorption of aurocyanide by activated carbon should lead to more efficient use of CIP (Adams and Fleming, 1989, Klauber, 1991). Strong and mixed weak-strong base resins have been applied in RIP for aurocyanide extraction in Russian Plants since the 1970's (see for example Borovskii et al., 1985, and references cited in Fleming, 1988a). Fundamental studies on applications of commercial weak and strong base resins-in-pulp (Fleming & Cromberge, 1984a, b, Fleming 1988a, Hosking 1984, Riveros and Cooper 1987) have generated much interest in RIP. Detailed comparisons of CIP vs RIP efficiencies at Mintek in South Africa (Fleming et al., 1988b), and the inefficiency of CIP in contact with clay led to the commissioning of the strong base RIP Golden Jubilee plant in 1988. Its operation and improvements have been reported (Seymore and Fleming, 1989, Fleming & Seymore, 1990). The use of anion exchange membranes for aurocyanide extraction shows some promise (Mauthoor et al., 1991). However, the development of new gold specific resins at Mintek (Green et al., 1984, 1986, 1990, Johns and Green, 1991) and elsewhere (Asker et al., 1987, Wilson et al., 1987, Harris et al., 1992) should improve the viability of RIP processes. The polydiallylamine gold specific resins (Hodgkin & Eibl, 1988, Fawell et al., 1992a, b) have high capacities for auro cyanide recovery from high concentration liquors. The use of guanidine based liquid and solid ion exchange extractants for gold was recently reported by the Henkel Corporation (Kordosky., et. al., 1993). Such specific resins tailor made for gold and/or silver cyanide extraction should lower overall cost by improving metallurgical efficiency. In the case of strong base resins this selectivity largely eliminates the problems of poor base metal elution and/or poisoning. The work reported here outlines the approach taken at the University of Central Queensland to synthesize sterically hindered strong base anion exchange resins which are designed to have high selectivity for auro- and argentocyanide complexes. It summarises selectivity tests on low grade cyanide leach liquors from several mines. It also examines an RIP vs CIP comparison, and investigates the elution properties and cycling of one such promising resin.

SUMMARY La Granja copper deposit, in terms of volume, is among the five largest deposits in the world and represents reserves of three thousand million tones. The field consists of a 40 m. thick layer of copper lying over the secondary ore and further down the primary copper. The flotation process has indicated a recovery rate of 88 to 90 percent and concentrates of 27 to 32 percent of copper. The acid leaching process of low grade ore produces financially acceptable results. To carry out the project, it is necessary to build long distance pipelines and a port. Both the Feasibility Study and the Environmental Impact Study on the project have been approved by the Peruvian government. INTRODUCTION La Granja is located in the district of Querecoto, province of Chota, in the department of Cajamarca, in the Northwest of the country (Figure 1). Geographically it is situated on the eastern slopes of the Andean mountains at an altitude of 2,000 to 2,700 m.a.s.1. (Figure 1). The site is an 8 hour car ride from the city of Chiclayo, capital of the department. The first 60 km. are over a paved road and the remaining distance is over a narrow hard dirt road. The copper porphyry of La Granja was discovered between 1969 to 1971 during some geochemical prospecting activities carried out by the State mining institution, Ingeomin (currently Ingemmet). From 1978 to 1982, Ingemmet continued with its geochemical and geophysical studies supported by a German technical assistance program. A total of 19 bore- holes were drilled (5,814 m.) and a 90 m. long tunnel made. This study calculated reserves of 175 million MT. In 1993, Minero Peru drew up a technical-financial study based on the above studies and proposed a 12 year extraction operating program: 20,000 MT daily using the leaching process, followed by 13 years of operation using the flotation process with the same daily volumes. We present a review of research and development for coal based clean energy systems aiming for zero emissions to the atmosphere. These systems can utilize all kinds of coal or other solid carbon sources such as tar sands as well as liquid hydrocarbons. The chemical energy of carbon is transferred to hydrogen and used in power generation, in fuel cells, or hydrogen combusting turbines. The waste products of these future power-generating systems are ash, sulfur compounds and CO2. We also summarize current and developing technologies for processing of CO2to produce mineral carbonates for permanent disposal, and associated byproducts.

Mine managers rely on their experience, section foreman&apos;s daily reports and occasional time studies to make important production, maintenance and forecasting decisions. This information is often subjective and imprecise, consumes expensive engineers time, is often biased and is restricted to short time periods. Managers need better information. Furthermore, if a recently purchased machine is being evaluated, a large increase (>10%) in productivity may be obvious, but small increases are usually masked by other variables. In today&apos;s highly competitive markets, cumulative small changes are important, especially since managers have already exhausted most available, obvious avenues of improvement. A technique to separate these charges from effects of other variables and to quantify the target effect is necessary. CSM researchers are addressing this need by developing an intelligent decision support system (IDSS). It provides key production and maintenance information to support management decisions by recognizing patterns in mining machine sensor data and representing knowledge about mine management, operations, layout and equipment. A continuous miner section at Western Fuels-Utah Inc.&apos;s Deserado Mine in Rangely, CO is the test facility for the research. Power transducers located in the sections load center provide kilowatt versus time data from continuous section equipment. The IDSS pattern recognition algorithms classify the kilowatt versus time patterns into individual machine operating modes. It produces an output similar to a typical industrial engineering time study but continuously, automatically and without an engineer in the section. It is relatively easy for a time-study engineer to identify the stop and end points of a cycle element and classify it by looking at the machine and glancing at a stop watch. The problem is that monitoring system hardware and software do not have these unique capabilities. Consequently, IDSS algorithms must automatically define the begin and end points of machine tasks and identify the task by recognizing patterns in kilowatt versus time data. However, many mines have file drawers of time-study type data that are not very useful. So, IDSS contains the knowledge representation subsystem (IDSS/KRS) to produce short reports containing only key information. This is difficult because mine environments continually change and information requirements differ for each management level. Consequently, IDSS/KRS must learn and adapt to new conditions in a dynamic mining environment.

Using computer applications to solve mining problems began in the early 1960s, utilizing the large (for that day) centralized computing facilities at a few universities and major mining company headquarters. Many years passed before technology was adequate to allow any of those applications to be run at the mine sites to provide immediately available solutions. One of the first mining applications attempted was for ore reserve analysis and long- to medium-range mine planning. As these are among the most frequent and familiar minicomputer applications at the mine site, it is interesting to follow the evolution of computing and communications hardware which has finally allowed effective transfer of this technology.

K.A. Grace&apos;s article advocates usage of the terms describing resources as defined by the US Bureau of Mines (USBM) and the US Geological Survey (USGS). Originally recommended in 1943, the terms were revised in 1976 and again in 1980. Mr. Grace further recommends that the term reserves should be severely restricted and that it should encompass mining and processing factors. The list of references quoted in the article does not, however, mention the study concerning reserves that was made over a period of almost four years by a joint Committee on Definitions. This committee was sponsored by three societies - the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the Society of Economic Geologists (SEG), and the American Institute of Professional Geologists (AIPG). Most of the detailed work was done by a working party appointed by the Society of Mining Engineers (SME) of AIME. After studying previous definitions in the US as well as in the United Kingdom, Canada, Australia, France, and other European countries, the following definitions were proposed and accepted in 1974 by the SME board of directors. (Ore reserve definitions in Rhodesia, South Africa, or New Zealand were not mentioned as having been reviewed.) Table 1 lists definitions from MINING ENGINEERING, July 1975. Notice in Table 1 it was mentioned, under Resources, that the definitions of reserves were recommended for the purposes of commercial evaluation. It was further stated that the terminology adopted by the USBM and the USGS, as released to the public, covering resources, was recognized as such. Mr. Grace also recommends that reserve calculations should allow for future losses in ore tonnage, ore grade, milling, and smelting. Unfortunately, it might take years to develop a prospect after it has been discovered. Mining methods have to be tested before being finalized in order to know what tonnage of ore is going to be lost, or how much dilution is likely to occur. The same problems are present in concentrating or in smelting. Operating mines usually know how mined grade compares with ore reserve grade. They can usually predict fairly closely what their final metal recoveries are probably going to be. It is, however, expecting too much to have to delay quoting reserves from say a recently drilled prospect. Any responsible mining geologist or mining engineer (or company for that matter) should state several things about an ore reserve calculation: that it is or is not a preliminary estimate only; that estimated grades have not been diluted to allow for a future, as yet unknown, mining method; that metal recoveries are or are not only tentative, based perhaps on drill hole samples only or on no metallurgical testing at all. Reserves of a partially explored prospect are always quoted when it becomes necessary to raise capital. If they are described as preliminary only (really just tonnage and grade estimates and not true "reserves") in addition to being accompanied by some of the items just mentioned, nobody is going to be misled. If, on the other hand, a report by a member of the SME or SEG is intentionally misleading, the individual must be reported and eventually disbarred from his or her society. To summarize, let us stay with the definitions of ore, ore reserves, and related terms as recommended and accepted by SME. I might add that on occasion I have used a fourth category in my ore reserve calculations, namely Geologically Possible Ore. This category is more or less the same as Inferred ore defined by the USBM and USGS. I have never given a grade to this category, which may be based only on geological mapping, geochemical sampling, or geophysical traversing.

A series of in situ pull test were performed on a new design friction stabilizer bolt with the objective of determining its performance characteristics. The bolt is installed while drilling, thus improving safety and significantly reducing the installation time. An optional expansion element can be inserted into the bolt to provide an end-anchorage, which further increases the bolt’s capacity. In situ tests show that the pull capacity of the 2 m long new design bolt is about 15 tons. When installed with an expansion element, the pull capacity of these bolts becomes as high as 30 tons.
