Magnesium salt rare earth enrichment (MREE) is a crucial intermediate raw material in the deep processing of rare earth elements and material preparation, serving as a front-end raw material for the synthesis of rare earth oxides. With the current disposal process for MREE, neutralization slag with high rare earth residue is generated during further extraction of rare earth from the MREE and accumulates in huge piles. Therefore, the combined disposal process of MREE and neutralization slag was put forward. MREE was solubilized using 4 mol/L sulfuric acid to achieve an endpoint pH of 0.75, dissolving the rare earth and obtaining an acid solution. The MREE and neutralization slag were added in a mass ratio of 1:2 to the acid solution sequentially. The pH of the endpoint was controlled to 4.8~5.0 for neutralization and decontamination. This resulted in the production of rare earth sulfate liquid of similar quality to the original MREE disposal process, meeting subsequent extraction requirements. The neutralization slag underwent a water washing process, with two washes (first with 0.2 mol/L acidity water at a solid-liquid ratio of 1:2 and second with deionized water at a ratio of 1:4), resulting in water-washing slag with a rare earth content of 0.24% and a rare earth yield of 97.08%. Notably, zero wastewater discharge was realized. This innovative process effectively addressed the challenges of high rare earth residue in neutralization slag and stockpile accumulation, offering valuable theoretical and practical insights for MREE disposal.

It is not possible to accurately predict water flow into rock tunnels during construction, because all of the relevant factors cannot be accurately determined ahead of time. But an estimate is needed, because water inflow can be a major problem during construction, hence also a major concern for project design. There currently is no simple, generally accepted method of estimating inflow. This paper describes a semi-empirical method for estimating possible water inflow based on borehole water pressure test results, using correlations from previous tunnel experience. The method provides an estimate of percentages of tunnel length which will experience different intensities of long term steady state inflow, and provides an estimate of possible initial heading inflow. The method is applicable for distributed sources of water inflow due to rock mass features such as systems of joints and bedding planes, and accounts for different boundary conditions of water head and recharge. The metric system flow units used in this paper are liters per minute (L/min) and liters/minute/meter of tunnel (L/min/m), to be compatible with rock mass classification systems commonly used today.

Over the past five years, the two-fold growth in Canada's coal industry "Figure, 1" results primarily from the coking coal market to Japan and, to a lesser degree, by the increasing use of sub-bituminous and lignite coal for power generation in the Prairie Provinces. This expansion will continue, but production of coal for domestic thermal generation of electricity will grow at a faster rate than coking coal exports "Figure, 2". Half of the 20 million tons of thermal coal used for electrical power generation in Canada during 1974 were imported by Ontario Hydro from U.S. coal companies in West Virginia and Pennsylvania. Ontario Hydro's Nanticoke station on Lake Erie which will consume 7.5 million tons of coal in 1977 when fully operative, as well as other future planned projects, could cause Ontario Hydro's coal consumption to rise from 10 million tons today to 20 to 25 million tons by 1985

GENERAL DESCRIPTION The Granduc mine is situated on the west side of Granduc Mountain in the Leduc River area of north¬west British Columbia about 51 km (32 miles) north¬east of the town of Stewart. Entry is by means of a 16.6-km (10.3-mile) long haulage adit from the concentrator site at Tide Lake. The principal ore mineral is chalcopyrite. Ore mineralization varies from dis¬seminated to irregular semimassive stringers generally associated with highly folded and sheared biotite-rich sections of metasediments. The ore bodies vary in width from 3.6 m (12 ft) to over 18 m (60 ft) in a zone some 800 m (2600 ft) in length dipping at an average of 75° to the west and plunging steeply to the south. Capping varies in thickness from 0 to over 300 m (1000 ft). SELECTION OF MINING METHOD In the early stages of planning the primary require¬ments to be met by the mining method were: (1) suit¬ability to high output and productivity, (2) adaptability to mechanization in order to minimize operating costs, and (3) minimization of the costs and the development period for preproduction. Considering these, the selection of a mining method was narrowed to a choice be¬tween sublevel long-hole stoping or sublevel caving. A method utilizing backfill was ruled out as uneconomical, especially since mill tailings would not be readily available. At the time, the following facts about the ore body were recognized: (1) the average width of the ore body was 12 m (40 ft), (2) 30% of the stoping blocks were in areas of 6 m (20 ft) or less in width; (3) in many cases, ore zones were located in parallel lenses or were irregular in shape; (4) major faults were present in the hanging wall close to the ore, with minor faults within the different ore zones; and (5) the ore itself was lami¬nated with fractures and jointing crossing such bedding planes. Considering these factors, the two stoping meth¬ods were compared. Sublevel Open Stoping The characteristics of sublevel open stoping are: 1) It is generally not used for widths below 6 m (20 ft) since the ratio of waste development increases as level intervals are reduced to insure good control of long-hole drilling. 2) This method is used where ground is relatively competent. Otherwise more pillar support is required, increasing ore losses or mining costs with pillar recovery. 3) The method is not easily adaptable to parallel ore zones separated by relatively narrow waste bands. 4) Close control of pillar and stope design will per¬mit some degree of dilution control. Sublevel Caving Sublevel caving is characterized by the following: 1) The method can be used for a variety of ore widths, recognizing that 3 m (10 ft) in width may be an economical minimum. 2) It is particularly favorable where wall rock is weak. 3) The method has flexibility so that irregular ore bodies or parallel lenses can be mined. 4) The need to leave pillars for support is eliminated 5) Dilution and tonnage recovery are interrelated. With concern about the stability of the hanging wall and the geometry of the ore bodies, there was a growing favor to choose the sublevel caving method. However, this method was relatively new to Canadian mining practice. Teams were sent to Sweden to tour mines using sublevel caving and to study their methods and any extraction and dilution problems. The objective was to develop cost and performance data and ore recovery grades and tonnages for feasibility comparisons. Next, detailed mine plans were developed covering a three-year period using sublevel caving and sublevel open stoping. Extensive analyses of the development and production costs for each method were made. With sublevel caving, ore losses of 10% with a 20% dilution rate were used. The same ore loss was estimated for sublevel open stoping with dilution varying from 11 to 15%. As a result of these studies, the decision was made to use sublevel caving partly because slightly lower op¬erating costs, together with higher productivity, offset the adverse effects of higher dilution; and partly be¬cause, at the start, there would be less risk in being able to handle the ground, and the method offered more flexi¬bility. Open stoping was not ruled out for testing at a later date. It was recognized that some other method of mining would be required for mining the ore extensions below the glacier, where surface subsidence must be avoided. During the operating life of the mine, open stoping was tested in narrow width ore zones and found un¬satisfactory due to wall failure. A cut-and-fill stope, utilizing run-of-mine waste from development, was also operated on a trial basis. A sequence was finally estab¬lished that permitted ground control; however, produc¬tivity needed considerable improvement in order for open stoping to be considered as a sole alternative for mining below the main haulage level. At the termination of operations in June 1978 over 13 000 000 t (14,500,000 st) had been extracted from above the main haulage level at production rates varying from 3270 to 7250 t/d (4000 to 8000 stpd). Sublevel Caving Methods Two basic methods were used, transverse and longi¬tudinal. The transverse method was used mainly in the upper C ore body in widths greater than 18 m (60 ft), and occasionally as an alternative to the longitudinal method in localized areas where strike faulting inter¬fered with normal development. The particular impact of imported industrial minerals varies within the Industry and is dependent upon many diverse factors. In a similar way, the impact on individuals has been varied and the degree of impact will depend partially on the individual's ability to handle change. Just as many corporations are adjusting their marketing strategy and production methods to compensate for imported mineral products; individual managers, mining engineers and geologists are making adjustments to their own personal job marketing techniques and on-the-job operating procedures. Modifying the degree of impact for both industry and individuals depends upon the ability to adapt.

The removal of arsenic from process streams as ferric arsenate compounds is being practised by mining industries. Therefore, the solubility and stability of these solids is of considerable importance to the mining plants that have to keep the environment free from pollutants. There is some information on the solubility of the ferric arsenate compounds, mainly on scorodite, obtained from synthetic solution. However, there is not so much work on ferric arsenate compounds formed at high temperatures (175 - 230°C) during the leaching process. In the present work, the solubility of the ferric arsenate compounds formed during acidic pressure oxidation of arsenopyrite is presented. The results of the solubility tests showed that the ferric arsenate compounds formed at high temperatures (200 - 230°C) and high pressures (1034 - 1551 kPa 0,) released arsenic into solution in amounts less than 1.2 ppm and iron in amounts no higher than 1.0 ppm. So, they seem to be potential compounds for arsenic and iron disposal.

Operators depend upon the success of backfilling programs to ensure that mine activities run continuously (Archibald et al, 1993) where backfilling is an integral part of the mining cycle. In order to ensure that the backfill is prepared and delivered to the stope possessing the required engineering properties, as designed, and that the backfilling process is safe, mine operators at all stages of the backfilling system must be adequately trained for their tasks and be aware of how their work affects other backfilling stages, both up- and down-stream of their station. Mine operator training is primarily based on learning on-the-job from experienced supervisors or training personnel. Classroom training and the availability of reference manuals are less common. While in use by many industries for some time now, computer-based training (CBT) is becoming more readily accepted by the mining industry for a wide variety of training. It is not intended to replace on-the-job training, but to augment it. CBT offers many advantages to enhance operator learning by utilizing multimedia presentations, interactions and on-line testing to teach complex concepts and relationships. Discussions with many operations revealed that there is an industry need for a backfill guide for frontline operator training and as a reference manual for operators and mine engineers. Sponsored by the mining industry and the CIM, "Mine Backfill, An Operator's Guide" has been developed by the Departments of Mining Engineering at Queen's University and McGill University to fulfil this need. "Mine Backfill, An Operator's Guide" is an interactive multimedia package that incorporates high quality colour images, animations, sound, and video with text to review the main backfill methods employed in Canada, including hydraulic/slurry, paste and rock fill. The Guide is divided into training and reference primer sections. When in training mode, the operator is guided through a presentation of common mining and backfill practices and technologies so that he/she may become more familiar with different aspects of backfill processes. To ensure that key concepts have been learned during training, the operator will be tested after each section using a series of multiple choice and true/false questions. When in reference mode, alternatively, the operator may browse through the information in a more detailed and independent fashion through a series of interactive menus. The Guide focuses on the following main topics: resources, surface preparation, distribution, stope activities, health and safety, and quality control. Special features included in the Operator's Guide are a Buyer's Guide, a Trouble Shooting Guide, and an interactive glossary of backfill and mining terms. Concepts in interactive and computer-based learning are also reviewed in this paper.

This paper describes improvements in SAG and AG mill liner designs and their cumulative effect on wear life and mill availability. Routine procedures used by many SAG and AG mill operators to improve liner life are reviewed. Guidelines are provided for estimating the time required to replace worn liners along with practical methods to reduce downtime for liner replacement. Finally, the effects of mill operating conditions on liner wear life and breakage are considered.

Introduction Contract miners have long played an important role in the minerals industry. Historically, these were individuals who worked as underground miners and were paid by the ton or the day. These hardy types still ply their trade in the industry. However, today the term "contract miner" generally refers to an independent contractor who supplies the people and equipment needed to conduct surface mining operations for an owner or lease holder. At one time or another, contract miners have probably handled virtually every mineral commodity from sand, gravel, and stone quarrying to mining uranium and precious metal ores. In today's market, though, contract mining appears to be concentrated in just a few areas. These include precious metal mines, various types of solid fuel operations, and reclamation of abandoned mines. This article covers market areas, contract mining organizations and services, and their advantages and disadvantages. Gold and silver mines Although exact figures are not available, contract mining represents a significant element in the precious metals segment of US mining. For gold and silver, the growth in contract mining appears to be paralleling the overall growth in mining activity itself. Nevada is the largest gold producer in the US. The latest available data (1985) on open pit gold/ silver mines is summarized in Table 1 (Nevada Division of Mine Inspection, 1986). These figures show that contractors mined nearly half of the ore in 1985. Total tonnage mined, of course, was much higher for both owners and contractors. Assuming an average stripping ratio of 2.5 to 1, the total daily mining rate for the contractors was more than 145 kt (160,000 st). This translates into a contract mining rate of about 36 Mt/a (40 million stpy) based on 250 operating days a year. This approximate 50-50 split between owner and contractor also appears to hold for the future. Metals Economics Group (1987) published a survey of 51 short-range and 54 long-range precious metal projects being considered throughout the US. Contacts with owners, requests for proposals, and past corporate philosophies all suggest that about 55% of the open pit operations scheduled for the near-term will be contract mined. This represents an estimated 26 kt/d (28.5 stpd) of ore. A similar assessment of the long-term projects indicates that about 12 kt/d (13,000 stpd), or just under 50% of the open pit tonnage will be contract mined. There are several reasons why gold and silver represent such an attractive opportunity for contract miners. One is that many properties are owned or leased by individuals or partnerships that are essentially entrepreneurial. Many of these owners or lease holders have minimal mining experience. They must therefore either rely on contract mining organizations, sell an interest in the project to another mining company that will become the operator, or hire an experienced management team. For about the same reason, junior mining companies also represent good prospects for contracting. This is because most junior companies focus on exploration. They would prefer to spend their generally limited funds on drilling programs. Thus, they tend to minimize additional capital requirements by using contract miners or farming out the property to another mining company. Another good reason for using contract miners is the size of the deposit. Many properties are so small that their reserves will not support the capital expenditures

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. Hydrocyclones and other dynamic separators are normally fed with pulps consisting of water and solid particles. The solids usually consist of particles of different sizes, shapes and densities. Except in the special case of monocharacteristic particles, the particles are segregated by these differences in size, shape and density. Segregation is magnified by the high values of centrifugal acceleration in the hydrocyclones. This paper develops a segregation theory that indicates the major variables involved. Experimental data on segregation under different operating conditions for mixtures of magnetite and/or ferrosilicon and nonmagnetic minerals are reported.

The Walnut Creek Mine was developed in 1989 to supply lignite to the Texas-New Mexico Power TNP-ONE power plant. Being new, we had the opportunity to start from scratch and rethink many of the traditional methods of managing a mine operation. We had the opportunity to create a team environment, encouraging people to get involved and make decisions. The founding philosophy of the mine, "A Quality Product by Quality People", acknowledged that the key to a productive, quality operation was the people. This paper will explore methods employed by Walnut Creek in selection of team members, building the team and the relative success of these methods.

Mining operations take a tremendous toll on equipment, operating in difficult conditions day after day. Owners and operators cannot make the job any easier, but they can give their equipment an advantage. Equipment life may be extended through preventive maintenance and the proper application of quality lubricants. This means lubricants that are made to last longer and stand up better to the punishment mining equipment must endure. There are several practices to consider as part of a successful preventive maintenance program. A good place to start is to review original equipment manufacturer recommendations about servicing and maintenance intervals for each part of the equipment, especially the engine. If these recommendations have not been followed, owners and operators must begin periodic service work on equipment to help minimize equipment down-time and extend engine life.

The genesis of ore deposits has been tied to plate tectonics through differential petrogenesis in subduction zones. However, many mineral districts, especially in the Basin and Range province of United States and Mexico, appear unrelated to any possible subduction zones or to plate boundaries. It is proposed that the pattern of mineral belts is related to mantle plumes which have been overridden by an advancing continental margin.

A column reactor was applied for leaching with simultaneous flotation a complex sulfide ore in ferric sulfate-solution under oxygen pressure. Elemental sulfur and the flotable, nonreacted sulfides were collected in the froth and separated from the insoluble, nonflotable gangue minerals and solid particles formed during pressure leaching. The two-stage laboratory unit, built from Corning-glass elements is described. Results of the continuous leaching/flotation experiments conducted under 20-40 psig of oxygen pressure are presented, as are supplementary batch leaching experiments with iron precipitation under 150 psig oxygen pressure. High zinc extraction to solution and near total accumulation of lead sulfate in the nonflotable fraction are easily attainable. Relatively poor flotation of pyrite is probably caused by the partial oxidation of its sulfidic sulfur to sulfate.

I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

Chemical and electrochemical studies were performed during bioleaching of cobaltite concentrate with Thiobacillus ferrooxidans. The two principal minerals present in the concentrate were pyrite and cobaltite (CoAsS). During chemical studies, the effect of pH on dissolution rates was examined under uncontrolled and pH-controlled conditions. It was found that in the pH range 1.5-3.0 there was no pH effect if the initial pH was not controlled (maintained). When the initial pH was controlled, the leaching of Co, As, and Fe depended strongly on pH. Electrochemical studies were performed by using cyclic voltammetry and constant potential techniques. A sequential reaction mechanism was proposed for dissolution of cobaltite.
