Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. Santa Fe Pacific Gold Corporation (SFPGC) conducted pressure oxidation pilot plant studies at Hazen Research, Inc. on the Twin Creeks refractory carbonaceous gold ores during 1993 and 1994. Previous laboratory investigations demonstrated very good gold recoveries of 90 to 95%, using CIL cyanidation after batch pressure oxidation. However, results from the pilot plant showed that several ore types responded very poorly, with gold extractions of only 45 to 75%. Since these poor recoveries were unexpected, pilot plant testing was suspended for approximately four months while extensive research activities were conducted to determine the cause(s) and identify potential solutions. This paper describes the batch and pilot plant test results, the research activities that eventually identified the cause of the gold recovery problem, and the final semicontinuous and continuous pilot plant operations that confirmed possible solutions.

L. Cope Welcome. I am pleased to see so many people interested enough to stay until this last session of the last afternoon of the convention. Of the people on the panel here, everyone has done everything in placer mining, but we have tried to sectionalize it with each one of us taking a particular portion. Any one of us could probably answer any question. I am very pleased to see some well experienced people in the audience. To start the discussion, Joe, can you give us a brief comparison of pit and drill sampling? J. Wojcik They both have their place. If you expect your deposit is something that is going to have widespread fairly uniform grades, then the pits may be the way to go. If you are going to have something you have to trace for several miles down the river valley, you can't do it with pits and do a proper sampling job. C. McLain Joe, the end result of all of this is to go ahead and mine it if it is a deposit. Do you try to relate your drilling results to something in mining itself against the recovery, because the drilling in different types of ground will give you different kinds of recoveries, and mining in the end is what you are going to do? Do you try to relate this to your mining method?

The Mississippi embayment east of the Mississippi River is part of a vast geologic and hydrologic province. The abundance of water available is largely responsible for the agricultural history of the area and is perhaps the key factor in the rapidly accelerating trend toward industrialization. The multiple artesian aquifer systems that underlie the region, and the alluvial aquifer along the Mississippi River are virtually undeveloped sources of fresh water in that they are yielding only a fraction of the water available. The potential yield of the 12 aquifer systems is estimated to be about 25,000 mgd (million gallons per day), of which only about 600 mgd is presently being withdrawn. The amount of water in storage in these systems is about 1,600 trillion gallons. Ground water having a dissolved-solids content of less than 500 parts per million is generally available at depths of less than 1,000 feet, and water having a dissolved-solids content of less than 1,000 parts per million is available in some places to depths of more than 3,000 feet. Iron is the most common troublesome chemical constituent in the ground water. Water in varying amounts is also available from streams within the region. The amount of water which originates within the region and which leaves it as streamflow during a year averages about 50 million acre-feet (about 45,000 mgd). An additional 375 million acre-feet (about 340,000 mgd) leaves the region as streamflow during an average year, this amount having originated outside of the region. Some streams have considerable flow during periods of no precipitation, and the water during these periods generally has a low dissolved-solids content.

In central Utah, a coal mining operation is taking place under an 0.5-m (20-in.) pressurized natural gas pipeline. The room-and-pillar method with pillar extraction is being used to extract the coal from the seams. The pillars beneath the pipeline will not be extracted; however, there is a possibility that some subsidence may occur due to pillar failure. To assess possible damages on the pipeline, an attempt has been made to predict subsidence in the area where pillars may collapse. The resultant values of subsidence strain and slope have been used to determine the magnitude of strain, stress, and shear induced in the pipeline. Also, a network of survey points has been installed along the pipeline to detect ground move¬ment that would indicate excessive subsidence.

The first rule of mineral deposits always seems to be: the deposit is never close to the market. With gems and precious metals, this is not much of a problem. But with most of the mineral commodities used in today's world, transportation becomes a major part of the cost to the consumer. In Japan, for example, more than 60% of the cost of coal to the consumer may be attributed to transportation. The purpose of this article is to examine pipeline transportation, particularly mineral slurry pipelines, as a means of getting the mineral to market. Pipelines Today Regulated pipelines in the US totaled nearly 724 Mm (450,000 miles) in 1980 according to the Federal Energy Regulatory Commission (FERC). Worldwide, more than 210 Mm (125,000 miles) of new pipelines will start construction in 1982 at an estimated cost of more than $150 billion. According to the Bechtel Corp., the period between 1982 and 2000 will see major growth in pipelines of all kinds. In North America, major movements of crude oil from Alaska and synfuels from the Rocky Mountains will require the construction of nearly 16 Mm (10,000 miles) of new pipelines. Nearly 42 Mm (26,000 miles) of new gas transmission pipelines will be needed to tap both US and Canadian arctic gas fields and move the gas to major markets on both coasts. Other pipelines will be required to move additional quantities of natural gas from the Rocky Mountains to more populous regions. Bechtel says more than 24 Mm (15,000 miles) of slurry pipelines will be needed to transport coal from both eastern and western coal provinces to the Mississippi valley and coastal areas. In 1980, 125 companies delivered more than 1 km3 (6.5 billion bbl) of crude oil and 652 hm3 (4.1 billion bl) of products in the US. At the same time natural gas pipelines transported 498 km3 (17.6 trillion cu ft). The reported investment by these companies was nearly $20 billion at the end of 1980. Advantages of Pipeline Transportation The obvious success and vitality of the oil and gas pipeline industry is based, at least in part, on the fact that pipelines are a very efficient and low-cost method of transportation. This fact, coupled with the need for lower cost trans¬portation, has led to the marriage of oil and gas transmission technology and the bulk mineral solids transportation industry. The off-spring of this marriage is the mineral slurry pipeline. Slurry pipelines have a number of advantages over other transportation methods. One of these is the fact that they are buried-out-of-sight, out-of-mind. Second, they are relatively small users of labor because they lend themselves to automation and remote, or even computer control. Third, they offer an attractive economic alternative to other transportation systems. For example, for a 1000 km (621 miles) distance, rail costs of 1?/ km (1.7?/ton-mile) are about equivalent to slurry pipeline costs. But, as the distance increases, pipeline cost per t-km continues to drop while equivalent rail charges remain essentially insensitive to distance. Where existing rail, barge, or ocean ships are available, the cost of new construction associated with a slurry pipeline probably will render it noncompetitive. However, where new rail or other construction is needed, the cost of a slurry pipeline is very competitive. About three-fourths of the cost of a pipeline is in pipe, fittings, and construction. Nearly a fifth of the investment is in pump stations and the remainder is in right-of-way, surface facilities, utility acquisition, communication facilities, and other support areas. The fact that pipelines are capital intensive is, at the present time, a mixed blessing. For example, the delivered cost of coal in a hypothetical project doubles when the cost of money rises from 9% to 17.5% per year. The largest cost element for delivered coal in this example is in depreciation and finance charges. The next largest cost element is electricity to power the pumps, with labor making up the smallest increment of the delivered cost of coal. World Slurry Pipelines The idea of a slurry pipeline was probably first investigated in the latter 19th century, but the first ones were successfully built and operated in the US in the early 1900s. Today, they are fairly common worldwide. Table 1 shows a number of the world's slurry pipelines. An examination of these will further emphasize the fact that pipelines provide a cost competitive alternative where new construction of a transportation system is required. In each of the examples, the desired mineral commodity is located in a remote corner of the world, markets are at a great distance, value of the commodity is not great, and no other transport system is available.

The Nuclear Regulatory Commission (NRC) regulation 10 CFR 60 requires that the ventilation system for the geologic repository be designed to: (1) control the transport of radioactive particulates and gases, (2) assure continued function during normal operations and under accident conditions, and (3) separate the ventilation of excavation and emplacement areas. The ventilation system design should take into account thermal loading; maintenance of the retrieval option and-the separation of the development and emplacement ventilation circuits. An analysis was performed by NRC's contractor, Engineers International on the ventilation system design described in the Department of Energy's conceptual design for Nevada. The ventilation analysis is of a preliminary nature. The conclusions presented in this paper reflect the views of the authors and may not represent the views of the NRC. In this analysis, available Nevada Nuclear Waste Storage Investigation (NNWSI) ventilation design information was reviewed and a ventilation network analysis was performed.

The production and consumption of industrial minerals in the United States traditionally have played important roles in mining and in the supply of the bulk of basic raw materials to the economy. This diverse group of minerals extracted and consumed by a variety of industries accounts, on a weight and volume basis, for most mineral-based products consumed in our economy. Industrial minerals form the bulk of the basic raw-materials feedstock for most of the construction, agricultural, and inorganic-chemical-manufacturing sectors, and a good portion of the transportation, manufacturing, organic chemical, and service sectors of the U.S. economy. In this presentation, I discuss current estimates of the amount and value of industrial minerals mined compared with all mining in 1997. I then present a summary of 1997 production of industrial minerals by several end-use industries. This is followed by a historical perspective of the consumption of industrial minerals as a subset of all basic materials, with special emphasis on the aggregates industry. The presentation concludes with a look at the geographic distribution of industrial mineral operations in the United States and some thoughts about the future.

This paper reviews some of the factors involved in selecting amine flotation reagents used to remove silica from ores. A comparison is made between the chemical reagent design approaches used to identify flotation reagents that are used to recover silica- and oxygen-containing minerals and the chemical reagents used to recover sulfide minerals. This introduction gives practitioners who are involved with oxide- and carbonate-type minerals and who may not be familiar with sulfide mineral flotation some ideas of the chemical reagent design challenges that exist with froth flotation on a broader scale and why oxide type mineral flotation reagents are what they are. This is followed by several sections that discuss various classes of available amines. The closing sections emphasize that the optimal choice of an amine collector depends not only on that amine's specific chemical characteristics and costs but also on the operating conditions, especially the flotation feed particle size distribution.

Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. In this presentation the experience gained by applying this computer technology in mining spescific applications are reported. Attention is given to the problems phased out and to the methodology used for software selection, centralized and decentralized development, data processing personnel and end users training and support. The paper concludes with a report of the first results obtained and a look at the future developments of the system.

The Colorado Department of Highways awarded a contract to construct the Second Bore of the Eisenhower Tunnel in August, 1975. The contract was completed June 29, 1979, nine days ahead of schedule, with¬out major claims or delays. The tunneling involved complex construction through difficult ground conditions. The contract, plans and specifications were specifically planned to more equitably share the risks involved and to minimize adversary relationships. The Department produced a detailed tunnel design and maintained responsibility for the design. The contract employed some new provisions; e.g., a review board for settlement of claims and disputes; escrow documents (contractor's bid documents) to determine the contractor's basis of bid when determining adjustments. The tunnel contract, plans and administrative efforts employed by the owner and contractor were very successful in this project.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

"INTRODUCTION The existing Baltimore and Potomac (B&P) Tunnel accommodates Amtrak (National Railroad Passenger Corporation) and MARC (Maryland Rail Corporation) service between Baltimore, MD and Washington, DC and occasional local freight service. The Baltimore and Potomac Tunnel Replacement Project proposes new tunnel construction through Baltimore, Maryland along the Northeast Corridor (NEC) that maintains connections to Baltimore Pennsylvania Station. After the Replacement Project is constructed and operational, the disposition of the existing tunnel must be determined. The tunnel could be abandoned; however, considering its location in a congested downtown, alternative uses have been considered to take advantage of this unique piece of infrastructure by repurposing it. Alternative uses for the existing 140-year-old B&P Tunnel may end up being cost effective and should be considered, as the tunnel can be made accessible to construction crews for extended periods of time that will allow for efficient work activities unlike when it is fully operational. Possible alternatives include conversion for non-rail use, rehabilitation, or complete modernization for continued rail traffic. The following paper describes the four potential fates of the conceptual designs for the existing B&P Tunnel. The four concepts include: • No Build – rehabilitate to keep the tunnel operational. • Abandonment – complete or partial sealing of the tunnel. • Adaptive Re-Use –repurpose the tunnel with sustainable building practice. • Full Rehabilitation and Modernization – bring to current fire-life safety aspects. Of the four concepts, only the no build addresses maintaining the tunnel while it is under traffic. The remaining fates address the existing tunnel after the new tunnel is operational and railroad traffic has been diverted to it. Development of these conceptual designs were provided in a concept design study (Parsons Brinckerhoff/Parsons, 2015) that supports the National Environmental Policy Act (NEPA) review process for the Project, which includes evaluation of possible alternative uses of the existing B&P Tunnel."

Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

Mining operations have long been accused of causing a disruption to local, domestic and agricultural water supplies. More recently, concern for water supplies has increased with the advent of high-extraction mining techniques, namely longwall mining. Theoretically, any water-bearing zone in the overburden above a high-extraction mining operation may be affected by mining. In some cases, a confining bed may be fractured causing a loss of water to a particular zone. In other cases, increased fracture permeability may enhance the ability of an aquifer to transmit and deliver water. Unfortunately, only a limited number of studies have been conducted that characterize hydrologic changes and also quantify the magnitude of mining-induced subsidence. The US Bureau of Mines (USBM) conducted such a study at a mine site in Greene County, PA. A total of eight water wells were drilled, and hydrologic parameters, such as specific capacity, transmissivity and well yield, were determined both before and after mining. Electronic water-level recorders were installed on each water well to provide continuous observations of water level fluctuations.

Transportation of sodium cyanide from factory to minesite often attracts adverse comment from both the community and government agencies. In Western Australia the transportation of 30% w/w aqueous sodium cyanide solution raised fears in the community concerning the safety of such material in the event of spillage. The Chemistry Centre of Western Australia initiated a study of the effects of such a spill, to determine appropriate short and long term response strategies. Factors which were considered included the rate of hydrogen cyanide gas release under various climatic and soil conditions and the effect of alternative treatments in reducing such emissions. The data collected have been used to plan emergency response procedures.

Titan Group’s environmental policy and Sharrcem’s Corporate Social Responsibility (CSR) are the driving forces behind the development and implementation of a comprehensive Rehabilitation Plan at Dimce Quarry, which is the main raw material source for Sharrcem Cement Plant since the 1970’s, located in the municipality of Hani i Elezit in Kosovo. Based on an Environmental Impact Assessment Study and the approved Mining Plan and also on the principles prescribed in the Guidelines on Quarry Rehabilitation, released by the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD-CSI), Sharrcem has adopted a quarry operation and rehabilitation process in line with the best practices in the mining and cement sector. This paper discusses the background for the development of the rehabilitation plan and the results of rehabilitation activities, as have been implemented over the last few years. The main objective of the progressive rehabilitation plan at Dimce Quarry is to restore the depleted pit and return it back to the original land owners for resettlement. To date approx. 3,4Ha of former mining area has been restored by backfilling and levelling of the depleted closed pit and returned back to owners, who have built their houses and turned it into a living area again. This Quarry has turned out to be a real composition and practical example of preserving and returning back the natural resources in a state compatible with the surrounding environment and with respect to the needs of the local stakeholders. The motivation for business to engage in rehabilitation activities in the first place lies in the belief that the development and implementation of a progressive and practical Quarry rehabilitation plan and restitution of the land will deliver significant environmental and social benefits that outweigh the long-term rehabilitation costs, while maintaining the company’s reputation.
