"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. Hydrolyzable surfactants such as fatty acids and amines undergo, in addition to micellisation and precipitation, various associative interactions in aqueous solutions to form ion molecular complexes such as acid-soap, dimers etc. depending upon the solution conditions such as pH. The interaction of these collector species with the mineral surface and with other dissolved species in solution will play a significant role in determining the interfacial processes such as adsorption and flotation. Marked differences in the hydrophobicity imparted to the mineral surface depending upon the solution conditions such as Ph can be attributed to possible differences in surface activities of the above complexes. This aspect of solution chemistry of flotation systems is discussed here for two widely used collectors namely, oleic acid and dodecylamine. Equilibrium species distribution diagrams based on the available literature .data and on estimates of energy of interactions between molecules, have been obtained for oleic acid and dodecylamine solutions.

South Arturo is a “Carlin-type”, breccia-hosted, oxide gold deposit located at the north end of the Carlin Trend. The discovery hole was drilled in July 2005 from mine dumps 1,000 feet south of the Dee open pit. Discovery hole (BD-72) encountered a cumulative 245 feet @ 0.056 opt Au beneath 850 feet of post mineral Tertiary Carlin Formation. Oxidation extends to depths greater than 2,000 feet in the deposit area. The deposit is presently in definition drilling stage with approximately 190,000 feet of drilling completed to date. A resource estimate is in progress. This paper will focus on the discovery and descriptive characteristics of the mineralization.

In mid 1978 Inland Cement Industries Ltd. brought on-line their new one million megagram (Mg) per year cement plant at Tilbury Island, Delta, British Columbia. The Plant--Its Philosophy of Design The design of this plant began in 1974, at the beginning of the rapid rise in petroleum costs later referred to as the "energy crisis". The trend in fuel costs was clear, so one of the basic criteria for the selection of process equipment was high thermal efficiency. Throughout the process of selection of materials handling and process equipment, energy consumption was a factor in decisions. A second factor which influenced the design of the plant was its location on navigable water. The plant is designed to make maximum use of this means of transport to minimize transportation costs. All raw materials (and some fuel) are received by water, and a major portion of the cement and clinker is sent out by barge. Extensive modern dock and material handling facilities were provided to accomplish the shipping and receiving functions. A plant meeting stringent environmental regulations was the third major factor which formed the basis for design. To meet this requirement, all storage facilities had to be covered, 53 bag type dust collectors were applied throughout the plant, and materials handling equipment was designed to minimize dust and spillage.

The new Lyon-Turin railway project involves the construction of a 57 km twin-tube tunnel between France and Italy. Pini France (project leader) and Systra-SWS are the designers of Construction Site 8 (CO8). This part of the project includes the construction of the tunnel portal on the Villard-Clément platform, two 2.8 km long tubes of the base tunnel in the direction of Saint Martin la Porte, the cross-passages between tubes and the niches. This paper presents the general approach followed to design the temporary support for the base tunnel, cross-passages, and technical rooms. The design of the temporary support accounts for the variability of the ground and water conditions, the excavation attended behavior, the construction planning and the identified geological hazards that could be encountered along the alignment. Particular attention is paid to the intersections between the tunnels both in terms of numerical modelling and construction methods and phases. Two types of intersections are present in the project: the intersections between the cross-passages and the base tunnel and the intersections between the base tunnel and the niches. 3D models have been developed for the tunnel intersections.

Laboratory experiments have been performed to evaluate the potential for metal removal and recovery from river bed tailings by ferric chloride leaching. The lead, zinc, silver and other metals in the river bed occur due to the old method of dumping mill tailings into rivers. This was practiced prior to the introduction of tailings impoundments. The effects of the leaching method, leaching time, pulp density, ferric chloride concentration, and leaching temperature on the rates and recoveries of lead, zinc and silver were studied. The effects of pulp density and leaching temperature were significant on the extraction rates of lead, zinc and silver. The lead content in the leached tailing was reduced to 0.023 percent, when using an 353O K leaching temperature and 0.384 g of FeC13/1 g of sample.

The goal of hot mix asphalt (HMA) design is optimal material blending to meet Superpave specifications. HMA cost minimization has being modeled as linear programing (LP) (Awuah-Offei et al 2011) and mixed integer LP problems (Brown et al, 2012) and solved with commercial software such as LINDO and CPLEX. Often these software, which are designed to solve general optimization problems, have licenses that cost thousands of dollars. The objective of this study is to develop a novel solution algorithm to the HMA optimization problem presented by Brown et al. (2012), which will negate the need for expensive commercial packages and is specific to this problem. This novel algorithm is based on the branch and bound algorithm for solving mixed integer problems. The algorithm is incorporated into a software package with an easy-to-use graphical user interface. The developed algorithm is validated using a real-life HMA problem. Using this solution algorithm will save companies thousands of dollars, otherwise used to purchase software licenses.

The crust of the earth, together with its seas and its atmosphere, is the source of all of mankind's primary wealth. Indeed, most people think of precious metals and stones when they think of wealth mined from the earth, but the value of the material and energy goods derived from the earth far exceed the value of the precious metals and gem stones. Thus, it is obvious that all minerals which we mine from the ground represent new wealth--the copper, clay, or petroleum we mine just as much as the gold or silver. More and more, wealth is defined in terms of utility-not in terms of an arbitrarily established monetary value. The recent action of the OPEC nations in controlling the flow of petroleum has clearly demonstrated this to the petroleum-importing nations! There is developing in the United States, as well as in many other nations of the world, a concern for the future availability of many mineral-derived raw materials and of mineral fuels. Ore grades are diminishing, concern for the environment has placed restraints on commercial development of some mineral deposits and the processing facilities necessary to exploit them, and countries upon which we have relied for major mineral materials have become increasingly nationalistic, causing uncertainties in future supply and causing an increasingly alarming deficit in our nation's balance in trade.

"An innovative method to reduce acid rock drainage (ARD) and sediment loading of a recreational lake was used in the Red River watershed in northern New Mexico. The Red River drains a mining district that contains multiple naturally occurring hydrothermal alteration zones that release ARD and sediment to the river during episodic summer rain storms. A lake is near the mouth of the watershed and is filled with water from the river through a sluice gate and diversion. An automated actuator was installed on the sluice gate to close when the river is impacted by high-suspended sediment. Water quality probes were installed at the sluice gate to monitor the river water for turbidity, specific conductivity and water depth. If high turbidity is measured, the sluice gate closes automatically. Remote access is setup with a computer view screen to review the real-time system status. Once the turbidity drops below a threshold, the sluice gate is reopened remotely. The automated sluice gate has successfully reduced the amount of ARD and suspended sediment entering the lake. This reduction has resulted in an improved aquatic habitat for the fishery and benthic macroinvertebrate community. BACKGROUND The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. The river drains an area of approximately 190 square miles and spans elevations from 6,600 feet at its confluence with the Rio Grande to its headwaters near 12,000 feet (Figure 1). The river generally flows to the west along most if its length.The Red River watershed includes several hydrothermal alteration zones. The alteration zones were created by intrusion of high-silica granites and subvolcanic porphyries, with associated hydrothermal fluids, into the volcanic rocks of the Questa Caldera. The hydrothermal alteration is also responsible for the molybdenum deposits in the area. Rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks has resulted in the formation of alteration scars. The alteration scars are characterized by steep, erodible slopes with little vegetation and incised gullies. Debris fans from the drainages containing active alteration scars have formed and typically consist of poorly sorted sand and gravel that is distinctly pale yellow in color. Some of the more prominent scars are located in the Hansen, Straight and Hottentot Creek drainages downstream of the town of Red River."

In underground coal mines, three types of roof failure (2)*, tensile, local, and shear, occur in the development entries and in room-and-pillar extraction areas. Most of the tensile failures in the roof at the center of the mine opening as well as those local failures due to fracture or jointing can be controlled by roof bolts, trusses, and timbering. However, control of the shear failure at the sides of the roof (or the cutter-roof caving) has not been successful with ordinary roof control methods. The only effective method, when there is an indication of cutter-roof caving, is to use cribs, which are costly and make transportation, ventilation, and production difficult. Frequently, the operator allows the cutter roof to cave and then cleans it up rather than trying to stop it. This shear type of roof failure is often associated with large areas which may progressively involve several hundred feet of roof caving at one occurrence. At times, this shear failure occurs suddenly with little or no warning. This can result in buried equipment and great danger to the safety of personnel. This shear failure may be due to one or more of the following: high stress concentrations at the corner of the roof from (1) high horizontal to vertical load ratio, (2) orthotropic elastic properties of rock and coal, (3) greater stiffness of the immediate roof layer than of the secondary roof layer, (4) viscoelastic behavior of rock and coal, and (5) geometry and material properties of the geologic setting. The Fifth International Conference on acid rock drainage (ICARD 2000) was held May 21-24, 2000, in Denver, CO. The three-day conference consisted of about 150 oral presentations and poster sessions that described the state-of-the-art of acid-rock-drainage (ARD) science and technology. The conference also featured a trade show. It included representatives from consulting companies and government agencies with interests in ARD, as well as other environmental issues related to mining. The conference also included field trips to ARD treatment sites and short courses on acid rock drainage issues. ICARD 2000 was planned and promoted by the ICARD 2000 Organizing Committee and the Society for Mining, Metallurgy, and Exploration, Inc. (SME). Financial support was provided by Barrick Gold, BHP Copper, Homestake Mining, Noranda, Phelps Dodge, PlacerDome, the US Bureau of Land Management, the USEnvironmental Protection Agency and the US Geological Survey. Since the original ICARD was held in Roros, Norway, in 1988, knowledge has improved of the behavior of mine wastes as have methods of environmental mitigation. The ICARD 2000 presented the latest advancements in the field of acid drainage.

The unit costs of dry crushing, within the efficient reduction ranges of equipment now available, are considerably less than those for the reduction of the same material in the same size range by wet mills using grinding media. This is a commonly recognized fact which cannot be disputed; still we find considerable imbalance in costs between the crushing and grinding sections of many operating mills. In other words, there are many instances where more reduction could be accomplished in the lower cost area of dry crushing. In addition, equipment is now available which enlarges this area and makes it possible to consider much finer crushing than has been heretofore economically feasible. There has been a tendency for the past two decades to utilize wet rod-¬milling in the reduction step. This actually amounts to a fourth stage of crushing in a size range formerly served by roll crushers which have fallen from favor on account of high operating costs, Some investigations have indicated that there is not sufficient difference in the operating costs of rolls and rod-mills to give a clear cut advantage to either method, There has for some time been a need and an opportunity for a dry crushing process to improve costs in the range now served by these two systems.

The desire for dry passageways promotes the NATM as it provides a final support system most suitable for the installation of a waterproofing membrane. Waterproofing during construction is a cost effective way to enhance safety and function as well as increasing the life of an underground structure. The NATM approach utilizes the surrounding mass as an integral element of the "ringlike" support system. At the Pennsylvania Turnpike Commission Lehigh Tunnel No. 2 various rock classifications were determined to require support measures ranging from 2 to 12 inches of shotcrete along with spiling, wire mesh, deformed bar, lattice girders and rock bolts as needed. Field instrumentation and monitoring programmes are a key factor for the success of the NATM. When the support "shell" stabilizes smoothing shotcrete, waterproofing and a final liner can be placed.

In the ultrafine coal cleaning process, small coal particles (-400 mesh) are produced during the pulverizing operation. After the coal cleaning process, these ultrafine particles are very difficult to dewater, and create problems in coal transportation, storage and handling at utility plants. Research work on ultrafine coal dewatering and briquetting has resulted in the development of a single stage operation that is potentially more effective and economic than conventional thermal drying and briquetting processes. The final coal product have a moisture content of less than 15% and possess high strength and water resistance that satisfies coal transportation, storage and handling requirements.

The effect of addition of a flotation collector (dodecylammonium chloride) on grinding of quartz has been studied. The data obtained are correlated with the results of tests conducted under similar chemical conditions to study influence of these additives on relevant basic sub-processes (primary breakage, pulp fluidity, and dispersion and flocculation of ground products). Such correlations suggest that the role of chemical additives in grinding is determined by their cumulative influence on the above mentioned basic properties of the system.

Diffuse - reflectance Fourier - transform infrared spectroscopy, Hallimond tube flotation and microelectrophoresis have been utilized to investigate the reactions involved in the adsorption-abstraction of K-amylxanthate on finely ground galena and pyrite. In order to work under well-controlled conditions both minerals were wet ground in a specially built laboratory stainless steel or iron mill. Four surface products were found to be formed on galena: monocoordinate lead xanthate, non-stoichiometric lead xanthate, dixanthogen, and amyl carbonate disulphide. Only dixanthogen was observed on pyrite after using stainless steel rods, while ferric iron xanthate was found when iron rods were utilized.

In the past decade a principal growth area in refractory technology has been the development and use of extra high alumina refractories. The refractories user is asking for, and is prepared to pay for, higher purity, more dense materials with longer life, less maintenance, and better dimensional tolerance to meet the exacting demand of high output processes. High alumina and bauxite refractories are being used more and more to keep pace with the demand for guaranteed performance. The steel industry, for example, is starting to place great reliance on these products. A unique material now available with all the requirements for extreme purity and density is tabular alumina, already proving itself in many refractory applications.

Good morning ladies and gentlemen of the AIME. I was doubly pleased when Toby Yu asked me to present to you my thoughts on the past, the present, and the future of bulk transportation by barge. My first pleasure comes from sharing with you the subject that has been my career for many years. I love this industry in the same way Mark Twain loved our rivers. Somehow, I can find in all of the activities that make up this crazy barge business the same sort of excitement that he found in "steam boating." The second reason for my enthusiasm is that Toby carefully pointed out that the presentation had to be kept to a maximum of 15 minutes. I can promise you that I will hold to his maximum time limit.
