The development of new coal markets is -t upon the ability to utilize coal in an environmentally acceptable and economically viable fashion. Foremost in the concerns about coal utilization is the impact its combustion has on air pollution. Concerns over environmental issues, such as acid rain, are currently one of the major impediments to the development of new coal markets. The Department of Energy and the Synthetic Fuels Corporation are addressing certain aspects of the development of new technologies for the utilization of coal. However, at the present time, there is a void in the new technology development process. That void is the step from proof- of-concept to commercial demonstration. Congress has established the Clean Coal Technology Fund at a level of $750 million to fill this void. The Department of Energy, in a solicitation of interest, received over 175 proposals for commercial demonstrations of clean coal technologies. A review of these solicitations indicates that $1.2 billion worth of research could be accomplished with a federal cost sharing of $425 million or 35 percent of the total. Industry has indicated, through this response, its willingness to invest its limited funds on projects it feels have the greatest potential for the clean use of coal. What must now occur is that Congress must appropriate the monies from the fund to initiate the commercialization of these clean coal techno1ogies.

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. Development of a three-dimensional mine visualization model for a section of the mine is addressed first. Discontinuity orientation and location information was taken from this visualization model for use in slope stability analyses. Estimated shear strength properties of discontinuities and mechanical properties of intact rock from the rock mass samples obtained from the mine are discussed next. The paper is then focused on the calculated maximum safe slope angles based on the performed kinematic and block theory analyses using the mapped discontinuities at the mine. Finally, the effects of water that exist in the rock mass, tension cracks, slope face inclination, overall wedge height and double benching on factor of safety of wedge stability are illustrated through limit equilibrium slope stability analyses.

Long-term closure alternative selection for heap leach pad effluent is a daunting task. Passive water treatment, if designed with enough long-term capacity, can minimize long term O&M while meeting water quality objectives. Leach pad effluent from a 30-acre leach pad at Basin Creek Mine, Basin, Montana was targeted for long-term water treatment using a passive water treatment system. The objectives and results of design and construction are: 1. Design a long-term passive system utilizing existing infrastructure. 2. Construct a field scale pilot test at the mine site.

The flotation limit of fine particles has been re-examined based on the effect of bubble size on contact angle, and a new surface chemistry-limited relationship describing the minimum particle size which can be floated is proposed. In this analysis the critical value of bubble-solid contact radius (re) for which there is no effective attachment between particle and bubble has to be determined. The values of re determined by extrapolation of our experimental data for contact angle versus bubble-solid contact diameter permit the prediction of the flotation limit of methylated quartz particles, with fraction-al coverage of trimethylsilyl groups from 0.07 to 0.51. The limit of fine particle flotation as determined by this theoretical approach agrees well with experimental data reported in the literature.

The Pittsburg & Midway Coal Mining Co. (P&M) is expanding a combination of surface and underground coal mining operation in Northeastern New Mexico. The York Canyon Complex, located 35 miles west of Raton, New Mexico, is aggressively pre-paring for increased production while meeting present requirements. Surface mining activities in four separate mining areas are preparing the complex for additional markets. Drag-line, truck/shovel, highwall miner and contour stripping are surface mining methods currently planned. In addition, P&M will move a Marion 8200 dragline from Kansas to the York Canyon site, finish constructing a $20 million coal preparation plant, and complete conveyor upgrades to the existing underground mine. This paper will describe the diverse York Canyon Complex.

The authors previously had developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the Safe Performance Index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency, or MSHA in recognizing and addressing emerging problems with actions that may have been able to prevent high-risk conditions, the fatality, and/or other serious injuries. The approach would have given scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

The Bureau of Mines investigated pegmatite and granite formations at Copper Mountain, Fremont County, Wyoming, for recovery of tantalum and niobium. Sampling of surface exposures identified about 1.27 mega tonne of pegmatite resource material ranging between 0.02 and 0.04% Ta20, and 0.007% Hb20,. Beneficiation studies were conducted involving coarse-grained and fine grained pegmatite samples. Over 80% recovery of the coarse-grained tantalite was achieved in a concentrate averaging over 45% combined tantalum-niobium oxide. Lower concentrate grades and recoveries resulted from the treatment of fine-grained pegmatite.

INTRODUCTION Underground drill and blast excavation is usually accomplished with small diameter holes loaded with high energy explosives. The detonation pressures are extremely high and an extensive amount of energy is dissipated in the process; however, very little of this energy is used to create the specified fracture planes required for excavation. The available energy is expended in producing radially outgoing stress waves, in crushing the adjacent rock, and in producing a dense, randomly oriented radial crack pattern about the holes. This causes several undesirable effects: 1. Overbreak at the perimeter, which results in more muck to remove and extra concrete or shotcrete to fill the voids. 2. Damage to or loosening of the remaining rock at the perimeter which may result in the need for additional support measures. 3. Ground vibrations and/or airblast, which could result in damage to nearby structures and complaints by people living or working in the area. Several steps may be taken to minimize these effects. Where control of the perimeter is desired, smooth blasting techniques are generally employed in which the spacing and burden of perimeter holes are reduced and lighter, decoupled charges are used. Where vibration damage to structures is feared, control is generally exercised by limiting the charge weight per delay period so that the ground vibrations at the nearest structure do not exceed a peak particle velocity of two inches per second. Although most gold production from primary resources is achieved by cyanidation, many research activities have focused on alternative processes using noncyanide lixiviants. Such research has been prompted by environmental concerns and problems associated with the processing of refractory gold ores. Numerous research projects have been conducted to search for a noncyanide hydrometallurgical process for gold extraction. In this paper, a technical review of gold recovery from noncyanide solutions is presented, and new results are reported. Gold recovery techniques that are considered include activated carbon adsorption, cementation, solvent extraction, ion exchange, and reduction-precipitation.

Bob Woolsey was born in 1936 in the state of Georgia and grew up to be a man of great integrity, vitality, wisdom and charm, totally neutral on matters of race, gender, and religion. A true Southern Gentleman in every sense of the word. His passing on July 9, 2008, the victim of an automobile collision, left an empty space in the hearts of his family, and his many friends and colleagues throughout the globe. The posthumous award of the Moore Medal of the International Marine Minerals Society, to Dr. J. Robert Woolsey for Excellence in the Development of Marine Minerals, is a well deserved tribute to this man who spent the last 30 years of his professional career heavily involved in research and development of marine minerals on an international basis. He first came to my attention in Burma in 1979 where, as a newly appointed technical advisor to the United Nations Development Program Offshore Exploration for Tin, I had to fill the shoes of an almost legendary figure "Dr. Bob", who accompanied by his wife Maxine had spent the previous two years initiating the program. Bob had planned to completion the construction in Singapore of a unique drilling vessel the RV Sea Drill, a spud anchored, twin-hulled barge, mounted with a Becker Drill, and designed for sampling alluvial tin deposits in the coastal waters of the Mergui Archipelago in the Andaman Sea, off Tenasserim. He had also designed and built, with the help of his side -kick Bruce Jernigan, a barge mounted dressing plant for reducing and concentrating the drill samples. The adventures of Dr. Bob in transporting the equipment to the drilling site in monsoon weather and the transfer of the drill barge from the Malaysian port of Ranong across the strait to Victoria Point in Burma with a mutinous crew will remain in the hearts and minds of his Burmese colleagues for many a long year. On his return to the States he joined, in 1980, the faculty of the University of Mississippi (UM) as assistant Professor of Geology and Geological Engineering. His prior experience in private industry and the United Nations had focused on marine mineral resources and related environmental engineering projects in Africa, South America, the Mediterranean, the South Pacific as well as south east Asia, working with dredges, mining for alluvial tin, gold, diamonds and industrial minerals. He continued to work in the area of marine minerals at UM, making a name for himself as Director of the Mississippi Mineral Resources Institute (MMRI).

This article discusses the evolution of U.S. laws and policies towards environmental remediation at mine lands over the last 20years, the opportunities that these changes present for reuse, and the remaining challenges associated with community capacity for effective reuse planning and implementation. Emerging initiatives by the U.S. Environmental Protection Agency and Department of Interior for addressing these challenges are discussed.

Since plant start-up in January 1983, Golden Sunlight Mines, Inc. has implemented several process changes and improvements. Among these are a pulp preaeration circuit and a sand tailings retreatment circuit. The purpose of the preaeration circuit is to reduce reagent consumption during gold dissolution. The sand tailings retreatment circuit was added to recover and process separately pyrite concentrate to maintain acceptable overall gold recoveries with the more refractory sulfide ores. Research and plant operating data along with process and improvement descriptions are presented.

A plant trial was conducted at the Paddy's Flat plant of Dominion Mining Limited with the aim of comparing the ef evenness of oxygen and hydrogen peroxide as leaching oxidants. The Paddy's Flat plant is designed such that the leach train can be divided into two parallel streams, allowing the same or lurry to be eated in two identical trains. By effectively ehminatmg the influence of the ore variations on the results subtle differences in the performance of the two reagents hav been identified. . . The results of the plant trial indicate that the two reagents act m different ways, and that each may be more suitable than the other _for _the treatment of certain types of ore. In some cases a co bmation of the two reagents may be the most cost effective option. . or t e same chemical conditions in the leach pulp, including dissolved oxygen levels , the reagents achieve different gold leaching rates, and in some cases different ultimate leach extraction.

The direct recovery of precious metals from a1kaline cyanide solution is frequently accomplished by the well-established Merrill-Crowe process involving zinc-dust cementation. This is particularly true for silver. Plant data from two operations are presented and analyzed in terms of intrinsic reaction features. In such Merrill-Crowe plants a plate-and-frame filter press acts as a semicontinuous fixed-bed reactor with a distribution of particle retention times. For the plants studied, 99Yo of the silver is recovered with a solution retention time of less than 2 min. Differences in plant operating conditions and product characteristics can be related to the nature of the surface deposit of silver which forms on the zinc particles. From laboratory experiments and plant samples it has been found that the presence of lead in the system activates a change in the silver deposit morphology to the dendritic state which affects the rate of silver deposition as well as the filter cake porosity. Finally the plate-and-frame press is considered from an engineering perspective as a semi- continuous fixed - bed reactor to describe the behavior of the system.

The discovery and development of explosives mark one of the most important findings in the history of civilization. Without explosives our vast economic enterprise concerning the mining of coal, copper, iron, aluminum, and various other ores could not function. Explosives are used in all kinds of construction works, in the razing of old buildings, blasting of trenches, driving of tunnels, and in many other instances common to our everyday life. For these reasons explosives are rightfully referred to as the forerunner of progress. An explosive may be defined as a substance (usually a mixture) that, when flame or shock is applied, yields readily to rapid combustion or oxidation, accompanied by the formation of such relatively large quantities of gases as to produce much violence and pressure which, in turn, react against their surroundings and cause what is termed an explosion. By their very nature the action of explosives is destructive and disruptive of adjacent materials. Decomposition of explosives can occur through deflagration, which is rapid burning or combustion, as in the case of black powder, or through detonation, which is an almost instantaneous disruption, as in the case of dynamites and blasting agents.

U. S. petroleum demand has increased at a rate greater than that of domestic production. A domestic energy source that is under serious consideration to augment present supply is oil shale. The Green River formation in Colorado, Utah, and Wyoming represents a resource potential containing about 2 trillion bbls. of oil in shales averaging 15 gallons or more per ton or more than 400 billion bbls. in 30 gallon per ton shales. This paper will consider the technological and environmental aspects of developing this resource.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide) are situated in Arkansas. Less concentrated brines (about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in Arkansas and Michigan. Arkansas, with its six plants, was the leading U.S. state in bromine production. Bromine being the leading mineral commodity valuewise produced in the state. The Michigan bromine production was a byproduct of magnesium compounds production.

A part of the East Bay Municipal Utility District?s Folsom South Canal Connection Project, 430 feet of raw water pipe was installed using micro tunneling beneath the Mokelumne River. The access shafts for this crossing were constructed 50 and 35 feet deep through very dense sands and soft sandstone and siltstone. High groundwater and the immediate source of recharge from the river required watertight shaft construction methods. The shaft contractor, Drill Tech of Antioch, CA, used a brand new Bauer cutter-soil mixing (CSM) rig to construct the large shafts. The structural concept is similar to secant piles, but instead of creating cylinders of soilcrete, the CSM rig creates interlocking rectangular panels. This technology has been used previously in Europe, Asia, and Canada, but this was the first project to use CSM technology in the United States. Cutter-soil mixing technology has other applications beyond shaft construction, including retaining wall construction and levee reinforcement.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.
