Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread-sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin. Computerized search Computerized search approaches represent crude first attempts at letting the computer design the blend. Unfortunately, the blends found by these programs are very often less satisfactory than those developed manually. The way these techniques work is that they design, according to some predesigned pattern, a number of different blends and then quickly evaluate them. It is then straightforward to select the best from this sample set. The quality of the results depends on the number of blends designed, the way they differ from each other (the search procedure), the number of sources available, the number of quality specifications, and the severity of the specification limits. Good results are usually obtained for small, simple problems. At best, the results obtained are inconsistent from one blend to the next. Programs of this type are advertised in the mining literature. They usually mention how many different blends are evaluated, making it clear that this is more than can be tried manually. Expert systems Expert systems use a source of information known as a knowledge base. The knowledge base, usually a set of if-then rules, attempts to reconstruct the deductive reasoning process of an expert in some job capacity. For coal blending, the usual trial-and-error process has an easily recognized pattern of rules that are followed to try to find a better blend. By following these rules, it is possible to home in on the best blend without the exhaustive search required by the previous method and without the manual manipulation of the spreadsheet approach. The use of an expert system accomplishes this. One of the rules may say something like "if BTU is out of spec, then add more in the blend from a source having a high BTU and subtract some from a source having low BTU." In other words, it goes through the trial-and-error process. The process continues until all specifications are achieved and can continue further to try to optimize the cost. Of course, less simplistic rules are also needed. One set of rules would determine maximum changes in the tonnage added or deleted to the blend or from any one source. Other rules would be needed to determine which quality to improve if two or more are out of spec. At this level, the process of building the knowledge base provides the engineer with a deeper understanding of his or her own thought processes. The advantage of obtaining better blends is clear for this approach. Two more advantages should also be apparent. One is that it follows the same common sense logic that is used when doing the blends by hand or by spreadsheet, making it easy to understand. The other is that, like the search procedure, it designs the blend rather than just analyzing manually designed blends. Thus, it has all the good features of both approaches discussed thus far while providing improved results over each. A final advantage is the ease of use and ease of development. The expert system shells that are on the market are very easy to use and can be run on microcomputers. Linear programming Linear programming is an algebraic tool that solves a set of linear equations to yield an optimal solution to a problem. The optimal solution is based on the linear model so the results are only as good as the ability of the linear model to accurately portray the reality of the problem situation. It is fortunate for the coal blending problem that a linear model can be devel¬oped that reflects exactly the problem that is required. This presentation will compare actual work site results for the loading and transport of shot rock for two major tunneling projects in North America. "SCARMAR" (the Canadian subsidiary of S & M Construction) is operating a rail bound Hagglund continuous gathering arm loader in combination with a Hagglund nine car shuttletrain system at the West End of Table Mountain on the B.C. Railway project near Tumbler Ridge, Canada. Al Johnson Construction is operating a Hagglund rubber tired continuous gathering arm loader in combination with haul trucks at the Rocky Mountain Pump Storage Project near Rome, GA. This paper will compare: 1) tunnel and ground conditions, 2) the total work cycle as it relates to mucking and haulage 3) efficiencies and related problems with the two systems 4) mucking and haulage rates 5) operating costs, and 6) recommendations for future large tunnel excavations. Since 1991, the Porgera Joint Venture has processed refractory sulphide flotation concentrate by pressure oxidation with subse­quent gold recovery from the washed residue, by a conventional leach/carbon-in-pulp (CIP) circuit. The capacity of the plant has been progressively increased in five stages of development. In December 1995, a third oxygen plant was commissioned, raising the total oxygen production to 750 t/d and thus allowing for an increase in the oxidation capacity of the four autoclaves. The daily sulphur oxidation rate in 1995 was 192 t/d with 99.5% oxidation, as compared to 293 t/d in 1996 with 99.0% oxidation. This paper details the performance of the pressure oxidation circuit through 1995 and 1996, and compares measured plant parameters with the original Sherritt (now Dynatec) process design criteria.

Groundwater inflows during construction pose one of the greatest risks to the successful completion of tunnel projects. Inflows can result in safety concerns, difficulty in mining and ground support, impact sensitive environmental habitats, create surface settlement and increase costs. Adequately planned pre-excavation grouting programs benefit both the Owner and Contractor in reducing risks and controlling project costs and potential schedule delays. This paper outlines strategic guidelines for assessment of site conditions for pre-excavation grouting hard rock tunnels. It also describes the design of pre-excavation grouting programs with respect to project requirements.

In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

Life-of-mine process simulation is an interdisciplinary effort and a useful means of thoroughly evaluating mining and minerals projects. Communication between geologists, mine planners, miners, metallurgists, and managers not only benefits each discipline but facilitates design of an efficient operation and allows for accurate forecasting of productions and cash flow. By focusing on the key areas: geology; mine design; waste dumps; stockpiles; metallurgy; weather data; tailings disposal; using contours, block models, mine plans, process flowsheets, design criteria, operating and control strategies, maintenance schedules, and operating costs to perform detailed daily simulation from start-up to shut-down; a comprehensive understanding for all disciplines is achieved. Construction of a METSIM model that includes all test work and project data from drill holes through net present value calculations brings the pieces together to achieve optimum process design, minimize operating problems and eliminate the term ?black box? from project meetings and discussions.

Semi-autogenous, (SAG), milling operations can realize substantial Increases in mill throughput by removing and crushing critical size, slow grinding, material from the SAG mill. Full-scale plant testwork showed that modifying the Kidston SAG/ball circuit to a semi-autogenous-ball milling-crushing (SABC) circuit would increase plant throughput by 25 to 30%. The methods used to determine the value of the SABC circuit and the design of the circuit are discussed.

To mitigate and control the combined sewer overflows from 17 outfalls in the City of Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township, the Detroit Water and Sewerage Department has completed the preliminary design of a storage tunnel in 2005. In 2006, a final design has revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km(7-miles) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each, and 14 drop shafts with various IDs. This paper discusses the latest development of this tunnel system.

In mid-1975, the United States Borax & Chemical Corp., a member of the RTZ group, engaged Computing Associates, Inc. (CAI) in a continuing project to model their operating property at Boron, CA, with the goal of computerized assistance in medium- and long-range open-pit mine planning. Their property, 161 km (100 miles) northeast of Los Angeles, is the largest producer of borate minerals in the world. Because of unusual geological complexity, this unique deposit presents interesting problems in computer modeling, compared with the coal, uranium, and other metallic deposits with which CAI ordinary deals. Mine planning for Boron has historically been based on manually plotted contour plan maps and cross sections, with geological reserves derived from manual triangularization of the drilling pattern. Standardization and reproducibility of log interpretation, contouring, and reserve calculation were principal goals of using the computer. Additionally, it was desired to shorten both the time and cost of a planning cycle, while at least equalling the accuracy of the manual planning. The present recovery plant processes only water-soluble borates; at some time in the future it will be necessary to recover acid-soluble borate minerals as well. With computer assistance the economics of this changeover point can be more thoroughly evaluated.

Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. Froth flotation of coal is growing in importance and complexity. Some of the reasons for these changes follow. 1) A need exists for energy resource conservation. 2) Preparation plants are processing widely varying coal -- deep seam, strip and stockpiled either separately or as blends. 3) More fines are being generated because more mines are using automatic mining equipment. 4) It is more practical and economical to remove ash and sulfur at the preparation plant than during utilization.

This paper quantifies in universal units (energy units), the annual decrease in the mineral endowment of the planet. This is done for some important extracted non-fuel minerals, namely aluminium, cobalt, chromium, copper, gold, lead, uranium and zinc and is compared with the depletion figures of conventional fossil fuels. The results of this study reveal that each year, the decrease of the global non-fuel mineral bonus provided by Nature is 2 to 3 orders of magnitude greater than the loss associated to the burning of fossil fuels. Particularly for 2008, the depletion in mineral wealth of the studied commodities was about 20 times greater than that of fossil fuels. The assessment methodology is based on the Second Law of Thermodynamics. It quantifies the useful energy (exergy) required to concentrate a mineral from a completely dispersed state in the crust, to the conditions of composition and concentration found in the mines. Exergy can be a useful measure for quantifying the mineral depletion caused by man, as it takes into account the main physical features that make minerals valuable: composition and concentration. This analysis enhances and puts numbers to the importance and necessity of material reuse and recycling.

The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

While the Kansas River Tunnel is a relatively short, small diameter tunnel, the shaft excavation methods implemented were long and large on innovation and use of reverse circulation drilling equipment. ATS Drilling, L.P. used mechanical excavation techniques for both soil and rock segments of the 42.7 m (140 feet) and 38.1 m (125 feet) deep shafts that were 2.9 m (9.5 feet) and 4.1m (13.5 feet) diameter, respectively.

A current program of research on the explosibility of coal dust/methane mixtures is described. During the study an explosion test chamber based on a novel design has been developed. This 20 litre open chamber uses a rotating drum concept for dust dispersion and infra-red sensors for dust concentration measurement. The chamber design allows different initiators to be tested while varying methane gas and coal dust concentrations. A new approach to the determination of coal dust concentration is included with a description of a dielectric dust probe. The measurement technique is based on the change in dielectric constant as the proportion of coal dust in air between probe capacitor plates increases or decreases. Characterization of coal dust samples is of vital importance. The particle size distribution, coal proximate analysis and elemental analysis were studied. Coal dust was sourced from airborne collected samples, settled dust from mine sources and seam channel samples crushed and sized. Explosibility test results indicate that a very low concentration of coal dust can form an explosible mixture when dispersed in methane concentration of just below five percent. With low temperature initiators, the coal dust lean limit concentration rises rapidly as the methane concentration is reduced. An accurate knowledge of the potential explosion hazards of coal dust and coal dust/methane mixture is necessary to establish safe operating conditions in underground mines. The research results outlined extend knowledge in this area.

However excellent the geologic map of an area is, it can only show what is exposed on the ground. It cannot and should not generalize the information nor complete the picture by inference: this is left to the examiner. Consequently, it becomes justified for him to use all expressions of geologic structure in order to gain an additional dimension in geologic interpretation, and particularly so in mineral exploration. In previous studies related to Arizona, the known faults were the starting points and a host of interpolated, supporting geologic factors described in earlier publications ascertained the presence of a series of structural trends and lineaments found to be rather continuous and persistent, even though unsubstantiated by geologic maps. In present studies pertaining to the humid environment, with the same aim of seeking major structural trends and lineaments, the starting points are morphologic expressions such as straight lakes and straight segments of rivers, among others, because there generally is not enough geology available. An example is given herewith for an area that straddles the International Border, north of Spokane. In both semi-arid and humid environments, one observes that mineral deposits quite often occur close to the intersection of a major fracture or lineament with some secondary trend.

In the early 1980's BHP identified several potential gold deposits in West Africa. One of these deposits was located in Mali, near the village of Syama. As a result of extensive explo­ration activities, an oxide ore as well as an underlying sulphide ore was identified. After agreement with the government of Mali was reached the development of the deposit was undertak­en. The plan for the development of the mine included the treat­ment of the oxide ore followed by the treatment of the underly­ing transition and sulphide ore. The development of the deposit was extremely aggressive. Following the approval of the project in early 1989, engineer­ing was started, equipment purchased sitework was started, and the first ore was introduced in December of 1989. This was accomplished in spite of the difficulties of the site. These diffi­culties included: • remote site location without air or road or water access • no existing infrastructure including water, power, or communication • high health risks • limited construction and manufacturing support in West Africa The operation began with a conventional crushing/grind-ing/CIL/elution and electrowinning facility. The facility was designed to treat 2000 metric tonnes of ore per day. After start­up in December of 1989, the operation was improved to the point that plant throughput was averaging nearly 3000 tpd and running at 92 to 93% availability.

The use of various electrochemical techniques to study mechanisms of sulfide mineral- flotation reagent interactions is briefly reviewed in this paper. Prior to such studies it is desirable to thermodynamically determine solution conditions favorable for formation of hydrophobic species deemed to be responsible for flotation. The thermodynamic equilibrium involving both the stable and metastable species can be conveniently represented by an Eh-pH diagram. Thermodynamics can also be used to predict conditions where a mineral might not float if depressants are present. Under favorable conditions of flotation there is competition between reactions leading to formation of hydrophobic species with reactions that lead to formation of hydrophilic species. Due to the sluggish nature of the reactions involving sulfide minerals, a knowledge of the kinetic behavior of the system is necessary. Electrochemical methods of investigation are wed in laboratory studies to (1) control the state of oxidation, (2) determine the type and amount of electroactive species present at the mineral surface, and (3) study kinetics of electrode processes. By combining electrochemical techniques and wetting measurements the identification of hydrophobic species that might be present at the mineral surface could be achieved. Both contact angle measurements at mineral electrodes or flotation in a cell equipped with a particulate bed electrode can be used for the wetting measurements.

The semiautogemus grinding circuit at the Utah Mines Ltd., Island Copper operation, located on Vancouver Island, British Columbia, is described. Since startup of the operation in 1971, grinding circuit throughput has been progressively increased from the initial design rate of 90 000 (99,000) to the current average 45 000 t/d (49,600 stpd) of porphyry copper ore. Key developments ad modifications in operating and maintenance practice that have contributed to this increase are reviewed.
