Geotechnical design using Factors of Safety recommended by Codes of Practice is based on largely unknown ?margins of safety?, usually without consideration for the importance of the project (i.e., potential consequences of failure) directly or explicitly. On the contrary, probabilistic modelling can be a useful tool in risk management as it provides the means to measure the risk to be managed. This is achieved by calculating the probability of failure associated with a specific design, i.e., by relating the classical factors of safety with the corresponding probability of failure and by using a cost optimization procedure to achieve ?optimal? designs, accounting for the expected costs in case of catastrophic failure. This paper describes the methods used to calculate the probability of failure and its correlation with the classical Factor of Safety using sampling techniques and a simplified method based on the moments of the factor of safety considered as a random variable. These procedures are illustrated in an example which investigates the stability of a slope.

A common assumption in determining the shear strength of a rock joint using a direct shear test is that the surfaces undergoing relative shear are in complete contact. Furthermore, the limiting displacement associated with the residual strength values is obtained based on engineering judgement through visual inspection of shear force versus displacement curves. This study proposes a systematic way of determining the residual shear strength of rock joints by evaluating the limiting displacement leading to a minimum cohesive strength value and taking the true area of contact into account. The results of the study indicate that there is a limiting displacement associated with the residual shear strength, and some rocks may have an inherent interface residual cohesive strength different from zero. When the cohesion is different from zero, the residual shear strength is likely to be underestimated if the true area of contact is not considered. In the case where zero calculated cohesion is obtained, the area of contact has no bearing on the shear strength equation because the frictional force depends only on the normal load.

Absorption, emission and reflection techniques for the study of [molten] inorganic materials at high temperatures have been critically examined. In general, the reflection technique is the most satisfactory for tine study of pure materials, while the absorption, and possibly also the emission techniques, may be useful for studies of certain dilute solutions. In the present investigation infrared emission spectra for sodium nitrate and silver chloride were obtained together with absorption spectra derived from reflectivity data by the method of Robinson and Price for sodium nitrate, silver chloride, lithium and potassium fluoride and their 1:2, 1:1 and 2:1 mixtures and for solutions of zirconium tetrafluoride in lithium-potassium fluoride (1:1) and sodium-potassium fluoride (1:1). It is concluded that vibrational spectroscopy cannot give unambiguous information concerning the existence of complex ions in fused salt, mixtures.

Extensive personal experience in the USA and Australia has shown that Australians working in suitable work environments are capable of world class performance. To build such work environments, mining leaders need to ditch two common management approaches that have not succeeded. Firstly, stop relying on traditional methods of trying to change people's behaviour simply by using communication alone to change attitudes and then change behaviour. Analysis of human behaviour explains why this approach fails in all industries. Secondly, stop trying to improve productivity by just running harder and increasing capital investment. Understanding work processes explains why this approach has limited success. These two approaches underlie problems commonly mentioned by many Australian mining executives: • negative or inadequate attitudes prevailing among Australian miners and managers including the lack of ownership of business goals among people at many levels • inadequate development of managers and accountability • lack of a competitive advantage in an industry in which labour costs are around 50% of mine site cash costs at many mines, and, • logical, emotional and physical barriers to change.

In, any open pit mine the ability to make accurate production estimations for the shovel-truck system is an important asset. This is true in an operating mine wishing to estimate production under a set of system modifications (i.e. more trucks, fewer loaders, change in roads, etc.), as well as in the pre- mining planning stages of a property. Many different methods have been proposed for solving this problem; some of the methods rely heavily on "rules of thumb" while others are highly mathematical and require access to a high speed digital computer. Analysis of shovel-truck systems with the use of simulation models is a widely accepted technique within the industry. Through the use of such models it is possible to account for much of the inherent variability of the system and thus produce meaningful results. However, simulation studies are expensive. Formulation and setup of the actual simulation model requires a significant commitment of time and energy. In addition, the cost of the necessary computer runs is often of considerable magnitude.

The problems discussed include: production capacity, mining problems, coal cleaning, transportation, combustion, and various environmental problems, such as health effects of coal combustion, water and air pollution, and solid waste disposal.

Mining at Phoenix is currently done by surface operation in the Fortitude and Bonanza Pits, at a combined rate of approximately 110,000 tons per day. A portion of the ore bodies targeted by these pits was mined previously by underground mining methods, dating back to the mid to late 1800?s. Most of the underground workings (voids) are located in the west central area of the Bonanza Pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This paper presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.

The future is uncertain. In these circum- stances how can we rationally decide whether to commit funds to an investment that may or may not turn out to be successful? To date no certain answer to this problem has been found, nor is one likely to be found in the future. At best we can attempt to assess the possible outcome in terms of probability, taking into account all sources of information that may be available at the time the decision must be made. This subject is addressed with some trepidation and much humility. Any attempt to fore- tell the future is by its very nature controversial. The purpose of ' this .chapter is to present a proposed rationale for decision making under uncertainty which relates the probabilistic risk of the investment to the capacity of the firm to absorb possible unfavorable consequences if they should occur. It is not the intention to propose a cut-and-dried methodology but rather to examine the conceptual philosophy on which a methodology may be based.

The sequential copper analysis method is a particularly useful technique to semi-quantitatively define the geologic, mineralogic, and metallurgical types and zonations commonly associated with porphyry-type copper deposits. The method is based on the partial dissolution behavior displayed by the prevalent copper minerals malachite, chrysocolla, chalcocite, and chalcopyrite to solutions containing sulfuric acid and sodium cyanide. Results from sequential analyses of the sample and analytical residue using sulfuric acid followed by sodium cyanide and then aqua regia solutions when compared with conventional total copper analyses can determine the amounts of leachable oxide minerals, leachable secondary sulfide minerals, and primary copper minerals, respectively. Sequential assay analytical results and interpretation are presented for copper deposits in Chile, Mexico, and the United States.

The results of an investigation to characterize the chalcopyrite/solution interface are presented. Several techniques including galvanostatic and steady state polarization, cyclic voltammetry and impedance spectroscopy were used. The results show that the dissolution of chalcopyrite is incongruent. Initially, at low potentials(<O.34V), iron species are released which give rise to the growth of an iron-deficient sulfide (IDS) layer. The dissolved iron might reprecipitate as a hydroxide layer depending on solution composition. Continued oxidation involves diffusion of species through the product layer. At higher potentials (>O.48V) further oxidation leads to dissolution of copper and sulfur species with a resultant breakdown of the IDS layer. The changes in properties of surface coatings resulting from various electrochemical treatments are discussed.

Allis-Chalmers has combined a new heat transfer device, called the ROLLER GRATE, with a unique processing scheme, resulting in the ROLLER GRATE Oil Shale Processing System of Allis-Chalmers. In order to test both the process and the equipment, a batch Process Development Unit (PDU) ROLLER GRATE retort was designed and built. This unit vas designed with the flexibility to process shale over a wide range of test conditions in order to demonstrate the attributes of the oil-shale processing system. Instrumentation on the PDU and extensive sampling of the effluent streams permitted the PDU test data to be used in the design and scale-up of the process. Over 30 tests have been conducted with Colorado shale, and over 25 tests have been run with an Indiana shale. In addition, rests have been run with California and Utah tar sands.

The Polish underground mining has its long lasting tradition. High production of coal, that has recently been approaching 200 milion tons per year, put this small country among the bigest world producers of coal. To achieve such a high production, which mainly originate from very unfavourable mining and geological conditions, Polish scientists and engineers have to introduce new and original solutions to the mining practice. Many of the solutions on mining methods, ventilation, stability, subsidence etc., have had the world wide reputation, however, insufficient translations from Polish cause , that many of the recent Polish mining achievements are not known to foreign specialists.

The advent of solvent extraction-electrowinning (SX-EW) technology for recovery of copper from low grade oxide ores has extended the operational lives of many historic mines in the western United States, and made many other orebodies economically viable worldwide. Many of these operations are mature and face closure within the next decade, depending on market conditions. Closure of a large copper heap leach operation has not been undertaken, and differs in some important chemical respects from closure of gold leach pads. Challenges for closure include prediction of solution chemistry and draindown characteristics, determining the benefit of cover placement in semi-arid climates and evaluation of solution management strategies once the economics of copper recovery are no longer favorable. This paper discusses issues pertinent to copper heap closure in semi-arid and arid climates, and strategies for their management.

Kaolin clay from Late Permian sequences has been considered a potential resource for niobium (Nb) due to high concentrations reported at several hundred micrograms per gram and large areal distribution. A previous case study identified titanium (Ti)-bearing minerals associated with kaolin clay as the main host phases for niobium. Correlation between the Nb and Ti concentrations was poor, however, and the types of Ti-bearing minerals and modes of Nb occurrence were unclear. To investigate this, typical kaolin clay samples from Late Permian sequences in southwest China were characterized, and final products derived from them were investigated using X-ray fluorescence (XRF), inductively coupled plasma-mass spectrometry (ICP-MS), X-ray diffraction (XRD), scanning electron microscope (SEM), transmission electron microscope (TEM) and energy-dispersive X-ray spectroscopy (EDS). The results revealed three types of titanium dioxide (TiO2) mineral phases in the clay samples: (1) massive TiO2 minerals, (2) aggregates of nano TiO2 minerals and (3) granular TiO2 minerals. The first two did not contain niobium. From the EDS analysis, the granular TiO2 minerals, including anatase and rutile, were the source of Nb in the kaolin clay samples. 

The solution mining review did not arrive in time for publication in the May issue. The term solution mining is commonly used to refer to heap leaching, dump leaching, in situ mining and bore hole slurry mining technologies. The US Bureau of Mines is continuing with research in these areas. Commercial application of these technologies is progressing. There is an ongoing cooperative research project between the Bureau of Mines and the Santa Cruz Joint Venture to evaluate in situ copper mining at a field site near Casa Grande, AZ. The project is currently in the environmental permitting stage. The Bureau is preparing an environmental assessment for the project as part of the National Environmental Policy Act. "The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

The report on cut and cover construction as assembled by the Organization for Economic Co-operation and Development covered 17 different countries based on a total of just under 400 individual replies of which about 30% of the replies were from the United States. In general, the review of replies to the questionnaire led to the impression that cut and cover construction is a very inadequate method which needed many improvements. This unfavorable judgment, however, resulted in the manner in which questions were asked rather than in the method itself, It can be concluded that the cut and cover construction method has proved itself as an excellent method and that it has reached a high degree of technological perfection, but inadequacies stilt exist, and for purposes of complete evaluation, comparisons with mining tunnelling methods should be carried out. The principal problem in cut and cover construction is the interaction during construction between the construction process and the existing use of the surface and subsurface environment. The greatest impediments to cut and cover construction have little to do with the physical works being constructed, but more with creating a site in which the work can be performed. Utility relocation, traffice maintenance, and protection of existing structures are major problems for the construction contractor, and too frequently receive insufficient attention in preconstruction planning and design. In July 1986, the United Mine Workers of America (UMWA) asked Secretary of Labor William Brock to form an advisory committee to advise the Mine Safety and Health Administration (MSHA) on rules and regulations concerning the use of diesel powered equipment in underground coal mines. The request was made under the Mine Health and Safety Acts of 1969 and 1977. The union&apos;s principal concern was with the chronic and acute health effects of breathing diesel exhaust. In July 1988, the advisory committee recommended that MSHA promulgate a variety of health and safety regulations. It also concluded that diesel particulate matter should be considered carcinogenic (MSHA, 1988). Now, seven years later, there are nearly twice as many pieces of diesel powered equipment in underground coal mines. MSHA, however, has not promulgated a single regulation to govern the use of this equipment. MSHA must fulfill its public responsibility to protect the health of miners. Regulations that take account of the considerable body of knowledge concerning these health effects must be a top priority of the incoming assistant secretary of labor for MSHA.
