Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. Basing on a brief assessment of the conventional theory of ventilating air distribution, its methods of calculation and practical application, this paper makes an approach to the controllability of different aircourses of a ventilation network and further points out that it is possible for the positions of control to extent into the natural distribution subnetwork of the ventilation network, which was been long considered as a restricted zone. This important discovery makes the regulation of the ventilation system more flexible and diversified, thus attaining quantitative distribution of ventilating air as well as a cost benefit. Because it has been impossible to solve the problem mentioned above by conventional theory and its relevant methods of calculation, the author, based on applying graph theory on the structure, characteristics, and requirements of controllability of the ventilation network, presents a new controllable subgraph concept and the means for determining the rational quantity for control devices of the ventilation network. The solution of all the control alternatives and methods of obtaining all the parameters for the solution of various alternatives have been derived. The economic benefit and the optional positions of the control devices have also been approached. Specific calculation examples are a1 so included in this paper. Along with the conventional theory and its methods, it can be seen that the new theory presented makes a great change in the control aspects of the ventilation network, with the number of possible alternatives increasing in an astonishing manner. Among the alternatives, some may be safer, more economical or technologically superior than those obtained from conventional theory. Thus, the new theory may provide an immense improvement in the choice of a ventilation system.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. The Golden Grove Project area is located 220 km (137 miles) east of Geraldton in Western Australia (Fig. 1). The project is a joint venture involving Amax Exploration (Australia) Inc. (Amax), Electrolytic Zinc Co. of Australasia Ltd. (EZ), and Esso Exploration & Production Australia Inc. (Esso), each with 31 116% interest, and Aztec Exploration Pty., Ltd. (Aztec), with a 3 1/2% carried and a 3% contributing interest. The venture covers two significant volcanogenic massive sulfide deposits and some 40 km (25 miles) of highly prospective Archean volcanics. During the course of the past 12 years (to 1983), all four companies were responsible for operating the project at one time or another and all influenced the discoveries. The Gossan Hill and Scuddles deposits are typical examples of volcanogenic massive sulfide deposits associated with Archean explosive submarine acid to intermediate volcanic complexes. They are located in the northwesterly trending Yalgoo greenstone belt of the West Australian Archean Shield. Gossan Hill, located in 1972, is essentially a copper deposit with minor zinc lenses; to date, 97 diamond holes have delineated a geological resource* estimated to contain 13 Mt (14.3 million st) of of 3.4% Cu and 13 g/t (0.38 oz per ton) Ag in the main lenses with minor lenses totaling 2 Mt (2.2 million st) of 3.7% Cu and 17 g/t (0.49 oz per ton) Ag and 1.7 Mt (1.9 million st) grading 1.5% Pb, 14% Zn, and 87 g/t (2.8 oz per ton) Ag. Scuddles is a zinc-copper deposit with gold and silver credits. It *Resource estimate provided by Esso for inclusion in Aztec Exploration Pty. Ltd. 1982 Annual Report was discovered in 1979 and, to the end of 198 1, had been delineated with 42 diamond holes. On the basis of this drilling, a geological resource* of 26 Mt (28.7 million st) has been estimated in three coalescing lenses. The lenses comprise 7.5 Mt (8.3 million st) of 2.1 % Cu, 12 g/t (0.35 oz per ton) Ag, and 0.3 g/t (0.009 oz per ton) Au; 7.6 Mt (8.4 million st) of 0.4% Cu, 9.9% Zn, 73 g/t (2.3 oz per ton) Ag, and 0.7 g/t (0.02 oz per ton) Au; and 1 1.0 Mt (1 2.1 mil lion st) of 1.1 % Cu, 9.3% Zn, 8 1 g/t (2.6 oz per ton) Ag, and 1.5 g/t (0.044 oz per ton) Au. "Horsehead Metal Products is a zinc refinery in Mooresboro, NC, treating crude Waelz oxide (WOX) to produce special high-grade zinc by a hydrometallurgical process comprising leaching, zinc solvent extraction/electrowinning, melting and casting and bleed treatment. Cadmium removal by zinc-dust cementation plays an essential role in the bleed treatment circuit to prevent cadmium buildup in the circuit. Silica, though present at a low level of approximately 0.3 percent in the WOX feed material, had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also affected. To identify the source of the silica issues, silica levels were mapped throughout the circuit, and adjustments, including using pregnant leach solution as the feed to cementation, and pH control in the WOX leaching and neutralization were introduced to mitigate the issues created by silica gel in the circuit. IntroductionLocated in Mooresboro, NC, Horsehead Metal Products Inc. is a hydrometallurgical zinc refinery processing Waelz oxide (WOX) to produce special high-grade (SHG) zinc. The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. Leaching of waste material at Kennecott's Chino Mines Division at Santa Rita, New Mexico, has been accompanied by increasing difficulty in circulating leach solutions through the dumps. As a means of recognizing existing problems and considering alternative applications of the leaching concept, a leaching research program was proposed which could be applied to a specific, typical waste dump. Conclusions derived from the area could then be applied to other leaching areas at Chino. Associated with the program was an evaluation of the physical characteristics of the area using Chino's drilling and radiation logging techniques.

INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). Introduction This article discusses the unique range of properties of platinum and its applications as a high technology metal. World reserves of this strategic and precious metal are confined mostly to South Africa and, to a far lesser extent, the Soviet Union. An analysis is given of past trends in world platinum output. The timepath is computed for the world platinum output rate, covering a period of more than 350 years. This is based on the postulate that the industrial conversion of a virgin resource progresses according to a Sigmoid curve. This computation is performed by means of a nonlinear, three-stage optimization model employing a multiform Sigmoid function. Finally, the price dynamics are examined. Platinum is the most important of the group of the platinum metals to which it gives its name. Other platinum group metals are iridium, osmium, palladium, rhodium, and rhutenium. The metals occur in nature in close association and are chemically very similar to each other. Three members of the group - platinum, iridium, and osmium - are the heaviest metals known to man. Platinum's density is 11% heavier than gold and about twice the weight of the same volume of silver or lead. Properties Platinum is a typical grayish-white metal. Its special properties were known 1000 years ago to the American Indian craftsmen of what is now Ecuador and Colombia. From those distant beginnings, platinum is now firmly established as the most precious and distinctive metallic element known to mankind. It is shown in Table 1, platinum has a unique wide range of physical, chemical, and mechanical properties including high melting point, resistance to chemical attack, high catalytic activity, mechanical strength, and malleability. These properties make it indispensable for use in many industries. Application Platinum is first and foremost a high technology metal. During the last few decades, fertile scientific minds searched for and developed widespread cost-effective uses for this precious metal. Its unique properties render it irreplaceable in many key industrial processes. Important major fields of application include: • protection of man's natural environment (pollution control), • defense, • fuel production, • fertilizer manufacture, • glass and glass fiber manufacture, • pollution-free energy generation - replacement of nuclear and fuel operated power plants, • electronics, • dentistry, • medicine, and • jewelry. Besides these industrial markets, platinum is increasingly finding a place in investment portfolios around the world as investors switch from gold and silver holdings to this relatively scarce and strategic commodity. Platinum has a growing popularity among private investors. This is being accelerated by the predicted "big crash" of the US dollar and its associated weak currencies, which American financial analysts are expecting towards the end of the decade. Figure 1 shows the demand for platinum in various applications throughout the western world in 1986. The total demand amounted to 88.6 t (97.6 st) of which autocatalyst usage accounted for 32.8 t (36 st) or 37%, the biggest share. Catalytic converter technology is increasingly centered on rhodium-platinum three-way catalysts. These catalysts are able to deal with all three pollutants - carbon monoxide, hydrocarbons, and nitrogen oxides - in a single catalytic unit. The computation of hydrometallurgical equilibria is very difficult because of the many complex species in solution, the precipitates, condensed species, or solids, and the activity coefficient corrections necessary to non-ideal thermodynamics. Our objective was to tryout recently developed genetic algorithms to minimize free energy and solve the equilibrium computation. We selected test problems that were seemingly unsolvable with more traditional algorithms, and we applied genetic algorithms to them. We were pleased to find that genetic algorithms succeeded where other algorithms did not. We concluded that they are an effective tool for hydrometallurgical equilibria.

Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates. Soil amendments or soil conditioners generally carry the con- notation of being useful for problem soils or soils needing special treatments to produce maximum yields. Many different materials have been utilized, both inorganic and organic. Only the most commonly used and those that appear to have potential to become commonly used will be discussed. Soil productivity depends on many factors. Soil amendments mainly modify physical characteristics and microbial action, and/or change the pH of a soil, rather than directly supplying plant nutrients. They give soil the needed physical properties to allow plant growth, fight erosion, or save water. Some soil amendments provide nutrients in addition to altering the physical, biological, or chemical characteristics of soil. The term "soil amendment," as it is used by Soil Science Society of America, allows soil amendments to be materials other than those used primarily as fertilizers (Anon.,1987). Soil amendments as fertilizers of any type will not be considered here because this aspect is more relevant to the previous chapter entitled "Agricultural Materials: Fertilizers" in this volume. Several inorganic soil amendments have been used since the early 20th century to alter the character of soil: limestone, lime, and similar calcium-rich carbonates and oxides for acid soils, and calcium sulfate (gypsum) and native or uncombined sulfur for alkaline soils. The use of these amendments (limestone, lime, gypsum, and sulfur) or their equivalents has been studied and documented in many basic soils tests (McCaslin and Boyle, 1980). Perlite and vermiculite are considered in separate chapters and only a brief statement of their use as soil conditioners will be made in this chapter. Peat is the principal natural organic soil amendment, but manure, both as a fertilizer and soil conditioner, is used in every part of the world. In less-developed countries, manure is the primary soil fertilizerlconditioner. An organic-rich material designated as "humate" has been marketed as a soil amendment for many years and will be addressed in this paper. Other materials are discussed by the Soil Science Society of America in its Special Publication 7, "Soil Conditioners" (Stewart, 1975). They include bitumen emulsion, polyacrylamide, polyvinyl acetate, polyvinyl alcohol, bentonite, nonionic surfactants, and natural mulches. Zeolites can be added to the list of miscellaneous soil amendments (McCaslin and Boyle, 1980), as can calcium chloride (Pressler and Pelham, 1985), sulfuric acid, ferric and ferrous sulfate, aluminum sulfate, ammonium polysulfide, calcium polysulfide, and ammonium bisulfite (Stromberg and Tisdale, 1979). Sludge will not be considered as a soil amendment because it has properties more consistent with fertilizers. All these "other materials" account for a very small amount of the volume and value of soil amendments used and will be only briefly discussed.

British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

A methodology is presented for finding feasible or locally optimal designs in the class of homogeneous, countercurrent, processing networks performing two-component non-sharp separations. The advantage of the methodology developed here is that given a set of independent performance criteria (specifications such as network separation factor, beneficiation ratio or recovery), a feasible or locally optimal countercurrent network design meeting those criteria can be found in one step. In the methodology, graph-theory was used to explicitly obtain the exact network responses of specific countercurrent networks. These responses were used to formulate the linear recursion equations whose solution gives the expressions for the countercurrent network responses which are a function of the stage transfer functions for two-component, non-sharp separations. These expressions are also functions of the network variables n and c. These expressions, together with the set of independent design criteria, were solved simultaneously for n and c using the Levenberg-Marquardt algorithm for systems of constrained, non-linear equations. The network variables n and c embody the coded network design information which is used to find the feasible network design which satisfies the set of independent performance criteria.

"The ecological costs related to the various optimized production schemes were calculated based on the designed ultimate pit. Moreover, the influence of the ecological costs on the selection of production schemes was discussed. In one designed pit, a series of geologically optimum pushbacks with sufficiently small increment were produced using the floating cone method founded on the principle of the highest metal content. Then all the pushbacks were reordered by the dynamic network diagram. The production scheme with the maximum NPV route was considered as the optimum one. The ecological impacts produced by mining were quantified and the ecological cost calculation models, which contain the direct eco-value loss, the indirect eco-value loss, the eco-restoration cost and the carbon emission cost were proposed. In one big open pit mine case, various production schemes were optimized and the one with maximum NPV was selected without taking into account the eco-costs. The scheme with the maximum comprehensive profit was obtained by calculating the eco-cost of each scheme. The results showed that the best scheme considered with the eco-cost was not the scheme with the maximum NPV. Therefore, the eco-cost presents the effect on the selection of the best production scheme.Introduction Optimizing production scheme is to determine the mining quantities of ore and rock, the pushing position of stope each year, and maximize the NPV of mine. In the theory, production scheming optimization has gone through trial and error (Pana and Carlson 1966), linear programming method (Johnson 1968), mixed integer programming (Gershon 1983), integer mapping (Kim and Cai 1990), dynamic programming et al (Gu et al 2014). In recent years, the study on production scheduling optimization has been focused on two aspects. On the one hand, the study is to solve the investment risk caused by the uncertainties of economic and geological environment (Ramazan and Dimitrakopoulos 2013, Marcotte and Caron 2010, Lamghari and Dimitrakopoulos 2012, Godoy and Dimitrakopoulos 2004, Benndorf and Shishvan 2014). On the other hand, the emphasis of the study was on reducing the problems for the optimization algorithm, to make it more efficient and practical (Cullenbine et al 2011, Shishvan and Sattarvand 2015, Askari-Nasab et al 2011, Nasab et al 2010). However, different production schemes cause different damage of mine land and pollutant emission, thus triggering environment problem. With the improvement of people’s consciousness of environment protection, the environmental issue of mining has been attracting more and more attention."

They are gone now. Gone like that long ago generation that gave them birth. The Homestake Mine, nestled in the northern Black Hills, closed in 2001 after 125 years, the longest run of any major American gold mine. The Homestake Mining Co., which guided its destiny for those many years, is gone too. It merged with Barrick Gold. The Hearst family, which guided the early destiny of both, has long since gone beyond its mining heritage and into the national and even international spotlight. The mine and the company passed from the scene with as little fanfare as heralded their birth, amid the Black Hills gold rush of the 1870s. They both grew into American mining legends, as did the town they sired and nurtured, Lead. In a real sense, the mine and the company symbolized one of the last links to a vanished world and a mining era.

Historical mining operations in Colorado and other western states have resulted in thousands of remnant mine openings. Many are sources of metals loading and acid water generation in surface and ground waters. It is estimated that more than 965 km (600 miles) of streams in Colorado have been impacted by past mining activities. The Animas River watershed in southwestern Colorado is one of the most heavily affected areas in the state. Abandoned mine features pose significant safety hazards to those who enter them. These hazards can include bad air, unstable rock or falls into open shafts, stopes and winzes. Backcountry skiers and snowmobile enthusiasts are particularly vulnerable to falls into snow covered mine openings.

Impacted waters, often complex, are created in mining which at some point in the mine life cycle will need to be attended. The simplest and most cost effective method of handling impacted water is to reuse it as makeup water for operations. At the end of mine life, operational reuse will not be an option and the impacted water will require treatment to achieve alternative reuse goals. Conventional mine impacted water treatment is successful in removing unwanted constituents but create brine and sludge that may require special handling or additional treatment, resulting in additional liabilities and costs. Freeport-McMoRan Copper & Gold has taken an approach to water treatment that focuses on transformation not concentration. The Water Treatment Test Facility located at Sierrita Mine has three test plants that are piloting the mine impacted water transformation process. Two plants have been designed for the removal of calcium and sulfate with products of gypsum and sulfur. The third plant removes metals from process water and transforms them into marketable metal sulfides. The transformation, rather than concentration, of mine impacted water solutes greatly reduce long term risks.
