Appraisal of industrial minerals beneath privately owned land requires a different approach and mindset from valuation of base and precious metals or energy minerals, and from valuation of government-owned mineral lands. First, is it the value of inground minerals or of mining rights that is being sought? Second, value to whom, the mining company, a potential investor, the mineral landowner, a lending institution, the property tax assessor, or a condemnor? Third, how should mineral value be apportioned between the land and mineral owner, and a mining company with limited years of lease-hold interest? These and many other questions must be addressed before a valuation method and Discount Rate are selected. For various reasons the Income Method is most often used, with Net Present Value calculations made for long term predicted mining income. Choice of an appropriate Discount Rate is critical.

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

The purpose of this paper is to provide a method for mine planners and engineers to evaluate on a conceptual basis if a shaft or a ramp is most suited for their particular underground access requirements. Mine planners and engineers are often raced with the decision of choosing which method of underground access is best suited for their particular requirement. Underground access can be provided by a shaft, ramp, adit, or slope for either exploration and/or actual production operations. This paper will focus on the construction cost and schedule differences between sinking a shaft and excavating a ramp which are currently the most typical access alternatives used in the western United States. It would be wrong to state that one method is superior to the other in every case. There are many variables to be addressed, and the degree of sensitivity of each of them will eventually dictate which method is the most suited to the particular circumstances. This paper compares the construction cost and schedule or sinking a shaft to excavating a ramp at different depths given different ground and hydrological conditions. This comparison provides mine planners with "rules or thumb" that may be applied to the access selection process.

"HISTORY Tube bundle systems have been used in the coal mining industry for gas detection since the 1960’s. At the time there were developments were underway for improved gas monitoring systems. The primary gas detection systems in use were the flame safety lamp, colorimetric stain tubes and the taking of samples for analysis by gas chromatography. The MSA D6 hand held methanometer was approved in the UK for statutory methane measurements in 1972 and became very popular due to its smallness and simplicity of use. In 1973 Sieger Limited also developed a BM1 methanometer which could be installed underground and relay methane concentrations to the surface. Similar developments were underway for carbon monoxide detection and one was developed in 1982 by the Yorkshire Regional Laboratory of the NCB commercial development was undertaken by Sieger Limited who named it the ‘SCO1’. The UNOR 1 carbon monoxide and methane analyzers were approved for underground use in the United Kingdom in the late 1960’s.5 The technique was developed by Dr Luft of Bergbau-Forschung Essen and the equipment was manufactured by Maihak in Germany. The apparatus was flame proof and provided an intrinsically safe output which allowed the result to be telemetered to the surface through colliery communication systems. Both analyzers work on the same principal and each of the gases adsorb a certain wavelengths of infrared radiation. The detector measures the residual transmitted radiation and determines the percentage of gas present in the sample. These flameproof versions had proven to be robust and reliable. The UNOR 1 had been used in the Saar region of Germany and Scotland in the UK. The development of tube bundles for hydraulic controls enabled the development of the tube bundle gas monitoring systems we know today. A bundle of tubes are taken underground through a shaft, a borehole or drift then distributed to the required monitoring points. This enabled the ongoing monitoring of the underground environment when the power was isolated at 1.25% CH4. In 1972 the United Kingdom (UK) National Coal Board (NCB) produced a hand book for tube bundle systems which was subsequently updated in 1974. This is a useful guideline into the operational aspects of tube bundles systems at coal mines6. Many of the processes identified are being followed today. The United State Bureau of Mines (USBM) prepared a circular similar to the NCB handbook on tube bundle systems.7 The circular was prepared by Litton C and it was targeted at the design criteria for tube bundle the systems. The circular also states that “pneumatic monitoring systems can be used to monitor for hazards that develop quite quickly”."

Without insulation we could not survive on this planet. This may sound like a self-serving statement but it is a fact. The blanket of air which surrounds us is a very effective insulating blanket, allowing some shortwave solar radiation to warm us during the day while retaining the longer infrared radiation at night. Our life on earth is very much dependent on materials performing an insulating function without being thought of as insulation, clothing, fur, window glass, the ice of an igloo etc. The mechanisms of heat transfer involved in these materials are analogous to those involved in engineered insulations - Engineered insulations are designed for maximum effectiveness for given conditions within the applicable retraints. Engineered insulations are very effective! As an illustration let us consider this graph (Figure 1). It represents: 1. The radiative heat transfer between two 1 foot2 (0.0932) radiantly black surfaces, one at 100F (38C) and the other at the temperature indicated on the bottom scale. This does not include the convective and conductive heat flow of the air, both of which are significant but small in comparison. 2. The heat transfer resulting from the placement of 1 inch (25.4 mm) of insulation [10 pcf (160 kg/m3) ceramic fiber] between these two plates.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. The units may refer to cubic yards (/cu yd), cubic feet (/cu ft), short tons (/T), or acres (/A). 1 cu yd = 0.76 M2 1cuft = 0.28m3 1 st = 0.9072 t 1 acre - 0.4047 ha or m2

The analysis of equipment trends in AUSIMM?s Revision of Monograph 19; Australasian Mining and Metallurgy Operating Practices (AMMOP) in the paper by Dight et al (in press) raised some interesting and in parts disturbing trends in the Open Cut Mining Industry. According to the US Bureau of Labour Statistics the US mining and petroleum industries? productivity is down by 12% since 2004 while the Australian Bureau of Statistics shows the productivity of the Australian mining industry is down by 34% since 2001. In terms of open cut equipment median output for draglines is down by 15% since 2003; electric rope shovels are down by 41% since 2003; hydraulic excavators are down by 39% since 2008; front end loaders are down by 39% since 2007 and trucks are down by 41% since 2006. Clearly the boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top 10% by annual output per unit of input) has declined but not by as much as the median (eg. shovels down by 8%, excavators down by 19% and FEL?s down by 5%). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one will be crucial to reversing the decline in open cut equipment performance.

Extensive underground excavation will be required for construction of a mined geologic repository for nuclear waste. Hundreds of thousands of feet of drift will be required based on the conceptual layout design for each candidate nuclear waste repository. Comparison of boring and blasting excavation methods are discussed, as are special design and construction requirements (e.g., quality assurance procedures and performance assessment) for the nuclear waste repository. Comparisons are made between boring and blasting construction methods for the repository designs proposed for salt, volcanic tuff, and basalt. Differences in the geologic media and settings of the prospective sites influence the excavation method in terms of drift length, size of opening, drift slope, rock quality, and boreability. Support requirements, ventilation, and the ability of the geologic system to retard radionuclide migration are also directly impacted by the geology and excavation method.

This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

A new approach has been developed that is capable of ascertaining the ore component that is responsible for the preg­robbing of pregnant pulps. Many gold mines are currently treating ores containing a component that is detrimental to the recovery of gold, in that they "preg-rob" the pregnant pulp by adsorption of some of the dissolved gold. The identity of the preg-robbing component in this type of ore has been the subject of considerable debate over a lengthy period, th various suggestions including amorphous carbon, chlonte, chalcopyrite and layered silicates, such as the phyllosilicate minerals pyrophyllite, kaolinite, phlogopite and illite. A means is now available to identify and characterize the preg-robber in gold ores. This new approach consists of contacting the ore with a synthetic aurocyanide solution, identifying the mineral grains by optical microscopy and analysing each grain individually using high-sensitivity electron microprobe analysis. The approach is exemplified in this initial study by identifying the preg-robbing component in an active sample of gold-bearing shale to be an amorphous carbonaceous phase consisting of discrete particles of about 5 µm diameter interspersed with shale particles and agglomerated into grains of up to 100 µm diameter. Microanalysis of these grains as well as other mineral particles revealed that the gold content of some of the carbonaceous grains was close to 7000 g,lt, with no gold being detected in any of the other mineral phases that were found to be present (e.g. quartz, chlorite, muscovite, pyrophyllite, etc). Bulk analysis of the sample for carbon and gold confirmed that gold loadings of around 7000 g,/t would be expected if all of the gold were adsorbed onto the carbonaceous component. The carbonaceous constituent is probably also responsible for the anomalously high surface area measured for the material. It probably acts in a similar fashion to activated carbon, and the correct choice of organic blinding agent will decrease the extent of preg-robbing by lowering the activity of the material for gold, without causing any downstream problems such as fouling of the activated carbon used for gold recovery

In an effort to reverse the trend of declining enrollments to mining engineering programs that began in 2015, the University of Arizona has implemented a number of interventions over the past five years, including ramping up its pre-college mining education and outreach, and undertaking several enrollment research projects. This article is the second of two installments to discuss the results of our latest study. The first part can be found in the September 2025 issue of Mining Engineering magazine. To better understand mining’s competitive position, the School of Mining Engineering and Mineral Resources conducted a comprehensive study to determine: 1. How prospective college students, parents and educators perceive the industry, related careers and the mining engineering degree. 2. Factors affecting students’ choices of degrees and career plans. 3. The roles parents and educators play and how they influence students.

The mining industry's image is molded by what the general public knows, or thinks they know about mining. As we prepared for the production of Caterpillar's educational film, Common Ground, we first had to find out exactly what the public perceptions about mining were. Before we could educate people about mining, we had to find out what they already thought. As we broke down those perceptions, we were able to narrow our focus to relevant, realistic approaches for the film. We found out what people didn't know about mining. And most importantly, we singled out the facts they should know... facts that could create more favorable attitudes. This research was instrumental in our final direction for the Common Ground project.

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far. INTRODUCTION This paper presents an assessment of conventional flotation technology. In addition it presents some ideas which can be used to change the perception of what may be done with conventional flotation equipment to maximize its efficiency. Perspective of Conventional Flotation Technology 1. Flotation in many coal preparation plants is defined as something between a necessary evil and a non-viable concept because: -Too much art is required on a continuous basis to achieve uniformly acceptable results. -It is expensive, the capital cost in dollars per ton of circuit feed for flotation and dewatering is high. -It is a difficult process to use when SO2 reduction governs system design and equipment selection. -It creates a product (fine coal froth) that is difficult to dewater in the presence of BTU/lb as-received pressures. -It is a difficult process to control from a management standpoint, there are no dependable set points to rely on. 2. Many froth cell circuits are 0.5m x 0 (nominal 28 M x 0) feed which is sourced from screen/cyclone underflows. The original intent was to obtain maximum yield at acceptable product quality and moisture using disc filters. (See Figure #1) 3. An alternate to conventional flotation and its perceived to be limits of efficiency, capital costs, etc. is to move towards such developing flotation technologies as column flotation, reverse flotation, and microbubbles. A lot of work is being done to move these concepts thru pilot stages into full scale, commercial plant operation. The majority of the coal producers and coal preparation plant designers view these concepts as being in the development/pilot plant stages. OBJECTIVES Based on the preceeding comments of the perspectives of the coal producers and plant designers, the options are limited. They can make do with what they have available to them in the way of industry standard equipment and practices or they can move forward with developing technology. I feel there is a third option: what can we really do today with what is available to us, without reinventing the wheel? APPROACH 1. When processing coal against ash and SO2 restrictions, the fine clean coal stream can be the best stream on the clean coal conveyor due to the release by size and the ability to create a high BTU/low sulfur (dry basis) product. 2. Targets: -Consistent raw coal size consist in the plant feed . -Do not put pyrites in the froth cells. -Adjust criteria defining good flotation away from yield towards maximum BTU recovery at minimum ash. -Limit the froth cell feed size consist to 0.15 mm x 0 (nominal 100M x 0). -Establish and maintain a correct, consistent percent solids in the froth cell feed. -Select flotation reagents with care. -Introduce reagents in the proper sequence.

Hardfacing, also known as hard surfacing, is the application of a buildup or wear-resistant weld metal onto a part’s surface by means of welding to extend the life of the part. The weld metal may be applied as a solid surface or in a pattern, such as a waffle pattern, herringbone or dot pattern, etc.Hardfacing is becoming increasingly important for many industries to protect equipment that is exposed to wear and abrasion including parts used in mining, earthmoving and construction, oil and gas drilling and steel making and forging. Extending the life of wear parts can save thousands of dollars and improve productivity. Hardfacing can be used to recondition parts that have already been exposed to wear and have lost their useful life, or used in the manufacture of new parts to improve their life before they are put into service.There are three main types of hardfacing applications:• Build-up or rebuilding.• Hardfacing or overlay.• A combination of build-up and overlay.2. "The issue of mine worker fatigue is as complex as it is understudied. Generally, worker fatigue lies somewhere on a continuum between psychology and physiology, which makes the measurement and management of it difficult with no easy solutions for operators or workers. Answers to even basic questions remain elusive—such as what is fatigue, how is it measured, and how can organizational resources reduce fatigue—and answers seem to present no single, clear path to action for the health and safety of the worker. This manuscript supplements the growing body of interest in the problems of fatigue in the mining industry by reviewing some of what is known about worker fatigue in general and in the mining industry in particular. The material covered here includes basic topics of the hows and whys of worker fatigue; an overview of fatigue models, findings, and evidence-based solutions with a focus on mining; and potential future directions aimed at mitigating miner fatigue. INTRODUCTION “It is recommended that the whole fatigue test problem be stated in a form the nature of which may be indicated by the following suggestions: that the term fatigue be absolutely banished from precise scientific discussion, and consequently that attempts to obtain a fatigue test be abandoned [emphasis added].” – Bernard Muscio, Pioneer Australian Philosopher and Industrial Psychologist, in a 1921 Report to the Cambridge Industrial Fatigue Research Board Fatigue presents several challenges for the mining industry. Combined with the long working hours and shift-work schedules of mining work, the prevalence of fatigue in mine workers may seem rather unsurprising. On the one hand, mining is certainly not alone in facing the challenge of addressing worker fatigue. Indeed, many of the characteristics above mirror the similarities of fatigue in other industries, such as health care, aviation, and security. To the extent that fatigue in mining acts like fatigue in any other industry, then any fatigue management applications, trainings, or interventions in existence can be borrowed from other industries and applied to mining in a “cookie-cutter” approach. On the other hand, some have argued that mining in particular is especially susceptible to increases in the prevalence of fatigue beyond the characteristics listed above due to the multifaceted combination of factors in mining environments associated with fatigue: dim lighting; limited visual acuity; hot temperatures; loud noise; highly repetitive, sustained, and monotonous tasks; shiftwork; long work hours; early morning awakenings; and generally poor sleep habits (Canadian Centre for Occupational Health and Safety, 2012; Legault, 2011). Legault (2011) in particular argues that it is the combination of these factors simultaneously that can make mineworkers particularly susceptible to sleep deprivation and fatigue in comparison to other industries where these factors are often not present alltogether. If fatigue looks and acts different in mining, as others have argued, more research is needed to determine if, how, and why worker fatigue might need to be managed differently in mining."

Tunnel project contract documents often present groundwater infiltration requirements for components of the underground portions of the project. All too often these documents require quantifiable target inflows for these components, but only refer to them in subjective terms such as “dry,” “manageable,” etc. The Contractor’s definition of these terms will inevitably differ from the Engineer’s definition of these terms. The purpose of this paper is to look at common subjective terms used in documents and provide suggestions for reasonable quantifiable language. Additionally, the paper will provide information and recommendations on relative levels of cost and effort increase needed to provide increasing levels of water cutoff (i.e., achieve “dryness”?).

However, some have argued that mining in particular is especially susceptible to increases in the prevalence of fatigue beyond the characteristics listed above due to the multifaceted combination of factors in mining environments associated with fatigue: dim lighting; limited visual acuity; hot temperatures; loud noise; highly repetitive, sustained, and monotonous tasks; shiftwork; long work hours; long commute times due to mine site remoteness; early morning awakenings; and generally poor sleep habits (Canadian Centre for Occupational Health and Safety, 2012; Legault, 2011).
