Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold. People are our most valuable resource. It is as true today as any point in mining history as we face unprecedented personnel shortages aggravated by a workforce that is aging, significant generational gaps and difficulties recruiting younger professionals all amidst increasing global mineral demand. The educational system has a similar, but slightly contrary problem. Many historically strong mining engineering programs have died. Now, fewer mining oriented universities are trying to produce more students in order to meet the demand. Moreover, their situation is aggravated by a similarly aging workforce, a general lack of mid-career PhD?s with the interest and field experience to teach effectively, an extremely slow hiring and funding process, and an inability to be competitive against private industry compensation packages. The traditional instructional model, while not necessarily broken, is most certainly dated, and can penalize programs and students where schools do not have in-house expertise in a given topic. Mining companies, like Rio Tinto, have the opportunity, if not necessarily the obligation, to positively influence how this model works. Educational Partnerships may be the key. This paper will address some observations, and possibilities, associated with Rio Tinto?s efforts in this area.

Why would a company in its right management mind risk a fuel conversion program on a fuel that can't burn if it's too wet or too dry, too hot or too cold, too coarse or too fine, or doesn't have enough Btu's to supplement good combustion? On December 23, 1981, two months ago, we finished our first ten years of burning lignite -- this unconventional coal. It is from that experience that I am qualified to address you today. As some of you here probably already know, my company, Texas Utilities Generating Company, has pioneered the utilization of Texas lignite for electric power generation on a large scale, and I think it is fair to say that we have done this pioneering work largely on our own. Some of us feel like Noah did when he built the arc! I have titled this presentation "The First Lignite Decision" because our company was the first to make this major decision in Texas in the mid-1960's. It was a big decision, and at the time, perhaps a bold one. When you look at the conditions that existed in the mid-1960's, you can see why.

Vanadium is a transition metal, ductile, silver-gray metal. It is harder than most metals and steels and it has a good resistance to corrosion, it is stable against alkalis, sulfuric and hydrochloric acids. Vanadium is oxidized in air about 660 °C, although an oxide layer forms even at room temperature. The chemistry of vanadium is noteworthy for the accessibility of the four adjacent oxidation states 2-5. In aqueous solution the colors are lilac V2+, green V3+, blue VO2+ and, at high pH, yellow VO42-. Considered to be as abundant as zinc, metallic vanadium is not found in nature, but it is known to exist in about 65 different minerals. Economically significant examples include patronite (VS4), vanadinite (Pb5(VO4)3Cl), associated to the uranium mineral carnotite (K2(UO2)2(VO4)2?3H2O) and in a vanadium mica called, roscoelite K(V3+,Al,Mg)[(Si,Al)4O10](OH)2. Other important vanadium ore oxides are montroseite (V,Fe)O(OH) and corvusite (Na,Ca,K)V8O2.4H2O. Much of the world's vanadium mine production comes from magnetite-hosted deposit and to a lesser extent, in sedimentary-hosted sandstone. Vanadium is also present in bauxite and in fossil fuel deposits such as crude oil, coal, oil shale and tar sands. In crude oil, concentrations up to 1,200 ppm have been reported. A significant vanadium production comes from the processing of petroleum residues, fly ash and recycling spent catalysts. In 2011, metallurgical applications accounted for 93% of the use of vanadium. Here, an alloy called ferrovanadium is utilized to strengthen steel to be used as rebar in the construction industry, in the manufacturing of axles, crankshafts, gears and chassis in the automotive and transportation industries and in the manufacturing of high-speed tools. In the aerospace industry, vanadium is utilized as a titanium alloy in the manufacturing of airframes and jet engines. The reason for the wide use of vanadium as alloy is its high strength-to-weight ratio, the highest of any engineered material on earth. The major non-metallurgical use of vanadium is in the production of catalysts for the chemical industry. The most commercially important compound is vanadium pentoxide (V2O5), which is used as catalyst in the production of sulfuric acid.

The objective of the US Geological Survey’s mineral deposit database project (USMIN) is to develop a comprehensive twentyfirst century geospatial database that is the authoritative source of the most important mines, mineral deposits, and mineral districts of the US. Since May 2017, the project has focused on critical minerals. Data for critical minerals that are produced as products are relatively robust, whereas data for critical minerals that may be recovered as byproducts are commonly of much poorer quality. Similarly, more is known about critical minerals that occur in conventional deposits than where those critical minerals occur in unconventional deposits. For example, rare earth elements occur principally in deposits hosted by alkaline igneous rocks, but there is potential for their production from phosphate rock mining, which is less documented. Lithium (Li) has been recovered from pegmatites and brines, but other Li-bearing deposit types have been delineated that may go into production. Cobalt may be produced as a byproduct or coproduct from a wide range ofmineral deposit types, whereas rheniumis a byproduct of copper ore. Significant opportunities for research exist that could help identify new sources of critical minerals, and may also help increase production and recovery from existing sources.

The ability of companies and countries to mine copper and other mineral commodities competitively and in the process to generate new wealth depends on their mineral endowment. Chile, for example, produces and exports copper because it is well endowed with high-quality, low-cost deposits. This production creates wealth that benefits mining companies and their stockholders, the government, local communities, as well as copper consumers around the world. The widespread perception that mineral endowment must largely determine competitiveness, or what economists call comparative advantage, must be true at any particularly moment. Countries with abundant reserves must be competitive. This follows from the definition of reserves — the quantity of a mineral commodity found in discovered deposits that are profitable to exploit under current conditions. As a result, it is a tautology and not particularly interesting. The important question is what causes reserves to change over time, producing in the process new wealth and shifts in competitiveness?

Ladies and Gentlemen: Never in the history of our mining industry has the emphasis on public relations been accelerated as much as it has in the last few years. Knowing of your keen interest in this subject I consider it a great privilege that your program committee has asked me here to discuss the crushed stone segment of our industry approach to this important part of our daily business lives. As you are aware, crushed stone operations are present in almost every segment of the country wherever aggregates for construction projects are required. The tonnage of crushed stone produced is second only to sand and gravel - another source of aggregates - and this together with sand and gravel amounts to over half of the tonnage of all mined products in the United States. What is unique about this industry that will be of interest to all of you in analyzing how they have approached Public Relations? The fact that it is so wide-spread is of course obvious, but perhaps a more significant nature of this segment of the mining industry that has brought it more in the limelight of public interest and on a larger scale is the location of a large part of the quarries quite close into the urban area and population centers where you have the greatest demand for aggregate products.

Newmont has delineated a 600,000+ ounce gold reserve in the Cargo Muchacho Mountains. This is a desert range underlain by Proterozoic(?) Tumco Formation (gneiss) intruded by Jurassic granitic plutons, and cut by low angle shears of the late Cretaceous Chocolate Mountain Thrust event. Gold, associated with pyrite, quartz veinlets, and propylitic alteration, is emplaced along low angle shears. The mineralizing system, enriched in tungsten, copper, zinc and arsenic, was active during Eocene time. Gold reserves are found in eleven areas as moderate to high tenor deposits that may be mined by open pit and underground techniques. Eastmaque Gold Mines Ltd. is developing the deposit.

An article entitled "The Rule of the Geologist in the Industrial Mineral Field" by G. R. Gullet, was published in the August, 1967, issue of the Canadian Mining Journal. Mr. Gullet defined industrial minerals as follows: "Industrial minerals are largely non-metallic minerals and rocks that find value because of their physical or chemical properties." This definition is brief, but all-inclusive. Mr. Gullet continues, "They include all useful minerals and mineral commodities except those used as fuels and those from which metals are extracted. Factors in the evaluation of an industrial mineral deposit are generally as different from those used in the evaluation of a metal deposit as is the assessment of a potential oil field. The key to the successful development of an industrial mineral, deposit is more often a balance of accessibility, transport, and proximity to markets than to any natural quality advantage of the deposit itself."

"It is not surprising that the most popular key takeaway from the Developing Diversity in Mining workshop (see box) held on the first day of the SME Arizona Conference in December was, “Have more parties!”The adage that mining professionals work hard and play hard was clearly demonstrated at the two-day conference in the JW Marriott Tucson Starr Pass Resort & Spa in Tucson, AZ. Nearly 550 participants, some of whom had left behind frigid temperatures and thick parkas in their hometowns, attended a full slate of technical sessions, shared industry experiences and knowledge, reconnected with buddies in the industry, and made strategic new contacts in the conference’s collegial environment, aided by the mild Arizona winter.To start off the technical sessions, John Mansanti, president and chief executive officer of Crystal Peak Minerals and 2017 SME president, entertained a packed lecture room with his keynote lecture on “Tariffs, Embargos, and Cartels ... Oh My! A Perspective on Potash.” Mansanti gave the audience the benefit of his more than 35 years of experience at companies including Barrick Gold, Newmont Mining Corp., Placer Dome, Freeport-McMoRan and Intrepid Potash, where he was senior vice president for operations, technology and strategy. At the luncheon, Justin Cross, general manager of Freeport-Mc- MoRan’s Bagdad operations, spoke on how the role of a leader in mining is transforming from one based on technical expertise to one based on the ability to collaborate, to lead and to adapt to changes in technologies and skill sets, in his talk on “Knowing When to Learn, When to Lead and When to Manage.”"

In an effort to reverse the trend of declining enrollments to mining engineering programs that began in 2015, the University of Arizona has implemented a number of interventions over the past five years, including ramping up its pre-college mining education and outreach, and undertaking several enrollment research projects. Magnetic metals are the granddaddy of products which may be recovered from municipal waste. Aside from hand-picking of newsprint and corrugated boxes, magnetic metals are usually the first items a resource recovery facility considers extracting from the solid waste stream. Magnetic metals from incinerator residues and from municipally mandated source segregation programs were first used in significant quantities by the Copper Industry. The ability of the Copper Industry to consume metals from the municipal solid waste stream raised everyone's hopes that there would be more markets for municipal scrap when more of it became available. Somehow something has gone wrong. It is widely acclaimed that scrap is an environmentally sound and economical source of iron. It is greatly in demand for Its contained energy. The prices that the steel industry has been willing to pay for the scrap during the past year are all the proof anyone should need that scrap Is desirable and sought after. But the very fact that I'm speaking today on the markets for magnetic metals recovered from municipal waste indicates that something Is wrong. Clearly the problem is not that we do not need the scrap. The problem is we have not produced the kind of scrap that consumers are willing to buy - either through ignorance of what the consumers wanted or through a conviction that ferrous scrap is so obviously a good thing somebody will surely want it no matter what. Dr. Harvey Alter of the National Center for Resource Recovery has said "You can't sell garbage". In a sense that is only partly true. It really should be "You can't sell garbage for very long". The Steel Companies, in an effort to prove that steel is an environmentally desirable packaging medium, have bought some scrap that can only be described as garbage. They are to be commended for doing so. The fault lies not with the Steel Company for taking and paying for "garbage" but with the producer of that poorly prepared scrap. Far every instance where the steel industry has purchased the often undesirable product from resource recovery facility there are several magnetic installations sitting Idle because someone forgot the most essential part of producing the magnetic product - selling it to someone.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

Under the theme “Empowering the Future of Mining,” the conference served as a dynamic platform for professional development, knowledge-sharing and cross-sector collaboration. Organized by Women in Mining USA (WIM USA), whose mission is to foster equity, sustainability and leadership in mining, the event featured an extensive agenda including workshops, keynote speeches, panel discussions and networking opportunities. Attendees ranged from industry veterans to emerging professionals and students, united by a shared commitment to progress within one of the world’s most essential and traditionally maledominated sectors.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

RJB Mining is the largest coal producer in the UK. In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.
