Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

Commercial grade gypsum beds up to 16 feet thick is present in southwestern Indiana. The major deposits are found at a depth of 350 feet to more than 500 feet below the surface. The ore body averages about 75 to 95 percent gypsum. Two companies are currently exploiting a deposit which underlies an area of several square miles near Shoals, in Martin County. Another deposit has been located in southwestern Owen County but has not been developed. The Indiana Geological Survey is currently drilling in Greene County and is considering further exploratory work in Perry end Dubois Counties.

The Star-Morning mine is a. 1000-ton-per-day lead-zinc producer located in the easterly part of the Coeur d'Alene Mining District of North Idaho. The property includes both the Star and Morning mines which are located on the westerly and easterly portions of the same complex of veins. The mine is 70% owned by the Bunker Hill Company (Gulf Resources, Inc.) of Kellogg, Idaho, 30% owned by Hecla Mining Company, and operated by Hecla Mining Company with head-quarters in Wallace, Idaho. One of the characteristics of mines in the Coeur d'Alene District is that many of the ore bodies extend to very great depths. The Star is no exception, but rather a leading example. The complex of near vertical veins and ore shoots extend some 7000 feet below the surface at present, with a maximum strike length of about 4000 feet. Ore has been mined on 20 separate veins and ore structures. More than 50 miles of headings have been driven and nearly 23 million tons of ore mined since the Morning mine started in.189S. The problems of mining at such depths are formidable temperature on the bottom level is 1100 F and high humidity problem. Pressure from the sheer weight of rock is as high foot. This paper will deal with providing a new access to the deeper levels of the mine and the installation of a hoist and related items to service these levels. By the time development had reached the 7100 level (Figure 1), it became apparent that a different 'hoisting system was going to be necessary if we were going to continue to mine at a profit. The main shaft extended to the 4000 level at which point a ?:3100"'foot winze shaft provided access to the 7100 level. The two hoists were limited to handling 3-ton payloads at 1200 to 1500 feet per minute. Some ores are still produced from above the 4000 level but as these ore reserves become depleted the hoisting of the desired tonnage (1000+/day-) from the lower levels of the mine would exceed the capacity of the existing hoisting system. A decision was made to sink a new vertical shaft at a point well in the south wall of the ore bodies where strong rocks and a minimum of faulting was expected and to purchase and install a new hoist capable of hoisting over 7000 feet. This new' shaft, designated as the No. 4 Shaft, was planned to reach 2000 feet below the 7100 level which was the deepest level at that time. The hoist would be in-stalled on the ,main 2000 Adit level which is used as an access and haulage level to the concentrator and surface plant in Burke.

INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." Long-term stability, appropriate taxation and incentive policies are essential to attract and stimulate investment in the mineral sector. An outline of Ontario's $4.6 billion industry and associated tax incentives is presented. Producers are offered incentives under The Mining Tax Act, federal and provincial income tax acts for exploration and development by reducing Me after tax cost to 13-25¢ for each dollar spent. The Mining Tax Act provides generous processing incentives which have positive effects in enhancing investment and economic advantages of building processing facilities. Non-mining companies and entrepreneurial individuals can receive 25% of eligible exploration expenditures in grants/tax credits under the Ontario Mineral Exploration Program.

The effect of discontinuities on the fracturing and mechanical behavior of shale has been extensively investigated on a laboratory scale in previous works. It is well agreed that the lamination properties, including discontinuity and lamina properties, affect the behavior of shale. However, it is still unclear how the lamination properties are affecting the stability of the shale roof in an underground coal mine entry. This paper investigated the effect of lamination properties using the discrete element method on a mine-scale entry model as an extension to the previous work conducted on laboratory scale models.

What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. Cleveland-Cliffs’ Northshore Mining Company operates a magnetic iron ore (taconite) concentrator and pelletizer in Silver Bay, MN. These are two recent cost reduction projects: 1. Rougher Magnetic Separators were upgraded throughout the concentrator; throughput and recovery were simultaneously improved. 2. Green Ball Roll Screens on one agglomeration circuit were upgraded from 3.5-inch to 2.5-inch rolls. Throughput improved by 24% from 62 to 77 LTPH. Green ball size distribution improved as an added benefit.

Controlling dust generation and keeping it below permissible limits to meet federal dust standards at the working face of a room-and-pillar coal mine is a challenge for a mine operator. With the recent changes in federal dust regulations requiring lower worker exposure, maintaining compliance has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the U.S National Institute for Occupational Safety and Health (NIOSH) indicated that a flooded-bed scrubber could achieve cleaning efficiencies between 58 and 90 percent. But the operation of such a system is maintenance intensive. The flooded-bed scrubber screen becomes clogged with dust particles and requires frequent cleaning to maintain performance. However, the dust control issue is not solely a mining-industry problem. Other industries face similar issues. The University of Kentucky collaborated with Toyota Motor Manufacturing on the development of a novel wet scrubber, called the vortecone scrubber, for capturing over-sprayed paint particles in automotive paint booths. The vortecone scrubber achieved a cleaning efficiency of 99 percent and required minimal maintenance. This study aims to assess the ability of this vortecone scrubber to capture respirable dust in an underground coal mine. The paper presents the results of computational fluid dynamics (CFD) modeling of this vortecone scrubber. It discusses the effects of air quantity and dust particle size on the performance of the scrubber.

At that time less than two dozen codes were incorporated into the engineering design and they were somewhat static and well known by the engineering designers and managers. The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989, which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This paper reviews present diesel emission standards, available diesel exhaust aerosol measurement techniques, and the results of the occupational exposure surveys. In the surveys, diesel aerosol was emphasized because it is a major component of diesel exhaust, is suspected to contribute to the health hazard, and is readily measurable. Three primary aerosol measurement techniques were used: respirable combustible dust, size-selective sampling, and measurement of the elemental carbon fraction. Occupations surveyed included mine workers, railroad workers, forklift operators, fire fighters and truck drivers. The studies found mean diesel aerosol concentration levels in the range of 0.004 to 1.74 mg/m3? Highest aerosol exposures were in confined spaces such as mines where heavy diesel equipment is used. Polycyclic aromatic hydrocarbons typically are found at very low concentration levels and are not unique to diesel exhaust.

The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel (CBT) Project in Toronto will extend approximately 10.5 km and be lined using a precast concrete segmental tunnel liner with an internal diameter of 6,300 mm and external diameter of 6,900 mm. The CBT liner was grouted through ports drilled in the segments. The Westerly Storage Tunnel (WST) in Cleveland will extend approximately 2.93 km long and will be lined by using a similar precast concrete segmental tunnel liner with an internal diameter of 7,620 mm and external diameter of 8,230 mm. The WST liner was grouted using both grout ports built into the tail can of the TBM and through segments. Each tunnel was mined primarily in shale with varying levels of weathering and both tunnels had dry and wet sections. This paper will document the means and methods for grouting in each tunnel as well as the methods utilized to proof grout and the results found.

This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. The model incorporates the use of stockpiles as practiced and allows the operator to find the least cost combination of raw coal feeds, washing densities and blending to produce the different quality coals as required by the coal contracts.

Many disputes related to environmental issues in mining are resolved through often-antagonistic negotiations in a regulatory context or through litigation. These approaches are certainly the best choices for resolving certain disputes. However, just as no single remediation technology is the right fit for every site, so no single dispute resolution process is the best choice for every situation. This paper introduces a range of dispute resolution alternatives (from collaborative decision making through mediation, arbitration, and litigation). Especially when money is tightest, cost-effective dispute resolution(and the outcomes that can accompany it) can have an impact on the bottom line.

U. S. consumption of sulfur and sulfur products is expected to increase at a rate of 8 percent per year between now and 1980, largely as a result of their use in fertilizer markets. World consumption is also increasing rapidly, but at a-lower rate, about 6-percent per year. In 1965, sulfur recovered in the United States from purification of natural gas; nearly doubled from the 1956-1960 average; production from pyrites declined; and production of elemental sulfur increased 15 percent. Concern about air pollution resulting from sulfur oxides produced from the combustion of fossil fuel has lead to intensive research on methods of removal before combustion, during combustion (in-process methods), and from the resulting flue gases. If all the sulfur in fossill fuels were recovered, more sulfur products would be produced than were consumed in the United States in 1965. Removal of sulfur from coal before combustion could result in a product sufficiently-high in sulfur to be a suitable raw material for sulfuric acid manufacture. In-process methods produce solid sulfates, some of which may have commercial value. Flue gas removal' methods for sulfur oxidest generally result in the production of a byproduct either of sulfuric acid or sulfur. The projected sale of these materials significantly lowers the anticipated cost of sulfur dioxides pollution abatement. Alternate methods for sulfur dioxide reduction are discussed. The various proposed processes are described and costs are given for the various methods for which estimates have been made.

If there is a single key to managing a mineral extraction company, it is the control of productivity. American labor costs, in general, tend to be in the range of 10%-15% of total costs. American coal mining labor costs, however, exhibit ranges of 30%-60% of total costs. Is it any wonder that the industry finds itself at a competitive disadvantage? When labor costs take as much as sixty cents of every dollar of revenue, there is little room for profitability. The American coal mining industry must set as a long range goal the reduction of labor costs to the 10%-15% range of total costs in order to be competitive.

A typical problem in ventilation networks with multiple fan systems is the possibility of them interacting. Multiple fan systems are no exceptions in complex tunnels, and may also be met in mines where underground fans are installed. When aiming at controlling a multiple fan system in a ventilation network, e.g. with a view to maintaining an acceptable air quality level, yet at minimum power consumption, transient flow conditions frequently occur. Although in most applications these transients are short compared to the time needed to achieve the planned actions on the ventilation, one should, however, keep in mind that it is important to avoid any bouncing effect between different (adjacent or distant) fan systems. Therefore a simulation of the unsteady-state flows could allow us to learn more about the propagation of transients within the network, and their possible secondary effects Among others, one question that often is raised, is to find out in which sequence and at what time schedule each of the fans in a network should e.g. be started up? Another typical problem, into which an unsteady-state simulation could provide some insight is the following: how should the facilities of variable pitch angle and/or changeable RPM of several fans operating in parallel be handled and combined in order to obtain a flow rate that changes gradually from zero to its maximum value i.e. the sum of the individual throughput flows of all the fans. The literature is not very abundant on the topic of simulating transient flows in networks. There is no doubt that numerical models have been developed (Pollak, Christensen, 1987), most of the time for particular applications (Wala, Kim, 1985), (Tanaskovic et al., 1984), (Schultz, Sockel, 1991), etc. The aim of this paper is to present a model that also simulates one-dimensional compressible flows in unsteady-state conditions with, however, the specific intent to handle networks with more than one fan. PROBLEM STATEMENT The mathematical model chosen to describe the unsteady flows in a ventilation network is based on the dynamic and continuity equations applied to each of its airways. The following basic assumptions are made : - the flow in the airway is considered to be one- dimensional, - - the flow is assumed to be fully turbulent, and hence the ATKINSON equation for calculating the friction losses will be applied. Whether this equation remains valid for transient state flows remains an open question. However, this may reasonably be assumed since the interesting flow frequencies are low. A discussion may be found in (Kämpf, 1987) ; - the airways are assumed to have a constant cross- sectional area along their length. If obviously this would not be the case, it is always possible to subdivide the concerned airway into sections for which the previous assumption holds. Applying the basic equations of mass and energy conservation, the flow in each branch may be described by the Euler equation for Newtonian flows.

The Bullfrog and Montgomery-Shoshone deposits, outside Beatty, Nevada, have a combined drill-indicated reserve of 17.4 M tons of ore with an average grade of 0.103 oz/t Au and 0.240 oz/t Ag. The deposits occur in Miocene volcanic rocks which underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff which experienced brittle deformation during plate movement. Open-space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micron-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults.
