Discussion by R.J. Pindred In his paper, Davis presents an overview of risk. He also introduces the Capital Asset Processing Model (CAPM) as a foundation for selecting the appropriate discount rate for a mining project. While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea. CAPM shortcomings [The CAPM, as Davis stated, is expressed in the equation: ri=rf+pi4) where ri is the project discount rate rf is the risk free interest rate (3i is the project beta, and 0 is the market risk premium (rm - rf)] Application of the CAPM is more difficult than Davis indicates. Valuation is prospective, while the CAPM parameters are historical. Beta is determined from a regression analysis of historical data, while the beta needed for valuation is the expected beta. Betas are known to be unstable and the regressions that generate them often have low explanatory power. The difficulty of estimating a "project" beta must also be considered. Thus, the beta that is used in the CAPM will be based on the analyst's judgment. Like Cavender's discount rate, this judgment can lead to different project NPVs. Subjectivity in valuation cannot be avoided by a mechanical application of the CAPM. The risk-free rate, which Davis identifies as a short-term real rate of 4%, is also subject to scrutiny. A mining project is not a short-term investment and no single risk-free rate is appropriate for all of the cash flows. The hypothetical mine discussed in Cavender's paper is a six-year project. One might argue for the application of a risk-free rate from the Treasury yield curve at the duration of the project (in a bond-duration sense). This, too, is inappropriate. The risk-free rate should be matched to the timing of the cash flow. These rates can be determined by calculating the implied forward rates from the yield curve using a procedure known as "bootstrapping." It is likely that each of the project's cash flows would be discounted at a different rate. Commodity prices Davis criticizes the "ad hoc adjustment to the discount rate." Yet, in his discussion of the value of stochastic simulation, he suggests that the gold price be modeled as a "random walk, with or without a trend." This is essentially an arbitrary modeling of price risk. Consider that a liquid market in gold futures exists. The futures' price curve, which is closely related to the market's estimate of future spot gold prices, should be used to provide inputs to the model. This is especially true of a relatively short six-year project. Alternatively, as Davis correctly points out, a risk-averse investor can sell the commodity short to hedge price risk. Is it any more correct, in the portfolio sense, to account for price risk at all ?? Davis Pindred discusses two issues related to my paper, the shortcomings of the Capital Asset Pricing Model (CAPM) and which commodity price values to use in the valuation exercise. Even though these topics are not directly related to the use or misuse of Monte Carlo simulation, they are important points to take into consideration in valuation exercises. Since I do not appear to have addressed these issues satisfactorily in my original paper, I will comment on each here. Pindred agrees with me that applying portfolio theory, and specifically the CAPM, to the selection of project discount rates is more defensible than ad hoc methods. But he then points out that the application of the CAPM to project valuation is more difficult that I indicate. It is true that the CAPM is a difficult tool for project valuation in general,. But the application of the CAPM to mining projects is one of the easiest I can think of. The biggest problem with using the CAPM for project valuation is coming up with an expected project beta. I suggest a project beta for gold projects of 0.45. The "true" value might be 0.35, 0.55 or whatever. Pindred correctly notes that the selection of the appropriate project beta is based

Amax Gold's Sleeper Mine was brought to production as an open pit mining, cyanidation milling operation in March 1986. The Sleeper deposit is unique in that it contains zones of very high grade gold ore. Despite blending of ore, mill head grades have varied over a broad range. These grade variations were anticipated during mill design and affected, in particular, the sizing and selection of equipment for the CIP circuit. When grades proved to be even higher than anticipated, design operating parameters were adjusted shortly after start-up to accommodate the higher grades. Operating results have been excellent: during the first 18 months of operations the Sleeper mill has processed 375,600 tons of ore and produced 229,000 ounces of gold.

The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.

In the course of the last decade, the concept of sustainability has turned from a catchword into a vision - a vision to which politics and industry feel increasingly committed. In terms of the energy industry, the key criteria for sustainable development are supply security, economic efficiency and social responsibility. Coal is able to meet all these criteria if it is produced in conformity with high safety standards through the use of modern mining technology and converted into electricity with the aid of environmentally friendly methods. Among the fossil energy resources, coal will, according to the vast majority of global energy scenarios, continue to be the most important input energy in power generation for the foreseeable future. Coal is therefore today, and will in future continue to be, an important element in ensuring sustainable energy and raw material supply, worldwide, in Europe and also in Germany.

Drilling into coal mine roof strata to install roof bolts has the potential to release substantial quantities of respirable dust. Due to the proximity of drill holes to the breathing zone of roof bolting personnel, dusts escaping the holes and avoiding capture by the dust collection system pose a potential respiratory health risk. Controls are available to complement the typical dry vacuum collection system and minimize harmful exposures during the initial phase of drilling. This paper examines the use of a bit sleeve in combination with a dust hog-type bit to improve dust extraction during the critical initial phase of drilling. A twisted-body drill bit is also evaluated to determine the quantity of dust liberated by comparison to the dust hog-type bit. Based on these laboratory tests, the bit sleeve may reduce dust emissions by one-half during the initial phase of drilling before the drill bit is fully enclosed by the drill hole. Because collaring is responsible for the largest dust liberations, overall dust emissions can also be substantially reduced. The use of a twisted-body bit has minimal improvement on dust capture compared to the commonly used dust hog-type bit.

Underground coal mining practice often requires that some coal be left in place at the seam boundaries after mining, for purposes of ground control, quality control, machine guidance, or good operating practice. Many methods for measuring the thickness of boundary coal have been developed, but only the natural % R gamma background method as bee used in routine operations. Use of this method is constrained by the level and consistency of the natural gamma background in the bordering strata, the accuracy of the gamma detection instrument, and the elevation profile of the seam boundary being detected. Computer simulations for three commercially available gamma detection instruments, designed for mine use, showed that measurement of boundary coal thickness by the natural gamma method can provide satisfactory input for horizon control systems when the gamma detector is large, when the sensor is mounted on the mining machine, and when the elevation profile of the seam boundary does not change rapidly in the direction of advance.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

This study presents the results of synthesizing monolithic siliconoxynitride, Si2N2O, ceramic from a mixture composed of reclaimed silicon and natural desert sand by using the nitriding combustion synthesis method. Single-phase Si2N2O powder was prepared by the combustion of a mixture composed of silicon and pulverized sand in 3 MPa nitrogen gas. The combustion reaction completed in 2 min and the combustion temperature reached 1577°C.The as-synthesized Si2N2O powder is agglomerate of fine particles with sizes < 5 µm and has various morphologies; rod-like and irregular crystals, irregular kinking, hollow crystals and grown pseudo-hexagonal prismatic crystals. Porous Si2N2O compacts (24.5–47.1% porosities) were fabricated from the synthesized Si2N2O powder at different calcia-alumina additives (5–20 wt%) by normal sintering at 1500°C for 1 hr in N2atmosphere.They showed superior oxidation-resistance at high temperatures up to 1500°C in an oxidizing atmosphere of Ar/O2/H2O(70/20/10 kPa).Near-full dense Si2N2O compacts were also successfully fabricated from the synthesized Si2N2O powder with 5 wt% oxide additives by using the spark plasma sintering at 1600°C.DenseSi2N2O had good mechanical properties (18.7 GPa Vickers hardness, 3.3 MPa.m1/2fracture toughness and 363 MPa strength) and excellent chemical and oxidation resistance.

An open pit mining operation can be considered as a production system with at least two products: ore and overburden (waste). A primary mine planning task is to schedule the production of ore and waste over its life span subject to several technical and economic constraints to maximize some objective such as the overall profit from the operation. Two major constraints are (i) the feasible combinations of ore and waste productions and (ii) the limiting function for ore production as a function of mine life. The task in scheduling production and stripping ratio (ratio of waste to ore production) is to find an ore production curve below the upper bound function of ore production, and a stripping ratio curve within the feasible domain of ore production and overburden removal while maximizing the defined objective. Zn this paper, feasibility of developing computerized optimization models to perform such a scheduling process is explored. Two optimization models are proposed for the task. In the first approach, a linear programming (LP) model is employed and in the second, a dynamic programming procedure (DP) is outlined. In these models, in addition to the consideration of the two major constraints mentioned earlier, various other contributing factors such as interest rate, equipment purchase cost and installation schedule, operating cost, and equipment idle cost are incorporated. An example is provided to illustrate the LP model application.

The dimensions and shape of both airborne and bulk amphibole-asbestos fibers are different from those of cleavage fragments of the amphiboles. These differences are related to the mineralogical properties unique to the habit of asbestos. These properties include the fibrillar structure, small fibrill widths and distinctive crystallographic faces of fibrills. Criteria for distinguishing amphibole cleavage fragments from amphibole-asbestos include mineralogical proper-ties observable in bulk samples and the dimensions of particles collected on air filters.

Further, on page 246, "The first area of study was the Josephine peridotite, now identified as an ophiolite terrane, located in northern California and south-western Oregon (Fig. 3). Here, it was felt that we could test the models shown in Figs. 1 and 2 and, if successful, expand the model and test it in other chromite districts in the US and around the world." My comments refer only to chromite deposits in Europe and the Middle East. First, I question that may chromite deposits occur in the idealized ophiolite section shown in Fig. 1. Second, although some podiform deposits (referring to morphology) have been important (Guleman, Turkey, for example), the stratiform deposits are of greater importance in tonnage and frequently grade. Examples include Nada, Yugoslavia; Bulqiza, Albania; Xerolivado, Greece; Saranovsk, Russia; and Abdasht, Iran. Reply by J.C. Wynn Mr. Hillebrand raises two issues that deserve a serious response. One issue is basically subjective and the other is ultimately political. First, the question of where (and how many) podiform chromite deposits are found in the idealized ophiolite section of Dickey (1975). The Dickey model is still perhaps somewhat controversial (Panayoutou, 1980), but our experience in the Josephine ophiolite of northern California (Wynn, 1980; and Albers, 1983) shows that the model works well there. Virtually all the chromite is found in dunite lenses in the tectonite peridotite (harzburgite). Since there are few complete ophiolites exposed in the world, the model will probably never satisfy everyone. The degree of acceptance is a function of any individual&apos;s subjective experience. Second, it is well known that stratiform chromite contributes more than 95% of the chromite reserves presently known in the world, and it could be reasonably argued that there is no point in exploring for or exploiting podiform deposits further. The title of the paper, however, was in part &apos;strategic minerals geophysical research&apos;; chromite is considered a strategic and critical mineral of the US and many other industrialized nations. Stratiform deposits in South Africa and Zimbabwe account for most of the chromite reserves in the world. Unfortunately, experience in modern times with substantial price fluctuations and even resource cartels dictates the wisdom of identifying and maintaining a national chromite reserve, irrespective of the cost. An improved exploration methodology is an essential element in this strategic objective. Ventilation network modeling in mine planning dates back at least three decades, but it is not widely accepted and/or practiced until the last decade, thanks to the advent of modern computers with their increase d speed and storage space. There are at least half a dozen such modeling software packages available on the market each with different features and acceptance. This paper compares five popular software packages,?? VnetPC Pro, MineVent, VentSIM Visual, VentGraph and MFIRE 3.0. A case study using Missouri S&T?s Experimental Mine is conducted to compare the five software packages in features, interface, output display and user-friendliness.

Pigments are used in two segments of papermaking, as the major component in paper coating formulations and, in small percentages, as fillers in the paper web. Historically, the dominant use has been in coating, however, recent developments have fostered a multifaceted effort to substantially increase the pigment component in the paper furnish. Factors responsible for these developments together with their relationship to recent and forecast changes in papermaking technology are reviewed. Finally, some thoughts are presented on the probable timing and extent of these changes as well as their expected impact on the future demand for the common paper pigments.

INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. When underground openings are excavated in rock mass for storage of Liquefied Natural Gas, hereinafter referred to as L.N.G., as its temperature is -162o C, steep temperature gradients and thermal stress occur around the openings. That is, the plastic zone and cracks around openings will expand with time. In this paper, the range of cracks which were obtained by the Crack Analysis Method and the range of the plastic zone which was obtained by the No Tension Analysis Method were investigated and compared.

In this paper, a model is developed for a resin anchor bolt system in which the smooth bar is modeled by using one-dimensional truss elements, and the resin annulus is modeled by using axisymmetric elements. These two submodels are combined and then incorporated into an existing computer code called Roofbolt. After this development, all of the components in the resin anchor bolt system, including smooth bar, bearing plate and resin annulus, can be correctly modeled.

INTRODUCTION The facility water balance and maintenance of sufficient excess storage volume in the solution control system are often amongst the most critical facets of design and operation of heap leach facilities in cold, snowy climates. The purpose of this paper is to summarize and discuss climatic and operational factors which have a significant impact on heap leach water balance evaluations in high snowfall climates. Example water balance simulations are presented for proposed heap leach projects located in areas subject to high snowfall in the northwestern United States. The climatic data input to these simulations represent both net evaporative and net precipitation climates. FACTORS AFFECTING WATER BALANCE EVALUATIONS The combined effects of seasonal operations, re1atively low evaporative losses, and potentially large inflows to the solution control system from snowpack and spring storms require an enhanced awareness of the factors which impact facility water balance. Unlike operations at mines in more arid climates, seasonal excess water rather than a shortage of make-up water is the rule. A thorough understanding of a number of factors, including regulatory constraints, climatic influences, and impact of operating philosophy and techniques, is critical to successful development of an incident-free heap leach operation under high snowfall climatic conditions. A process water circuit schematic for a typical heap leach operation is shown on Figure 1.

Abandoned bauxite surface mines in the Parnassos area may be rehabilitated using bauxite residues as filler. The objective of this study was to estimate the percentage of precipitation that may infiltrate through the bauxite residues to the lower geological formations when they are disposed off in mine open pits. Two scenarios were investigated simulating: a) available field tests, and b) a demonstration test that was planned to be performed in an abandoned open pit close to the Aluminium of Greece plant. It was indicated that the annual infiltration from bauxite residues disposed off in the demonstration test for the most probable scenario is very low, equal to 13.17mm corresponding to 3.1% of the annual precipitation. Furthermore, it was estimated that the annual percolation from the field tests is approximately 4.4%, very close to the infiltration values measured in the field tests for the same period.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income
