Research in the eastern U.S. has shown that productive mine soils and forests can be restored using the following guidelines: (1) cooperation among the mine operator, landowner, and regulatory authority in developing the mining permit; (2) replacing topsoil or creating a desirable medium in which trees are planted; (3) loosely grading non-compacted topsoil; (4) using native and non-competitive domestic ground covers that quickly protect the site; and (5) planting a proper silvicultural mix of crop trees for their commercial value along with nurse trees for wildlife and soil improvement.

Environmental management and planning requires the integration of large volumes of disparate information from many sources and the analysis of this information with efficient tools for assessment and evaluation. Effective methods of communication that allow interactive participation in the planning, assessment and decision-making processes are also very important. The VULCAN software package from Maptek (Pty) Ltd comprises a large number of 3D graphical tools within an interactive 3D interface called ENVISAGE. These tools are designed and developed to help engineers and scientists to identify and solve environmental problems. The combination of VULCAN 3D Software and the I-SiTE 3D Laser Imaging system leads to powerful solutions for environmental management. This paper presents the capabilities of this integrated system and its applications for environmental management.

The economics of “Conventional” and “Advanced Fine Coal Cleaning” (AFCC) circuits for refuse pond reclamation as well as active mine/preparation plant applications have been evaluated. The benefits of innovative tailings management schemes on the profitability of mining enterprises have also been evaluated as a part of this study. Analyses have been conducted for scenarios involving generation of two different product qualities of 5.81%, a quality that was obtained during AFCC circuit operation at SIU, and a more typical 8% product ash. The inability of the conventional circuits to achieve profitability while producing the lower ash content product is revealed from this approach. The spiral-only circuit is unable to produce a 5.81% ash product. A different version of the same circuit involving spirals and column flotation produced the desired product quality but could not maintain profitability. The AFCC circuits on the other hand, achieve net present values greater than $6 million, with return on investment in excess of 50%, in the water-only as well as dense medium mode, with and without tailings management. Addition of tailings management system to any of the circuits is found to enhance the project economics. The comparison of water-only and dense-medium applications of the AFCC circuits indicate a better suitability of the dense-medium circuit for producing premium quality products. Application of AFCC circuits in active mines offer better economics compared to applications in refuse pond recovery operations. The superior project economics are a result of reduced overhead cost and use of existing material handling facilities. Sensitivity analysis reveals the significance of capacity utilization on project economics.

I am deeply honored and grateful to receive the prestigious Gaudin Award. Frankly, I find myself amazed to be included in the company of those outstanding individuals who have previously received this recognition. I am humbly honored to receive this award from an industrial research group. Gaudin was an internationally respected leader of mineral processing. His research contributions widely covered the whole spectrum of mineral processing science and technology, including comminution, size distribution, electrostatics, magnetics, thickening and, especially, the development of flotation theory and application. In his later career, he increased his emphasis on hydrometallurgical technology. In fact, one of his most notable practical contributions was in the development of leaching and ion exchange purification of uranium from low-grade ores. Gaudin catalyzed the trend in mineral processing toward engineering science for a better understanding of process mechanisms and kinetics. He said that those working in academic fields should have an underlying responsibility to the industry they represent. This imposed on him the objective of seeking out research areas that had some relevance to industry's problems. He said, "research without an audience cannot survive." Gaudin performed a most vital service, both in the areas of research in which he was actively involved and through his less-direct influence on current research by his many former students and their students in turn. Interestingly, Gaudin's strength has influenced Newmont Mining Corp. His favorite student was Plato Malozemoff. He had a long and distinguished career with Newmont, beginning as staff engineer in 1945, serving as Newmont's president for more than 30 years and as chairman of the company for 20 years. Newmont's greatest growth occurred during his leadership. Another one of Gaudin's graduate students from Montana School of Mines, Oscar F. Tangel, joined Newmont in 1967. He was a vice president of research and development until 1986. In their efforts, Newmont built a research group, developing the technologies of exploration, geophysics and metallurgy. The Newmont technical facility is named in honor of Malozamoff as "a leader in the development and implementation of new technologies." The mining industry is facing very difficult times, especially in the metals industry. Most metal prices have declined and are still not stable. Most domestic mining companies have largely done away with in-house research and development. Many are reluctant to invest in technology development for which there is not an immediate need. The metal mining industries are focusing on reducing operating costs to survive. Newmont is in the same situation. I appreciate that Newmont's management believes in the importance of research and technology and the impact technology has on the company's value. At Newmont, technology development involves working in the area of applied research. The connections from academic fundamental research to applied research and finally to process development and implementation are very important to develop a new technology. Fundamental research is our foundation, our guidance, giving us direction, providing the principal and mechanism and understanding why it works. Understanding the why will lead to further innovative development. Applied research needs to find the approach to reality, how it works, how to make it better and how to commercialize it. Process development and implementation needs a strong leadership, requires long-term commitment, makes improvements in practical engineering and finally develops an economically favorable process. Implementation is the most important stage in making research a reality. Each stage needs to give feedback to the other stages. Problems need to be understood and solved. In recent years, beneficiation tests were conducted on high dolomite phosphate samples from Florida by the authors from China Lianyungang Design and Research Institute (CLDRI). The research results indicated that flotation is the most effective process for recovering phosphate from Florida high dolomitic pebble. Other operations like scrubbing, desliming and selective grinding might work to some extent, but they could only be applied as supplementary approaches in some cases. Heavy media separation and calcination-digestion technologies are hard to produce satisfactory performance. This paper presents the results of both lab scale and pilot plant tests on Florida high dolomite phosphate pebble using the fine particle flotation technology developed by CLDRI. Some discussions are made on the concerns of Florida phosphate industry and further research.

The principal impurities in some feldspar ores are titanium and iron, which impart color and degrade the quality of the ore. Mineralogical investigations indicate that, while titanium originates mainly from rutile with small amounts of sphene, iron originates mainly from mica minerals. Fatty acids, particularly oleic acid, are extensively used, with reasonable success, in the flotation of colored minerals from feldspar ores. In this study, potassium oleate, oleoyl sarcosine and hydroxamate were used to float colored impurities both before and after magnetic separation. Oleoyl sarcosine is found to exhibit better results compared to other reagents. Magnetic separation followed by flotation is found to produce a feldspar concentrate of superior grade.

The beneficial effect of a series nonylphenol polyethylene glycol ether surfactants were tested in the flotation of phosphate ores in which the mixture of sodium oleate and dodecane was used as collector. The performance of nonionic surfactants was first tested in the microflotation of pure apatite mineral. Microflotation experiments showed that the recovery of apatite depends on the number of ethoxylation of the nonylphenol surfactants and decreased with higher ethoxylation. The nonionic surfactant with the smallest ethoxylation group used in this research (NP-4) was then tested in batch flotation of phosphate ores. The flotation of three different size phosphate ores was carried out in the absence and presence of NP-4 surfactant. The beneficial effect of nonionic surfactant was obtained for fine size (-35+150 mesh) and very fine size (-150+400 mesh) phosphate ores at different collector dosages studied. But, in the flotation of coarse size (-16+ 35 mesh) phosphate ore the beneficial effect of nonionic surfactant was obtained only at high collector dosages.

As mining operations progress toward tele-mining and autonomous procedures, the need for machine performance monitoring increases. Presently, through a combination of vision, sound, and other subjective observations, an operator attempts to optimize the mechanical excavator’s operation. As the operator is moved away from the face in the case of tele-mining or completely removed for autonomous operation, the qualitative sensory input is lost. This lost information must be replaced with quantifiable sensory input. Chip formation detection may be a suitable replacement sensory input. Chip formation can be predicted with high confidence (>80%) through the analysis of the load waveform associated with the bit/rock interface.

Intensive co-operation between mining industry and mining machine manufacturers during an eight year program Intelligent Mine™ led to a new concept for applying automation technology in mining to improve the productivity and safety of mines. 'The results of the program are now implemented in several mines in Finland and with similar ideas as well elsewhere in the world. The degree of optimal automation of an intelligent mine depends on several technical and economical factors. The basic precondition for the approach is a clear improvement in total economy of the mine.

A comparison of the IMC Anionic Process and the CLDRI Process, based on pilot plant testing of waste pebble by Jacobs Engineering is presented. Estimated costs for constructing and operating a beneficiation plant utilizing dolomite flotation are given. Research to develop practical flotation processes for removing dolomite from low-grade phosphate rock has been a high priority for the Florida Institute of Phosphate Research. The Institute funded the above pilot plant programs in 1998 and 2000. The Florida Phosphate industry currently deals with the increasing dolomite content of ore reserves by practicing selective mining. Heavy media separation plants installed at two mines to remove dolomite from pebble are not being operated. The flotation separation of dolomite from waste pebble requires that the flotation feed be ground. Grinding liberates the mineral species and produces particle sizes small enough to be floated. Only two dolomite flotation processes, the IMC Anionic Process and the CLDRI Process, have been successfully demonstrated on flotation feed that has not been deslimed after grinding. Deslimed flotation feed, relative to undeslimed feed, has improved flotation performance and reduced reagent consumption. However, for the above mention processes, undeslimed ground feed increases the yield of concentrate because the phosphate desliming losses are avoided.

For the first half of the 21st Century the USA will rely on the same mix of fuels as for the past 50 years: Petroleum will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in severe stress on gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging ‘piggy-back’ trailer haulage, co-generation for manufacturing and expanded passenger service.

Spatial relationships among physical 'and chemical properties pertinent to economic development of sand and gravel deposits have been little studied. Models need to address trends or zonation of material properties applicable to mine evaluation and planning or as a guide among deposits for use in regional assessment Models can then be utilized to design sampling programs to optimize additional data acquisition. Development of a preliminary methodology in the lower Boise River Valley, western Idaho, will utilize historical and recent data from a terrace-gravel deposit. Classical statistics and techniques of spatial data analysis will be evaluated as a precursor to formal geostatistical evaluation.

The surface chemistry of the calcite/oleate flotation system was examined by in-situ FT-NIR/IRS. Spectra of combination and overtone bands of aliphatic stretching vibrations revealed gauche/trans conformational changes that occurred solely as a function of temperature. The conformational changes were attributed to the simple "melting" behavior associated with phase transitions. It was concluded that chemisorbed oleate at calcite surfaces is gel-like at temperatures below 22oC, resembles a coagel between 22oC and 31oC, and becomes micelle-like at temperatures above 31oC. By comparison, chemisorbed oleate at fluorite surfaces also undergoes these phase transitions but is additionally dependent on adsorption density. The conformational changes were observed at high chemisorption densities (> 2.0x10-10 mol/cm2) and attributed to molecular forces, primarily van der Waal's interactive forces, among neighboring chemisorbed oleate molecules. Similar analysis of in-situ FT-NIR/IRS spectra of surface-precipitated calcium dioleate at calcite surfaces did not exhibit this behavior thereby confirming that surface-precipitated calcium dioleate remains in an all-trans conformation. The results help explain why surface polymerization is not observed at calcite surfaces but is observed at fluorite surfaces.

Geographic Information Systems (GIS) are powerful analytical and data display tools for mining industry management, capable of linking spatial features with tabular data and integrating communications across departmental boundaries. This GIS application concentrates in four technical areas of underground mining: ownership and mineral claims; exploration management; production; and mine safety. GIS provides land and exploration managers with the ability to consolidate and archive claim data and to georeference property maps defined in local coordinates into world coordinate systems. It facilitates optimal siting and querying of service installations and refuge chambers relative to production centers. GIS's proximity analysis identifies areas of potential safety concern and points to and maps the shortest routes to emergency exits, facilitating the prompt evacuation of mine personnel.

An assessment of potential groundwater movement beneath the tailing impoundment at the Red Dog Mine was performed, and has indicated a unique aquifer situation within sub-permafrost groundwater at the site. The aquifer was shown to be isolated from both vertical recharge and a real discharge, and is characterized as a virtually no-flow system. The permafrost resulted in a deep aquifer with high tidal efficiency, meaning that variable surface loads are easily transmitted to the fluid. The tidal efficiency has been characterized through analysis of water level fluctuations that respond to earth tides, barometric pressure loads, and loading from the pond.

Chino Mines Company has investigated effects from historical mining to sediment along Hanover and Whitewater Creeks. Concentrations of metals were statistically stratified for risk assessment. Stratification by size was more prevalent than by depth, with concentrations higher in the fines. Concentrations with depth were mixed, but overbanks showed more stratification with higher concentrations in the surface. Members of a geomorphic feature type generally were not stratified. However, geomorphic features were stratified by type, with the active channel and bars being the most alike and the overbanks being the most different. Only a few metals showed decreasing concentrations with distance downstream.

Minpro International has developed an innovative, flexible¬shaft impact crusher that produces glass aggregate from mixed¬color, post-consumer glass. The crusher operates with low power and generates a subangular aggregate, with minimal fines. Output is screened to yield sized aggregate, which can be used directly as surfacing material in Owens Corning's shingle process. Metal, plastic and paper waste is preferentially removed by the Minpro system. Duval County and the City of Jacksonville collect more than 12,000 tons of glass bottle waste per year. It is anticipated that a successful end-use application by Owens Corning, will allow increased collection and cost-effective glass recycling in north Florida.

In 1998, a group called Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903± hm2 (22,000± acres) on Black Mountain, which contains the state's highest point, as unsuitable for mining. A fast track legislative process was triggered that could have "taken" 91 Mt (100 million st) of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed

Fourteen samples of pyrite-bearing Archean greenstone rock (d < 6.35 mm, 0.04% < St < 1.22%) were characterized (particle size, chemistry, mineralogy) and subjected to laboratory dissolution testing. The only sulfide and carbonate minerals identified were pyrite and siderite, respectively. Quartz, chlorite and sericite typically comprised 90 to 98 percent of the mineral content. For the first 60 weeks, seven samples with sulfur contents less than or equal to 0.16% produced drainage pH values exceeding 6.0. Over this period, six of the seven samples with sulfur contents greater than or equal to 0.20% produced drainage pH below 6.0, with minimum values ranging from 3.2 to 4.7. The seventh sample (0.72% S) had a siderite content of 18%. Small amounts of magnesium and, to a lesser degree, calcium carbonates present in the siderite apparently dissolved to neutralize acid and maintain drainage pH above 6.0. Sulfate release rates generally increased as sulfur content increased, and the rates of pyrite oxidation estimated for individual samples were roughly half to five times that reported in the literature for the abiotic oxidation of pyrite by oxygen. Observed neutralization potentials ranged from 0.2 to 2.0 g CaCO3/g rock.

Indicator simulation allows specification of different continuity of high and low values through the use of grade thresholds. The sequential implementation of indicator simulation has been widely used, but the problem of order relation deviations remains a significant drawback. A new procedure for "Hierarchical Indicator Simulation" is introduced that avoids order relations and offers greater flexibility than the conventional sequential approach. The new implementation simulates all locations at the largest threshold and then considers decreasing thresholds in turn. All nodes with grades that are above the previous threshold are excluded from the domain of the current threshold and therefore, they are not used as conditioning data. The probability of being above or below the threshold is calculated using simple indicator kriging using all conditioning data in the domain, thus the covariance structure is preserved. The theoretical framework of this new approach is fully developed. Practical implementation details are discussed. Application to a copper deposit shows the advantages and drawbacks of the method. Finally, the possibility of incorporating multiple-point statistics is discussed.
