Echo Bay's Waste Management Program for its Lupin Mine was developed in response to the terms and conditions of the water license issued to the mine in 1981 by the Northwest Territories Water Board. The gold mine, located about 80 km (50 miles) south of the Arctic Circle, commenced production in 1982. The Waste Management Program was based originally on the total containment concept, contingent on future treatability testwork results indicating the best treatment method to ensure pond discharges would be in compliance with stated Northwest Territories Water Board discharge criteria. To assess the various treatment technologies, an investigative program was established to determine the most effective means for treating the tailings pond water. In the course of milling, about 850,000 m3 (11 million cu yd) of tailings are produced annually that require appropriate management to protect the environment. This annual tailings stream consists of about 175,000 m3 (229,000 cu yd) of solids and 675,000 m3 (883,500 cu yd) of water. Following the completion of the required waste management studies, a two-ponds-in-series concept of tailings impoundment was developed. To attain this concept, the tailings impoundment area would require modification and construction to enable the use of such a system.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. The Zelazny Most Tailings Storage Facility (TSF) is the largest reservoir of post–flotation tailings in Europe. The total amount of tailings from the mines in Lubin, Rudna, and Polkowice are stored each year at the disposal facility, which reaches approximately 30 million tons. It is crucial to accurately monitor and maintain such a huge storage facility, for the safety and economics of the entire region. In general, the monitoring network installed at the Zelazny Most TSF includes four groups of components: (a) geotechnical network (VW pore pressure transducers and inclinometers), (b) hydrological network (open piezometers, water level gauges, drainage discharge measurements, (c) geodetic survey network (e.g. surface and in-depth benchmarks, laser measurements, GPS measurements within GEOMOS network and (d) seismic network (e.g. accelerometer stations, cone penetration tests.) Apart from the above, chemical water analyses, tests of soil samples, monitoring of spigotting processes, and monitoring of relief wells’ discharge are also conducted. In total, approximately 2900 monitoring instruments are installed within the area of the Zelazny Most TSF. Such large amounts of data from the various information sources makes manual data analysis by the engineers almost impossible. In this paper we discuss a machine learning driven approach to improve the quality of the monitoring and maintenance of such facilities. We focus on the seismic cone penetration test (SCPT) data analysis. First, we carefully describe the collected data, its quality and availability. Then we discuss possible events that can occur in the TSF that need to be predicted using SCPT. Based on the information obtained in these two steps, the applicability of several machine learning methods is estimated. Some of them are then tested on available historical data. The algorithms described in this article will be further developed in the IlluMINEation project (H2020).

This paper highlights the advantages of developing tailings storage facility-specific water balances. A case study illustrates how such focused analysis provides clearer insights into water storage and release, supporting improved conservation, regulatory compliance, and enhanced stability of tailings storage facilities. A robust water balance informed by up-to-date hydraulic data is essential for long term management. It is proposed that tailings storage facility-specific water balances should be regarded as standard practice in mining.

An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

INTRODUCTION The degree of success of any new project will ultimately depend on two factors: (i) the underlying economic strength of the project; and (ii) how successfully the parties involved can coordinate their interests to establish a financing structure which indeed capitalizes on the project's inherent economic attractiveness. A project's underlying economic attractiveness is determined by its inherent comparative advantage in accessing the factors of production, combining these factors of production to create a product and marketing this product. Initially, the decision regarding whether to go ahead with the project - the go/no go decision - has to be based on its total ability to generate cash flow returns to project participants to compensate them for resources committed and risks undertaken. The extent to which project sponsors will actually benefit from the project's inherent economic attractiveness is fundamentally dependent on their ability to establish the long-term financing arrangement which best meets the objectives and constraints of each project participant and sources the most advantageous funding. The decision regarding the financing of the project, the "how-to-go" decision, is then an attempt to find the capital structure, consistent with market terms and conditions and sound financial management policies which will best: (i) match planned outflows with cash inflows; and (ii) maximize the return for project sponsors. This article makes use of a case study to illustrate the analytical process involved in dealing with the go/no go and the how-to-go decisions on a project. Though most commonly applied to project finance situations, the guideline described herein is equally applicable to other financing situations, such as leveraged buyouts and debt restructurings, where timely repayment of debt depends largely on the future cash flows to be generated by the entity being financed. Our case study is of a hypothetical expansion of an existing copper mining operation in Latin America. The company, Latin American Copper (LAC) currently has 147 million metric tons of proven sulphide ore reserves. The existing mine complex consists of an open pit mining operation and a conventional flotation plant with a processing capacity of 20,000 metric tons of ore per day. LAC sells copper concentrates primarily to Japanese custom smelters. The mine has been in operation for 5 years, fine copper production last year was 108,240 metric tons, and LAC currently has assets of $175 million and net worth of $135 million. Due to a recent increase in proven reserves, LAC is considering doubling the treatment capacity of its flotation plant to 40,000 tons per day, and expanding its mining capacity to meet the additional concentrator capacity (the "Project"). Project capital expenditures and incremental working capital have been estimated at approximately $210 million. The construction period is expected to cover one year, including a three-month start-up phase. The Project is to be funded by a combination of equity, senior debt, including both supplier credits and/or commercial bank term loans, and subordinated debt. LAC's shareholders are willing to commit a maximum of $50 million to the Project. A government development agency, which is also a minority shareholder, might be willing to lend approximately $40 million to LAC in the form of subordinated notes, depending on the ability of the Project to generate foreign exchange reserves. Commercial banks cannot be expected to offer loans with maturities longer than ten years. The Project is expected to increase the value of the firm because: (i) It will solidify the Company's position as a low-cost copper producer by taking advantage of economies of scale. As a result of the expansion, cash production costs are expected to decrease 7.0[c]/lb. and all-in costs 11.0[c]/lb; (ii) The potential earnings stream from the sulphide ore reserves will be realized

Personal risk assessment processes, also known as Take 5 or SLAM (Stop, Look, Assess, Manage) have been utilised in high hazard industries for over 30 years. However, there is limited research to understand if a personal risk assessment process improves safety and health outcomes. The author’s learnings during discussions with training participants in G3/G-MIRM (Risk Management Systems) and G2 (Risk Assessment for Supervisors) courses have provided them with significant insight into understanding if a personal risk assessment process is valued across a number of mining industry organisations. These discussions arise when the four-layer model is presented (Figure 1) where ‘Layer 4’ represents the last resort risk checking activity. In this context, training participants agree that this process has value. However, the consistent opinion is that the personal risk assessment process is not effective, that it is a ‘tick and flick exercise’ and is not achieving the desired outcomes.

Although this is going to appear in the December Issue of &E, it is being written long before the end of the year. December, of course, is the time for a summing up of the year's activities. Perhaps, the best way to begin is to report on what went on at the SME Board of Directors Meeting in St. Louis on October 20. This won't be a chronological report, and I shall take time to comment on some of the items we cover as we go along. You should be encouraged to know that your Directors take their duties seriously. Of the 21 current Directors, 19 were present, and three of the new 1971 Directors came to observe what goes on at an SME Board Meeting.

The recent developments in refractory precious metal ore processing (Bio-oxidation, Autoclaving), and the revitalization of the more traditional roasting processes have attracted great attention in recent years and are indeed the focus of todays symposium. It must always be remembered, however, that the term refractory ore by definition means that the material 'must be capable of being treated at a profit". Given the high cost of the refractory processes, the requirement to be treated at a profit requires very close scrutiny during the evaluation phase of the property development. The M.G.M. film company has the latin motto Ars Gratia Artis meaning Art for Arts Sake. Ingeniatore Gratia Ingeniatoris (a very crude attempt at saying Engineering for Engineerings Sake) should not be the motto for mining companies intent on exploiting refractory gold deposits, but rather the wittily tilted heading for this paper "Take the money and run like a thief". The following hypothetical case studies show that the high technology solution is not always the best financial solution.

The importance of optimizing equipment replacement decisions becomes more critical each year due to the rising costs of buying new equipment versus maintaining old equipment. Replacing equipment when it is physically worn out, or replacing it too soon or too late relative to its Economic Life (when it is economically worn out), is very costly. After extensive literature review and research, Kennecott has developed its Equipment Replacement Guide (ERG) system which identifies, evaluates, and justifies the replacement of uneconomical equipment. The system considers such critical factors as inflation, decreasing work capability, increasing maintenance/repair and operating costs, taxes, time value of money, return on investment, salvage value, and investment tax credit. These factors are used in a system of equations which balance the costs of new equipment against the total operating costs of old equipment. The solution of the equations determines the Economic Life of equipment. Replacement of equipment at the determined Economic Life will earn the specified, required return on investment that is used in the calculation of the Economic Life.

Miners work in dangerous terrain, around the clock, with heavy equipment. Is there room for improvement in safety and standardization in the mining industry? Recent history would suggest there is a need for action. At a 2011 Spring Thaw conference in Denver CO, one speaker commented, ?We are having a number of incidents with workers getting ?pulled? into rollers or ?trapped? at transfer points when trying to manually clean (it) while the conveyor is still in motion.? It?s a troubling thought. These actions are specifically prohibited under U.S. Mine Safety and Health Administration (MSHA) regulation 57.14202. Another official from MSHA earlier this year indicated with today?s technology and policies presently in place, ?we should not be repeating the same incidents and violations year after year as we currently do.? But we are doing exactly that.

The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.

This paper presents talc milling guided by a theme of "So You Want to Be In The Talc Business". Such a theme strikes a cautionary note to warn the uninitiated of potential pitfalls, and this paper will cover briefly some of the technical traps as well as one of the larger talc milling operations. It is important to our purpose to pre- sent some of the market and mineral complications that make the business of producing and selling industrial talcs much more intricate than an outsider would perceive. Metal markets by comparison are great worldwide pools into which production streams of generally identical metals can flow over a weir of market prices. Industrial talc markets are not as well defined and often must be developed by the producer working closely with a specific customer or groups of customers to prove out the attributes of the specific product from a new property. All the negatives of a new market seem to work against the introductory talc in the forms of industry or customer reluctance to change, sales prices, cost of delivery, mode of transportation, health considerations of the minerals and many more. Just locating the potential customers for a new industrial talc may be a substantial undertaking. Thus, an analogy of the worldwide metal market might compare starting a new talc operation to trying to gather up enough fallen rain drops to be able to start a production stream of a worthwhile size.

Vibration measurements of multi-story structures in an urban environment began 3 years ago in New York City during close-in blasting to adopt correct measurement procedures and recommend revised ground vibration limits that best characterize cracking potential in mid- to high-rise structures. Two broad categories of structures included non-engineered 4- to 6-story multi-family unreinforced brick masonry buildings, built from the late 1800s to around 1930, and post-WWII, high-rise structures of reinforced concrete and steel rising 12 to 40 stories. In-ground vibration limits similar to those recommended by the U.S. Bureau of Mines safe criteria, developed for 1- and 2-story residential structures, are imposed by the New York City Fire Code. However, these limits are often lowered by project engineers or New York Department of Buildings when blasting is planned near buildings designated Landmark or historic and classified as fragile or vibration-sensitive. Seismograph measurements to determine compliance with in-ground velocity limits currently employ geophones mounted to basement walls and on concrete slabs overlying rock. These measurements cannot be correlated with upper structure cracking potential and are often exceeded, resulting in excessive and costly downtime to allow post-blast damage investigations.

This study is a continuation of previous work in which the responses of tall structures to close-in construction blasting at two rock excavation sites are evaluated. A total of eight buildings were instrumented to calculate blast-induced wall strains. Of these structures, five high-rise buildings measuring 166 ft (51 m) to 294 ft (90 m) in height (15 to 24 stories), were included for this study and compared with the results of previous studies that included one to three story residential structures and mid-rise structures (four to six stories). All five structures were built between 1908 and 1940 with interior walls comprising aged plaster. Three of the structures are designated Landmark, subject to a 0.5 in/s (12.7 mm/s) regulated peak particle velocity (PPV) limit. The regulated PPV limit for the two other structures was 2.0 in/s (50.8 mm/s). To date, a total of 450 close-in construction blasts have taken place over six months at the two adjacent projects, blasting three to six times per day at each site. Seismograph instrumentation included tri-axial geophones in the ground and bi-axial geophones (horizontal components only) mounted on structure exteriors at the corners closest to blasting. Peak global wall tensile strains were calculated from time-correlated differential structure displacements in two horizontal directions as measured by upper and lower geophones mounted near the roof and at street levels. Wall strains were correlated with ground excitations to establish a stiffness factor for each structure defined as the upper bound linear regression slope for strain as a function of ground displacement. In addition, a structure-specific regression best-fit function was established to relate horizontal components of displacement to velocity. These two functions were used to determine the maximum ground motion velocity for a desired limit placed on wall strain. A 25 ?-strain limit was suggested for both projects to protect interior plaster walls. To date, global wall strains have not exceeded 0.53 ?-strains (or 47 times the project limit) for peak particle velocities up to 3.49 in/s (88.6 mm/s). This demonstrates the low strain response of tall structures to ground velocities well above regulated limits. The stiffness factor computed for the most flexible high-rise building was 688 in-1 (17475 mm-1). In comparison, stiffness factors for the most flexible residential and mid-rise structures previously studied were 8651 in-1 (219735 mm-1) and 4387 in-1 (111430 mm-1), respectively. Based on a large number of measurements made at these study structures, the maximum horizontal ground velocity needed to achieve 25 ?-strains in walls ranged from 36 in/s (914 mm/s) to 192 in/s (4877 mm/s) because of the high stiffness of these buildings. Such high amplitudes of ground vibrations can never be safely achieved during close-in blasting in urban environments. These excessive values stand to show how unfounded the current limits of 0.5 in/s (12.7 mm/s) and 2.0 in/s (50.8 mm/s) are when applied to massive, tall structures. This study demonstrated that upper structure motions are highly attenuated from the lower (street-level) motions because of the long travel distances up the buildings. High-rise structures are far stiffer than mid-rise and residential structures and can withstand ground vibration amplitudes far greater than the currently enforced blasting limits in New York City.

Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

During the last few years, when a new tankhouse or a major modernization has been planned, automatic or semiautomatic crane and grab systems have at least been considered. It seems that in the future tankhouse managers for new, modernized and even old tankhouses will be looking for a proven and reliable system for automatically moving and positioning electrode loads in the tankhouse and in storage areas. In this paper, we will describe the Wenmec solution for automatic electrode handling. The advantages of automatic handling and very accurate electrode positioning will be discussed, and the way Wenmec has solved the problems in mechanical construction and in automatic, accurate and reliable positioning will be presented.

WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite¬ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. The original flowsheet of the TANCO mill consisted of a simple two-stage gravity circuit for the recovery of the tantalum concentrates. With decreasing grade and grain size of the tantalum minerals, considerable modifications to the circuit have been required. This paper discusses the various recent improvements carried out 011 all stages of the flowsheet, which have resulted in a 10% increase in recovery. Future improvements, including on stream analysis, and the possibility of tantalum flotation , are also discussed.
