"ALTHOUGH I SHOULD FIRST REVIEW the state of the mining art as it is today, because of the shortness of time I will confine myself to a re-view of the more important advances in that art which have been made in the past two to three decades. Then, a look at the opportunities and the challenges which now present themselves will be more meaningfulFirst, some of the more impor-tant developments in underground mining:(1) The recognition that good ventilation, visibility and working conditions are essential preliminaries to efficient production has resulted in their incorporation as a matter of practice in modern mine planning. (2) The introduction of the car-bide bit and the re-introduction of the airleg drill, and the resulting sharp rise in productivity, were early postwar developments. (3) The recovery of the coarser fraction of mill tailings for use as mine backfill also is an important cost-reducing development of recent years -and this has led to cemented backfill, which, al-though more expensive, meets certain specific needs and has tremendous potential. (4) Great strides have been made in improving explosives' materials and explosives' accessories. Millisecond-delay electric blasting caps, which improve fragmentation and reduce the seismic effect of blasting, and the development and •application for underground use of explosives are but two among many such improvements. (5) Trackless mining methods, using quarry-type equipment in some instances and specially de-signed low-headroom trucks, loaders and carrier-mounted drills in others have been successfully applied. (6) Dual-purpose load-haul units are now in use loading and hauling from open stope drawpoints, and smaller versions of this type of unit are in use in cut-and-fill and other types of stopes."

THE terms " developed " and " undeveloped " are necessarily relative and cover a wide range; but the latter is here applied to cases in which the information at hand falls short of a clear demonstration of values, and conclusions must be reached from a study of the geological conditions of the particular deposit, interpreted in the light of similar and closely related deposits. Such an inquiry might be characterized as an effort to reach reliable conclusions from insufficient data. But the engineer engaged in commercial work finds himself often face to face with apparently such problems; and while he may realize with regret that a small amount of intelligent development would add enormously to the value of his conclusions, he is compelled to recognize the demand of a business situation for a prompt decision as the basis of immediate action. In a case within my knowledge, the question involved was the purchase of 50,000 acres of coal-land, and 10 days was the limit within which this question must be decided. Of course, it was impossible to make a satisfactory examination within that time; but the 'instructions were "to make the most complete examination and the most positive recommendation possible." Such instructions are often given; for, no matter how much time an investor may have, he is likely to put of his decision until the last moment, and then discover that he needs more light and advice. It does not follow that engineers, after full explanation and mutual understanding of the situation, should decline to undertake examinations thus limited. In the case just mentioned, while only the broadest view was possible, half the time available was sufficient to show that the property was a good purchase. WHEN I was asked to speak on the subject of leaching, I did not realize that a complete summary of recent progress in leaching had been given by Stuart Croasdale. I shall try to give some other phases of the subject that were not touched by Mr. Croasdale. Not all metallurgists are in harmony as to their methods of treating metals. If they were it would probably mean lack of progress. They can be divided into two classes-the pyrometallurgists, using fire means, and the hydrometallurgists, or those using leaching methods. Conflict is always good for progress; we have it in politics, and in religion there are fundamentalists, and those who are not fundamentalists. As representing pyrometallurgy, may I hope not to be classed among the fundamentalists. The leaching of ores is not new. The leaching of ores for the recovery of metals, however, is quite new. The older leaching was simply to recover the salts. Agricola, back in 1555, I think it was, outlined a great many methods of leaching for the recovery of salts. IN surveying the changes that have taken place in the mining industry of Ontario in the past ten years, the striking growth of the gold mining industry first attracts attention. In 1925 there were only twelve regularly producing gold mines in the Province, six of which were located in the Porcupine area, four at Kirkland Lake, and one each at Larder Lake and Boston Creek. In contrast with this, the year that has just closed (1935) has seen production on a steady basis from forty mines, with what may be termed spasmodic production from twelve other properties. This so-called spasmodic production is, however, responsible for the recovery of gold to an estimated value of between $75,000 and $100,000 during the year. Further illustrating the expansion in the gold mining group is the activity in the exploration and development of properties. In 1925, mining operations were conducted at 29 properties which had not reached production, while in 1935 work of this nature was carried on at 87 such properties. It is of interest to note that of the six properties listed as producers in Porcupine ten years ago, five are still producing at rates considerably in excess of the tonnages handled at that time. In fact, the estimated tonnage treated at these mines in 1935 exceeds the 1925 tonnage by approximately half a million tons. In Kirkland Lake, the figures are still more striking. The four mines in production in that camp in 1925 milled 346,584 tons, producing bullion to the value of $5,132,128, while in 1935 these same mines treated approximately 1,643,000 tons, with a recovery of roughly $29,300,000. While Porcupine and Kirkland Lake remain the great gold-producing camps of the Province, the growing importance of the newer areas is readily appreciated when we consider that in 1935 the mills of these areas treated over 1,000,000 tons of ore for a production in excess of $7,500,000. Pro-duction from these newer districts first became of importance in 1930 with the commencement of recovery at the Howey mine, in Red Lake, and the Minto, in Michipicoten. Since 1930, eighteen new gold mills have gone into production in the Red Lake, Little Long Lac-Beardmore, Pickle Crow, Sturgeon Lake, Michipicoten, Sudbury, and Matachewan areas. In respect to silver mining, the period under review has seen a considerable slackening of activity, due to a generally unstable and depreciated price for the product and to the exhaustion of ore reserves in the mines.

Africa is ripe with opportunity for the mining industry. The continent has large, and relatively unexplored mineral deposits, and recent high economic growth rates have meaningfully improved the political, economic, and infrastructural environments. However, these opportunities are accompanied by significant risks, including resource nationalism, uncertain regulation, corruption, and continuing political instability (up to and including war). Forward-looking companies actively manage these risks by creating a sense of shared purpose with the countries and communities that own the resources, using tools such as stakeholder analysis, local narratives, scenario planning, and constituency engagement. They also measure socio-economic impact to insure the creation and demonstration of shared value.

I. SITUATION AND SURROUNDINGS. THE Promontorio mine is situated at the northern end of the Sierra San Francisco de Coneto, in the town of Promontorio, Partido of El Oro, State of Durango, Mexico. As shown in the sketch-map, Fig. 1, the nearest railroad station is Chinacates on the Mexican International Railroad, 82 miles north of the city of Durango. The mine is 16 miles north of the station by air-line. It is reached by means of a good wagon-road which first crosses the Guatimapé Plain, passing the ranches of San Antonio and San Julian, to Estacion-a distance of about 15.5 miles-and then entering the mountains crosses the Sierra to Promontorio-a further distance of 11.5 miles¬making in all a distance of 27 miles by road from railroad to mine. Promontorio is just beyond the summit of the range, at an elevation of about 8,000 ft. above sea-level, or 1,350 ft. above the Chinacates station. The Castillo de San Francisco, the highest peak in the Sierra, has an altitude of 10,000 ft., and the Promontorio road crosses the summit of the ridge at an elevation of 9,000 ft. by a pass just below this peak known as the Puerto del Almagre. The Promontorio mill is situated at Santa Ives, 2 miles by tram or 3 miles by wagon-road to the north of Promontorio and about 600 ft. lower. The Sierra San Francisco de Coneto decreases in height towards the north and west till it comes to an end at the Melchor Arroyo on the ranches of Melchor and Ramos. Beyond this arroyo another range, the Sierra de la Candela, begins. T HE engineer of today is by his training, by his traditions, and by the service which he must render, irrevocably committed to taking his part in public life along with the members of the older professions of ministry, medicine and law. Nevertheless, in comparison with these: three, so long recognized as the "learned professions-all three of which grew out of the functions of the priesthood-engineering in any modern sense of the word is a youthful profession indeed. So youthful is engineering in its present significance, that it may be said to date from the labors of John Smeaton, the lighthouse builder; of Simon Newcomen and James Watt, the inventors of the steam engine; and of George Stephenson, the inventor of the locomotive; at the dawn of the 19th century. Great works of an engineering character had, it is true, been executed long before this, but practically all of them had been rule-of-thumb enterprises, dependent upon a plethora of slave labor for their accomplishment. For illustration it is said that at Rio Tinto in the days of Hiram, king of Tyre, 40,000 men worked for a year to produce three tons of silver from the rich outcrop ore. Such an operation can scarcely be called an engineering enterprise, however, when we remember that a fourth of this number of men in these same mines, from which the richest ore was long ago extracted, produce at present over 100 tons of copper per day.

On the part of the men I venture to interpret the character of your greeting, not only as a recognition of the position to which you have been good enough to elect me, but also as an expression of your friendly attitude. However, I cannot pass over the tribute of the ladies so casually: Nor does it seem possible to do justice to my sentiments in addressing them collectively. I would feel more equal to the task if I could have the opportunity to talk to them singly, in doing which I know I may count upon their good sportsmanship not to compare notes. There has been some discussion between Mr. Kelly and myself as to our respective duties on this occasion: The precedents are not clear as to whether the retiring or the incoming president is expected to speak at length. Mr. Kelly's argument was that as the incoming president confines himself to promises for the future his field is a broad one and his opportunities for extending his remarks correspondingly unlimited.

This paper aims to address the issue of the public's image of the extractive minerals industry. What is it about the industry that incites such negative feelings and are they justified? Are we really the 'rapists of the land' that many would have us believe? Has the industry really not improved since the old gold boom days?   I believe that the fundamental cause for the public's view is lack of knowledge and understanding of the industry as a result of the dislocation of the end production from its source. There are few people who look at a house, car, record, toilet, tooth-brush, bottle of coke or pair of glasses and see the mine site that supplied the source material. But the mine site and its products should be inseparably linked. This is one area where we should be educating the public û it is all very well being anti-development but the population as a whole is not really prepared to live without its 'mineral'-derived necessities. It is very easy to say that we do not want minerals development in New Zealand but are we prepared to live with the consequences, ie go without its products? We have a duty as a global citizen to develop our own resources rather than expect Third World nations desperate for overseas investment, often with governments who are not prepared to constrain or control their development, to be exploited. New Zealand is not the only 'beautiful' place in the world and we should be aware of the impact that our demands for resources have on the countries who supply us. We have a duty to be a good global citizen.   So how does the industry improve its public image? The key here has to be to educate. This does not have to be high powered or expensive but can be as simple as getting a few local kids' hands dirty panning, and gaining some firsthand knowledge of the industry. The industry also needs to be more pro-active in the public arena. Yes, the industry has skeletons, but the industry should be publicly displaying them û admit that things have gone wrong but let's do it ourselves and not leave it up to the environmental groups to accuse, point the finger and put the industry under public scrutiny. The industry should also be publicising its successes, inviting the local press, councils, etc to view the latest area rehabilitated. But more than anything else we must tell the public what the minerals industry means to New Zealand. Can they really live without us?

The purchase of mechanical equipment for mines is not unlike the purchase of other materials or supplies in general principle, but on account of the major part such equipment plays in the operations, and of the fact that life and valuable property are at stake, the matter demands the most careful attention on the part of the purchaser. The problems and difficulties encountered are dealt with below in their sequence in the purchasing procedure. Requisiting Although it is quite a common practice to submit a tentative specification of requirements to recognized manufacturers of equipment- soliciting alternative propositions or recommendations for study in the selection of certain equipment-as a rule the first step in purchasing procedure is the requisition. Primarily, it is the form that carries to the purchasing department the record of equipment wanted. A full and complete description or specification, and accuracy of record, are the important points to be insisted on in a requisition. Too much attention cannot be given to this detail, as this is one of 'the most important phases of purchasing work. Incomplete information, either in specification or detail, leads to delay in handling the requisition, and, if not detected in the purchasing department, may mean receipt of material which cannot be used for the purpose intended. In addition to description of material or equipment to be ordered, the requisition should also show where or what the equipment is for, whether for operating or new work. If for capital account, the number of the authority for expenditure should be given for record and distribution purposes.

"Titanium tetrachloride is produced through the chlorination of a variety of titanium bearing ores, some occurring in nature, and others enriched in titanium content by a variety of ""beneficiation"" processes. The chlorination step can produce a variety of metal chloride impurities, such as iron chlorides and vanadium chlorides, which must be removed from the TiC14 before it can be used to produce pigmentary TiO2, titanium metal or for any other commercial use. The requisite manipulations involve both physical and chemical separations in a multi-step process. The history of various purification strategies will be discussed.TextThere are a wide range of titanium-based products available, all of which start with titanoferrous ore of some type. Two main routes are used to convert ores into products, known as the sulfate and chloride processes. The sulfate process uses sulfuric acid to digest the ore, separate the impurities, and then precipitate titanium dioxide from the resulting titanyl sulfate (TiOSO4) via metatitanic acid. This process can also supply TiOS04 for other applications."

On 15 August 1998 the first section of the PUTRA LRT system was opened to the public as a free service prior to official commencement of revenue service on 1 September 1998. It is a remarkable achievement to open a highly advanced medium capacity urban railway scheme in four years after the outline concept began. Even more remarkable is the implementation of the next stage which is the underground section planned to be operational in mid-1999. The decision to build the first underground railway in any major urban centre is a technical challenge. The PUTRA LRT System can be likened to Hong Kong when the initial MTR system began in the 1970s and Singapore MRT in the 1980s. Prior to the PUTRA railway very little bored tunnelling had been undertaken in Kuala Lumpur. A few shallow sewer tunnels had been built but the main experience of tunnelling in Malaysia had been for water, hydroelectric and road tunnels usually through granite formations. The ground conditions in Kuala Lumpur were known mainly from experience of piled foundations and occasional deep excavations. The suitability and likely difficulties to be experienced during bored tunnelling could only be theoretically predicted. In both Hong Kong and Singapore, government owned corporations were set up to implement the scheme, but in Kuala Lumpur the whole project has been undertaken by a private company PUTRA, a wholly owned subsidiary of Renong Berhad.

"Particle size measurement is one of the most important factors in obtaining peak performance of the mineral processing plant in order to ensure efficient milling and flotation circuit operation. Off-line particle distribution analysis technologies only allow an infrequent check of the ore slurry size and hence do not allow for timely process monitoring or intervention. Most existing on-line particle size analysers suffer from a variety of disabilities such as poor statistics, non-representative sampling or mechanically complex setup. This paper will describe an Ultrasonic Extinction based method which overcomes many limitations of existing online analysers and has proven its performance for mineral applications over many years. Installation examples will be given. Since new technologies usually raise e questions about comparability and agreement to common particle size analytical methods e.g. sieving or laser diffraction analysis, extensive studies were performed comparing these different technologies to quantify the quality of results as well as its mathematical robustness."

For compliance with the Hazard Communication Standard and other federal and state regulations, numerous minerals, chemicals and products need to be evaluated for crystalline silica content at a threshold of 0.1 %. The polymorphs of crystalline silica that can occur in chemical and mineral products are quartz, cristobalite and tridymite. Other natural, industrial and synthetic amorphous silicas and hydrates must be distinguished from these polymorphs to prevent over-regulation in the workplace and environment. A number of industrial silica products are composed of glasses, expanded perlite, diatomite, slags, and precipitated and fumed silica products. Amorphous silica hydrates used for industrial products, include opal (hydrated silica of biogenic or inorganic origin), perlite, pumice and tuffs. In addition, crystalline and amorphous silicate minerals and chemicals, abundant in nature and industrial products, must be distinguished from the polymorphs of crystalline silica.

PRACTICALLY all of Quebec's chrysotile asbestos production derives from twelve mining and milling operations located in the "Eastern Townships" area of the province. The annual output of these twelve operations exceeds one million tons of chrysotile asbestos, valued at over one hundred million dollars, and is shipped to manufacturers spread over all six continental areas of the world. A total of approximately twenty million ton of asbestos ore yearly, or about seventy-five thousand tons a day, is mined. Individually, the operations vary in size from about two thousand tons to thirty thousand tons per day. Removal of waste rock and overburden to develop these ore tonnages varies greatly from one mine to another, but would probably average out at about a one to one ratio.

For over 50 years R W Miller & Co Pty Ltd operated old coal properties abandoned by former owners as uneconomic, some of which dated back to the last century. The companyÆs ability to survive with what were relatively poor quality coal resources required a small efficient management organisation. In 1970 R W Miller was involved in negotiations with other coal companies through coal sales contracts to develop private coal areas under the provisions of the old Coal Mining Act (1906) and these efforts led to the development of Lemington colliery. At the same time development of the Ironbark colliery holding near Newcastle commenced. In 1971, R W Miller approached the New South Wales Government for a resource replacement area to prospect for coal in the Upper Hunter Valley. Authorisation No 33 was finally granted on 30 September 1975, but the company found the area was inaccessible as most of the surface was owned by the Australian Army. Later R W Miller was granted Authorisation 66 of 2167.5 hectares at Mount Thorley near Singleton on 1 November 1976. The development of this coal mining project coincided with the second OPEC oil crisis in 1978 and a short-term boom for coal resources and the unrealistic expectations generated by the boom. This paper gives a broad outline of the development of the Mount Thorley project between 1976 to 1986 including the feasibility study and the many governmental and industrial delays that resulted in a three-year time overrun in the project development period.

"AbstractThe Bureau of Mines, Ottawa, in conjunction with Eldorado Mining and Refining (1944), Limited, has developed an automatic concentrator for uranium ores.A brief review of radioactivity is given which shows the present limitations for obtaining •good results by electronic concentration. The ores after being mined, or at any other stage of a concentrating process, can be analysed for the uranium dissemination and from these results the possibility of an economical concentration can be estimated.The electronic and mechanical parts of the equipment are described. Difficulties in the operation's, and means by which they have •been and are •being overcome, are discussed. The capacity of the units, the results obtained, the man-power required, and other pertinent data are presented. Simple control analysis on the percent U3O8 has been developed.Research is continuing along lines to develop a more completely automatic unit using a scintillation detector, and applying a few new ideas and some devices that have been developed in colour sorting.IntroductionIt is well known how important the Geiger counter is in the field of exploration for uranium. It was in late 1946 that Dr. C. Lapointe, of the Bureau of Mines, Ottawa, first started work on an automatic picking unit to concentrate uranium ores. He used the principle that if a number of pieces of unknown ore, some of which contained uranium, were individually brought up close to a Geiger-Müller tube, then the pieces containing uranium could •be easily picked out due to their activity. Since then a good deal of work has been done by the Bureau of Mines in conjunction with Eldorado Mining and • Refining (1944), Limited, to develop an electronic concentrator."

Coal mining and railway transportation are so closely en-twined and so dependent one upon the other that the failure of one would mean the total collapse of the other. With this indisputable fact in mind, there is no doubt that the operator of each is deeply interested in the other's success. Railway transportation began at the mouth of a coal mine. The first railway car was the English coal-wagon, a crude box on four wooden trowlets, running on wooden rails and holding 1,600 pounds. This was operated by gravity or horse-power in England to convey coal from the mines to the rivers. The first coal-cars used on Nova Scotia railways were of 4 tons capacity with side doors and "V" shaped centres. Then followed flat-bottom, 4-ton cars that operated on tipples, the car bei.ng held in tipple by a chain passing over the top and fastened on either side. Next came the 6-ton car with drop-bottoms, then the 10, 15, 30-ton cars, and now the modern 50 and 100-ton steel cars, equipped with automatic couplers, brakes, and rachet dumping device. Contrast the first coal-car with a modern luxurious pull-man or a I 00-ton coal and ore car, and you have a record of progress in railway transportation. The development of the steam locomotive was no doubt the greatest factor in this progress, but let us not forget that the foundation of all industrial development was and is coal. and that development in mining and railway transportation should keep abreast.
