ONE of the major problems of management is how to restore in some measure the personal relation-ship between employer and employed which, in the days of small concerns, meant better morale among employees. The complexity of industry today, the heterogeneous mass. of workers employed, many .of them new to this country and to its institutions, the inability of those whose task it is to get out production to spend much time on the problems of labor-all these and many other factors serve to make of great impor-tance the question of how to establish more satisfactory mutual good will. While there is no such thing as a sure cure for labor troubles, in spite of the fact that charlatans have been selling alleged cures to guileless employers, study and experience have brought to light methods of approach to the problems confronting management in its relation to labor that are well worth consideration. Labor problems must be approached with common sense and an open mind. Facts must be the basis of action. So it is with the question of morale in industry. What makes or breaks morale? What are the forces behind the actions of men? What is there in one man that makes him act differently from another man under similar circumstances? How are men affected by the actions of others in their own group or by the actions of those under whose supervision they work? These are questions that must be carefully studied if we are, to get at the bottom of industrial unrest. It is an easy thing to say that good will can be created by "treating men right." That involves so many things and points of view that it will hardly serve as a full answer to our problem; but it is a good starting point if we mean by right treatment the payment of wages consistent with the well being of the worker and his family as members of the community, and if we also mean the provision of sanitary, wholesome working conditions and a working schedule that does not overtax the worker physically, and mutuality-a give and take relationship. With this as a basis we can go a step farther and see what else can be done to promote better relations between management and the workers.

"The mining and metallurgy industry is highly energy intensive and one of the largest energy users in Canada. Energy costs are also a major component of total production costs in this industry as described in the 1990 Report of The Canadian Industry Program for Energy Conservation (CIPEC). For some plants, energy costs are reported to be up to 30% of total production costs. Therefore, a reduction in energy costs provides an opportunity to improve industry profitability. The specific energy intensity and production costs can be reduced by using modem energy efficient natural gas technologies. In addition, these technologies often improve product quality and increase productivity. Natural gas not only offers economic benefits, but is also environmentally benign as compared to other major energy sources. Emissions of NO"", CO2 particulates and SO2 are lower with natural gas than other fossil fuels.This paper provides a brief overview of some state-of-the-art gas technologies for the mining and metallurgy industry including cogeneration, oxy-air-fuel burners, ceramic immersion tube heaters, direct gas contact process, low NOx burners, and energy efficient liquid heating systems.CogenerationCogeneration is defined as the simultaneous production of electricity or mechanical power and useful process heat from a single fuel source. One of the primary considerations in selecting a cogeneration system is the relative quantities of electrical and thermal energy which are to be produced. Two types of systems are discussed below."

"IntroductionIndustrial Relations combines two very important relationships - employee relations and union relations.Employee relations always come into play when people are hired to perform tasks. Because mineral processing plants cannot be operated successfully without people, at least not yet, if they ever will be, employee relations must exist in an operatingplant.If the employees choose to be represented by a union, then a relationship with the union as an institution also comes into play. It is very important to note that unionization does not mean that the employee relationship is replaced by a relationship with the union. The latter is superimposed on the former, but it does not replace it. Similarities and overlaps in the two relationships will be present, some of which are of fundamental importance. Nevertheless, they are two different relationships and the reader should bear this in mind when reviewing those parts of this chapter which discuss unionization, collective bargaining, collective agreements, and work stoppages.These two important relationships, which we have chosen to combine and call industrial relations, have crucial roles to play in the social system which interrelates people performing the necessary tasks involved in the operation and maintenance of a plant. The technological organization - equipment, process layout and so forth - and this social system are interdependent and complementary. This chapter attempts to show that the potential level of effectiveness of both the technological organization and the social system depends on the recognition and nurturing of this nexus between them.Occupational health and safety and training are subjects for another chapter. But, both of these have been critical and longstanding employee relations topics . They are destined to take on added importance in the future. As issues in collective bargaining, they are also attracting increasing attention in all union relations. It is hoped that the reader will not isolate from industrial relations those topics which are being dealt with in another chapter. They are very much a part of it and we cannot refrain from making some reference to them."

My subject Is Industrial Relations. Thus, I may appear as an intruder at this annual meeting of the Society of Mining Engineers. But I am no more an intruder here than is Industrial Relations in the day-to-day functioning of an engineer either in a staff or a line job. Engineers deal with people, as well as with blueprints, organizational charts, production data, etc. Where you have people, you have emotions, gripes, wants - real or imagined. Or you may just need some people or, at the other end of the pole, you may want to free yourself of people. But whether it is the wants or the needs, the pleasant or the unpleasant aspects of dealing with people, an Industrial Relations Department within an organization is there to help with these human relationships. This is the point for a definition of terns. Reference has just been made to "dealing with people? and to "human relations." This is, precisely the area in which Industrial Relations operates in the western Mining Divisions of Kennecott. In other organizations, what we refer to as Industrial Relations, may be called personnel relations, personnel administration, employee relations, or labor management relations. In our opinion the term Industrial Relations is best descriptive of the activity because it embraces the broad field of human behavior, reactions and satisfactions growing out of an individual?s entire employment relationship including his hiring, his lifetime on the job, and his termination. This is an individual?s industrial life. However, despite the use of the word "industrial", we are ever conscious that Industrial Relations is limited to human relations. Operational activities and decisions relating to the mining, milling, smelting and refining processes are for the line organization. The Industrial Relations interest in these line organizations activities and decisions relates only to the impact they nay have on employees - on people generally within the organization.

There is no more important problem today than industrial relationship, and probably none that is receiving more thought. But in these days of Epie and Utopia, one has to be rather careful in speaking on this subject. Consequently, for fear that my plea for taking the working man into the family might be misconstrued, by some, as a step towards communism or socialism, I would like to say at the outset that I believe that, so long as we have human individualism, human ambitions, human hopes and fears, straight socialism is as far off as the Millennium. The same applies to communism, which only differs from socialism in that the communist realizes that his ideals can only be attained by massacring millions and destroying all that we hold sacred. Each still looks to Russia for inspiration and guidance, totally disregarding the Soviet swing-back to individual contract work and differential wage scales. They seem to be oblivious of the tyranny and repression in the present Russian system, and get very restless when reminded of it. In spite of the fact that the standard of living in civilized countries has improved tremendously and is still improving, we find that, every seven or eight years, production in many lines has outstripped consumption, and we have had panics or depressions of greater or less magnitude, accompanied by extensive unemployment. It is evident to every thinking person that there must be no little inefficiency in the control of industry. For four long years, governments and industrialists have striven to find the key to solve the present problem. Many countries are getting back to a position approaching normal-Canada probably more so than most. None, however, can feel assured that they have actually cured the situation. All kinds of schemes have been developed; tariff barriers have sprung up over-night where none existed before; currencies have been inflated to gain added security in the home markets and to try to gain advantage in export trade; and each country watches the movements of the others with fear and mistrust. I am not prepared to formulate a full solution of our troubles, but I hope to be able to demonstrate the feasibility and wisdom of the type of industrial relationship I advocate, and also that it may be a large, and possibly an essential, step towards the solution of our difficulties.

I HAVE taken the liberty of calling the researches herein mentioned industrial, to distinguish them from those strictly scientific, where every known appliance is used to insure accuracy in determining principles. The industrial researches are made to ascertain wherein we have failed to embody, in practice, the principles which have been fully demonstrated by the more purely scientific investigations. So far the researches have been mostly confined to the conditions of combustion as used in locomotive furnaces, although we have examined, to some extent, furnaces under marine and stationary boilers. The products of complete combustion are gases, and, knowing what we should have, it is at once shown by analyzing the products whether the desired reactions are taking place. In spite of imperfect furnaces, lack of system in the arrangement of grate-bars and exhaust nozzles, the results are not altogether vitiated, because the analyses are not closer than one-tenth of one per cent., as under the present conditions it is hardly possible to collect gas exactly under the same conditions at different times. All of our industrial operations have developed in the past few years so rapidly, nearly all of them paying, that, until within the past three years, comparatively little attention has been given to their economy outside of the profession. Great corporations have not asked and considered the question in earnest, can we utilize our heat so as to produce the same effect at less cost? The applications of heat are so extensive, entering into every branch of industry, the principal power used to carry on metallurgical processes, to conduct transportation, that its economical generation becomes of universal importance; in fact, its economical generation and application is the leading industrial question of the day. It is stated by those who have given the subject much attention, that in our best steam-engines not over 10 per cent of the theoretical value of the fuel is utilized, and upon locomotives it is far less, probably not exceeding under the most favorable circumstances 5 or 6 per cent. In recent experiments made with the dynagraph, in drawing trains upon the Lake Shore and Michigan Southern Railway from Cleveland to Erie, 95i miles, we found the force required to draw a stock train of 709 tons to be 2,498,396,320 foot-pounds, exclusive of the force to move the locomotive itself. The industrial minerals industry in Newfoundland and Labrador is a significant contributor to the provincial economy. The variety ofcommodities produced reflects the diverse geological environment from which they come. A highlight of the past decade has been the continuing development of dimension stone quarries, with producers now active in anorthosite, gabbro, granite and sandstone. Other dimension stone prospects have been identified and are in various stages of assessment and development. Western Newfoundland hosts a large resource of limestone, dolomite and marble. It provides raw material for industries that produce Portland cement, agricultural limestone and aggregate, as well as chemical-grade limestone and dolomite products. In western Labrador, dolomitic marble is quarried for use in the production of self-fluxing iron ore pellets. The recent opening of a new gypsum quarry at Fischells Brook signalled the beginning of a new era in the commercial production ofgypsum, a commodity which the province has produced since the 1950s. Hopefully it will emulate the nearby Flat Bay Quarry (now closed) which was a long-time exporter to markets along the U.S. eastern seaboard, in addition to supplying local demands. Oil production and continuing exploration in the Newfoundland offshore has renewed interest in local barite deposits for potential use in drilling fluids. Already there has been some production from the Collier Point deposit, and at Buchans, an existing plant is being refurbished to recover barite from a large tailings pond. Emerging new industries include the development of an antimony mine in central Newfoundland, the development of silica deposits near Labrador City for silicon metal production, and reactivation of the St. Lawrence fluorspar mine. The province has many deposits with development potential such as rare metals at Strange Lake, white marble at Roddickton and salt deposits near St. George's Bay region.

To publish this costs money, and to partly defray the costs, it was decided to accept such advertising as could be secured. The A. I. M. E. is the only one of the American National engineering societies whose dues are as low as $10 per year, and it actually spends more upon the Bulletin and Transactions than the sun total it receives for clues. Hence the need of advertising revenues. We are planning even greater improvements for your Bulletin-improvements that will help you in your work. It will mean a better publication, with more information than ever before. To successfully carry out our plans, we must have your co-operation. We are not asking you for financial, but for your moral support. With that we shall accomplish a great deal. What we ask of you, brother member, is to give evidence to those patronizing our advertising pages, that you not only read the editorial pages, but the advertising section as well, and that you have in mind the welfare of your Institute by consulting the advertising pages when in the market for equipment. Do you realize that if you mention your Bulletin when writing advertisers or purchasing supplies, that not only would your publication secure more advertising, but better satisfy present advertisers. We have reason to know that our advertisers secure business as a result of our publication, but they demand some evidence that you see their advertisement. Unfortunately, our members do not as a rule mention where they saw the advertisement, and as a consequence advertisers have no means of knowing whether their investment in the Bulletin is paying. The A. I. M. E. Bulletin can be made the best advertising medium in the mining, metallurgical and chemical fields, simply by each member doing his bit. It is very little to ask of you, and the returns to the mining industry will be enormous.

Beyer Barometric Condenser The Ingersoll-Rand Co. is now offering to the trade complete steam­condensing plants for all service conditions. This equipment includes the Beyer barometric condenser, for' which the company has secured the patent rights, Imperial duplex and Ingersoll-Rogler straight-line reciprocating dry vacuum pumps and, where required, Cameron simplex and centrifugal pumps. The Beyer barometric condenser is of the counter-current type, in which air and cooling water flow in opposite directions. The steam inlet is at the bottom of the condensing v el, the water inlet above and the air-removal opening at the top. The sheets of cooling water over owing the pool at the inlet point meet the entering steam. The two are brought into intimate contact by conical baffle plates which assist the water to absorb to its full capacity the latent heat of the steam. The non-condensable air liberated in the condensing action rises through the falling water to the removal point at the top, being cooled to practically the temperature of the incoming water. The Manufacturer's Viewpoint A prominent manufacturer of mining 'machinery not long ago expressed himself as being confident that he was securing the best kind of publicity for his product through the advertising pages of the monthly Bulletin of the American Institute of Mining Engineers. Such an expression coming from such a man is highly gratifying; yet it is justifiable when the high quality of reader and subscriber is taken into consideration. In fact, the majority of those using our advertising pages feel the same. It is to be regretted, of course, that others catering to our field do not realize the means at their disposal for presenting the points of interest of their product to the mining man. The question has been asked, " Do your members read their Bulletin?" They not only read the editorial pages, but they "admit being up-to-date enough to peruse the advertising section to "see what is new." The next question the prospective advertiser asks is, " Will the Bulletin bring inquiries?" The answer to this question holds good for any publication having as subscribers those who have purchasing or recommending power-yes, if the article advertised is not a stock one, that has been before the public for any length of time. To secure inquiries on, say, a standard centrifugal pump or any other standard product, the features of which are well known, is a most difficult proposition. Yet, of course, some inquiries are secured, but mostly from those having use for the catalogue or trade literature for reference purposes. It is safe to say that the traceable returns from advertising in trade publications hardly, if at all, pay for the advertising. The real returns are intangible, and result from the constant publicity, and keeping ?everlastingly at it." Who can say what subconscious effect is taking place when an advertisement is "glanced at," to say nothing of the effect produced when the copy is attractive and interests the reader. Time after time it has been proved that sales have been secured as a result of an advertisement, yet no inquiry had been made directly traceable to advertising.

"Under the auspices of the Commission of the European Union, a consortium composed of six European organi~ations has conducted a project to scale up the PLACID electrowinning cell to industrial size within the Placid process development. This paper is concerning the results and achievement of the industrial cell prototype after more than 1,000 hours operating time and about 10,000 Kg electrolytic lead production. In general, results have been very satisfactory, demonstrating the ability ofthe PLACID electrowinning cell to produce top quality electrolytic lead (> 99.99 %) with high current efficiency and low energy consumption.IntroductionThis paper is concerning the development of an industrial size PLACID electrowinning cell within the PLACID process development. This project began on January 1993 and was finished on April 1996.Lead metal production and manufacturing industries produce large amounts of dusts and also lead bearing slags. Spent lead-acid battery recycling also produces lead oxides from the battery pastes rather similar to those mentioned above. Those lead secondary materials are hazardous and difficult to handle by usual procedures.Existing processes to treat-lead oxides may inflict considerable damage on the environment, incur high operating costs and have limitations to produce top quality lead.The main aim of this project has been to develop a novel hydrometallurgical process able to deal with different lead bearing materials, mainly lead oxide secondaries: lead-acid battery pastes, lead fumes, furnace slags, oxide residues, etc., producing ""four nines"" pure lead in an efficient manner with a benign influence on the environment; it is called the PLACID process."

In the pursuit of commercial solutions for environmental issues, individual problems are often identified, considered and resolved in isolation from other environmental matters and always at the end of the cycle û after the problem has been created. Inter-relationships are neglected if they are not seen to obviously impact on a specific problem and the issue at hand is plucked from the environmental landscape and dealt with in total isolation to all else. In a Zero Waste approach to environmental matters, all outputs are pursued as potential inputs. Industrial processes are viewed as a variation on natureÆs theme and opportunity pursued above all else. When viewed from this perspective, industry appears to have forgotten its origins. It has forgotten that it is principally about people. The juggernaut of global trade has forgotten that it is a small part of a big landscape and that its principal participants, people, cannot exist without healthy soil. Commercial activity in all parts of the world relies heavily on the ability of agriculture to produce the necessary inputs for industrial production. The care and nurturing of our soils is fundamental, not only to the survival of humanity, but also to the economic systems that support that humanity and to the industry which profits by it. Actual levels of domestic recycling in many countries around the world seldom reflect the 90 plus per cent desire to recycle recorded in surveys conducted by local authorities in almost every country. If the desire to recycle is far removed from the end result, why is it that the systems provided are so ineffective? It is obvious that what we do need is a recycling system that both engages and rewards the participant and stimulates the innate desire to support the environment. A recent trial in New South Wales, Australia, demonstrated that by giving individual households credits for recycling organic wastes, not only will contamination levels fall dramatically, but increased yields, improved soil structure, improved land values, reduced fertiliser costs and increased water use efficiency give the farmer good economic reasons for purchasing and applying quality composted product. By underpinning and securing the agricultural community, we secure the future of industry. The æCity to SoilÆ project linked the economic on-farm benefits of compost use with reduced contamination through the provision of rewards paid for by the purchase of product by the farmer.

"The U.S. Bureau of Mines established on August 15, 1983, the Generic Mineral Technology Center for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. The Center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to ""... permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . ."" The Center's program is designed to permit an accelerated attack on the fundamental research problems for the control of respirable dust in mines.The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. The Generic Technology Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated. The Center activities involve the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications' in the respirable dust area.The Center is composed of faculty from the four universities/institutes listed above. The personnel, facilities and equipment that are available to the Center from these entities are diverse, complementary and comprehensive. More than fifty scientists, engineers; and medical personnel in the Center are engaged in respirable dust research. Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease Studies are available as a result of the existing relationship between NIOSH and West Virginia University.The breakdown of the dust research program into the five areas mentioned above recognizes the importance of an integrated fundamental research approach to the respirable dust problem compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities. The specific projects in the research areas are a result of a careful evaluation of the past and ongoing research activities, the identification of areas where data and information are scarce, and awareness of the recommendation of the National Academy of Sciences Study on the Measurement and Control of Respirable Dust. Penn State is the administrative unit for the Center. Funding to date is nearly $6.5 million."

Introduction A subject long debated but rarely resolved involves the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is, unfortunately, too often treated as a controversy involving ethics and the profit motive. But, in fact, the two branches of society - industry and academia - are necessarily part of the same system. In the last 25 years, the realization has developed that research alone is not sufficient to bring about use of those results to benefit society through productivity gains and economic growth. The flow of events shown in Fig. 1 was generally believed to be the steps required for reaping the benefits of research. Today, research still has the very important role of creating new information or new ideas. However, it is recognized to be but one of many steps in a process that we now refer to as technological innovation. Charpie (1967) said, "Technological innovation is the driving force behind economic growth in the US. In this context, innovation means the process by which a new idea is successfully translated into economic impact within our own society, by providing better products, and simultaneously creating new jobs in the manufacturing of those products. Only after an investigation is put into sufficient use to have an economic effect, is it termed an innovation." One of the best depictions of the technological innovation process is shown in Figs. 2 and 3. These are adapted from Haeffner (1975), and modified by the Committee on Mineral Technology of the National Research Council (1981). Figure 2 identifies the many steps involved in the process. It designates a generalized form for interaction between the academic community and industry. Figure 3 identifies the steps in the "innovation activity" box of Fig. 2. Academia is generally responsible for developing of new knowledge and ideas, as well as maintaining and enlarging the collected body of scientific knowledge. Industry is responsible for developing new products, methods, and processes. Both institutions operate for the benefit of society, but under different driving forces. RISKGATE is an interactive online risk management system developed by the Minerals Industry Safety and Health Centre (MISHC; University of Queensland) to assist the mining industry in implementing continual improvement in management of major unwanted events, and so maximising health and safety performance. A comprehensive body of knowledge has been compiled from diverse mining industry experts for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, manual tasks and slips/trips/falls. This paper presents an overview of the body of knowledge captured from diverse mining industry experts for the management of unwanted strata incidents, and explosions in the underground environment. This knowledge is divided into a series of initiating events within both topics (as listed) with further degrees of classification based on design, operation, and management concerns. A comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, manual tasks and slips/trips/falls. This will be extended to outburst, coal burst and bumps, interface displays and controls, tailings dams and inrush in 2013. RISKGATE presents substantive and leading edge controls to assist industry stakeholders in the design, management and reporting of organisational and regulatory compliance requirements. From a broader industry perspective, RISKGATE provides an environment for knowledge capture and knowledge exchange to drive innovation and best practice in the identification, assessment and management of risk. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry. All major Australian mining companies are contributing topic experts to this broad industry initiative. In the first 24 months, nine coal mining companies nominated over 80 different experts who contributed over 400 days of individual time to the knowledge capture workshops. RISKGATE is the largest single Australian Coal Association Research Program (ACARP) occupational health and safety (OHS) initiative to date.

"THE mineral industry is constantly undergoing changes and facing challenges, and today we are in the midst of another serious one -namely, manpower requirement at every level in the mines, shops and plants. In the not too distant past we had a situation where labour was plentiful, although the equipment, by present-day standards, was quite inadequate, and that's easily understandable when you look back at the primitive methods by which our Western mines were first developed and operated, and then improved by the inventiveness and ingenuity of man.I'd like to show you a few slides from drawings made by Buck O'-Donnell which illustrate some of yesterday's methods of mining. Some of you probably had first-hand experience with some of these so you know they were tedious, time-consuming and involved a lot of heavy labour.Taking the Anaconda Company operations at Butte as an example, we can see what has happened in just the past ten years. In August of 1956, the Butte mines had 5,516 day's-pay employees and 976 salaried employees, for a total payroll of 6,492. In August of this year, there were 3,645 day's-pay employees and 605 on the salaried roll, for a total of 4,250. The number of contract miners had gone from 1,347 in 1956 to 606 in 1966 and that of other underground miners from 2,893 ten years ago to 1,149 this year. Along with these changes, however, another change of special significance has taken place, and that is in the number of skilled craftsmen, surface engineers and so on required for our operations. In 1966, we had 1,890 of these people, 600 more than in 1956 and nearly three times as many as just twenty years ago."
