Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

THE conservation of strategic materials during war rime gives rise to many problems not commonly encountered in times of peace. During normal times, when world trade is unrestricted, we are apt to become lavish to a point of extravagance in our use of those materials which, during rime of war, become scarce owing to inadequate transportation and production facilities or because the enemy may be in position to control sources of supply. It becomes necessary, then, to enforce rationing of available sup-plies, and in some cases, where such supplies are wholly inadequate, we find we must resort to the use of substitute materials. We are now confronted with such a problem to an extent never before experienced, with the result that many of the commodities upon which our civilization depended are now either shut off completely or, because of the heavy demand occasioned by war production, are not available in sufficient quantities to meet requirements predicated on peace-time standards and manufacturing methods. It has become necessary, therefore, to make many changes, some of them very drastic indeed, to enable us to carry on our war effort effectively. This? discussion will deal briefly with one phase of this problem, namely, the conservation of alloys required in the making of steels necessary for war production. In line with a request from the War Production Board, the Technical Committee on Alloy Steels of the American Iron and Steel Institute made a study of experimental steels embodying the !east amount of alloying constituents, with the objective in mind of substituting these steels wherever possible for the standard alloy steels used heretofore. This study embraced the following phases: (1) The availability of silicon and manganese; (2) The average quantity of alloying elements recoverable from scrap; (3) The effect of increases in manganese and silicon contents on the general properties of steel; ( 4) The elements and ranges of elements which might be used to duplicate the hardenability of the steels now in use; (5) The effect of combining several elements in small quantities upon the properties of steel at various hardness and strength levels; (6) A determination as to whether or not the steels selected would suffice for general application. Working on this basis, the Committee arranged for the manufacture of several heats of steels containing various combinations of different amounts of such elements as silicon, manganese, chromium, nickel, and molybdenum. The steels thus produced were compared by hardenability tests.

"When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. It briefly outlines new civil liabilities under Canadian securities laws that increase the possible consequences for not complying with the technical disclosure standards.These materials are provided for general information purposes only and do not constitute legal advice. The Companion Policy references the CIM Best Practice Guidelines for Mineral Exploration, and the Mineral Resources and Mineral Reserves, and that they should be followed by Qualified Persons.COMPANION POLICY 43-101CP TO NATIONAL INSTRUMENT 43-101 STANDARDS OF DISCLOSURE FOR MINERAL PROJECTS This companion policy sets out the views of the Canadian Securities Administrators (the “CSA”) as to the manner in which the CSA interprets and applies certain provisions of National Instrument 43-101 and Form 43-101F1 (the “Instrument”), and how the securities regulatory authorities or regulators (the “Securities Regulatory Authorities”) may exercise their discretion in respect of certain applications for exemption from provisions of the Instrument. PART 1 APPLICATION AND TERMINOLOGY 1.1 Supplements Other Requirements – The Instrument supplements other continuous disclosure requirements of securities legislation that apply to reporting issuers in all business sectors. 1.2 Evolving Industry Standards and Modifications to the Instrument- Mining industry practice and professional standards are evolving in Canada and internationally. "NI 43-101 is a rule that governs how issuers disclose scientific and technical information about mineral projects to the public in Canada. The disclosure standards apply to oral statements as well as written documents and websites. NI 43-101 does not apply to disclosure concerning petroleum, natural gas, bituminous sands or shales, groundwater, or coal be methane. NI 43-101 first came into force on Feb. 1, 2001 and was revised in December 30, 2005. As a “National Instrument”, the law has been passed in each provincial and territorial legislature across Canada.“PART 1 DEFINITIONS AND INTERPRETATION 1.1 Definitions - In this Instrument “adjacent property” means a property(a) in which the issuer does not have an interest;(b) that has a boundary reasonablyproximate to the propertybeing reported on; and (c) that has geological characteristics similar to those of the property being reported on; “data verification” means the process of confirming that data has been generated withproper procedures, has been accurately transcribed from the original source and is suitable to be used; “development property” means a property that is being prepared for mineral production and for which economic viability has been demonstrated by a feasibility study; “disclosure” means any oralstatement orwritten disclosure made by oron behalf of an issuer and intended to be, orreasonablylikely to be, made available to the public in a jurisdiction of Canada, whether or not filed under securitieslegislation, but does not include written disclosure that is made available to the public only by reason of having been filed with a government or agencyof government pursuant to a requirement of lawother than securities legislation; “early stage exploration property” means a property that has(a) no current mineral resources or mineral reserves defined; and (b) no drilling or trenching proposed; in a technical report being filed in a local jurisdiction; “exploration information” means geological, geophysical, geochemical, sampling, drilling, trenching, analytical testing,assaying, mineralogical, metallurgical and other similar information concerning a particular property that is derived fromactivities undertaken to locate, investigate, define or delineate a mineral prospect or mineral deposit; “feasibility study” means a comprehensive studyof a mineral deposit in which all geological, engineering, legal,operating, economic, social, environmental and other relevant factors are considered in sufficient detail that it could reasonably serve as the basis for a final decision by a financial institution to finance the development of the deposit for mineral production; “historical estimate” means an estimate of mineral resources or mineral reserves prepared prior to February 1, 2001;“IMMM Reporting Code” means the classification system and definitions of mineral resources and mineral reservesapproved by The Institution of Materials, Minerals, and Mining in the United Kingdom, as amended; “JORC Code”means the Australasian Code for Reporting of Mineral Resources and Ore Reserves prepared by the Joint Ore Reserves Committee of the Australasian Institute of Mining and Metallurgy, Australian Institute ofGeoscientists and Mineral Council of Australia, as amended; “mineral project” means any exploration, development or production activity, including a royalty interest or similarinterest in these activities, in respect of diamonds, natural solid inorganic material, or natural solid fossilized organic material including base and precious metals, coal, and industrial minerals;"

(FCI) and Jennmar from a single plant in Pennsylvania to a world-class enterprise with 25 plants employing thousands globally. As evidenced by Calandra’s more than 20 patents on ground control devices (not to mention the additional 80 patents his companies hold), his innovation and commitment to safety have made underground mining safer and more efficient. In the late 1970s and early 1980s, Calandra was instrumental in upgrading American Society for Testing and Materials (ASTM) standards in roof control for both state and federal regulations. Through his work with industry associations such as the National Mining Association, National Coal Council and Center for Energy and Economic Development, among others, Calandra has contributed his time, expertise and financial support to ensure a balanced political and regulatory climate for mining. Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame are scheduled for Saturday, Sept. 25, 2004 at the Las Vegas Hilton in Las Vegas, NV. The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. After an early career in Australia and Ghana, Harris moved to Peru in 1955 to join Cerro de Pasco Corp., owner of several mines with one of the most complex metallurgical operations in the world. The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

THE need for coordinated effort on public problem by engineers has long been felt. Early in June there will assemble in Washington a conference composed of delegates from all the engineering organizations in the country. The call for this conference is issued by the Joint Conference , Committee of the four national societies as the completion of its work on the organization of a congress composed of delegates representing all the engineering organizations of the United States. The plan for this confederation was presented at a joint meeting of the administrative boards of the national founder societies on Jan. 23, 1920; and was unanimously approved in principle by that meeting. The work of the committee since that date has consisted in drafting a constitution of the organization to be presented at the conference for discussion and, after such amendments as may be adopted, acceptance.

THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

In mine site revegetation, exotic grasses are more commonly used than native grasses. This is due to unavailability of native grass seed on a commerical scale and lack of information on agronomical aspects of native grasses. This paper lists a number of native grass species that have the potential to grow well on mine sites, and provides some information on their seed collection, processing and germination. Further, it demonstrates via results of a field trial conducted at Ranger Mine spoil the relative performance of ten native grasses and Rhodes grass. It is concluded that (i) some native grasses have similar ability to grow on mine spoils compared to Rhodes grass and (ii) the use of native grasses have added advantages in ecosystem restoration.

The main advantage of the New Austrian Tunneling Method over conventional drill and blast techniques, TBMs and shields is its outstanding flexibility. Many different support concepts help to cope with all but the most adverse conditions. A considerable variety of unique additional support measurements provide a functional tool when dealing with particularly difficult conditions or restricting requirements. The resulting adaptability of NATM with respect to geometric and geologic changes is a cornerstone to providing an economic design and to a safe and unhindered execution of the tunnel work. To take best advantage of this flexibility and to emphasize its cost-saving capacity, NATM explicitly extends the design period into the construction phase. In accordance with corresponding ground classes or other anticipated conditions, a number of basic support categories and an array of additional support measurements are established during the actual design phase. The decision for applying a particular support category at a specific location and for necessary additions to the given support scheme, however, is regularly made on site after each advance, and is determined by the key persons involved in the construction. Contract documents must reflect this approach to facilitate the execution of the work and to curtail construction costs. Biased distributions of risks, however, can adversely effect the envisioned benefits. Consequently, the respective responsibilities of engineer, contractor, and client need to be redefined.
