"It is difficult to quantify comparatively the gassiness of a property. The most common index to gassiness, cubic feet of gas per ton of coal mined, is very arbitrary and does not take into account the geological setting nor the mining operation. The gassiness of a virgin coal in situ can be assessed, but no method is precise and the most accurate methods involve prolonged field and laboratory experiments. In general, gassiness increases with depth. Whereas 'gas' normally implies methane, other gases such as nitrogen, carbon dioxide, etc. may be present in seam gas also. The inflammability of methane is a problem, particularly the explosibility of a methane-air mixture; also oxygen dilution is involved in high gas concentrations and some gases are poisonous even in low concentrations. Cross measuring into a virgin seam is usually not as troublesome as development in the seam, where narrow openings may require strong ventilation to dilute gases exuding from the face and sides. Total extraction presents problems of gas from the working seam, or from adjacent seams, particularly at the return side, or of gas-laden air from the goaf streaming out or sometimes surging out intermittently, again on the return side. In pillar extraction or longwall retreating special roadways may be required to allow the side-to-side and end-to-end flushing of the goaf which is somewhat inherent in longwall advancing. Layering may occur, particularly where ventilation conditions are not brisk. Outbursts of gas from adjoining seams may be induced by sudden rupture of roof or floor in caving workings. Outbursts of coal and gas from the working seam may occur, mostly in development work, under special environmental circumstances. Gas problems may be reduced or eliminated by predrainage of gas ....:. rarely successful from the working seam - usually undertaken from adjoining seams prior to escape of gas released by caving. The ideal solution - general predrainage of gas to the surface from measures prior to mining - has yet to be accomplished. • In the planning of gassy mines it is possible to make an assessment of gas contained in the seams and to estimate what proportion will be released into the mine air, but emission of gas into mine workings is never steady and at present there is no better planning criterion than experience at the mine next door!"

"The object of this paper is to outline a computerized net cash flow approach for practical cutoff grade determinations. A cutoff grade carries not only geological but also economic value, in which costs are balanced against revenues. For different situations, cutoff grades are a 'standard of value' that are determined for the purpose of classifying economic or uneconomic mineral reserves in a specified time frame. In a constantly changing technical and economic environment, the decision to develop or maintain a mining operation at its best economic potential, requires an appropriate cutoff grade strategy, a strategy consistent with short- and long-term operational and corporate objectives and one based on realistic marketing and metal prices forecasts. The use of a project evaluation computer program, in combination with specific corporate net cash flow requirements, shows the most promising and flexible team approach for cutoff grade optimization.IntroductionThe recent recession has had a devastating effect on the Canadian mining industry. Exploration and mining R&D expenditures have been critically reduced and now are believed to be below healthy levels. Ore reserves, mine life and cutoff grades are careening in several directions because of low base metal prices, relatively high costs and sensitive precious metal prices.These conditions demand an improved understanding of the terms ""ore"" and ""cutoff grades"" as they are applied to the planning process and day-to-day operations. ""Ore"" or 'ore reserves"" is a dynamic concept, reflecting a cumulative effect of changes in geological, technical and economic conditions in terms of material which can be mined at a potential profit. By contrast, if economics are not the primary consideration, the term ""mineral reserve"" or ""mineral inventory"" should be used to describe the mineral deposit. For different situations, cutoff grade is ""a standard of value"" determined for the purpose of classifying mineral reserves as economic or uneconomic in a specified time frame. The question of mining at average reserve grade or low-grade material during high metal prices is of paramount importance for cutoff grade strategy."

Development of the Batu Hijau Project was successfully completed in the fourth quarter of 1999 with the final handover and start-up of ore processing facilities. The development project had started more than three years earlier, in August 1996, when the Owner, PT. Newmont Nusa Tenggara (PTNNT), awarded an EPC contract to Fluor Daniel (FD) for design and construction of the project including: copper concentrator, port, power plant, town site, and infrastructure. PTNNT managed the development of the mine and procurement of mine equipment with its own forces. Bringing the Batu Hijau copper deposit into production was the largest mining project ever undertaken. Development of Batu Hijau was a complex project involving the work of tens of thousands of people in all parts of the world to complete engineering, manufacture and deliver equipment, supply materials, and build the plant. The ore deposit is located on the tropical island of Sumbawa in a remote and undeveloped section of Indonesia. The location and environment presented challenges for all phases and aspects of the project. To meet the challenges, the project team combined good planning and teamwork to best utilize the resources available. This approach assured continuity of personnel through construction to operations and minimized cost, resulting in completion of the project ahead of schedule and under budget.

The application of computers to materials handling problems has recently been investigated by various mining groups. This approach has been found, especially useful where a large amount of alternatives must be investigated prior to arriving at a final decision. These alternatives may be expressed in terms of man hours, units and types of equipment such as trucks or conveyors, or the allocation and operation of proposed or existing haulage facilities. The decision problem becomes especially evident when we consider the mechanical revolution which has flooded the mining industry in recent years. The industry has become highly competitive, with the need to keep low profit materials away from high cost production faces ever increasing. The capital investment required for the highly sophisticated equipment that is necessary to perform this function is generally great, and management is faced with decisions which must all too often be made without sufficient data.

A case study examining the procedures and financial benefits of introducing dump leaching to augment the Mt Gibson Gold Project CIP operations is discussed. Metallurgical testwork, followed by pilot dump leach operations, confirmed that gold recoveries of greater than 60 per cent could be achieved by dump leaching Mt Gibson laterite ore. Capital and operating costs were determined. Pit optimisation using the Whittle FOUR-D optimisation program calculated an optimum cutover grade between CIP and dump leaching for one orebody. The resultant recalculation of reserves based on CIP and dump leach operating costs showed that reserves for that orebody could be increased from 329 000 tonnes at 1.9 g/t An, to 1 488 000 tonnes at 1.2 gh An. NPV for the CIP only option of $1.4 m, was increased to $4.0 m for the combined CIP/dump leach option. This technique can be applied to existing gold projects and to new Developments.

A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.

California’s San Diego County Water Authority provides a safe and reliable water supply to more than 3.3 million residents through twenty-four member agencies. The 2nd Aqueduct pipelines, a critical infrastructure consisting of three large-diameter pipelines, are susceptible to natural threats including streambed erosion, channel migration, and seismic hazards within the 3,840-foot-long Moosa Canyon segment of the alignment. A state-of-good repair, hazard mitigation, and resiliency project is progressing to ensure uninterrupted water supply. For each pipeline, a segment will be replaced by tunneling. A high-level project development approach is presented, focusing on alternative selection, environmental and geotechnical considerations, and operations and maintenance constraints.

The present contribution examines the main components of a sustainable land reclamation program applicable to surface coal mines and the environmental threats that hinder the transition to sustainable land management. It compares the main ?waste streams? that cause adverse impacts to the environment with the so-called ?best available technologies and managing practices? that are proposed by organisations with high expertise in land management. Also, it addresses the environmental and socio-economic indicators that should be monitored in order to assess the results of the land management program and to allow remedial actions and continuous improvement. Based on the Greek lignite mines experience in land reclamation, this paper presents the common weaknesses of the land management programmes and proposes an improved communication scheme that moves things towards sustainability. This scheme is based on a more rational exploitation of the available economic resources and a constructive dialog between the mining companies, the local authorities, the state institutions and other stakeholders.

A good blending system is one that ensures that a plant can cope with the amount of grade variation that it will encounter. Prediction of amounts of variation that will be encountered on time or tonnage scales that are important should be regarded as an essential part of the planning of mines and plants. In some cases, the natural amount of grade variation when ore is mined and handled in the cheapest way will be acceptable. In other cases, it is necessary to understand the effects that various ore-handling processes have on amounts of grade variation at various scales and to design a blending system with considerable care. Blending tends to matter more when plants are sensitive to many aspects of grade. It can be very difficult to find the best compromise between capital cost and the amount of grade variation. In these cases it is important that ore blending options be considered carefully as part of the planning of mines and plants. Failure to make plans that consider likely amounts of variation can be very expensive.

Rarely do opportunities arise allowing closure of a mine site to be planned as a key beneficial land use asset within a new urban growth area; particularly so well prior to cessation of mining.Pit lakes are common mine closure legacies for many open cut mines and may form in open cut mine voids extending below the water table upon closure. Mine closure guidelines increasingly require post-mining land uses of equivalent capacity to premining conditions and that minimise long-term post-mining liabilities and maximise benefits to stakeholders and the environment. However, risks presented by pit lakes are regularly neglected in closure planning or are not able to be addressed to allow beneficial end use of the lake or surrounding land.This paper describes strategic planning initiated by quarry owners ten years before mining ceases. In liaison with the planning agencies, the planned closure of a large 100-year-old limestone quarry pit will form a lake on mine completion, with a well-considered beneficial end use in an urban setting in mind. The quarry pit and adjoining land at Batesford South about the edge of the City of Greater Geelong, Victoria, Australia. Geelong is experiencing growth pressures that necessitate development of a new growth area from about 2025.A multidisciplinary expert team assessed the constraints, opportunities and feasibility of rehabilitating the quarry and pit lake and developing the surrounding land as Geelong’s next urban growth area.The concept is exciting and demonstrates that a former mine site could become a valued home to about 40 000–45 000 people. About 30 per cent of the land will also be developed as an ecological riverine corridor including the pit lake that will become a regionally iconic lake as the centrepiece of an urban development.Our paper outlines technical challenges and how these can be met to achieve closure and beneficial use that meets the social, economic and environmental expectations of contemporary urban planning.CITATION:Gerner, M and McCullough, C?D, 2014. This paper presents the evolution of the studies and strategic plans to extend the life of operations at the Savage River iron ore project in north-western Tasmania. The current Life-of-Mine (LOM) plan for the Savage River operations is based on a series of open pits. Drilling has confirmed high-grade extensions of the magnetite resource at depths that exceed practical limits for open pit mining. Grange Resources Limited, the owner of the operation, is investigating underground options – not only to extend the LOM plan but also to maintain peak production at a reduced operating cost while reducing greenhouse gas emissions into the future. What makes this project unique is that it requires introducing a productive and cost-effective mining method to exploit a challenging geotechnical and geometrical orebody in an area of high rainfall. To support the study efforts, the development of an exploration decline, underground drilling programs, and an exploratory drive excavated into the orebody for geotechnical investigation was key to providing the necessary data for a pre-feasibility study (PFS). This paper describes the pragmatic approach and processes to developing the underground mining options study through data collection and then integrating these options into the open pit plans to optimise an overall strategic plan for the Savage River operations. The learnings for operators from this experience are how the technical and pragmatic approaches were aligned to develop the strategic plans, and the importance of timely investment in gathering the necessary data.

MR. T. L. McCALL: Planning ahead in coal-mining is essential, but the question may be raised, just how far ahead can we plan. You can overdo it: chat is, you can get in a rut. Never let planning get a hold on you to chat extent. You must be prepared to deal intelligently with any new conditions that arise, and to apply new discoveries. It may become necessary to abandon ? .your plan, make the best you can of the ground you have developed, and start again, with a new plan. So far as the submarine workings of the Dominion Steel and Coal Company are concerned, we cannot know definitely what lies ahead of us under the sea: we must ?base our tentative plans on assumptions, and, as we meet changing conditions, we must change our plans. In the case of inland mines it is possible to bore in advance, and consequently it is generally possible to set out your plans in advance, block out a section of the mine, and develop to obtain a uniform product for a whole year, or perhaps even longer. MR. J. B. MORROW: While planning in coal mining, we must bear in mind chat the consumer also is planning ahead. Some people will tell you that, in ten years time, the demand is going to be all for pulverized co al; others believe that the field for such fuel is limited. Needless to state, planning for a pulverized-coal market is quite a different matter to planning for a general grade, ore stoker, market. In planning, therefore, our endeavour must be to keep a jump ahead of the work being undertaken by the anthracite producers. This year, they are spending about two million dollars-money contributed, not by the Government, but by the industry itself-in the study and promotion of new and improved ways of burning anthracite. For example, they are perfecting small hot-water heaters, and one they have brought out weighs only about ten pounds. I feel that research of this type must be regarded as an essential part of planning in coal mining. We, in the soft-coal industry, are also planning types of more efficient burning equipment and doing other investigational work.

Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. "The proposed Channel Tunnel is a critical component of the San Francisco Public Utilities Commission’s (SFPUC) Central Bayside System Improvements Project (CBSIP), which is a key element of a $6.9-billion sewer system improvement program to upgrade its aging and seismically vulnerable wastewater facilities. The tunnel will provide gravity conveyance and storage of combined sewage flows from the northeast sector of San Francisco, CA to the Southeast Water Pollution Control Plant for treatment. The tunnel will be approximately 2.7 km (1.7 miles) long and 7.3 m (24 ft) in internal diameter. It will utilize a single-pass precast concrete segmental lining system. Tunneling challenges include excavating with pressurized face tunnel boring machine (TBM) technology through highly variable ground conditions including the Franciscan Complex (rock and mélange), clayey/silty sands, stiff to hard clay (Old Bay Clay) and mixed-face conditions. The project will also require several deep shafts that will be technically challenging. Project backgroundThe SFPUC is a department of the City and County of San Francisco, CA that provides municipal power, drinking water and wastewater services to San Francisco.San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. The sewer system includes tunnels, large storage/transport boxes, 1,600 km (1,000 miles) of collection sewers, 28 pump stations and three wastewater treatment plants. After decades of service, much of the system is nearing the end of its useful life.The existing system is also vulnerable to seismic damage. During the 1989 Loma Prieta earthquake, damage to SFPUC wastewater infrastructure was extensive. This included the 3,415 m (11,200-ft) long, 1.7m (66-in.) diameter Channel Force Main, built in 1976, and a critical component of the conveyance system. The Channel Force Main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the Southeast Water Pollution Control Plant for treatment. It is antiquated, not pile-supported and not constructed to current seismic codes. There is also currently no conveyance redundancy for north/central bayside flows to the treatment plant. Figure 1 shows the SFPUC’s wastewater collection system, the existing Channel Force Main and the project location."

"As part of the planning system at each division of Nchanga Consolidated Copper Mines, Limited, the Mine Planning Department is required to produce a detailed production schedule for each shaft.Because of the difficulties in producing a schedule which satisfies all the mining constraints, and because of the large clerical effort involved, the full range of possible schedules can never be considered.It has been found possible to produce a schedule using linear programming which satisfies the majority of the many varied mining constraints. Computer programs have been written to enable the mine planning department to use this mathematical system without assistance.The system has a large degree of flexibility to enable the planner to include conditions which cannot be incorporated readily in the linear program. This system permits the more efficient production and evaluation of schedules and reduces the amount of clerical effort."

This paper provides an overview of the radiological risk mitigation approach applied by the Saskatchewan Research Council (SRC) for the remediation of 35 legacy uranium mine sites in northern Saskatchewan where uranium exploration and extraction took place in the 1950–60s. Mining activities resulted in an irregular increase of the gamma radiation dose rate (up to 18 μSv/h). The radiological objectives for the sites include a gamma dose rate at a spot (<2.5 μSv/h above local background), and the dose rate averaged over a hectare (<1 μSv/h above local background). These objectives are generally achievable at the impacted sites through the installation of shielding soil cover. This method may be impractical for site areas with rough terrain (e.g., steep slopes) and/or difficult access. A risk assessment approach is applied to determine if these areas can be safely left uncovered or if additional mitigation measures should be implemented. The risk assessment approach is based on two factors: (i) the ambient radiation dose rates collected through gamma surveys, and (ii) actual land use data collected through various surveys of activities of local community members at the sites. Exposure scenarios based on four land uses are applied to estimate a potential annual dose load for members of the public. The estimated doses are compared with the criterion of 0.3 mSv/a recommended by the Canadian Guidelines for the Management of Naturally Occurring Radioactive Materials (NORM). If the criteria are not satisfied, a mitigation plan is developed, and post-remediation gamma levels are modelled using GIS tools to evaluate the performance of the proposed mitigations. The proposed approach allows the team to optimize resources for the site remediation so that public exposure to NORM are as low as reasonably achievable after remediation.

Statistics showing that mine rehabilitation is falling behind rates of disturbance continue to be reported in the media. Unfortunately, most reported statistics do not account for the large growth-cycle that mining in Australia experiences, where there are typically significant new disturbances with large portions of these areas not being available for rehabilitation for a number of years. Many commentators assert that better planning is required to ensure that rehabilitation will be able to achieve a safe, stable, non-polluting landform that meets the agreed post-mining landuse.This paper focusses on the revegetation aspects of mine rehabilitation and in particular the matters that need to be addressed in the planning stage so that revegetation success is ultimately able to be demonstrated to regulators and other stakeholders.CITATION:Fox, S D and Swart, P B, 2018. It deals generally with the basic nature of the district planning problem, the planning process for mining development and the state organization for the planning of mining districts. A number of applications of district planning techniques to both established and new eastern European mining districts are described.
