The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

A voluntary comprehensive environmental Risk Assessment was launched at the end of 2004 by the International Chromium Development Association. The completion is scheduled for mid 2006.EURAS, a leading environmental consultancy, was commissioned for this project, as this firm wrote in particular the Metals Environmental Risk Assessment Guidelines, the reference document for the metals and metals compounds, in particular for the forthcoming European new Chemical Policy and the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS). This project follows a stepwise approach, comprising 3 distinct steps: - Initial Risk Assessment: compilation, evaluation of the existing effects and exposure data for chromium III compounds and chromium metal. This information will be used for the compilation of an initial Risk Assessment Report. - Data gap analysis: which type of additional effects data should be collected and/or which exposure scenarios merit a more detailed targeted risk assessment? Recommendations and/or suggestions for further research will be formulated. - Road map: prioritization and ranking of the different proposed research programs. The presentation will mainly focus on the results and recommendations of the initial environmental Risk Assessment from an International perspective and not from an European point of view. - Hazard assessment ? definition of the Predicted Non effect Concentration (PNEC) for each environmental compartment (water, sediment, soil) - Exposure assessment ? definition of the Predicted Environmental Concentrations (PEC) for each environ-mental compartment - Comparison of the local PEC with PNEC for the chromium III compounds and chromium metal EU industry sectors covered in the project: mining of chromite, metallurgical production of chromium metal, chromium containing alloys production, production of trivalent chromium chemicals and the main applications (pigments, leather tanning, etc..). The current status on the environmental Classification and Ranking for chromium III compounds, Chromium metal and its alloys in the GHS will also be covered.

The oxidants which participate in the bacterially catalyzed oxidation of minerals are dissolved oxygen and some aqueous iron(III) complexes. Speciation studies indicate that these complexes consist of iron (III) -sulfate and iron (III) -arsenate ions. The complexes have different oxidizing powers as indicated by their calculated standard reduction potentials. The thermodynamics of the oxidations of pyrite and arsenopyrite are related to the mechanisms of the reactions. The mechanisms are discussed in terms of primary processes occurring on the mineral surfaces and the secondary reactions of the primary products. The importance of the conclusions to plant operation is discussed.

Seven full and partial pillar extraction operations were visited in New South Wales, Australia, in the early parts of 2001. Certain factors unique to these operations have led to the general success of the safe and economic extraction of these coal pillars. Some of these factors attributable to the overall success of these operations are discussed in this paper. In particular, geotechnical mapping, specific legislation pertaining to pillar extraction, mining methods, the role of temporary supports and training are described. It is found that some of these factors have useful attributes which could be used to design a methodology for extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa.

Subsurface fires are a common threat to coal mining, as spontaneous combustion of coal can potentially result in gas combustion and explosion. Fire-proof techniques, such as grouting, foam, or colloid injection, are not in a position to function ideally, due to the limited coverage and stopping the extinguishment substance from reaching the fire location. Liquid nitrogen, as a kind of all-submerged fire prevention or extinguishing method, can rapidly extinguish fires, thus preventing gas explosion and minimising extinguishment time. Injecting liquid nitrogen through boreholes is an important way during the period of mine catastrophe. But liquid nitrogen is not effective enough in infusion; technical issues restrict the development and utilisation of liquid nitrogen fire prevention and extinguishing technology. Immediate infusion of liquid nitrogen is usually associated with ‘air slug’ (the balloons and bubbles in the pipeline which hinder the flow of low-temperature liquid), which blocks pipelines for liquid nitrogen injecting. Another issue is that the pipeline tends to be damaged due to freezing, which undermines the injecting efficiency of liquid nitrogen and its application result. In order to solve the problems of the low efficiency and some other related field issues in liquid nitrogen perfusion, the ground–underground high efficiency liquid nitrogen injection technology were developed. Implementation of liquid nitrogen infusion techniques in Chinese coalmines achieved the goals of fire prevention and air-cooling. The technique presented in this paper is efficient in absorbing heat, and consequently, displacing oxygen and combustible gases. Field tests at Rujigou and Yangchangwan Coalmine justified the efficiency of the technique. By using this technique, there was no waste left behind, which may impede the subsequent production. The presented technique is of great benefit to the social, economic, and environmental aspects of mining operations, and will have broad applications in fire prevention for large-scale coalmines.CITATION:Zhou, F, Shi, B, Li, Y and Ma, L, 2015. "For engineering problems of “three under” coal (coal trapped under buildings, waters-bodies and railways) exploitation, environment protection and gangue separation from raw coal underground exist in Tangshan Coal Colliery. By analyzing concrete technical problems, a technical approach of closed cycle “coal mining-gangue washing-backfilling-coal mining”, i.e. integration of coal mining, gangue separation and solid backfilling, is put forward with key technologies including gangue transportation with great depth, gangue separation from raw coal underground and integration of coal mining and backfilling. Based on the specific geological conditions of Tangshan Coal Colliery, 591m vertical feeding transportation system with great depth is designed; meanwhile, for efficient gangue transportation, ancillary wear-resisting pipe size and buffer equipment are optimized. Underground gangue separation system is created to be joined with the existing production system and backfilling system; besides, as per separation characteristics of coal and gangue, buddle jig is adopted for gangue roughing of raw coal underground. By cooperation of backfilling hydraulic support and other key equipment, the designed stope backfilling system completely realizes integration of coal mining and backfilling. Engineering practice shows that, through the research and implementation of the above key technologies, integration of coal exploitation, gangue separation and solid backfilling is successfully implemented in Tangshan Coal Colliery; moreover, it completely solves the three major engineering problems and realizes waste disposal, underground washing and separation, and ground surface subsidence control.INTRODUCTIONSo far, “three under” coal (coal trapped under buildings, watersbodies and railways) and key state-owned coal resources trapped under villages in China have reached 13.7 billion t and 5.22 billion t, respectively. With the development of coal enterprises, China currently has more than 1,600 gangue dumps (Miao et al., 2010a) with accumulated stack amount of 4.5 billion t, occupying a land area of 150,000 km2; moreover, surface subsidence caused by mining activities has damaged the environments of industry, agriculture, transportation and living, while new environmental pollution sources formed by coal related industries also result in damage to ecological environment (Huang et al., 2011a). On the one hand, due to large scale coal mining, some coal collieries suffering from resource exhaustion are faced with survival problems; on the other hand, coal mining has caused and been faced with increasingly prominent environmental problems, such as “three under” coal exploitation, waste disposal and ground surface subsidence control (Miao et al., 2010b; Zhang et al., 2009)."

The mining industry has undergone a profound and transformative shift in recent years, driven by the rapid advancement of emerging technologies such as automation, digitalisation, and electrification. These technological innovations have not only revolutionised operational efficiency and productivity but have also introduced an imperative need for new and innovative approaches to conducting mining activities. Specifically, the mines of the future face a new series of complex challenges when planning and developing greenfield or brownfield mining projects in the 21st century. These challenges include greater operational depths, higher seismicity levels, higher rock temperatures, increased environmental constraints and sustainability requirements, a higher degree of interoperability, lack of skilled workforce, and the need for sustainable and eco-friendly mining practices. Consequently, there is an essential need to formulate novel strategies and robust planning methodologies that re-evaluate how mines are planned, executed, and managed, from the early exploration stages to the post-mining era and the consequent uses of mine sites. This research focuses on identifying the factors influencing the implementation of modern technologies, such as autonomous machinery in mining operations, and their impact on mining method selection and longterm mine planning. The findings underscore a crucial need for a paradigm shift in how mines are planned and developed, going beyond mining method selection, which primarily focuses on geological and economic factors, and must evolve to incorporate the multifaceted implications of modern mining operations.

Startup of a new plant is a very interesting time. It generally is also a very demanding and often frustrating period. Startup problems can become serious ii they impede the early achievement of full plant production. Raw materials are wasted, manpower is unproductive, field modifications can be extremely expensive and market commitments may not be met. This paper outlines a well proven and highly successful approach to eliminating many of the problems and frustrations often experienced in plant startup. The procedures and methods summarized in the following paragraphs have been developed over a period of 25 years during which some 90 plants were started up.

This article reviews factors of preg-robbing effect, occurring in the course of pressure oxidation of ore and concentrates, containing chloride compounds and so-called 'organic carbon'. The article also summarizes the main results of the studies and testwork conducted to overcome this effect. The following efficient preg-robbing mitigation methods have been noted: higher temperature of pressure oxidation process, preliminary removal of natural carbonaceous material from concentrate, chloride removal prior to concentrate pressure oxidation, and addition of water-soluble organic blanking agents, which suppress the adsorption activity of the native ore adsorbents. "Keymet Mine lies on the Elmtree River 4 miles west of Petit Rocher and about 18 miles northwest of Bathurst, Gloucester County, New Brunswick. A good gravel road runs through the property.The deposit was discovered in 1880 when a vein 7 to 8 feet wide was re-ported. In 1883 the first shaft was sunk as part of an exploration program which was carried out sporadically until 1897, when the company dissolved. Activity on the property was intermittent until 1946 when the property was again staked and during the next year diamond drilling intersected the vein in several places. In December 1949 Coulee Lead and Zinc Mining Company optioned the property and held it until its sale to Keymet Mines Limited in June 1952. By July of the same year work had begun on a three-compartment shaft.Early development work was concentrated on the 150, 300 and 450 foot levels but the shaft has since been sunk to I,228 feet to allow for eight levels at intervals of 150 feet. Little lateral work has been done to date below the 600-foot level.The first mill constructed to treat the ore was to go into production in the spring of 1954, but was destroyed by fire. A second mill, having a capacity of 200 to 300 tons a day, was officially opened October 25th, 1954. Present shipments are zinc and copper-lead-silver concentrates.The rocks of the area are shale, conglomerate, limestone, and quartzite with minor interbedded volcanic rocks, all probably of Silurian age. Small plugs of Devonian acidic intrusions occur 3 miles east and about 5 miles northwest of the mine. Minor dykes of both acidic and basic rocks occur on the mine property. In many of the fine-grained sedimentary rocks the more brittle laminre have been brecciated and give the rock the appearance of an argillaceous conglomerate."

DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. "IN THE BOOK that has been rated the best seller of all time, it is predicted that man will earn his livelihood by the sweat of his brow. Apparently man has accepted the statement as a challenge and has been attempting to refute it ever since, as he continues to transfer the workload to his inanimate servants - the many types of machines and other labour-saving devices that are available to assist or perform for him in the normal tasks of the day. The history of the evolution of the use of energy takes us back to primitive man, who existed in a very low energy environment, the only energy available being his own muscle power. Although man took a great leap forward when he discovered fire, which was used for lighting, heating and cooking, he still depended upon his own muscles for power. Early man's greatest achievement was probably the invention of the wheel, which permitted him to utilize the muscle power of animals. While still in a very primitive state when viewed from the perspective of the twentieth century, man, with fire and the wheel, had achieved a standard of life far exceeding that of his predecessors. Looking beyond the very basic elements of human energy, fire and the muscle power of animals, we find the next additions of energy coming from man's mastery of other elements of nature. The Phoenicians utilized the power of the wind and the Romans adapted the energy of falling water to the water wheel."

"LET ME FIRST OF ALL thank you for sending this invitation to me to participate in this Annual Meeting of The Mining Society of Nova Scotia. As an engineer, although I don't get an opportunity to practice very much engineering these days, I am, of course, always pleased to be able to meet with my fellow engineers to exchange views, but I must admit that today I feel a little bit out of place in the midst of all the experts that are here today. Let me make one thing clear - I'm a generalist! Your program states that I am to make a keynote address. I have always thought that a keynote speech is one that says something that has not been said before - announces some new program or policy, or says something startling. I am sure you will understand when I tell you that keynote addresses are made by politicians and that civil servants speaking publicly are usually expected to give an account of what is, or what is likely, to happen as a result of policies that have been announced in keynote speeches by politicians. I am reminded of a statement by a distinguished parliamentarian who said, ""However exalted a civil servant may be, he is not above the elected officials."" So today I will confine myself to giving you an overview with particular emphasis on the development side of oil and gas. The theme of ""Oil and Gas"" is a topical one these days. I suppose it's because of all the copy that is being generated by the media on the U.S. energy crisis, the Mid-East situation, the fact that most of the world's proven oil reserves are in Arab hands and, of course, the accelerated exploration activity that is taking place in the North Sea, in the Arctic, and off the coast of Newfoundland and Nova Scotia."

The problem of instantaneous outbursts remains unsolved after over a century of events and the investigation of the mechanism of the phenomenon and means of treating it. Outbursts have occurred of up to 5,000 tonnes with perhaps up to 500,000 m3 of accompanying gas, either methane (CH4) or carbon dioxide (C02) or mixtures. The low density of CH4 and the high density of CO2 give particular problems. Australia with both gases has experienced outbursts for 85 years with fatalities as recent as 1978. The Bulli Seam of the Illawarra area of the Sydney Basin is affected and outbursts with both CH4 and CO2 occur. The Northern and Central Bowen Basin also experiences outbursts with both gases. Proneness of affected mines is related to the high rank of the'coal and the proneness of the seams-is localised according to depth, gassiness, structure and development geometry. Proneness may be reduced by appropriate choice of mining methods. In addition to outbursting mines other mines have symptomatic phenomena. Traditional preventive methods have been used and control by induce- ment has been practised. It is really an honor and pleasure to be here at the 231d International Conference on Ground Control in Mining. My name is Lew Wade. Until recently I served as the Associate Director of Mining for NIOSH. That's a position that I recently moved out of and that position is now filled by Dr. Jeffery Kohler. I now serve as the Sr. Science Advisor to the NIOSH Director. The topic of my talk today will be coal mine ground control, a look back at the last 30 years, and then a brief look forward. I will start by talking about coal mine ground control statistics and with just a brief look, those statistics clearly show that you people are making a difference and there have been tremendous improvements. I'll then look at reasons for those improvements and those will include people working together (this conference being a prefect example of that), as well as technology development. In the area of technology development, I will give you my top-ten list of technology developments in the area of coal mine ground control. Then I'll end with a look towards the future and point to some possible future developments. Then, I will be so bold as to issue some challenges to the participants of this conference. Again, if you take the broad look back at underground coal mine roof falls and ground fatalities, you see this tremendous improvement that we have all come to appreciate. We have all been a part of improving the safety conditions for our underground miners and the number of fatalities is orders of magnitude less than what it was at the turn of the previous century. We have every reason to be pleased and proud of what we have been able to accomplish. Now, the question is why. What are the reasons for those improvements? Just look around this room. You see evidence of what I think are one of the principle reasons: miners, mine operators, government workers and researchers, equipment suppliers, people in research and academia working together. Coming together and sharing at a Conference like this over the last 23 years.

Thank you, Syd, for the kind introduction and for inviting me to give the Keynote Address at this very prestigious gathering of some of the finest intellect and talent in the domestic and international coal industry. CONSOL Energy has been a part of this conference for its entire 24-year existence. We have presented 27 papers over that time. CONSOL employees have also been members of the planning committee for the conference, and we have been pleased to support the event both financially and with many participants. So I am honored to be here with all of you this morning, especially during such a positive period for coal. You can just feel the enthusiasm in this room for our industry, and for this conference. I can tell you, there?s also a lot of enthusiasm and excitement in CONSOL Energy?s boardroom. And our enthusiasm is mirrored on Wall Street. But there remains an ironic twist to all of this attention. Even when times are good, the coal industry seems to go largely unnoticed by the mainstream. Outside of West Virginia and other coal-producing regions, the industry still seems to lack influence and support, at least here in America. As an example, last month, an ABC News crew visited our Blacksville 2 Mine, near here, to do a feature story on increased employment in the coal industry.

In a technologically oriented industry, it is important to understand and apply technology very consciously to create competitive advantage. Technology is not an activity which is simply restricted to CSIRO or the research and technology department. Technology improvement is a part of everyone's role. It is a way of life - the technology facet of continuous improvement. For this reason, The AusIMM has organised this Travelling Technology Forum - a series of presentations about automation in mining. To make the message more accessible, The AusIMM had originally planned to take the Forum to four regional mining centres: Mackay/Townsville, Singleton, Burnie and Kalgoorlie, but only one seminar was held, ie at Singleton in March 1997. Seminars at other locations were cancelled because of insufficient registrants. The presentation by Andrew Logan of BHP Cannington was not available for the Singleton forum. The aims of the forum were: ò to heighten awareness of the key technologies and their impact in the minerals industry in the medium term; ò to foster creative thinking; ò to encourage people to broaden their technical and commercial skills and develop individual networks and linkages based on an interest in these key technologies; ò to share information on the application of these technologies in the industry; ò to promote an enhanced appreciation of the need for an innovative culture; and ò to encourage staff to consider post graduate courses in technology management. The AusIMM wanted to not only raise awareness about `automation in mining' issues, but also to get technology in a more general sense back onto `centre stage'. The Forum was generously supported by CSIRO, Western Mining Corporation Ltd, BHP Coal Ltd, Aberfoyle Limited, Goldfields Ltd, Novacoal Australia Pty Ltd, Pasminco Ltd, and RGC Limited. The program was endorsed by the Centre for Mining Technology and Equipment (CMTE). Copies of the full papers are available from the authors, see `References'.

It is indeed a privilege and honour to deliver the keynote address at this 15th APCOM symposium. APCOM has played a significant role in my own career and I am sure in the careers of many of the thousands of other participants over the years since its inception as a short course on "Computers and Computer Applications in the Mineral Industry" at the University of Arizona in 1961. The technical papers and addresses presented at the 14 past symposia provide an imposing record of sustained pro- gress and achievement in the field of computer applications. I will not attempt to analyse this technical side of APCOM but rather endeavour to provide you with a broad popular perspective of the road travelled to date and that lying ahead of us. The name of the series of symposia has changed from time to time, with titles such as Mathematical and Statistical Techniques, Mining and Exploration, and Decision Making being used at various times until in 1972 the name APCOM was coined and the present loga designed by the South African organising committee for the 10th symposium. The difference between a hypothetical and a theoretical approach is considered and the advantages in using a hypothesis is discussed. Virgin horizontal stresses play an important role in stabilising strata which bridge across an excavation, and reduces the tensile stresses which develop in a beam subjected to bending. Simple formulae are deduced for the bridging of a thick massive stratum under such conditions. At shallow depths, tensile failure on the upper side of the beam is the most likely cause of fracture, but below a certain depth this gives place to compressive failure on the underside, with the possible incidence of rock bumps. The presence of strong massive beds delay the onset of subsidence and may restrict the width of the subsidence trough. If the material involved in the caving is strong, this will reduce the final subsidence, especially at shallow depths. The British regulations for the control of aquifers and their dependence on the strain developed at the seabed are discussed. As an alternative, the concept of a disturbance factor is introduced to permit the consider- ation of aquifers at depth, leading to an explanation of the make of water on the first faces to be mined in the Selby Coalfield. 'Elie paper closes with a brief consideration of the different roles played by longwall face supports in the control of readily cavable strata, and the control of strong beds which hold up in the waste.

Having agreed to perform this task, I naturally started to wonder what on earth I was going to talk about, and on reviewing the literature I was surprised at how little I knew and how much I?d forgotten about the origins of this industry. For example: ?I?d forgotten that the Chinese invented black powder at least 1 000 years ago, back in the 10th century (although some say this invention occurred 2 000years ago). ?I didn?t know that Roger Bacon was the first person in the Western World to give exact directions for the making of gunpowder in 1242 and to understand its potential.
