Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

The Location Group conversed in the Petroleum Room of the Green Center with the purpose of addressing the following list of topics in light of the Bureau of Mines' requirements for detecting and locating trapped miners by electromagnetic methods. These topics include: Noise, Sources, Antennas (transmit and receive), the Propagation Medium, Signal Processing, Optimum Frequency, Receivers, Pulse vs. CW Techniques, Passive Location Techniques, and Obstacles. Practical constraints such as equipment size, weight and power requirements, cost and intrinsic safety were kept in mind during these discussions. It was emphasized that in-mine equipment must be inexpensive, rugged, simple and lightweight. Otherwise, the mine operators probably would not buy it nor would the miners be able to effectively use it. Present techniques for experimentally detecting and locating trapped miners were discussed, along with techniques to improve their location accuracy. Analytical, numerical, and scale modelling methods were considered as a means of giving further insight into measurement, anomalies caused by terrain variations, conductivity contrasts, and obstacles. After discussion of these topics, conclusions were drawn and existing problem areas were identified. These problem areas were addressed in developing guidelines for future efforts. Following the discussion period, the Chairman gave a summary of the Location Group report and comments were solicited from the entire group. 2.0 GROUP DISCUSSION HIGHLIGHTS 2.1 Noise W. Bensema asked the group whether the noise data provided by NBS was adequate. It was determined that for location systems analysis, the most important form of noise data was the frequency spectra of vertical and horizontal magnetic fields on the surface, and the answer to his question was affirmative. Drs. Wait and Frischknecht pointed out the difficulty in accurately measuring the true vertical magnetic field since these measurements are heavily influenced by the loop setting and the local geology. Construction for the new 2.5 MGPD raw water intake project commenced December 2002. The project, initially designed as a 12' Ø concrete lined intake shaft,145' deep, with two offset 24" lake taps, 520' and 470' long was subsequently “value engineered” running the two lake taps through a single conduit. The offset for summer and winter pools was accomplished via a second shaft located at the lakes edge. Construction involved the use of blind drilling techniques for the shaft development and drill and blast techniques for the tunneling. All works were completed through extremely hard crystallized sandstone. The project came online August 12, 2004.

A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland û Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground subsection of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes operational. Support of the site's system continues from head office which is continually involved in development of SUMPS and issuing revision updates to sites. The users, as well as programmers, were mostly geologists and mining engineers. This helped to ensure rapid, successful implementation. The broad approach of this system was to use interactively the specialist skills and interpretative abilities of the user mining engineers and geologists with the data manipulation abilities of the computer. It is an integrated system which covers geological exploration, deposit modelling, mine planning and production scheduling. An important feature of the system is that the user has full interactive control over each function through a graphics terminal where applicable.

"A methodology was developed in the mid-1980’s to predict plant performance from standard laboratory flotation tests. The technique is based on a simple, empirical kinetics model, and is tailored for use by the practical metallurgist.To date the performance of more than 20 flotation plants has been predicted, including copper, lead, zinc, phosphate, pyrite, graphite, cassiterite, platinum, nickel and various slags. The method has successfully been used to predict and size four flotation plants directly from bench-scale laboratory flotation testwork. All have since been commissioned, and have performed as predicted.The technique has now received broad acceptance within the South African mining industry, for example in the last year alone it has been used to drive flowsheet development for at least seven new plants. It is also being used to assist in the optimisation of existing operating plants.The methodology is described in this paper and verification of the methodology is presented using case studies of porphyry, polymetallic and PGM operations.INTRODUCTIONThere is considerable interest these days in the use of modelling to simulate flotation circuits, for process design and plant optimisation purposes. Although these models are proving to be useful tools for plant design and optimisation, their complexity can make them cumbersome – expensive to use and difficult for metallurgists to visualise and mentally absorb, without a background in each specific technique. In “SUPASIM” no attempt is made to measure flotation fundamentals, rather to use empirical relationships between laboratory flotation kinetics and plant performance – relationships that hold up well to validation exercises as will be demonstrated later in this paper. Although not designed to be as comprehensive as other models, “SUPASIM” is easily understood by the operating metallurgist and can be quickly and easily applied."

The problem of overbreak in underground construction and mining is normally approached by a variety of smooth blasting methods. Numerous small diameter, low velocity explosives have been developed specifically for blasting the contour line. Increased mechanization in rock excavation has led to the development of several methods of mechanical explosive loading. A new mechanically loaded smooth blasting explosive was developed in Sweden . However, several limitations were realised, which after several trials resulted in a hybrid smooth blasting method, The Suaer Cautious Contour Blasting Method which will be discussed in this paper.

Block caving has been the favoured mining method for large underground hard rock mines for the last few decades. The orebody must be of a size large enough to cave and generally amenable to a caving method. Typically, these mines ranged from 15 000 to 50 000 tonnes per day (50 kt/d) and have been some of the largest and most productive underground mines in the world.Now mining companies, in the quest for improved shareholder return, are looking for higher production rates from new underground mines. Whether a ‘Greenfields’ development, or a replacement for ageing large open pit mines, minimising capital and maximising production has been a focus of project teams. These new block cave mines are what have become known as ‘super caves’. These caves range from 80 kt/d to over 150 kt/d and are being planned or constructed by several major mining companies including Codelco, Freeport-McMoRan, Newcrest and Rio Tinto.Issues facing these super caves include high initial capital costs, very long development periods and significant technical challenges. These issues tend to make it difficult to present an attractive business case for such a project.This paper will discuss some of the potential benefits as well as the technical challenges and risks of operating a mine with the block or panel caving method at these very high tonnage rates. Considerations including geotechnical conditions, development rates, panel widths and ore column heights are discussed. Traditional cycle theory would postulate that if you have a supply shortage relative to demand, the price will increase because buyers will incrementally increase the price they are willing to pay to ensure that their needs are fulfilled. As prices rise, more supply will be brought on and will eventually exceed demand. This supply excess will cause the price to decline as producers have to lower their prices to sell their goods. What is interesting is that cycles are simply volatility over time. Without the time factor, volatility simply goes up and down. When we add the time element, a cycle is created. This cycle can be big or small. In mining?s case, we are talking about a Super Cycle ? a big cycle. But a Su-per Cycle can be formed in two ways. It can form by either increasing the wavelength or the volatility. If these two elements are combined, a Super Cycle is formed. It is bigger than the normal cycle in terms of time duration and extent of volatility. A recent study (Fig. 1) conducted by Cuddington and Jarrett showed an interesting proof of Super Cycles and suggests that these cycles last between 15 and 30 years. So, what causes a Su-per Cycle? Is it a convergence of unrelated events or a consequence of related events? In a global community everything is related. Equilibrium theory would also take the position that a Super Cycle is a consequence of events.

"Mining companies have recognized that characterization of ore breakage plays an essential role in the design and optimization of comminution circuits.Recently the Julius Kruttschnitt Mineral Research Centre (JKMRC) has developed a new breakage model incorporating the effect of particle size, and a new breakage characterization testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions.Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalized validation program using machines designed and manufactured by Russell Mineral Equipment (RME). The first unit was installed and commissioned at the Anglo Platinum laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the validation program in 2008, including Barrick, BHP Billiton, Rio Tinto and Teck Cominco. The results from validation tests at the JKMRC and Anglo Research have shown that the JKRBT generates statistically similar breakage parameters to the traditional Drop Weight Test, but with significant advantages over its predecessor. Application of the JKRBT in geometallurgical testing with the AMIRA P843 GeM project has confirmed the JKRBT device offers a rapid and consistent method for determining the hardness of drill core samples. The JKRBT has the potential to revolutionize ore testing, with applications in laboratory impact breakage characterization of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control and management of comminution circuits since the concept is readily adaptable to on-line ore hardness measurement.INTRODUCTIONMining companies have long recognized that the performance of a comminution machine such as a crusher or an autogenous / semi-autogenous grinding (AG/SAG) mill depends not only on the machine operating conditions, but also on the “hardness” of the feed material to be broken. This recognition has driven significant interest in laboratory particle breakage characterisation and testing. The laboratory breakage characterization tests can be roughly classified in two broad groups based on their primary breakage modes: tumbling and impact/compression. The famous Bond ball/rod mill tests (Bond, 1952 and 1961) represent the typical tumbling test and have become the industry standard for estimating the specific energy (kWh/t) of rod and ball mills. However, as the energy application in the single particle impact tests can be well defined and controlled, the latter have received significant attention in the last 30 years. It was estimated that mining companies worldwide spent over three million US dollars on single particle impact breakage characterization testing in 2006."

Esso-BHP have installed a production supervisory control system that is presently controlling the offshore oil and gas facilities on the Barracouta and Marlin platforms from an onshore master station. This control is achieved with a computerized master station onshore which uses a UHF radio system for telemetry and control.The system is designed to control, monitor, and gather data from a large number of oil and gas production platforms and has flexibility to handle future variations in operating conditions.The system will be extended to the Halibut platform late in 1970 and to the Kirlgfish platforms during 1971.

Investing in a mining venture can be risky and stakeholders need transparent, unbiased reports to understand the Mineral Resources and Mineral Reserves a mining company holds. Readability and textual choice can be used consciously to manipulate perceptions, or it can be done unconsciously. This exploratory study investigates the readability and textual choice of supplementary Mineral Resources and Mineral Reserves Reports of companies listed on the Johannesburg Stock Exchange. The results indicate that narrative manipulation occurs in these reports through word choices that make the reports difficult to read, as well as specific narrative selections. This reduces the informational value of the reports. The results of the study will be useful to various stakeholders, such as mining company management, investors, investment specialists, financial analysts, and even employees and the general community, who all use these reports to make important decisions. It is also useful for the preparers of the Mineral Resources and Mineral Reserves Reports, Competent Persons, and other technical specialists to be aware of readability and that certain textual choices can affect the interpretation of these reports. It is recommended that bodies such as the JSE and the SAMREC and SAMVAL Code committees consider adding a plain language requirement to regulations, guidelines, and codes to ensure transparent, unbiased, and objective reports.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. FOR the development of a mine, a shaft of small cross-section is usually sunk, of no larger size than is absolutely necessary. After the mine has been developed and put on a production basis it is a common practice to sink a shaft of larger cross-section for hoisting and use the original shaft for the handling of men and material into the mine. While that ar¬rangement is usually expedient, the small size of the supply cages presents a problem in the handling of ma¬terial. Where a cage is, say, 4 by 4 ft., which is not an uncommon size, all lengthy and bulky material must be handled piece by piece several times from the supply department to the underground stations. Thus drill steel and timbers over 4 ft. long will be loaded on cars at the supply department and wheeled to the shaft, where each piece must be unloaded from the cars and stood up in the cage. They are then lowered to the shaft station, unloaded piece by piece and placed in cars, run to the supply station and again unloaded and stored until called for. In such a case handling becomes a major item in the cost of supplies.

In June 1998, the world's largest grinding mill, the 40 ft (12.2 m) diameter 20 MW Cadia gearless SAG mill, was commissioned. This was a leap of over40% above the largest operating SAG mill. A significant saving in capital cost gave the incentive necessary for a single mill line at Cadia, resulting in the selection of the 40 ft (12.2 m) diameter mill. Now, after 18 months of operation, this paper will review the significant items involved in the development, design, manufacture, installation, and operation of this mill.

As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

"It is suggested that artificial supports might be used to increase, with safety, the angle of hardrock open-pit slopes. Guidelines for designing such a support system, based on a simplified analysis, are given. The installation, construction and instrumentation of a trial support system is described and a breakdown of the construction costs is given. On the basis of this cost analysis, the economic benefits derived from reduced waste-rock excavation are compared with the support costs for a typical mine. In an example, it is shown that the slope angle in an open-pit mine 500 ft deep, with benches 50 ft high by 30 ft wide, could be safely increased from 37Yz degrees without support to an optimum of 53 degrees with support. In this case, the support costs would be approximately $900 per linear foot of pit wall and the savings due to decreased excavation of waste rock (at $0.34/ton) would be approximately $1,900 per linear foot, yielding an increased margin of profit of approximately $1,000 per linear foot of pit wall. This figure could be increased to $6,000 per linear foot if the steeper slope were used to extract more ore.More than 50 per cent of the support costs are accounted for by diamond-drilling the holes for the deep cable anchors. The use of percussion drills for this purpose would seem to offer a means of significantly reducing the support . costs and thus further increasing the profit margin available."

The $58,000,000.00 Columbia Heights Metro Station project (Section E3-a) forms a part of the Washington Metropolitan Area Transit Authority's (WMATA) Greenbelt Route - Green Line subway system. The Greenbelt route is one often segments that make up WMATA's subway system. Construction of the "cut and cover" reinforced concrete station includes 600 linear feet of an underground center platform, two ancillary service areas totaling 466 linear feet, two surface entrances, and vent shafts (See Figure No. 1). Station subgrade is approximately 60 feet below existing grade. The project can be divided into five main areas: 1. North Service Rooms and Passageway; 2. West Entrance and West Passageway; 3. East Entrance; 4. Center Platform; 5. South Service Rooms. Station dimensions are approximately 1068 feet long by 64 feet wide. Construction commenced at the site in January of 1995 and is expected to be completed by December of 1999. Franki Northwest Company, Crofton, Maryland, was awarded a subcontract by general contractor Blake Construction Company, Washington, D.C, to install the support of excavation and temporary decking systems. Franki's scope of work included the installation of 490 drilled soldier piles plus two elevator shafts totaling 29,700 linear feet of drilling; 1,150 tons of steel decking covered by 37,000. square feet of precast concrete deck planks; 120,000. square feet of timber lagging; 2,500. tons of struts and wales; and temporary support of underground utilities. In conjunction with Franki's work, Bencor Corporation of America, Dallas, Texas, constructed parallel, 600 foot long slurry walls which serve as permanent walls for the center platform portion of the station.
