Australia is the world's leading producer and exporter of mineral sands. Despite increased production from some other countries in recent years, Australia maintained its No.1 position in 1988 among world producers of mineral sands concentrates. Production of the titanium minerals -- ruffle, ilmenite and leucoxene, as well as synthetic ruffle -- by the seven companies currently comprising the Australian industry increased in 1988 in response to continuing strong demand for feedstock by the pigment industry. Production of co-product zircon remained at the 1987 level, reflecting declining zircon grades. Exports of mineral sands concentrates increased in 1988; export earnings exceeded $300million. Prices for mineral sands concentrates are now at a historical high and, assuming that the world economy remains strong, real prices should continue to trend upwards in the short term. Exploration in the Eneabba-Cooljarloo region and the Scott River area, both in WA, the Murray Basin, Vic, and the central Queensland coast area, has identified substantial resources of heavy mineral sands. These discoveries have reversed the trend of the early 1980s of falling resources of mineral sands. In 1988, BMR estimated that economic demonstrated resources (EDR) of ilmenite, rutile, zircon and monazite combined was about 72.8 million tonnes. However, a substantial portion of the resources on the east coast are frozen as a result of environmental considerations. The proportion of mineral sands concentrates processed in Australia increased with the commissioning of two new synthetic rutile plants; Australia is now the world's leading producer of synthetic rutile (total capacity 272000 tonnes), most of it for export. Australia's two TiO2 pigment producers have both increased capacity, lifting national capacity by some 70p ercent to over 120000 tonnes/yr. Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

This is important because the only hope for intelligent guidance of the national destiny depends upon presenting a consistent and accurate picture of basic problems. The metals problems now fomenting are only slightly less important than those precipitating the energy crisis. Admittedly, it is difficult to generate serious thinking on this subject when the world is enjoying easy access to all metals at modest prices. This is possible because of the current world capacity to overproduce, and United States credit standing, at least up to now, has permitted buying freely on world markets. Although both these vital conditions are subject to change, there is little doubt that if the U.S. financial house is kept in order, we can muddle along for a while on a generally expanding, metalbased economy. But should our credit standing be permitted to collapse, or should there be a tightening of world supplies of metals, the nation would immediately find itself in trouble. Unfortunately, clear signals indicate that both of these conditions are threatening.

The metal age started many centuries ago, and with the exception of the noble metals, barely a dent was made in world reserves until the present century. Then, as a result of the pioneering ideas of D. C. Jackling and Paul Gemmel, and the willingness of the McNeals, Penroses and Guggenheims to back ideas with money, a virtual explosion of metal production was propagated throughout the world. It is important to examine the causes of this expansion to determine whether it is a trend that may be sustained or whether it is anomalous and therefore attributable to circumstances not likely to be repeated or continued. This period of plenty is a once only phenomenon. Vast metal resources have been sitting around here for eons, while the world was unaware of or unconcerned with their existence. But when population began to grow exponentially, and ways were discovered to use metals to develop machines to do the work of men and animals, the exploitation of raw materials increased at a staggering rate. And now the realization is dawning that minerals are a wasting asset and are beginning to present supply problems that should begin to be of concern. Two main factors have caused this condition; One is the population growth, and the other is the expanding demand for irreplaceable raw materials as nations become more developed. A group of systems analysts, at Massachusetts Institute of Technology in a book Limits of Growth, has warned that at present rates of population growth and resource consumption together with environmental constraints, a point will be reached within 100 years when the world population will become totally incapable of supporting itself. The authors conclude that this end result could be avoided if a planned equilibrium could be established at a lower rate of population growth and resource consumption. Fortunately, there is evidence that the population problem is moderating. The growth rate in the U.S. has decreased from 2.3% per year in 1900 to 1.1% in 1970. But, even at the lower rate, population will double in 70 years. The world rate is greater, and if it continues, world population will rise from 3.5 billion to nearly 10 billion in 50 years. All of these projections are questionable because the dangers of growing population are now being recognized. A marked decrease in growth rate has been noted in the more developed countries-in fact, it was zero in the U.S. in 1972. The other factor affecting consumption of raw materials is the increase in per capita use of most items as individuals become more affluent. Many economists believe that developing countries such as China and India represent a vast future potential market; but there are others, with whom the author agrees, who believe over-population tends to stagnate development. Nevertheless, it is a fact that vigorously developing societies increase consumption at a rate far above their population growth rate.

Gold recovery from refractory ores can be very difficult and complicated depending on the causes of the refractoriness. Typically, a fine wind and/or the oxidation of the gold-bearing sulfide minerals are required to liberate gold from the host rock matrix. Mineral separation techniques, particularly surface¬wettability based separation (i.e., flotation) and magnetic separation, can be used to pre-concentrate the gold and sulfide minerals, or to remove mineral species that are harmful either to the oxidation of the gold-bearing sulfides or to the cyanidation following the oxidation. In this paper, several processes are described, including oil-agglomeration flotation recovery of fine-grained gold and sulfide, reverse flotation of carbonate minerals prior to pressure or bio oxidation, reverse flotation of elemental sulfur after pressure or bio oxidation but prior to cyanide leaching, and magnetic concentration of gold-bearing iron oxides. The integration of these techniques with gold hydrometallurgical processes may make the economic recovery of gold from an otherwise uneconomic refractory ore possible.

A magnetogravimetric separation is the consequence of two competing forces with opposing directions, i.e., magnetic buoyancy and gravitation (or centrifugal force). While magnetic buoyancy is a function of particle volume, gravitational force depends on particle mass, thus permitting a separation according to specific gravity. Since magnetic buoyancy is not a phenomenon of common knowledge, this chapter is meant to briefly introduce the theory of magnetogravimetric separations. A particle that is suspended in a magnetic fluid which is exposed to an inhomogeneous magnetic field experiences a repulsive force -the so called magnetic buoyancy. In order to illustrate this effect, an analogy with the more familiar hydrostatic buoyancy is drawn. Hydrostatic buoyancy occurs due to unsymmetrical pressure distribution 'above' and 'below' a suspended particle (fig. 1).

Literally millions of words have been written on the subject of mineral slurry pipelining. The sheer bulk of literature on the subject should be enough to convince the interested observer that the method is both viable and widely applied. It is the intent of this paper to examine typical mineral slurry applications. This examination should reveal the reasons that the slurry system was selected over other transport modes and it should provide a framework for determining the applicability of the technique to new projects. Slurry transport involves the conveyance of solid particles by suspension in a moving liquid. Almost any combination of solids in liquids may be imagined, and the conduit may be an open channel or a closed pipe. Historically, the most numerous slurry transport applications consisted of mineral particles in water. However, current research investigations are emphasizing other liquid carriers, specifically those which have greater economic value. Among these are gaseous and liquid fuels and chemical feedstocks. Another area being investigated involves the use of the pipeline as a chemical reactor system. The long residence time and turbulent flow characteristics of the pipeline make it particularly attractive for certain chemical reactions. The non-selective entrainment of fine solids in flotation equipment has a detrimental effect on the concentrate grade. Reduction of solids entrainment (upgrading) is typically related with a loss in recovery of valuable minerals. For improving the froth transport characteristics and flotation cells design, a better understanding and quantification of the actual solids drainage and entrainment processes are required. In this work, the study of solids transport in the froth of a two-dimensional flotation cell was performed. The prototype cell represents a radial section of an industrial flotation cell (130m3) and was operated at steady state. Experimental tests consisted of adding a small amount of radioactive solid tracer (0.3g) near the top-of-froth or near the bottom of froth (close to the interface). The solid was selected as a non-floatable mineral (gangue) in order to evaluate both the solid entrainment into the concentrate as well as the solid drainage into the collection zone. Solid tracer consisted of fine or coarse gangue particles, P80 of 35 and 120 µm, respectively. Twelve collimated sensors located along the froth and collection zones allowed the evaluation of the solid transport in the froth, and the solid drainage from the froth to the collection zone, after tracer addition at different distances from the discharge lip. Results showed that longer distances to the froth discharge lip, as well as higher particle sizes, promotes higher solid drainage from the froth to the pulp zone, while decreasing the solids entrainment into the concentrate. The same result was observed for the solid located near the top-of-froth as well as near the bottom of froth. This information was complemented by the froth surface velocity measurements, using the Visiofroth system, showing a good agreement between the froth bubbles velocity and the solid transport velocity, measured near the discharge lip.

The magneto-hydrostatic method can be used today to separate slightly magnetic or non-magnetic particles according to differences in their specific gravities and magnetic susceptibilities. The classical approach is to effect stratification prior to separation. This paper discusses some of the significant parameters which bear on the design and pattern of the expected stratification in the separation cell. As the characteristics of the magnetic field, and consequently those of the magnetic forces, are determined by the geometry of the poles, this subject is treated first. In this context a new approach, whereby the range of stratification is extended, using positive as well as negative gradients, is presented. Finally, the effect of the relative size and shape of the particles on stratification is discussed.

Under the Wilderness Act of 1964 and the accompanying House Conference Report, the Geological Survey and Bureau of Mines are charged with the responsibility of making recurring mineral studies of wilderness and wilderness candidate areas in national forests within and proposed for the National Wilderness Preservation System. The Wilderness Act, a major shift from the multiple-use concept of national forests, identified for the first time the value of mineral resource information in decisions for single-use designation of public lands. This concept was further realized when the Secretary of the Interior in May 1974 recommended that mineral studies be made prior to wilderness recommendations for five large Interior-managed game ranges and the Glacier Bay National Monument aggregating 7.8 million acres. Presently, our studies have been completed on 126 wilderness and proposed wilderness areas totaling 15.4 million acres in the national forests. In 1973, 1 year in advance of the act's 10-year review deadline, we completed the 34 primitive areas, originally the only potential additions considered by the 1964 Act.

INTRODUCTION Resources are not; they become (Zimmermann 100) . The companion concepts of reserves and resources appear, one way or another, in almost all considerations of mineral supply. Yet, no other concepts in the economics of the mineral industries have occasioned so much confusion. Whereas everyone agrees that in general the terms refer to the amounts of material that-depending upon technology, market conditions, and institutions-will become available for production in the near or more distant future, the apparent agreement disappears when we come to more specific definitions or to application of the definitions. Some definitions emphasize the physical aspects of reserves and resources, while others emphasize the economic. Some treat reserves and resources as fixed quantities, while others regard them as continually varying. Some consider that reserve and resource estimates have validity only for individual deposits, while others insist that they can be measured with sufficient accuracy for regional or national planning. This confusion in concepts that lies at the very heart of mineral economics is both strange and not so strange. It is common in the social sciences to find concepts that have been adopted into scientific jargon from popular usage and given rather special meanings -at the same time that they continue to be widely used without such qualifications. Psychologists have the same trouble with personality and sociologists, with community. Nevertheless, an attempt must be made to straighten out the various meanings of reserves and resources, or at least to clarify the conditions under which different meanings are applicable, before much progress in analysis of mineral problems can be expected. That is the objective of this chapter. Throughout the chapter, an attempt has been made to provide enough references to guide the interested reader to the most pertinent works on the concepts under study. However, even in a review article, it is no longer feasible to provide a comprehensive set of citations; there are simply too many. In many instances the works cited will themselves include the bibliographies needed to complete a literature search; those that are particularly useful in this respect are so noted. The optimisation of mine complexes and related value chains is a challenging problem due to the simultaneous presence of a highly-dimensional decision space, integer decision variables, non-linear constraints and recovery functions, as well as geological and market uncertainty. In addition, if the uncertainty is revealed progressively, then decisions need to continuously adapt to new information, which poses additional challenges. Stochastic dynamic programming is a well-known class of methods for addressing problems where a decision-maker reacts to new information. While simplistic applications of dynamic programming using exact representations would be intractable for any realistic mine planning problem, new dynamic programming methods using approximate value function representations have been successfully implemented in the past to address problems of similar complexity. ?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

Respirable quartz duet and a kaolin clay dust have been found to be of comparable cytotoxic potential in vitro on a specific surface area basis (Wallace, et a1,1985), despite the distinctly different potentials of quartz and clay for causing pneumoconiosis or pulmonary fibrosis (Sheers, 1984). A respired particle depositing in a respiratory bronchiole or alveolus will contact a pulmonary surfactant hypophase, of which a primary component is diacyl glycerophosphorylcholine, or diacyl lecithin (DPL) (Clements, et al, 1970). Several studies have found that adsorption of such surfactant suppresses in vitro cytotoxic effects of quartz dust (Marks, 1957). Subsequent phagocytosis and digestion by a macrophage may remove the coating, restoring cytotoxic potential and initiating disease processes (Iles, 1979). Adsorption of dipalmitoyl lecithin (DPL) from emulsion in physiologic saline by respirable sized quartz dust and kaolin dusts, and consequent diminution of the dusts' hemolytic and macrophage cytotoxic potential have been reported (Wallace, et al, 1985). This report presents additional data on the cell-free in vitro phospholipase A2 enzymatic digestion of dipalmitoyl lecithin adsorbed on a quartz and a kaolin respirable sized dust (Wallace, et al, 1988) to investigate mineral specific differences in the rates of digestion and of consequent restoration of dust membranolytic potential. Respirable crystalline alpha quarts used was eighty percent smaller than 5 micorometer aerodynamic diameter with a nitrogen adsorption specific surface area of 3.97 m2/g. Respirable kaolin dust was ninety percent smaller than 5 micrometer diameter and had a specific surface area of 13.25 m2/g.

Long-term stability, appropriate taxation and incentive policies are essential to attract and stimulate investment in the mineral sector. An outline of Ontario's $4.6 billion industry and associated tax incentives is presented. Producers are offered incentives under The Mining Tax Act, federal and provincial income tax acts for exploration and development by reducing Me after tax cost to 13-25¢ for each dollar spent. The Mining Tax Act provides generous processing incentives which have positive effects in enhancing investment and economic advantages of building processing facilities. Non-mining companies and entrepreneurial individuals can receive 25% of eligible exploration expenditures in grants/tax credits under the Ontario Mineral Exploration Program.
