The theory of reliability is a powerful mathematical tool for determining optimum selection of components and application of electrical power to coal mines. In order to make this tool useful, statistical material on equipment life must be gathered and all failures carefully recorded. Statistical data can be applied to new apparatus design and can be used to determine optimum configuration of network and maintenance to reduce costs. Reference is made to underground power systems in the USSR. Technical progress in the last few years has occurred in the design and application of highly productive coal mining and transporting machinery. One of the most important problems facing mining engineers is to increase the availability of the machine to obtain higher productivity. However, machine failures and breakdowns of electrical power supply components cause serious delays in the coal-winning processes. In spite of the fact that electrical equipment and the power supply contribute only a small percentage of direct mine costs, electrical failures as well as power supply delays can result in severe indirect losses. It is necessary, therefore, to consider reliability and safety in the application of electrical equipment underground. To obtain the best results, it is necessary to investigate and evaluate the reliability of the electrical mining components (starters, breakers, motors, cables, etc.) and optimal methods for minimizing maintenance, the desired result being equipment which is efficient and safe. Electrical equipment reliability directly influences economics: the lower the reliability the more frequently failures occur, causing serious working delays and possibly huge economic losses. By the same token, while increasing the number of preventive maintenance calls per unit time might result in fewer failures, thus reducing delays, the cost of making more frequent maintenance inspections will increase; this is one aspect to be discussed in detail. Obviously, failures of identical types of electrical equipment (starters with the same current and voltage, etc.) are influenced variably by different working conditions, environments, quality of the apparatus, maintenance procedures (personnel, frequency, quality), load, and other factors. Hence, the lifetime of identical types of equipment will vary depending upon usage in terms of the foregoing factors. Thus for a given type of electrical component, these factors must be considered quantitatively; the interaction of all these factors are evaluated quantitatively by a statistical method using probability theory. Equipment reliability must be quantitatively determined from a study of equipment life, since no one laboratory test can reproduce all working conditions and environmental effects. Nevertheless, reliability theory applied to electrical mining equipment is a very powerful mathematical tool for selecting as well as evaluating certain parameters. It is necessary to select several reliability parameters so that one can obtain an expression for the total overall economic situation in terms of cost, taking into consideration damage caused by electrical equipment failure and cost of maintenance. To accomplish this result, such characteristics as apparatus lifetime, breakdown idle time, and losses (damages) can be determined quantitatively on a statistical basis. For identical electrical equipment working under similar conditions, the previously mentioned reliability factors are random variables and therefore can be characterized readily by a probability density function. Investigations carried out by the authors in the Kuznetsk Basin (Kuzbas) in West Siberia, USSR, show that the reliability factors of electrical mining equipment are well described by the exponential, normal, or Erlang's distribution in most cases. The U. S. Geological Survey has been actively engaged in work on coal for more than 50 years. During this long period we have released more than 300 publications containing information about coal and coal reserves, including details on the thickness, distribution, and quality of coal, and the structure and stratigraphy of the coal-bearing rocks. We have also cooperated with state surveys on many similar publications. For many areas these reports are the only reliable published data on our resources of coal. During the last several years we have substantially increased our activities above the wartime low. We now have field work in progress, or reports in preparation, on 13 detailed mapping projects distributed as follows: 1. Pennsylvania anthracite field 2. Casselman Basin, Md. 3. Leslie County, Ky. 4. Deep River field, N. C. 5. Coosa field, Ala. 6. Powder River field, Mont. 7. Spotted Horse field, Wyo. 8. Yampa field, Colo. 9. Paonia field, Colo. 10. Trinidad field, Colo. 11. Durango field, Colo. 12. Chaco River area, N. M. 13. Lewis and Thurston County fields, Wash. For two of these areas; the Paonia field, Colo., and the Coosa field, Ala., we have published recently preliminary reports, and final reports are in preparation. In addition, we are nearing completion of a coal reserve study of Montana, and are beginning similar studies in several other states, as part of a program of revising our estimate of national coal resources on the basis of presently available data. Factors Involved in Making Estimates Our responsibilities include detailed field mapping to secure information on areas of outcrop of coal beds, their range in thickness, nature of roof rock, amount of overburden, correlation of the beds, stratigraphy and structure of the coal-bearing rocks, and the preparation of coal reserve figures based on these data. The computation and estimation of resources of coal in the ground, like that of resources of other mineral commodities, involves consideration of many additional purely geological factors that can be appraised best through such regional studies. Regional variations in the thickness and texture of rocks overlying and underlying coal beds, for example, give evidence as to the probable position of the edges of the basin of coal deposition, or may aid in the delineation of sand-filled channels that sometimes cut out coal beds. It is apparent that the detailed field studies, in which data are gathered, are the basis for coal reserve studies, and in our present program these two phases of work are being carried on together. require both time and money. Any attempt to secure a quick answer will yield a figure that very likely cannot be substantiated, and certainly will not yield information in the detailed form now desired. It will be about 10 years before a completely new estimate can be prepared for the coal reserves of the United States at our present rate of progress, though of course, much information will be available in the interim. We would like to present such information as we obtain in the form most acceptable to the industry, and to that end we are working closely with coal resource committees of the AIME, the National Bituminous Coal Advisory Council, and the Bureau of Mines. DISCUSSION G. H. Cady*—Mr. Averitt's description of the nature of the coal resources investigations of the United States Geological Survey and the progress of this work is very timely in view of the general interest in the subject of coal resources. The Federal Survey is obviously taking the "long view" with respect to the appraisal of the coal resources as part of the preparation of the general geological map of the country and the attendant determination of the quantity of all mineral and fuel resources. It is apparently for regional surveys of the conventional type that the detailed procedures employed by the Federal Survey are applicable. Even if so it is somewhat unexpected to find the same criteria for evaluation will be applied to the country as a whole. The work on coal resources appraisal has been proceeding at various rates in a number of coal producing states for various periods. Undoubtedly since there has been no common practice in the method of appraisal the states each have worked independently and independently of the Federal Survey, and each has adopted certain practices to meet local conditions. I do not know how much consideration has been given by the U. S. Geological Survey to these practices. It seems probable that such consideration might result in important modifications of the standards which apparently have been set up by the Federal group in line with local requirements. It is the practice in some state surveys to present the facts in regard to the occurrence and distribution of coal beds and their variations in thickness down to thicknesses of 1 to 1 1/2 ft in relatively narrow stages up to maximum thickness. It is then possible for any one using such figures to compile quantitative estimates of workable coal at various minimum thickness limits. This is a desirable objective where surveys are detailed and information correspondingIy good. However, vast quantities of coal lie in beds that are relatively thin about which little information is available and the quantity of such coal might affect the final appraisal to the extent of several thousand million, depending upon the minimum limitation observed. Thus in the case of Illinois a difference of 1 ft in average thickness of coal in the coal field would make a difference of approximately 35 billion tons in the estimated quantity present. One is dealing with a very large area and small differences in thicknesses are very irnportant in the overall picture. The estimate of 10 years to accomplish the sort of detailed appraisal outlined by Mr. Averitt is viewed somewhat skeptically and certainly would require many more trained geologists than seem to be available. The requisite detailed mapping and study are very time consuming not only because of the geological field work required, which is difficult in certain seasons, but also in order to assemble data from company and personal files, and to study drill records and cores, and to sample and analyze the coal. Unless the staff of geologists could be increased in the order of several hundred per cent the prospects are that the appraisal of the type suggested will require many decades not just one. The permanent value of such appraisal, however, is not questioned and it should be expedited as rapidly as means allow. Satisfactory appraisal is not easily achieved and will vary from time to time. The main function of a geological survey is to collect and present the facts that will make possible appraisal in terms of existing conditions by individuals, particularly engineers, qualified by training and expcrience for making such estimates. Thickness and character of the coal bed, nature of the overlying and underlying strata, position, thickness, and character of "partings," relationship to other coal beds, and a variety of other factors must be assembled by the geologist in order to present a complete picture of the geological setting. The economic and engineering factors are in general outside the field of geological experience. The geologist should see to it that the pertinent geological facts are available; much more information than simply thickness and depth of the coal beds is essential to meet all the requirements of appraisal in the future as well as at present. With respect to the present demand by engineers and coal mine operators and others for a rapid re-appraisal of the available coal resources, in the light of existing practices and those in immediate prospect, the Federal procedure of systematic mapping and appraisal is scarcely in line. It will be necessary for those particularly interested in having such an estimate made to establish standards with respect to the various factors involved so that the scope of the geological work can be definitely restricted for the various coal fields. There is little use in setting up general standards since no such standards will be applicable to all fields. Thus it is folly to establish a standard minimum thickness to be generally applicable which is one-half to one-third the minimum minable thickness in some fields. The greatest difficulty in appraisal of the presently actually workable coal bed lies in the variation in the importance placed on roof, floor, structural conditions, bedded impurities. sulphur content and other factors that affect judgment relative to the value of a coal bed. It is doubtful whether any appraisal will have universal approval in view of the variable factors involved. For this reason if none other, the facts should be carefully and painstakingly assembled after the manner of a systematic geological survey such as that advocated by Mr. Averitt. Only upon the basis of sucb information can reliable estimates be made in line with selected conditions. Paul AveRitt (author's repty)— In this paper I discussed, but did not define as such, two major phases of our activities on coal, which are closely related, and which normally we in the U. S. Geological Survey see as an integrated whole. It is understandable, therefore, that Dr. Cady should assume that my remarks applied only to the current work on coal reserves with which I am directly concerned. In view of Dr. Cady's discussion, however, I think a brief summary of the two phases of U. S. Geological Survey activities on coal will be appropriate. The long-term function of the U. S. Geological Survey on coal investigations is to make detailed geologic studies, involving the preparation of detailed geologic maps showing the outcrops and correlations of coal beds, direction and dip of coal-bearing rocks, nature and thickness of overburden, location of faults and fold axes, and similar features. Such studies also yield many measured sections of coal and associated strata, which show variations in the thickness of the beds, and the intervals between coal beds. Taken as a whole, detailed geologic studies provide much useful information for mine operators and engineers. As Dr. Cady points out, this type of geologic work is arduous and time consuming, but it provides the basic data that are necessary both in the development of our coal fields, and also in the preparation of coal-reserve estimates, which are discussed in the next paragraph. The State of New South Wales is highly favoured in having vast deposits of coal adjacent to and within easy reach of the coastal Ports. Not only is the quality of the fuel generally superior to any found in the other States, but it is greater in extent than in any other part of the Continent. For interesting and reliable details of the history of the discovery of coal, the geology of the coal bearing strata, analysis of the various coals and other valuable data, the readers are referred to the book recently issued by the New South Wales Government, entitled The Mineral Resources of New South Wales, by Edward F. Pittman, A.R.S.M., etc., by the direction of the Hon. T. L. Fegan, Minister for Mines. The mining community is indebted to the Minister for having had published the most valuable condensed record of the mineral resources of the State extant.For the purposes of this paper we will only give such a general description of the coal fields as will make it intelligible in connection with the subject of the coal mining in the State of New South Wales.

The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.

"Coal Worker’s Pneumoconiosis (CWP) is an occupational lung disease caused by chronic exposure to respirable mine dust. After decades of steady decline, CWP incidence appears to be on the rise since the mid-1990s, particularly in some regions of Appalachia. Alarmingly, many of these cases have rapidly progressed to the most advanced form of CWP, referred to as Progressive Massive Fibrosis (PMF). Most of what is currently understood about respirable mine dust has been gleaned from routine regulatory monitoring, which tracks total mass concentration of respirable dust (mg/m3) and, less frequently, silica mass content. This paper focuses on the use of thermogravimetric analysis (TGA) as a way to provide basic characterization of the whole composition of the dust, allowing it to be classified into three mass fractions – coal, carbonate, and non-carbonate minerals. TGA was conducted on 59 dust samples collected by miners from eight coal mines in central Appalachia, and the results are discussed in terms of differences between mines, regions, and primary occupations. Consistent with prior results on area dust samples from some of the same mines, results of the personal samples generally show that the coal mass fraction of the dust is relatively low. Carbonate and non-carbonate minerals thus tend to make up the bulk of the dust mass, and vary across occupations and specific mines. INTRODUCTION After nearly four decades of decline, the prevalence of Coal Workers’ Pneumoconiosis (CWP, or “black lung”) in the US has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of progressive massive fibrosis (PMF), which is the most advanced form of the disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 US coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85%) that had a normal radiograph on file to use as a baseline, 27 (17%) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84%) of the individuals in that study worked in KY, WV or VA, and 169 (88%) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern KY. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, these recent reports may well overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression – such that effective interventions can be devised."

Dr. Ft: L. Handy of Iowa State University's Engineering Experiment Station very handily reduced the relatively complex cement making process to ultimate simplicity: "Take two cups of crushed limestone; add one-half cup of clay or pulverized shale (plus perhaps some sandstone or iron ore; depending); mix thoroughly and grind up fine. Bake in white-hot oven at about 2,600 F. Cool. Add a tablespoon of gypsum: and, again, grind very fine. If you can do this for about a penny a pound, you can almost compete.' Before Dr. Handy's time, is the early days of the U. S. Cement Industry, from 1817 when the Erie Canal was started to 1895 when the first rotary kiln was built, this was the recipe, more or less. Dr. Handy's raw materials were deposited in a natural "cement rock" found in the Hudson, New York and Lehigh, Pennsylvania valleys. At first the natural rock was pulverized (not ground fine) and interlayed with wood for "baking" at about 1,800° F in a batch process vertical shaft kiln or beehive oven; then the calcined pozzalonic (lime and silica) product was cooled and ground fine for shipment in wooden barrels. Later, in 1871, true portland cement was made. The same natural rock was ground fine to make briquettes; interlaced with wood or coal in the "Beehives"; and baked at a clinkering temperature of about 2,6000 F to produce clinker (calcium silicates) which was ground fine for sale. In those days, the crude cements dropped in price from over 1 cent to 1/2 cent per pound. In 1895 the rotary kiln introduced-continuous instead of batch processing. The countercurrent process allowed the same raw materials (now finely ground to about 80% minus 200 mesh like face powder) to be fed at one end of the rotary kiln. Heat from a coal burner was introduced with combustion air at the other end to produce the requisite clinkering temperature. The clinker product was discharged for atmospheric cooling, mixed with gypsum, and again ground fine as face powder. The cement was sold primarily in barrels, later in jute or cloth bags, then paper bags, and now primarily in bulk truck and barge carriers. The price dropped to a 1/4 cent per pound by 1910, but with recent inflation it now sells for 2 cents per pound.

The successful application of factors limiting the? availability of coal in eastern Kentucky depends on ac-curate assessment of the original resources. Examination of several previous coal-resource estimates for the region reveals significant differences among the outcomes. These differences relate to methods of analysis, biases in data and their utilization, and the problem of defining the lateral continuity of mineable beds. Improvements in the methods of estimating the original resources would greatly enhance the reliability of the results of the Coal Availability Program.

The availability of environmentally acceptable and reliable energy sources is an important issue for Federal, State, and local planners. A cooperative program by the U.S. Geological Survey, State geological surveys, and the U.S. Bureau of Mines has developed a national GIS-based systematic effort to collect, analyze, and depict data characterizing the relationship between restrictions to mining and the potential development of the Nation's coal resources. Land use/environmental and technologic/geologic restrictions are identified within selected 1:24,000-scale, 130-to 150-sq-km 7.5-min quadrangles and applied as overlays to maps of coal-bed thickness, depth, and mined-out areas. Tonnages of original, mined and lost-in-mining, remaining, restricted, and available resources are calculated. Resultant data files are transferred to the Bureau of Mines for recoverability and cost analysis.

A gas–solid fluidized bed using magnetite particles is an effective methodology for coal beneficiation in the field of dry coal cleaning. Broadening the size range of magnetite used in the bed decreases medium preparation cost. In this study, a tapered fluidized bed was used to investigate a magnetite particle size range of −0.5 + 0.074 mm. The results showed that a tapered fluidized bed effectively strengthens mixing of magnetite with a wide size range (−0.5 + 0.074 mm). The results of beneficiation experiments indicated that with increasing tapered angle, separation efficiency increased and then decreased. The highest separation efficiency was obtained at a tapered angle of 10°. The optimal results showed that the ash content of the concentrate decreased from 31.82% to 12.33% with a probable error of 0.11, which indicated that a tapered fluidized bed was efficient to improve fine coal beneficiation performance.

Coal blending inherently means homogenizing a mixture of coals so that, overall, the properties of the blend meet some specifications for maintaining power plant performance and emission requirements. In common practice, however, coal blending is at best coal mixing. If necessary, more sophisticated blending systems can produce a more homogeneous feed by using accurate weighing devices and on-line coal analyzers coupled with sampling systems. Blending can be accomplished at the mine, on stockpiles, and from bins, bunkers, and silos.

"Coals are ranked according to their degree of metamorphism or progressive change in the natural series from lignite to anthracite. The reader is referred to ASTM Standard D-388, ""Standard Classification of Coals by Rank"" for a detailed description of the system in use throughout North America including Canada.Fixed carbon and calorific value (expressed in Btu/ lb) calculated to the mineral-matter-free basis have been chosen as the main characteristics from which rank is established. Higher rank coals are classified according to fixed carbon content, lower rank coals according to the calorific value on a ""moist"" mineral-matter-free basis. Certain adjacent groups are differentiated according to their agglomerating (caking) properties. ""Moist"" refers to inherent moisture. Referring to Table 1, coals having calorific values greater than 14,000 Btu/lb on a moist mineral-matter-free basis and fixed carbon of 69% or more on a dry mineral-matter-free basis are classified according to fixed carbon. Coals having calorific values of less than 14,000 Btu/lb on a moist mineralmatter-free basis are classified according to calorific value on a moist mineral-matter-free basis. Agglomerating coals having 69 to 86% fixed carbon on the dry mineral-matter-free basis are classified in the low or medium volatile group of the bituminous class according to their volatile matter content. Agglomerating coals having calorific values between 10,500 and 11,500 Btu/lb are classified in the high volatile C bituminous coal group; nonagglomerating coals in the same calorific value range are classified in the sub-bituminous A coal group."

The Electric Power Research Institute (EPRI) is sponsoring the construction and operation of a coal cleaning test facility at Homer City, Pennsylvania. The facility represents a major investment by the electric utility industry to advance the state of the art of conventional coal cleaning technology. The facility is unique in design and can process large quantities of coal in conventional flowsheet configurations, simulate full size plant conditions, and perform open and closed loop performance testing on conventional and advanced coal cleaning equipment. Computer operation will also be demonstrated. The facility objectives, initial complement, and operating plane are discussed as they relate to other coal cleaning projects at EPRI.

Marco Polo reported that the Chinese used "black rocks" for fuel, and recent studies indicate that the Chinese may have used coal in small amounts for two or three millennia previously. The use of coal as a major source of energy however, did not begin until about the twelfth century, when the inhabitants of the northeast coast of England discovered that certain black rocks found along the seashore--and thereafter known as "sea soles" would burn. Since this initial discovery, coal has been mined continuously, first in England and shortly thereafter in present Belgium, France, and Western Germany, and finally in all coal-bearing areas of the world, in ever increasing amounts. The production of coal in the United States began about 1820, when 14 tons were reportedly mined. Since that time the production of coal increased steadily until about 1907, after which the rate has fluctuated between the extremes of about 400 and 700 million tons per year. Bituminous coal and lignite production was 590 million tons in 1974. Value of production was $8. 9 billion. Anthracite production was b.3 million tons with a value of $157.5 million.

At almost no time since the end of World War I has the coal industry been free from serious threats to its competitive position. At present, the critical question is whether the industry can maintain its position in the electric power market and this paper reviews the prospects in this area. Our report is part of a study, supported by Resources for the Future Inc., dealing with coal demand in general. Like most elements of coal economics, it has received much less analysis than problems in other energy sectors--a defect we felt worth correcting. We have concentrated on electric power elements of the market. The nature of the coal market makes this the natural choice. Three markets absorb over 80 per cent of coal production and are considered in our overall work. The completely excluded sectors are largely catchall categories in which coal use is declining anyway. Comparing the three markets included in the overall study, we see: modest growth is the most optimistic forecast for metallurgical coke; export growth depends to a large extent on policies of foreign governments. Electric power use, however, has rapidly grown to absorb over half of coal output and coal's prospects depend almost entirely on continued expansion of this market. Throughout the 1960's the demand for coal used to generate electrical power in the United States grew at an average rate of 6.5 per cent annually. This growth rate will be sustained until at least 1976.

The Environmental Session will consist of five papers dealing with various aspects of trace elements associated with coal. Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

Since the Buffalo Creek incident in February, 1972, Federal and state environmental agencies have had the pressure on the coal industry in the Appalachian area to close the coal processing plant water circuits. In an attempt to comply with this requirement, Eastern .Associated Coal Corp. decided to install a vacuum disc filter system at its Kopperston plant to eliminate the tailings pond and reduce the amount of plant make-up water. It was recognized at the time that the plant static thickener tailings would be a very difficult slurry to dewater because of its unusually high clay content. The following is a case history of the Kopperston installation and the refinements Eastern has made in its vacuum disc filter operation to increase efficiency.

There are a large number of facilities throughout the world which handle coal, such as preparation plants. Many other facilities use coal as a fuel, such as cement and lime factories. Although coal can be handled safely and can be an efficient fuel, there are explosion hazards which are accentuated as the particle size is reduced. Particle sizes of coal which can fuel a propagating explosion occur within thermal dryers, cyclones, baghouses, pulverized-fuel systems, grinding mills, and other process or conveyance equipment. This paper discusses how explosions can occur within these facilities.

"Coal is one of Alberta's major fuel resources, but its distribution, especially in the flat plains region, has been somewhat obscured by surficial deposits. After a period of neglect, easily strippable plains coal is presently approaching a position of dominance in electrical power production, a position it is likely to retain for a number of decades in the face of strong competition from hydro and nuclear power. Accordingly, the Research Council of Alberta has undertaken an inventory survey of the province's supplies of this resource.In the southern part of the province and in the north-central forest-fringe area, some strippable coal is found in the Belly River Formation and its equivalents, but major strippable coal reserves in large areas of central Alberta occur within the Edmonton Formation. The survey is planned on a reconnaissance scale, drilling test holes at 2-mile intervals in selected large areas. It appears to show that, in well-settled regions, large reserves of strippable coal are only to be expected where they have long been known; major presently unknown bodies of coal must be sought in unsettled regions or at depths too great for strip mining. However, such bodies might still be economically competitive with hydro and nuclear power in the production of electric power for some time to come."
