"IntroductionTHE PURPOSE of this paper is to give a •brief history of iron and steel in British Columbia, a quick look at the present operations of Western Canada Steel, Limited, a review of iron ore resources and iron and steel markets, and a projection of what the future might hold for the industry in British Columbia.From the Past to the PresentWhile the paper is entitled Past, Present, and Future, in covering the past, which we shall call the time prior to 1947, there is very little to be said. Small shipments of iron ore were made from the Texada deposits by the Puget Sound Iron Company from 1886 to 1907. Total ore shipped did not exceed 70,000 tons. Part of this is believed to have been used in building a United States battleship in 1907 in the Bremerton Naval Yards in Seattle, Washington.In 1914 a small steel mill was started on Lulu island, rolling bars from •box piles and used shafting. This mill operated spasmodically for a few years but finally burned down in 1921. The rolling mill stands were sold to China and are no doubt in operation in China today.In 1916 the City of Port Moody assisted in the financing of a mill which operated on re-roll rails, box piles, and steel ingots made in an experimental electric furnace in Port Moody. This furnace also produced small quantities of pig iron scrap. The backers of the Port Moody mill showed a great deal of enterprise and must have been a very forward looking group, since this was one of the first recorded applications of the electric furnace to small ingot production. Despite their enterprise, the operation was unsuccessful and terminated in 1921."

B.P.J. Stevens contributes a further response to the authors' earlier lengthy reply regarding their paper published in Trans.IMM B, vol.104, 1995, p.B1-B17, contending that despite the positive contribution clarifying their interpretations they perpetrate some misquotations, attempt to rewrite history and fail to understand the New South Wales Geological Survey's stratigraphic interpretation of the Broken Hill area. The paper's authors, in their further response, robustly defend their views, insisting that Stevens tends to misquote or take out of context what they have written and reiterating their findings that Zn is tectonically stacked above Pb at the north end of the orebody, that the written development of the stratigraphic interpretation is as they have stated, that shearing has attenuated or removed fold limbs in the Broken Hill block and that the 1:100 000 stratigraphic map reveals that magnetic anomalies are oblique to and truncated by the Geological Survey's interpreted stratigraphic boundaries

Valuation of mining companies and their underlying assets prepared by brokers' analysts are, by necessity, approximations. The reliability of the valuations is entirely proportional to the quality of available data, the reliability of forecasts and the nature of underlying commodity price assumptions. The latter is perhaps the greatest single cause of gross variations in company and asset earnings estimates and- valuations. Assumptions are often necessary regarding commodity price achievement based on commodity hedge positions. Public disclosure from listed companies provides a sound base from which to project earnings, cashflows and balance sheets. The uncommon disclosure of projected production and cost schedules often reduces the reliability of future estimates. The application of reserve and resource estimates is contentious with practitioners applying differing weightings to importance of resources in estimating mine lives (and therefore cashflow streams). Valuation methods applied in equity markets usually focus on relative value and the identification of pricing anomalies. The commonest ""rules of thumb"" applied in the valuation of mining companies (and therefore their underlying assets) is with the use of year specific price/earnings (P/E) and price/cashflow (P/CF) ratios, with low multiples suggesting undervalued assets, high multiples overvalued situations (but these rules can often be clouded by market expectations of underlying commodity price movements). Another simply applied valuation tool is to examine the examine the value placed on reserves and resources by the market. Inexpensive gold in the ground (expressed as $ of market capitalisation per ounce of reserves or resources) might indicate a buying opportunity, but the market does discount the value of gold in the ground prior to mine development and where development risk is perceived.

The Metallurgical and Materials Engineering Department at Montana Tech is investigating various methods of extracting and refining rare earth elements from mineral ores and concentrates. As part of this research, an elevated temperature “roasting” process has been evaluated as a means of converting the rare earth elements contained in various matrices to bromides as a pretreatment step in preparation for downstream rare earth element extraction and recovery operations. Laboratory and bench-scale experiments have been performed to assess the effects of varying temperature (150 to 400° C), time (1 to 4 h), and the ammonium bromide to rare earth oxide molar ratio (6 to 24) in the roaster charge. The results show that nearly complete bromination of the rare earth oxide is achievable when the roast is performed under optimum conditions.

"Brunswick Mining and Smelting Corporation Ltd. (controlled by Noranda Mines Limited) operates two lead-zinccopper- silver mines approximately 20 miles inland from Bathurst, N.B. The principal No. 12 orebody is mined by underground methods; the second, the No. 6 orebody (6 miles away), is recovered by open-pit mining. No. 12 underground operations ar•e in two parallel massive sulphide orebodies about 400 ft apart, dipping at 75 to 80 degrees and plunging almost vertically. The initial mining phase involved longhole open stoping from the 1550 level to the crown pillar, with main levels at 150-ft intervals and sub-levels between at 75 ft. Stope dimensions average 120 ft long, 100 ft wide and 400 ft high, with alternate rib pillars as well as sill and crown pillars. Initially, ore was transferred through scram drifts below each stope by means of 125-hp electric slushers and 72-in. folding scrapers, being delivered to gravity ore-pass collection •systems feeding a primary jaw crusher below. Later, track and trackless drawpoints were utilized below most longhole open stopes and pillars. Rib pillars were recovered by longhole methods, with large blasts into a central slot and undercut, after adjacent stopes had been filled. Waste-rock stripping from No. 6 open pit has been supplied to No. 12 stopes as backfill, by means of gravityfill raises.In 1968, the decision was made to mine the remaining ore zones by mechanized cut-and-fill methods, utilizing Load-Haul-Dump equipment. Currently, approximately 60 per cent of No. 12 mine production comes from mechanized cut-and-fill mining. As before, backfill is supplied from No. 6 open pit stripping waste rock, which has been crushed to minus 6 in. The ultimate objective is to supply virtually all production requirements by mechanized cut-and-fill techniques. The No. 6 open pit, which commenced production in 1966, covers an area of 1,500 by 1,200 ft, equivalent to 41 acres approximately. Ramp roads are graded at 8.5 per cent. Each mining bench is 36 ft high and the ultimate pit will consist of 14 benches for a final pit depth of 504 ft. Present depth is 180 ft."

"Operations routinely run flotation tests in laboratory mechanical cells to determine adjustments to plant operation based on feed flotation response or the effect of new reagents and dosages. The metallurgical results of these tests are certainly affected by changes in bubble size, which simultaneously impact the recoveries of the collection and froth zones. It is known that bubble size depends on the characteristics and operation of the machine in use, particularly on the gas flow rate delivered to the unit and the selected frother type and dosage. Although flotation rate constants have been related to bubble size, bubble surface area flux seems to be a more fitting variable to correlate flotation kinetics and cell performance, as it integrates bubble size and superficial gas velocity effects. However, although some evidence has been provided, a categorical relationship between cell recovery and bubble surface area flux has not been established. Our interest is to demonstrate this relationship to use it as a basis for developing soft sensors to track on-line collection zone recovery in cells. Flotation tests were designed to produce Cu concentrates for a range of bubble surface area flux values, obtained through changes in frother concentration at a constant gas flow rate, and by increasing gas flow rate at the same frother concentration. The tests were run on samples prepared from an ore batch supplied by a local operation, following strict grinding and flotation procedures, with a shallow froth to approximate cell recovery to that in the collection zone. Bubble sizes were determined using the sampling-for-imaging technique developed at McGill. The results unequivocally showed a consistent positive correlation between cell recovery and bubble surface area flux, and significant variations in performance when frother addition and gas flow rate were changed.INTRODUCTIONMineral flotation is a separation process to produce concentrates of valuable minerals by selective attachment of particles to the surface of bubbles. The process is carried out in machines where air is injected through a mineral pulp to form bubbles, and operated to create two zones: a bottom one (collection zone) where bubbles are continuously generated under conditions adequate to form bubble-particle aggregates by collision of the rising bubbles with suspended particles; and a top one (froth zone) where bubbles and bubble-particle aggregates continue to rise while concentrating and forming a froth layer for water and entrained particles to drain back to the collection zone, before overflowing as a concentrate stream. The phenomena occurring in these zones are complex and, in many cases, interactive, as they simultaneously affect stages of the particle separation sequence occurring in both zones. Although there have been significant advances in instrumentation to characterize particle and bubble populations, these have not resulted in knowledge to explain or models to describe phenomena from fundamental principles. Measurements continue to be limited to the development of empirical models for predicting the effect of operating variables on performance."

Sheaves are a critical safety component in a winding system and are expected to survive such extreme loading events as rope break. Sheave designs have often been developed and evolved empirically, consequently many existing sheaves are not necessarily subjected to the detailed analyses that are possible using todayÆs design tools. The design philosophy for sheaves is that the rope should be the weakest link in the system so that associated equipment can function safely for any load up to rope break. A number of failure mechanisms must be considered, but buckling is often prominent. During the course of investigating the feasibility of upgrading the hoisting capacity of a winding system, the capacity of all critical components was reviewed. The sheaves in the system were found to have insufficient spoke buckling capacity for the specified rope. A proposal to increase the spoke buckling capacity by connecting spokes together using a simple tie arrangement was evaluated and found ineffective. An alternative tie arrangement concept was developed and evaluated and shown to be adequate. This paper describes the finite element model, analysis approach and results for the original sheave and the two modifications. The contribution of the sheave rim to the total buckling capacity is evaluated. Some practical issues for spoke tie modifications are discussed.

"ADVANCE planning of mining methods, from the first development openings to stope layout and pillar recovery, has long been accepted as a normal method of operating a mine. Recently, mine managers have become increasingly aware that advance planning of cost and accounting controls can also be considered a normal method of operation. The use of such controls is wide-spread in manufacturing industries. In mining, the gold mines of South Africa have pioneered, with marked success, in this field and have been closely associated with most of the research and field work in accounting control. Canadian mine managers are also beginning to realize the advantages of using planned costs. The control procedures which subsequently have been introduced at various mines have come to be known by such names as ""Responsibility Costing"" or Budgetary Control"".Budgetary control, the term used in this paper, is based on the concept of decentralized authority with centralized control. ;The control is achieved by measuring results against yardsticks which are in the form of budgets or standards. Bud-gets are made for the future activities of each possible operation as planned by the department head, and attention is directed to variations from this plan. Furthermore, the control process charges to each operation only those costs which are incurred directly for that operation, and which can be controlled by the person in charge. Thus, budgetary control relates results to the officials responsible for those results. Expenditures are analyzed according to the organizational structure of the mine and the people who run it, and not according to production processes."

The development in the perfection of mine-surveying instruments has been by no means rapid, as it has depended somewhat on the details of construction borrowed from astronomical and geodetic theodolites, largely on the restrictions laid down by mining companies and the prejudices of mine managers themselves, but more than all on the methods used in conducting surveys and the importance attached thereto. Mine-surveying, in some form or other, has been practiced from the very earliest times; but it has never kept pace with the other branches of surveying, or even with the art of mining itself, and cannot be recognized as an exact science until shortly before the beginning of this century. The works of Hero of Alexandria, who lived in the second century B.C., are still extant, and contain descriptions of a rectangular sighting-instrument, which he invented and called a diopter. His improvement upon this simple construction, which possibly he devised for use in the Greek mines for rough leveling-purposes and for laying out any angle, must be considered, says Hübner," as the origin of the highly perfected theodolite of to-day. Whether this instrument came into general use during the first centuries of the Christian era, is not recorded; in fact, no writer undertakes to tell how mine-surveying was conducted until 1556, in which year Agricola expounds the principles of mining and metallurgy in his De Re Metallica, devoting the entire fifth chapter to the practice of mine-surveying (see Fig. 1). THE stratigraphical geology of the vicinity of Buffalo has always been of great interest on account of its bearing on the origin and history of the Niagara-river gorge, between the Falls and Lake Ontario. Recently, however, the character and thickness of the strata which underlie Buffalo have acquired more practical and economic importance on account of their relation to the possible occurrence of natural gas in commercial quantity near the Niagara river. In a paper presented at the Duluth meeting (l887), on " Petroleum and Natural Gas in New york State" (Trans., xvi., 906), I gave a brief description of the four wells which had been drilled by the Buffalo Cement Company between 1883 and that time. One of these wells is 1305 fret deep; and, at the time that my paper was finally revised for the Transactions (June, 1888), it was still an open question whether the drill in this well had reached the Niagara limestone, or had penetrated the Medina sandstones and shales, which latter are boldly exposed in a number of localities in the district, hut more particularly along the Niagara river in the vicinity of Lewiston and Qneenstown. The difficulty in this geological question at Buffalo has lain in the fact that no reliable determination could be made of the thickness of the strata included between the Corniferous limestone, immediately below which the drilling of the Buffalo gas-wells was commenced, and the Niagara limestone. On the other hand, the strata included between the latter limestone and the middle portion of the Medina sandstones and shales, have been minutely measured and studied in the Niagara gorge below the Falls by many American and European geologists. The first reliable section of these strata was constructed by Professor Eaton, and published in 1824 in his report on the Geological and Agricultural Survey of the District adjoining the Erie Canal. This section, extending from Lake Erie to Lewiston, is complete, with the exception that no thickness is given to the Salina or Onoudaga salt group,

A geometallurgical model is currently built in two different ways. The first and the most common way relies on geometallurgical testing, where a large number of samples are analysed for metallurgical response using small-scale laboratory tests, eg Davis tube testing. The second, mineralogical approach focuses on collecting mineralogical information over the orebody and building the metallurgical model based on mineralogy. At Lules University of Technology, Sweden, the latter method has been adopted and taken further in four ongoing PhD studies. The geological model gives modal composition by the help of element-to-mineral conversion and Rietveld X-ray diffraction. Texturally, the orebody is divided into different archetypes, and liberation measurements for each of them are carried out in processing fineness using IncaMineral, a SEM-based technique. The grindability and liberation spectrum of any given geological unit (sample, ore block, domain) are extrapolated from the archetypes. The process model is taken into a liberation level by mass balancing selected metallurgical tests using the particle tracking technique. The approach is general and can be applied to any type of ores. "As human beings, we have managed risk since the dawn of the ages and have been adept at doing so. In order to survive, we hunted or gathered. If we did not take enough risk, we died. If we took much risk, we died (Fig. 1). As individuals and tribes, risk had to be optimized to maximize our chances to thrive, as individuals and as tribes.In today’s world, the risks are vastly different, but in order to thrive, these must be managed. And no industry knows this as much as mining. In fact, the International Council of Mining & Metals (ICMM) has proposed the Critical Risk Model (Fig. 2) as a means of identifying critical risk, critical controls and associated performance standards. The ICMM focuses on sustainable development performance in the mining and metals industry. It has 23 members, representing some of the largest mining companies in the world.This approach is going to help the mining industry. But it must be applied effectively, with the acknowledgment that the system alone cannot be effective. We can say this confidently, as even companies known for the strength of their risk and safety management systems continue to experience significant incidents, and, in some cases, catastrophes. Why does that happen when all safety metrics, including injury rate, are pointing in the right direction? In the view of the author, it is only when leadership, culture and systems work in complete harmony that the resilience of an organization to manage its significant risk is at an optimal level. It remains an ongoing leadership challenge to maintain that balance and the optimal mindset in the organization. So how do you maintain that special balance?Let’s start with a basic premise. Leadership, supported by simple effective systems, creates culture which creates outcomes. Everyone going home safely is an outcome, as is cost effective operations, and to achieve those outcomes efficiently, the organization must focus on the inputs. And those inputs include effective leadership, effective systems (for the purposes of this article, risk and health, safety and environment (HSE) systems), good planning, stable operations and competent workers. This article will focus on gaining maximum performance from your risk management system."

Bow-tie analysis is a commonly used tool to identify and display risks that have the potential for an undesired hazardous event. The output of the analysis are bow-tie diagrams, which are an effective and versatile communication format that can be applied to any type of risk. Contrary to their simplicity, a proper bow-tie diagram that maintains its usefulness and clear communication is difficult to build. Over two decades assisting Major Hazard Facilities with bow-tie analysis for Safety Cases, several common mistakes have been identified. This paper aims to highlight those issues with examples and provide improvement strategies. A sample of the most common mistakes are: - overly complicated risk analysis - poorly scoped and defined terms - poor descriptions and justifications - identifying too many dependent controls. Overly complicated risk analysis leads to wasted time in obtaining data for little gain. The bow-tie diagram is only a model. Effort should be redirected into identifying and managing controls that will make a tangible difference to site risk. Broad scopes lead to enormous and confusing bow-tie diagrams for both the user and the workshop team. Defining the scope of the study, the consequence severity of interest and critical control characteristics creates focused workshops and targeted analysis. With more definitive scope, there may be more bow-tie diagrams, however, they are succinct and specific. Well described causes are imperative for clear communication to users, regulators and future bowtie review workshop groups. It is best to use common wording structures and explain the event stepby- step. Also, clearly document any likelihood calculations and use data references where applicable. Identifying all possible controls creates a false sense of security that there are many layers of protection. In reality, most controls are dependent on a single system or person and could all be compromised from a single failure. A definition of a ‘bow-tie’ control is required whereby it must be independent from other controls. Improving the bow-tie analysis process will assist operators in developing meaningful and ‘operational’ bow-tie diagrams to support risk management systems and practices.

In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control can be considered a form of insurance to enhance the value of an exploration or mining project. Providing reliable assay data in a production laboratory is challenging. Pressures such as time constraints and profitability affect data integrity. In Australia and North America, reliable assaying services have been provided by several laboratories. Mistakes are primarily due to human error but systems are available that monitor results and identify these types of errors. As the mining industry expands globally, mining companies encounter difficulties in some of these areas due to lack of infrastructure, poor communications, bureaucracy and political risk. These challenges also apply to the operation of laboratories, enhancing the risk of compromised data.

The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

It will also provide updated guidance for a spectrum of stakeholders including: • Consultants. • Contractors. • Planners, insurers. • Academia. • Government. Industry views will be crucial in the preparation of the Guide that will assist proactive & predictive planning and maintenance regimes and the availability of the asset. The Guide will enable changes in current working practices, share updated recommendations and provide a route map to implement future requirements for tunnel asset management. The generic content of the Guide would be applicable to North American practice.

Recent advances in ruggedised industrial control system technology and architecture in combination with latest technologies in the fast-evolving 3D LiDAR sensor sector becoming available have enabled the implementation of sophisticated automation algorithms for mining equipment such as bucket wheel reclaimers, as published by the authors in the peer reviewed AusIMM 2019 Iron Ore conference proceedings. This paper provides an overview of a second use case for such automation technology in bulk material ports integral to iron ore operations. The real-time 3D machine-vision based port automation system described in this paper was originally developed for the BHP-Mitsubishi Alliance’s (BMA) Hay Point port. The system has seen deployment at other major mining and general ports in Australia, such as at Dalrymple Bay Terminal (DBT) (shown in Figure 1) managed by Dalrymple Bay Infrastructure Management (DBIM), Hay Point, Queensland.
