"ABSTRACTThe Expander Body (EB) technology has been used successfully to increase the pile toe capacity of bored piles in loose to medium dense soil. An important advantage of the EB system is the ability to monitor the EB expansion process, which provides important information regarding soil strength and soil stiffness. This information, obtained for each installed pile, can be used to determine the actual shape and pile toe area. The expansion pressure can be used to design the pile base capacity.The Expander Body system has been recently improved by incorporating the possibility of post-grouting of the soil below the expanded pile toe. This improvement measure provides additional strength and stiffness to the pile toe and reduces pile settlement.The shaft bearing capacity of bored piles can be increased by using a soil displacement auger, which avoids soil decompression and increases lateral soil stress. This paper describes the principle of the EB system. During the past 20 years, a large number of EB piles have been installed in Bolivia and elsewhere, providing a sound database. Results from field loading tests are presented. A comprehensive study of test piles with and without EB base has been carried out which demonstrates the improvement effects that can be achieved by the EB pile system and the combination with the displacement auger pile method. A design concept for the EB pile system with the full displacement auger pile is presented. A high degree of quality control can be achieved by monitoring the entire pile installation process, including the displacement pile and the Expander Body.1. IntroductionIn many regions of South America, soil deposits consist often of predominantly loose to medium dense sands and silts, often with high groundwater table. In the Santa Cruz area in central Bolivia, such soils are frequently quaternary sediments, deposited by the river Piray. The city of Santa Cruz is located at the right bank of the river.The most common deep foundation method during the last 30 years has been cast in situ piles, augered and concreted under support of bentonite slurry. The design of such piles has been based on SPT results. However, SPT is often performed without quality control and the reliability of geotechnical data is therefore often poor. Traditional methods of pile installation with simple well drilling equipment of insufficient capacity are frequently used. Such methods lack basic requirements of quality control. Such piles have usually low toe resistance and work mainly by shaft resistance . Although the construction process and materials are cheap, the final product has variable and limited capacity. However, the most serious deficiency is that actually achieved pile capacity and pile settlement can be erratic and difficult to predict, leading to uncertainties with regard to actual foundation performance."

"This work is an extension of a previous investigation on the development of surface roughness during electrodeposition of copper. A comprehensive model based on diffusion and migration in a force field together with surface diffusion and sticking probabilities is used to generate profiles which are compared to those produced experimentally. The roughness is characterized by using the technique of fractal geometry which is shown to describe both qualitatively and 9uantitatively the development of surface morphology during electrodeposition.The work is extended to the deposition of copper in the presence of various concentrations of thiourea. The development of roughness is observed experimentally on the edge of a thin copper disc mounted between two glass plates. This enables photographs to be taken at various stages during growth. The surface outline is digitized using an image analyzer which enables the fractal dimension to be determined as growth proceeds. As expected, the presence of thiourea at low concentrations produces a fractal dimension which is closer to unity (i.e. the surface becomes smoother).IntroductionThe development of surface morphology during electrodeposition has far-reaching implications for copper plating in the electrowinning and electrorefining processes. Short circuits as the cathode surface grows unevenly require operator intervention in a dangerous environment and imply processing delays, and the inclusion of electrolyte in small gaps in the plated cathode have implications in downstream processing of the cathode. Higher current densities are obviously desirable, as they result in greater production rates, but as shown by Ettel et. al.(l), Harvey et. al.(2), Cook (3), and Harvey et. al.(4), it is not possible to operate near the projected economically optimum conditions because the electrodeposition of copper from sulphate and acid solutions is a mass transfer controlled process. It has been shown (Ettel et. al.(l), Harvey et. al.(2)) that the closer a system operates to mass transfer limiting conditions, the poorer the resulting cathode quality. One solution is to use agitation techniques to increase the limiting current density. Another is to add surface active additives to the electrolyte which has been shown by Ettel et. al.(l), Harveyet. al.(2) and Afifi et. a1.(5) to allow higher rates of production without decreasing cathode quality. The second proposed solution is of interest in this work, since there is very little knowledge of the conditions under which these additives operate effectively, and little fundamental understanding of the mechanism by which they operate. The current work seeks to contribute to this field by correlating a simulation model with experimental results to describe the development of surface morphology in the electrodeposition process."

Coal mining operations can impact on various types of surface infrastructure or natural features, including cliff-lines, steep slopes and natural watercourses. Longwall mining leads to a subsidence depression due to the changing geometry of the mined out area. The current regulatory process for managing subsidence in New South Wales (NSW) involves the preparation of a Subsidence Management Plan (SMP). This paper demonstrates the use of a Weights of Evidence (WofE) technique applied within a Geographical Information Systems (GIS) environment to predict potential areas for rockfalls along cliff-lines in the NSW Southern Coalfield. The WofE is a ædata-drivenÆ method that can be used to predict subsidence impacts prior to mining. The WofE method was applied to ten known rockfalls along the Cataract River to evaluate the reduced impact of not mining within 50 m of cliff-lines along the Nepean River. There is significant reduction of probabilities of rockfall occurrence when mining is avoided within 50 m of cliffs.

IT is a well known fact that age-hardening alloys remain in a supersaturated, or partially supersaturated, condition only for limited periods of time at temperatures below the solvus. In order to develop optimum properties by subjecting the quenched alloy to precipitation or age-hardening treatment at a specified temperature, it is necessary that the cooling rate be sufficiently high to maintain the required degree of supersaturation of the solid solution. In practical applications the size and shape of the specimens obviously have considerable influence on the rate of cooling and there is need for more information on the effects of various rates of cooling. Cooling rates of quenched aluminum alloys generally have been established by the type of quenching medium, the temperature of the medium and the dimensions of the specimen.1,2,3 Except for the work of Roth3 little quantitative information is available on the measurement of cooling rates of aluminum alloys and the significance of the influence of various cooling rates upon the mechanical properties. The purpose of the present investigation was to study the use of the Jominy test for aluminum alloys (Table I). EXPERIMENTAL PROCEDURE The material for this investigation consisted of extruded rods 1 ¼ to 1 ½ in. in diam. The chemical compositions were as follows: [ ] The modified L-type Jominy specimen with dimensions shown in Fig I was selected as the most convenient means for obtaining a wide range of cooling rates. The standard Jominy specimen was not satisfactory because its cooling rate was not sufficiently high. The four flat surfaces machined at right angles along the length of the L-type specimen to a depth of 0-015 in. facilitated the hardness measurements. The specimens were machined from the extruded stock with no intermediate forging. New specimens were used for each aging experiment. The specimens were given solution treatments of 2 hr duration at recommended temperatures in a Hoskins furnace (Table 2). The temperature of the furnace was maintained constant to ±3°C. No protective atmosphere was necessary because the thin film of oxide that formed on the surface of the specimens had no effect on the hardness measurements.

Faced with the need to improve workplace conditions in both its development and production headings in its existing K1 orebody, as well as its new K Link and K2 orebodies, the Kencana mine in Indonesia took the novel approach of reversing the ventilation on most of its access ramp by outcasting up the ramp to the portal. Working levels were then fed with fresh air via auxiliary fans sealed into the current surface ‘egress’ intake raises (ladderways) or another small surface intake raisebore rather than from fans hung in the ramp as in the past. Outcasting the portal provided a substantial increase in the total mine exhaust capacity allowing fewer levels to be ventilated in series and significantly improving conditions, especially in the most difficult workplaces to ventilate. It also reduced the consequences if there was to be a fire on a vehicle in the ramp. The same system using the ramp as an exhaust is also intended to be used as part of the final ventilation solution for the new K2 orebody which also uses a novel single surface ventilation shaft that is vertically split into separate intake and exhaust compartments using a concrete brattice. Using the main ramp as an exhaust has potential application in many other operations in Australia using surface ramps which otherwise frequently suffer from overuse of series ventilation circuits and poor working conditions at the mine bottom.

The petrographic microscope as a tool in determining impurities and grain size of limestones, clays, sand and coal ash for possible use as raw materials is discussed. Its use in the determination of the mineral composition of various size fractions of the raw mix, after fine grinding in ball mills, and of the waste dust from the rotary kiln. A description is given of the typical clinker crystals; alite, belite, tricalcium aluminate and ferrite. The process problems indicated by various changes in the crystal characteristics are listed with possible solutions. Finally the microscope as used in relation to field problems with concrete such as air void volume, percent hydration of the cement, cement aggregate bonding and the determination of solid additives, is presented.

"The purpose of this paper is to report in a general way on the use of the Portaspec X Ray Spectrograph.At Manitou Barvue, we are milling two types of ores, copper and zinc. The control assay practice was to take grab samples at 4 hour intervals. These samples were dried in the mill, then taken over to the Assay Office where two operators would process them. Three hours later results were available at almost the same time as the operator was ready to take his set of grabs again, leaving no time for adjustments, if any were needed.After a reduction of personnel, there were no assays available on night shift. This practice was slow and inadequate, and a new way of doing control assays was investigated.After investigation the Portaspec was found suitable for the type of operation that we had in mind. The Portaspec is a conventional dispersive type of X Ray spectrograph. The instrument consists of three parts:The Power Supply The Spectrographic Head The Digital ScalerIn our case, where dried powder samples are analyzed, the instrument was provided with a two sample holder using one for the standard and the other for the sample. The operation of the instrment does not require any degree of skill or knowledge of chemistry or spectrography.Previous to buying the instrument, six sets of six to ten samples were sent to the supplier along with the assay for each sample. These samples were Cu. HDS., Cu. Conc., Cu. tls, - Zn. HDS., Zn. Conc., Zn. tls. A definite pattern was observed. For example - six Cu. HDS. samples ranging from .40 to .90 gave 10400 counts for the lowest to 16.040 counts for the highest. The number of counts were then plotted to give percentages."

INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960's and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. (Radon and Thoron) 2. INFORMATION REQUIRED WHEN PROGRAM IS INITIALISED: As the program is started, it opens up on the contents page. Here there are various options to choose from, but one is cautioned as a beginner in operating the program, not to perform any tasks before carefully reading these instructions. Firstly, one must go to the 'Information required" pushbutton. Press this button. The information required page is shown where the cursor can be moved to the block where one can enter the specific mines name. To enter a mines name, put the cursor in the block provided and just insert the mines name with the normal keyboard keys and press the enter button on the computer keyboard. To enter the other information required such as Alpha and Beta instrument efficiency, ALI (Annual limit of intake) and probe area, one can either press the 'Data required" button for a dialog box information or enter it manually by just putting the cursor in the block provided and entering as did above. In order to insert all the required information for the pro- gram to calculate the information required, one must proceed further by entering the area names surveyed in the spaces provided. There are 20 spaces to enter 20 different areas surveyed. One must further also provide the amount of days worked in each area (i.8. 250) in the block provided. The de- fault is 250 days. The physical and mechanical properties of rock can be measured by a variety of standard tests, and studies have shown that there should be a fundamental connection between breakage in comminution and rock æstrengthÆ. The current study aims to develop the ring-loaded strength test, used as an industry standard for the characterisation of brittle ceramics, for determination of comminution behaviour from exploration borehole core samples. The test procedure is simple, reproducible and can yield 250 separate measurements from a one metre length of drill core. The effects of material grain size and fabric on the degree of scatter of results have been investigated with respect to the ring-loaded strength test. This study has also compared the ring loaded strength to the chevron bend test used to determine the Mode I fracture toughness. A wide range of rock materials have been studied and with further work it is conceivable that an operational work index could be obtained directly from exploration drill cores tested via the ring-loaded disc test.

Today's rapidly shrinking world requires a common language of measurements, a consistent system which could be used by everyone. The S.I. system of units is generally accepted as such and is already in use by a great majority of nations in the world. The change to S.I. units is also slowly taking place in U.S. engineering practice. The transition period is difficult and long because it takes time to get familiar with the new system, to start "feeling" values in new units. Instruments, formulas, computer programs, survey grids, etc. have to be converted or exchanged. The transition period should be used not only for substitution of units, but also for rationalization of presently used calculation methods. This paper examines the major parameters of mine ventilation from the above point of view and discusses a system which is much simpler and more consistent than the American Unit System still in use in the United States. In October 1979, the Society of Mining Engineers of AIME decided to introduce the S.I. unit system in all its publications including the periodical "Mining Engineering", and since February 1980 the system has been used consistently, not only in SME publications but in all conferences and meetings organized by this Society. The authors have no intention of explaining the details of the S.I. system in general. Any reader can find this information in many available publications and conversion tables, and in particular in the ASTM Standard for Metric Practice, E380-79. A comparison is made between various units used in mine ventilation from the past and those presently in use. This will allow an easy translation from one system to another, important when reading publications from abroad. S.I. and customary U.S. formulae are shown side by side for easier visualization of similarities and differences. Recommendations for the necessary steps in order to switch from American to S.I. units conclude the paper.

The role of hardenability in the development of high-strength low-alloy (HSLA) steels is discussed. The applicability of the superhardenability treatment. a steel making technique for increased hardenability, to HSLA steels is indicated, and the literature on this treatment is reviewed. Several low-carbon superhardenability HSLA steels were designed by use of published superhardenability multiplying factors. It was found that the hardenability of these low-carbon steels can be increased to the same extent as that of medium-carbon steels. The mechanical properties as determined in normalized bars indicate that the superhardenability treatment can be used successfully in the production of low-carbon hot-rolled HSLA steels.

INTRODUCTION Under certain circumstances the closure of former mines which are located above a certain flood level can result in problems such as the emanation of detrimental substances after having completed filling and reclamation operations. This especially applies to uranium mines in which the radiation dose could far exceed the dose of natural background radiation. By means of an example of the uranium mining in Germany in the following it will be demonstrated how to cope with this problem. On the basis of comparative investigations in various vein deposits and using ventilation scheme calculations proposals for the optimization of the necessary forced ventilation can be submitted. REPORT ON SITUATION In the period 1946 - 1989 the former Soviet-German joint- stock company "Wismut" developed into the biggest European uranium producer with a total output of about 220.000 t of uranium. A major mineraldeposit district was the deposit of Schlemaf Alberoda in the Saxon Ore Mountains, in which 80.000 t of uranium were produced. Thus it is among the biggest uranium de- posits of the world, from which various other metals were at- tracted for many centuries. The exploitation of the Schlemal Alberoda deposit involved steep veins in regions near the surface as well as depths of 1.800 m. Until 1991 a total excavation space of 40 million m3, which is flooded at present, was produced. With the average increase in the water level of 80 cm per week the final flood level is expected to be reached in the year 2003. The shaft 373 at present still being used for ventilation will be no longer available since the second quarter of 1998 after flooding the -540 m level because it is not connected with the excavation system near the surface. As a study shows, a radiation dose far above the natural back- ground radiation has to be expected for the town of Schlema due to the extensive mining activities near the surface and due to the subsequent displacement with missing depression fo the main mine ventilating fan. An uncontrolled air flow containing radon leaves the open mine excavation due to the effect of the natural ventilating pressure and emanation caused by the barometric pressure drop with atmospheric pressure fluctuations. This mine air with its high-level radioactive equilibrium results in a high radiation dose in buildings (see Figure l). After having switched off the main ventilating fan in order to investigate the effect of the missing depression the increase in radon concentrations amounted up to 700% in various buildings of Schlema. This was partially due to the inversion state of the weather at that time. The high radon concentration has detrimental effects on the health of the population and of the miners working on the further reclamation in regions above the flood level. ANALYSIS OF THE RADON EMANATION RATE EXPECTED Considering the composition of the radon inflow from the mine workings it becomes evident that 80 % of the radon inflow originates from abandoned excavations and only 20 %from open ventilated mine excavations. This fact has to be taken into account for the ventilation after having reached the final state of flooding. After completing ventilation the radiation dose on the surface is mainly due to the radon emanation from excavations close to the surface. Investigations of the Wismut GmbH showed the in- crease in the specific radon emanation rate by a factor of 100 for abandoned excavations as compared to new drivings. One reason is the larger specific surface of abandoned galleries caused by displacements due to mining activities as well as by fall of hanging. Furthermore the radon can enter the gallery through joints, which have subsequently opened by convergences. All these effects result in a larger free surface available for radon diffusion. The large number of drivings in the deposit sections near the surface and the fact that the highest uranium contents are found near the surface as well as the high fracturing are further reasons for higher emanation rates. Considering these facts it can be expected that the radon inflow of 10.000 kBq/s, which refers to an open mine excavation of about 1.4 million m3, represents a minimum. Only by increasing the specific surface, for which a numerical value has still to be determined, this value will increase with certainty. An extensive radon emanation from the residual excavation, which cannot be flooded, can only be prevented by maintaining the ventilation system. The low pressure produced by the fan in the mine openings prevents the emanation of air containing radon due to the effect of the natural ventilating pressure. Without the controlled withdrawal of the radon the population as well as the miners working on the further reclamation in areas above the flood level would be endangered. Therefore the follow-

Titanium sponge, which is almost pure titanium, is extremely ductile and not easily processed into titanium powder. One method of producing powder is the hydride-dehydride (HDH) process, where titanium sponge is hydrided to form brittle titanium hydride (TiH2). Titanium hydride is easily milled to produce powder and is then dehydrided to form Ti powder. In this work, titanium hydride powder obtained from titanium sponge was used as a starting material for blending and mechanical alloying with elemental powders. Firstly, titanium hydride powder was blended with aluminium elemental powder to produce a homogenized powder, which was then compacted and sintered to produce powder metallurgy compacts. Secondly, titanium hydride powder was mechanically alloyed with aluminium elemental powder and then compacted. The mechanically alloyed powder was characterized in terms of particle size distribution, morphology and microstructure. In both blending and mechanical alloying, the green compacts were characterized by assessing the green density, while the sintered compacts were characterized by their sintered density, microstructure, and hardness. The two processes have resulted in the formation of TiA13 intermetallic compound. It was established that by simple mixing and homogenizing, titanium hydride can be used as a starting material to produce powder metallurgy components in which porosity is a benefit rather than a problem, much akin to metallic foams. From the products obtained in the TiHz-Al system, it appears that titanium hydride can be used as a precursor in mechanical alloying. However, the possible formation of complex hydrides may introduce detrimental properties, and needs to be further investigated. For the production of non-porous components, it would be advisable to dehydrogenate the TiH2 powder before milling i.e. producing titanium powder by the hydride-dehydride (HDH) method. Abstract - The basis of the tomographic velocity imaging technique is briefly described and an application of the method to detect and image a cross-section through a chromite pod is presented. Using the chromite application as an example, the relative costs of tomographic data acquisition and processing are compared with those of diamond drilling to obtain similar resolution. A number of different tomographic survey configurations and the potential role of the method in surface and underground exploration are discussed.

Chemical admixtures are not commonly included in the variety of backfill mixes used in the mining industry. This may be attributed to several reasons including, but not limited to: the perceived high added cost, 2. the lack of awareness about their proper use, and 3. the lack of knowledge about their features and benefits. In the construction industry today, however, chemical admixtures are used in the majority of the concrete produced, enabling concrete to become a more cost-effective building material. They also enable construction crews to meet demands for year-round construction, quicker completion of construction projects, and improved concrete properties. The high demand for chemical admixtures in the construction industry has led to numerous innovations in admixture technology in recent years. Some of these chemical admixtures have been found to enhance the production, transport, placement, and in situ properties of backfill mixes. Others have been found to reduce the cost of such mixes while maintaining, and in some cases improving, their physical properties. In this paper, a few of such innovative admixture technologies are discussed. The benefits, imparted by these technologies to backfill mixes as well as performance data on their use in several backfill applications at various mines, are presented.

"The purpose of this study was to demonstrate unmanned aircraft system (UAS) technology in opencast highwall mapping using the experience at Isibonelo Colliery in Mpumalanga Province of South Africa. In opencast mines, geological mapping has evolved over time and there have been challenges in extracting valuable information from exposed highwalls due to restricted access for safety reasons. A UAS was used at Isibonelo Colliery to conduct highwall mapping, using drone-based digital photogrammetry techniques. A demonstration survey was undertaken during February 2018. The highwall flyover demonstration was planned for two areas (North and South pits) where field control points were placed by the mine survey department. A contractor used a DJI Phantom 4 (Pro) for the highwall mapping. Raw data was processed within 48 hours and a 3D model of the mapped pit area was produced. Further data extraction included obtaining updated weathering and lithological contact elevations and thicknesses for use in short-term planning. The results showed a good correlation between the resource model and the UAS data model. The project was considered a success and highwall flyover mapping and is now standard practice at Isibonelo Colliery.IntroductionDetailed geological mapping is crucial to the understanding of the structure of any mineral deposit. Several mapping methods may be applied depending on the available exposure/outcrop and nature of the orebody; for example, coal deposits typically suboutcrop only, therefore an opencut highwall provides the best exposure for mapping the geology. Mapped information, when incorporated into a resource model (generated from exploration borehole data), improves the understanding of the orebody or coal seam. This research paper focused on the use of unmanned aircraft system (UAS) technology for pit highwall mapping to generate data for updating geological models and avail the latest information to mine planning to improve the short-term plans."

"This paper provides an overview of the use of uranium and coal in Ontario Hydro's generation program. The dynamics of available supply sources including mining and transportation infrastructures and regional considerations are described. Included is a discussion of needed procurement strategies, both in place and planned, to meet fluctuating fuel requirements while ensuring adequate supply security and cost effectiveness. IntroductionDuring the first half of this century, Ontario Hydro or the Hydro Electric Power Commission of Ontario, as it was then known substantially supplied all of the province's electricity needs from a large number of hydraulic generating stations. Although hydraulic power still provides a very significant part of Ontario energy requirements, this paper will concentrate on the role of uranium and coal in their generation program. To provide a perspective on the importance of these two fuels, Figure I shows the approximate value of each for the past few years in relation to Hydro's total operating costs. The trend toward increasing nuclear output and a corresponding decline in coal use is also clearly illustrated.Figure 2 shows the currently installed capacity of their three main energy sources, hydraulic, nuclear and coal and the 1986 production totals for each, followed by Table I which compares the average operating or running cost on the basis of dollars per megawatt hour for each type of plant. It demonstrates dramatically why Ontario Hydro base load s its hydraulic and nuclear plants, and why coal has become the swing fuel on the system. Although they have a 1200 megawatt plant in Toronto with natural gas-burning capability, and a 2000 megawatt oil-fired station near Kingston, both are presently mothballed and have not been considered in this paper.This paper starts with a user's perspective of the nuclear fuel supply situation which will be discussed in relation to the usual considerations of security, flexibility and cost."
