"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

Forty-eight workers who bad escaped large underground coal-mine fires were interviewed using an open-ended protocol. This information, and the actual experiences of one eight-person mine-section crew who escaped from a Fire, were used to construct an 18-frame (page) table-top simulation exercise, which was then field tested with 134 miners. The exercise is a research toot that measures miners' proficiency in the information-gathering and decision-making skills related to escaping from a mine fire. It also helps miners to learn and practice these cognitive skills. The exercise was found to be valid and reliable. All miners reported that the exercise was authentic and would help them to remember important information. The exercise total score, and all but two item scores, significantly discriminated among miners with different levels of training. The two items that did not discriminate dealt with whether or not to abandon a helpless fellow miner. When the exercise total score data were pooled, only 13.6% of the miners achieved a desirable score of 90% mastery or greater. The simulation is important because it teaches and assesses critical judgment and derision-making skills that are rarely addressed in miner training. In the context of a case study for an underground gold mine, the value generated by a schedule optimisation tool (SOT) is assessed. SOT is a software tool for underground mine planning that maximises the net present value (NPV) of a development and production schedule. A baseline study measures the NPV of a schedule generated by SOT from a sequence prepared by the site mine planners. Operational resource constraints and precedence constraints are adhered to by the schedule and NPV is evaluated with a financial model including revenues, costs and discount rate, as specified by the mine planner.The case study has several facets in addition to the baselining component. Scenarios were conducted that examined the degree of constraint on operational resources, the projected gold price and unit costs. Life-of-mine schedules subject to optimisation using SOT allowed for equitable comparisons.Haulage was identified as a dominant constraint for the mine. It was one of six operational resources that were used to constrain the optimisation of the mine schedule, with alternative levels for some of these constraints being identified so that their effects on the NPV could be studied. Alternative price projections for gold and different cost projections were identified and their effects on the optimised schedule examined. Price and cost scenarios that brought additional economic material into the schedule at various times in the mine life were considered in comparison to a scenario that assumed no additional economic material would become available.This case study illustrated that the use of a schedule optimisation tool to optimise mine schedules provides mine planners with an ability to perform a wide variety of analyses in a relatively short period of time. Such tools thereby support strategic decision-making that can add significant value to an orebody.The case study demonstrates that by fixing the set of development and production activities to be carried out before optimising the life-of-mine schedule, the mine planners can inadvertently set up a situation where the NPV would be progressively eroded in the last several years of the mine life. The article presents the main functionality of the DSS class system for monitoring and stability assessment of tailings storage facilities. The presented demonstrator was deployed on the example of the Żelazny Most reservoir - the largest active facility of this type in Europe and the second one in the world. Considered a high-risk structure, it demands a system capable of online analysis of big data from various sources using machine learning, 3D modeling, or GIS mapping with the functions of interactive time-spatial analysis. In this paper, we present a complex calculation module with an integrated user interface.

This study elucidates a new idea to predict mine fire levels by employing several machine learning techniques. A total of 120 patterns of various mine fire influencing parameters, such as oxygen, nitrogen, carbon monoxide, and temperature, were compiled from the Adularya coal mine in Turkey. Techniques like t-distributed stochastic neighbor embedding (t-SNE) and k-means clustering were used to process the data, and support vector classification (SVC) was executed to predict various levels of the mine fire. The results revealed that the proposed model has higher credibility to predict the various levels of underground mine fires.

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

"The converting cost modeling software introduced by Ng et al. in 2005 [1] has been extended to consider the reprocessing of reverts and copper scrap. The original model evaluated the operational costs of a Peirce-Smith converter; algebraic relationships had been implemented with arrays (to represent matrices, vectors and scalar ratios). The new software brings flexibility to the underlying thermochemical balances, by using linked-lists instead of arrays. It is now possible to consider the blending of several feeds, including reverts and scrap.The software computes the length of the converting cycle from the Fe and S content of the charge together with the blowing rate; the times required for other operations (charging, skimming and idle time) are also accounted for. The costs of consumables such as flux, fuel, oxygen or compressed air are all evaluated. Downtime, labor, and materials for converter lining repairs are also considered. The software is easily extended to examine the costs of alternative operating strategies or injection technologies such as sonic single pipe injection and sonic shrouded injection. The potential cost benefits of alternative operating procedures and technologies are discussed through example calculations."

This paper compares an integrated evaluation approach to decision-making with more traditional sensitivity analysis and Monte Carlo simulation. The primary objective is to highlight the differences in NPV that can arise from using these evaluation methods in a top down and bottom-up approach. Results from three resource scenarios, derived from sampling a "virtual" ore body (reality) on grid spacings of 75m, 50m and 25m, are analyzed and compared.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Mineral resource classification is described in both the SME and CIM Standards for Mineral Resource Reporting. The CIM Standard states “… sampling … is sufficient to assume geological and grade or quality continuity between points of observation”, thus is a function of continuity and sample spacing. Continuity can be measured by use of a variogram model, but average sample spacing in three dimensions is more difficult to measure. The declustering algorithms provided with Geostatistics software, are commonly used to weight data for statistical analysis due to the sometimes-irregular spacing between drill holes during exploration. The weights are lower when data is closer, reflecting shared influence between samples, and higher for isolated samples reflecting independence. This paper will discuss the potential to use estimates of the declustering weight as an inverse relative measure for average sample spacing to gauge the confidence of the estimate independent of the single nearest sample. PROBLEM The classification of mineral resources and reserves has long been a combination of science, past experience of the estimator, judgment, and feeling. All of the definitions as presented in the standards of the various countries that participate in CRIRSCO are similar and deal with “sample points sufficiently closely spaced to support confidence in the continuity of …” This has been interpreted as the distance between the block estimated and the nearest sample (or samples). Geostatistics gave us the calculation of the estimation variance of the block, an implicit part of the calculation of weights in Kriging, to account for the confidence in the estimate. More recently, “Kriging Efficiency” has been used, however it is still dependent on the estimation error and responds in a similar fashion to the distance to the closest sample. It is also sensitive to the variogram nugget. Many of these methods result in very low distance/high confidence measures for blocks adjacent to a sample point with confidence decreasing (sometimes rapidly) as the distance to one nearest sample increases. This results in the “spotted dog” phenomenon where individual samples are surrounded by a higher classification near each sample decaying into pattern of decreasing confidence halos. In addition to the visual image of the spots, this raises the more practical problem of mine design when the classification changes between measured, indicated and inferred. This has led to ad hoc methods to classify material within the mining block so all of the stope receives that classification. These manual methods re both labor intensive and subjective. A popular technique is a multiple search method, where the estimator defines a minimum of number of samples from a minimum number of holes within a nested set of search distance that are used to classify estimates. These specified set of increasing distances are usually proportional to the variogram range. While this is generally a good technique and overcomes the spottiness of the closest sample or kriging error, it has certain issues including:

The nature of the gold-bearing fluid and the source of gold in sedimentary-hosted gold deposits of Carlin, orogenic or epithermal types is still matter of debate. Most authors point to magmatic/ metamorphic origin for the fluids, however, the properties of such fluids and their interactions with organic carbon – a common component in this type of deposits – are not sufficiently well known. Here we present a large set of novel geochemical, mineralogical and fluid-inclusion data obtained from the Algamarca Au-Ag-Cu epithermal veins, corresponding to lateral manifestation of the neighbouring sedimentary-hosted epithermal-gold deposit at Shahuindo.

The AK6 kimberlite is situated 25 km south of the Debswana Orapa Mine in Botswana and was discovered by De Beers geologists in 1969 during the follow-up of geophysical targets in the Orapa area. The kimberlite was not extensively pursued at the time as the initial bulk sampling indicated it to be of limited size and low grade, factors largely contributed to by the basalt breccia capping. Completion of high resolution integrated geophysical techniques and drill bulk sampling to depth recovered 97 tons of kimberlite during 2003 and 2004, which led to the increased size and grade estimates. Bulk sampling by Large Diameter Drilling (LDD, 23 inch diameter) commenced in 2005; 13 holes were drilled to a cumulative depth of 3,699 m and 689 carats of diamonds were recovered. In July 2006 the De Beers Mineral Resource Classification Committee classified these Phase I LOO results at a High Inferred level with an average grade of 24 carats per hundred tonnes (cpht) at a bottom cut-off of +1 mm, and a modeled average diamond value of 150 dollars per carat. A second phase of LDO drilling was initiated in 2006, and bulk sampling by trenching commenced in 2007 in order to deliver a resource estimate at indicated level. An Indicated Resource of 11.1 million carats at an average grade of 22 cpht was declared for the deposit mining lease application lodged in 2007.

The Beaverlodge uranium mining and milling facilities operated from 1952 to 1981 with about 94% of the ore extracted from the main underground mine and 6% from smaller satellite deposits. Decommissioning work occurred from 1982 to 1985 involving periods of shutdown, salvage and reclamation. Transition phase monitoring, leading to eventual delicencing commenced in July 1985. Over the last 15 years, discharge from the tailings management facility (TMF) and a fresh water stream, impacted during the operational phase by tailings spills, has improved in water quality for most parameters of concern. Loadings to the environment of three key contaminants (radium-226, total dissolved solids, and uranium) have consistently been less than during the operational phase with radium-226 having the greatest variability. Outstanding environmental issues associated with the recovering drainage system formerly used for tailings disposal, are being addressed in an enhanced environmental monitoring program to commence in 2000. Changes in water chemistry and the natural re-introduction of aquatic organisms are issues of concern. In the meantime, application for release from selected satellite areas commenced in 1999. This paper reviews the issues which have arisen during the transition phase, outlines how they have and are being addressed, and provides a comparison of original and current predictions of the recovery process under way at the former Beaverlodge mine site.

"Difficulties arise in implementing environmental technologies in the mining sector because important fundamental processes, which lead to the environmental degradation, are ignored. Weathering rates, the role of bacteria in the process and the incomplete application of the matching principle of accounting at the time the mining disturbance take place. Mining is a multi-stakeholder activity and the environmental problems have multivariate dimensions also effecting process.The limiting factors in the contaminant generation process are the transport of oxygen by advection, convection or diffusion in air or water and the associated microbial activity. Weathering products are transported from the mineral surface by atmospheric precipitation to surface and groundwater. This contamination takes place at different rates, requiring a long time to evaluate technological choices.Restoration efforts have to focus on slow reaction rates in the contaminant generating processes. Technology, which does not address the reaction rates and is selected based on inappropriate time scales, will not provide long-term solutions. Natural approaches to reduce acid generation, based on Ecological Engineering principles have required decades of research and field testing, but now show promise in addressing the cause of AMD and ameliorating its effects."
