Selection of the mining method and most appropriate mine layout for deep open cut coal mines is discussed, giving particular attention to the types of mines expected to be developed in the future in Australia. Because of the more complex nature of these operations a large number of alternatives for mine design are available, and the constraints associated with these designs are discussed. Potential problems to be overcome are identified to allow setting of realistic targets for maximum output and build-up production rates.

The technical capabilities and user-friendliness of the major computer-aided mining design software systems are reviewed. Recent experiences with three systems are outlined to indicate the practical problems that arise. The examples were: Microlynx software from Lynx Geosystems at the Great Dyke platinum mine in Zimbabwe; Lynx software from Lynx Geosystems at a copper mine in central Africa; and PC-MINE software from Gemcom Services at an open-pit gold project in Western Australia. Difficulties in the use of mining design software has led to an alternative approach. Falconbridge, Canada, has developed an integrated mine-planning system on a CAD platform that encompasses ore reserve estimation, stope design, development layout and survey control. Future directions of computer-aided mining design using this basis are discussed. A major advantage of using mainstream software packages, such as spreadsheets, databases and CAD programs, is that most engineers and geologists are experienced in handling such systems in the normal course of their work.

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

MORE than one-third of all Canada is embraced in the federal domain known as the Northwest Territories. Its most northern point, Cape Columbia, on Ellesmere Island, is only 500 mi. from the Pole. It includes parts of the main physiographic divisions of the North American continent. In the West there is a strip of 30.000 sq. mi. lying in the Cordilleran region, where peaks in the Mackenzie Mountains rise as high as 8500 ft. East of this strip and extending roughly to a line through Great Bear and Great Slave lakes to the Arctic coast is a section of the interior plains. This section, known as the Mackenzie Lowlands, contains the great artery, the most striking feature of the Northwest Territories-the Mackenzie and Slave river waterway impressive in its width, almost two miles in places, and in it's navigability for 1357 miles without obstruction to the sea. Adjoining the Mackenzie Lowlands on the East is the greater portion of the mainland of the Territories, which, as well as a large share of the island area, is in the Canadian Shield.

Arizona: The San Xavier Indian Reservation mine is located approximately 2 ½ miles northwest of Asarco's Mission Mine southwest of Tucson. The company plans to produce oxide and copper-bearing siliceous ore at this operation, construction of which is scheduled for completion in 12 months. Asarco also plans a copper leaching and iron precipitation plant at its mine. The plant will leach 4000 tpd of oxide ore using sulfuric acid produced at the company's acid plant now under construction at Hayden. Copper precipitates will go to the smelter at Hayden. A drilling program at the Sacaton copper prospect in Pinal County, has disclosed two porphyry copper deposits. One deposit, mineable by surface mining, has approximately 17 million tons of material averaging 0.80% Cu. A deeper deposit suitable for under- ground mining has approximately 12 million tons averaging 1.5% Cu. Although Asarco intends to place this property in production, no startup date has been determined.

Introductory At the Annual Meeting of the Institute, held two years ago, I had the privilege of presenting a paper on Recent Mineral Discoveries in Western Quebec. In it were pointed out the areas favourable for prospecting in that section of Quebec adjoining the mining camps of northern Ontario; the discoveries that ?had been made were recorded; and some of the developments up to that date were reviewed. Since then, two full years have elapsed, during which a considerable amount of serious work has been performed with such results that western Quebec has today six properties about ready to mine commercial ores of gold, copper, and zinc. These results have been brought about after large sums of money had been invested to bring the district to a producing stage. A smelter has been built, and is already producing copper; two railways have extended their lines into Rouyn; and the Provincial Government has shown faith in the future of the district and has spent large sums of money in the building of highways and for other public works. The purpose of the present paper is to review the developments of the last two years, and the work that has been performed in various spheres of activity in that section on western Quebec covering the county of Abitibi and the northern part of the county of Temiscamingue.

IN 1947 the mining industry strove desperately to regain operating normalcy. During the first part of the year the industry in this country was plagued with labor shortages, strikes, and portal-to-portal lawsuits. Then followed the uncertainty of Government policy with respect to subsidies and tariffs; and the long and bitter controversy as to whether we are a nation of mineral "haves" or "have-nots." As the year progressed the labor supply impoved somewhat and the Taft-Hartley law brought partial relief to strike-troubled industry. The uncertainty with respect to tariffs was partly answered by President Truman on April 29 when he announced the suspension of the 4¢ import duty on copper until March 31, 1949, and later, near the close of the year, by the announcement of the tariff agreement signed by the United Nations at Geneva. By this agreement tariff rates are to be adjusted downward, or "bound" at their present levels, for three years, on commodities amounting to some 60 per cent of United States trade. Effective Jan. 1, 1948 the rate of duty will be substantially reduced on ores, concentrates, or metals of zinc, aluminum, copper, manganese, tungsten, iron, steel, barytes, nickel, cadmium, and antimony.

The importance of factoring mining dilution into the estimation of ore reserves in an open pit mine is discussed. An example that relates the issue of mining dilution to the size of the smallest volumes that can be mined selectively is given. The relationship between the size of the selective mining units (SMUs) and the variance of their average grade is presented. The concept of variance reduction and its use in factoring mining dilution into geostatistical ore reserve estimation is described. An approach to estimate a variance reduction factor by way of conditional simulation is introduced.

"In Part 1 of this two-part paper the characteristics of mine disasters and their effects are presented with case studies from coal, metal and non-metal mines leading to an amplification of their causes and opportunities for control. The disasters discussed encompass those which threaten the health and the safety of miners and those which affect the general population. In Part 2 of the paper, which will be published in the November 1995 issue of Natural Resources Forum, the approaches to hazard and disaster control are reviewed with particular attention to laws and regulations to promote health and safety at the workplace, and general welfare in mining communities. Further, a systems approach to disaster control is outlined.The mining industry is one of the three basic industries the other two being agriculture, and wildlife and fisheries. It is the process of mining which makes available the riches of the earth - the energy and mineral resources - to benefit humanity. In fact the progress of the human race through the ages is indelibly attached to prowess in exploiting these riches. The stone, iron and bronze ages are markers not just of a time in history but achievements of monumental proportions in the mining and beneficiation of natural resources. Even in agriculture, the remarkable success stories are associated with the prudent use of mined products to enhance production and productivity. The significance of a thriving mining industry to the wealth and security of a nation is therefore unquestioned.Unfortunately, the public's image of the mining industry is often associated with the mining disasters which receive wide coverage in the local and national media. Mine disasters command tremendous attention because of their infrequent occurrence and the extent of human suffering involved. Whether it is an explosion or a fire, or the opening or closing of a mine, the lives of people are touched by the personal and societal impacts of these events.Courts of inquiry of mining disasters have often concluded that the disaster situation was ever present and could have been detected with diligent search. In addition human error has been identified as one of the most frequent immediate causes for the precipitation of the disaster. For the most part, then, mining disasters are caused by man."

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

The objective of this work is to provide a detailed review and a list of references in chronological order, comprising 80 recent technical papers, on the use of discrete-event simulation (DES) modeling in mining engineering. In this article, the review papers of published mine simulation projects through 2007 are summarized, and then a comprehensive review of individual articles published from 2008 to 2015 is presented. This survey work also includes analyses of the simulation tools used in the published projects, mining types and applications in order to assess these key features and evaluate the recent state of research in mine DES simulation. In addition, an interactive map visualization for the locations of the simulated projects is made available on a website to benefit current and prospective scholars in the field. The results of this investigation revealed that the most common application of DES in mining had been mining equipment selection and analysis, while ore processing and risk management projects were less frequently reported. The results also showed that modeling surface mines were in the majority, but the trend of publications for underground mine simulations had also increased. According to the results, ARENA was the most popular simulation software package, but several simulation tools that were only used once or twice in the mining projects are also included in this review.

Fox the past fifty years or more, the structural features of the Cordilleran mountain system of western United States have presented some most interesting problems. Any geologist or engineer living in this region, or even making occasional examinations. of the mines, will lose much of interest and importance if he is not familiar with the literature. Some of the greatest works on geology have been the, result of studies carried on in sections of this region. Among the more important of the earlier works are those of Dutton,1. King,2 Gilbert,3 and Powell;4 of the more recent Lindgren,5 Ransome,6 Spurr,7 Butler,8 and others have contributed much. Many of the papers are largely of scientific interest but even these lay the foundation for the commercial application of the broader features of the geology. I have read many of these works with the keenest interest and pleasure; in fact, some have been read until some of the more important findings seem to be my own. In this paper, however, it is my aim to accept credit for little more than the labor of assembling some of the ideas of others. THE relative importance of mineral production in British South Africa is about as follows: Gold, $200,000,000; diamonds, $40,000,000; coal, $18,-000,000; asbestos; $3,000,000; chrome ore, $2,000,000. In 1926 the gold mines paid $42,000,000 in dividends, the diamond mines $13,000,000, coal nearly $3,000,000, others less than $500,000. The recorded history of South Africa starts with the visits of the Dutch and the English in the sixteenth century, followed by the settlement of Cape Colony by the Dutch East India Company in 1651: The English acquired Capetown in 1806 and conflicts between English and Boers were a part of the history, from that, time on. Transvaal was settled in 1835, following the Great Boer Trek. The mining of diamonds became im-portant in 1870; the production of gold from the Rand in 1890;' the export of chrome ore in 1910; and the dis-covery of platinum in 1925. South Africa has a race problem, resulting not alone from the disparity of numbers between whites and natives, more than seven blacks to each white, twenty to one in Southern Rhodesia, and three. hundred to one in Northern Rhodesia; but because of the division of the white race between English and Cape Dutch or Afrikaans. IRON ore reserves of Lone Star Steel Co. cover 56,000 acres in the north basin of the East Texas geosynclinal area near Daingerfield. Ore is almost wholly restricted to the Weches formation of middle Eocene Age. Its resistance to erosion has created the hilly topography of the East Texas area. The ore deposits, in the upper portion of the hills, are usually overlain with residual sand and clay overburden less than 15 ft thick. The ore formation consists of inter- bedded shallow ocean sediments ranging from pure greensand to fine-grained sands and clays containing a maximum of 70 pct limonite, or siderite, and varying from 2 to 100 ft thick. The iron in this ore originated as iron silicate or greensand in the ocean sediments, and the ore mineral siderite was formed when meteoric waters redeposited the iron under reducing conditions as a carbonate. With weathering and progressive erosion much of this siderite was later oxidized and altered to limonite - yellow to dark brown hydrous iron oxides formed into nodules up to 18 in., embedded in a sandy clay and weathered greensand matrix. Beneath the water table the siderite zone consists of interbedded shale and greensands with thin ledges and nodules of siderite. Lone Star Steel Co. has proven a 75-year supply of ore, and exploration of reserves and acquisition of new property is not complete.

ONE of the events of note in mineral industry education circles during the year was the summer school for engineering teachers, devoted to mining and metallurgical engineering, which was conducted by the Society for the Promotion of Engineering Education in co¬operation with the University of Wisconsin. It was in charge of Prof. Harry P. Hammond, director of the summer school, and Prof. Richard S. McCaffery of the University of Wisconsin. It was attended by 63 people, and practically every educational institution offering mineral industry courses had representatives present. The session was successful and those in attendance spoke highly of the pro¬gram and results obtained. The Mineral Industry Education Division cooperated with the S.P.E.E. in this project. Prof. Hammond will discuss the purpose and results of this session at the February meeting.

The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia. The salaries, opportunities and security offered by the mining industry do not complete effectively with the rewards offered by other industries and by commerce, taking into account the social disadvantages of a mining life. THE Australian States and New Zealand have for many years provided instruction in mining, metallurgy, geology, and their allied subjects through their Universities and Schools of Mines. Though such education has been provided at considerable expenditure, there is no legal recognition whatever given to the holders of degrees, diplomas, or certificates granted by the authorities controlling these educational institutions. Certain of the, Australian States and New Zealand require, however, that mine managers and other officials employed by the mining industry shall 'hold' certificates granted by their respective Mines Departments.The position at present is that each educational institution is practically a law unto itself, and therefore in many ways there is a want of uniformity amongst institutions all aiming at the same result the training of mining men. At the end of a century of mining education in South Africa, it is appropriate to reflect on the past, take stock of the present and ponder the future of mining education. While it is likely that changes in the mining industry will generate an increased demand for mining graduates, the number of suitably qualified applicants to study mining is worryingly small. While good progress has been made in unifying the educational system that previously provided schooling on a racially separate basis, it appears that a decade or more will be required to raise competency levels in mathematics, science and English, and this paper describes the process as it affects mining engineering programs. It also describes the initiatives currently being undertaken by the University of the Witwatersrand and the mining industry to ensure that the South African industry receives an adequate flow of well-qualified mining graduates, despite more than 70% of the intake coming from severely disadvantaged educational backgrounds.
