Nuclear energy - its interactions with mining and metallurgy - PRESIDENTIAL ADDRESS given by J. P. Hugo Pr. Eng., B.Sc (Eng.) (Rand), Ph.D. (Sheffield) Energy is the life blood of the modern technological era in which we live and it was, I think, Benjamin Franklin who said that the manipulation of energy was the basis of all science and technology. This is perhaps an oversimplification, but there can be little doubt that our life today, and the improved standard of living we aspire to, are governed almost entirely by our ability to generate and manipulate energy. This ability has made it possible for Man - each specimen a feeble twentieth of a horsepower - to travel to the moon, to recover valuable minerals from the depths of the earth, to do arithmetic at unbelievable speed, to lessen the drudgery of manual labour. For these and virtually every aspect of our life we are dependent on energy from external sources. It is, therefore, not surprising that the per capita consumption of energy, and more particularly electricity, has become one of the most reliable criteria by which to measure the standard of living and technological advancement of a country.

The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

"Nuclear energy is an established and proven energy source. Today, CANDU-PHW nuclear-electric generating stations produce over one third of Ontario's total electrical supply: safely and economically. In many parts of Canada, where economic hydro resources do not exist or are fully developed, coal and nuclear energy are the only alternatives for future large-scale electrical generating capacity.Recent analyses have suggested that, in the f ace of increasing energy demands and decreasing reserves of hydrocarbon fuels, Canada must depend on electricity to provide an expanded fraction of its energy budget. Nuclear energy is likely to play an increasing role in the generation of electricity; there are also potential applications as a supplier of process heat in industry and in the in-situ recovery of bitumen fro m tar sands.The future supply of nuclear fuel, reactor safety and radioactive waste management are briefly discussed. In each case, the benefits to be gained from a controlled expansion in the use of nuclear energy outweigh any uncertainties which may exist."

This paper presents the history of uranium procurement and demand, and takes a look at future requirements. The three basic conclusions drawn are: (1) the productive capacity of former and existing producers whose operations may be profitably reactivated is insufficient to meet demand projected beyond 1975; (2) reserves in the $5 -$10 price range do not provide the flexibility to sustain production at the high rates required in the late 1970's; and (3) only higher prices can overcome these deficiencies, as this would provide sufficient inducement for the industry to explore for and develop new reserves and productive capacity.

In June, 1981 the Electric Power Research Institute (EPRI) issued a report titled "Control Systems in Coal Preparation Plants" to determine the status of instrumentation and automation systems in the coal preparation industry. EPRI concluded that the control systems presently being employed in the U.S. coal preparation plants "are relatively primitive compared with those in other mineral processing industries; and analytical instrumentation is virtually non-existent". Until recently, clean coal has had a low selling price and satisfying the purchasers' specifications required only minimum cleaning. However, it is becoming more apparent that the increases in coalfired utility power plants forced outage rates are relative to the deterioration in the quality of fired coal. Utility companies are becoming aware of the economic value of reducing the variability of ash, moisture and sulfur in steam coal purchase orders. New contracts are currently being negotiated between electric utilities and coal producers that include provisions for increased penalties if the product does not meet specifications. With tighter specifications on the quality of steam coal, interest is increasing in more sophisticated control systems. One type of device that is currently assisting the preparation plant operator optimize and control the coal cleaning process is nuclear based instrumentation. Nuclear instrumentation includes methods for measuring weight, level, and density as well as for performing elemental analysis on coal. This paper discusses the various types and applications of nuclear instrumentation currently in use in the coal preparation industry.

A nuclear meter based on measurement of prompt capture gamma rays is being developed for monitoring the sulfur content of coal streams. Equipment has been built to measure sulfur rapidly, and methods have been devised to compensate for changes in moisture, ash, and bulk density of coal flowing through a bin. Pilot plant tests of the system with various additives to different coals show a precision and accuracy of 0.02 percent sulfur and 0.04 percent sulfur, respectively. Based on these results, a hardwired meter has been fabricated for testing in a commercial coal preparation plant.

The mineral processing industry supplies raw materials to a wide variety of manufacturing sectors. Large companies such as Ford, Microsoft, and Johnson&Johnson have pledged carbon neutral supply chains in the coming decades, leaving suppliers to reevaluate their energy sources [1–3]. National Renewable Energy Lab [4] has partnered with over 700 organizations with similar goals in mind. The energy needs are broad in scope in the mineral processing industry. Generation IV of nuclear reactors, which is currently under development in both the private and public sector includes a class called microreactors like the small modular reactor XEnergy plans to install at Dow Chemical’s Gulf Coast facility by 2023 [5]. As the name implies, these are smaller than the utility scale nuclear power plants in operation today, and are intended to be more versatile. A specific reactor core design, along with modules could be selected to fit a certain application without needing to design a greenfield power plant. Basic water cooled designs could easily supply shaft work, electricity, and low grade process heat to a facility. More advanced designs, such as molten-salt-reactors and high-temperaturegas-reactors can achieve higher temperatures needed for ore roasting. Similarly, these reactors could produce hydrogen by high temperature electrolysis to use as combustion fuel and reducing atmosphere in blast furnaces.

Nuclear power currently produces about 20% of the electricity in the US, with 104 nuclear power plants located in 31 states. The commercial US nuclear industry contributes over $4 billion annually to US workers in salaries and wages. 25,000 new jobs need to be filled in the next 5 years. There are over 30 new power plants under consideration by US utilities. The operating reactors use uranium oxide fuel enriched to about 4% U235 and fission is the process used to generate heat to form steam to drive the turbine generators. Nuclear energy is an important element in the US generation portfolio and represents the largest producer of nearly emission-free electricity. Most, if not all, of the operating plants will secure an extended 20 years of operation or more. The last plant constructed was ordered in 1978. New smaller, modular reactors are under design to provide less expensive, expandable generation options.

The phenomenon of radioactivity has been known since the turn of the last century. Scientists of many nations, intrigued by the strange effects of radioactivity, have engaged in research to probe the heretofore presumed, but largely unknown world of atomic structures and subatomic- particles. A theory evolved of splitting the atom, thus providing insight into the structure of matter and opening the way to possibly create new materials. Many years of effort culminated in the first chain reaction in 1942. The beginning of the atomic age was drastically demonstrated by the flash of the large scale chain reaction of the first atom bomb. It was actual proof of the incredible energies contained in matter.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Twin-roll continuous casting technology is rapidly approaching commercialisation. Fundamentally different than conventional continuous casting, heat transfer and hence solidification during twin-roll casting are governed by the interfacial melt/mould thermal resistance, as opposed to the resistance of the solidifying shell. Under these conditions the interface resistance is predominantly controlled by the melt/substrate wetting behaviour. The very early stages of melt/mould contact are characterised by highly transient heat transfer conditions. The overall melt cooling rates prior to the formation of the first solid are reported to be in the range of 1000 - 50000 K/s with melt undercoolings of up to 300 K. At the points of intimate melt/mould contact the thermal resistance is approaching zero, where cooling rates and undercooling much larger than those reported in the literature are probably occurring. Improved wetting will reduce the energy barrier for nucleation while at the same time increasing the cooling rate of the liquid. Since the overall nucleation rate is controlled both by the rate of cluster formation and the rate of atom transfer to the nucleus, a critical cooling rate will exist above which the nucleation rate is expected to be reduced. Under these conditions, it is possible that the first solid phase to form is a metastable glass which subsequently transforms into a crystalline phase. The implications on nucleation and early growth are also discussed.

In the present work it was observed the nucleation and growth of grains in the equiaxed zone of metal matrix composites (MMCs) samples directionally solidified wit the presence of columnarto- equiaxed transition (CET) in the samples. In order to do so, first, it was defined the difference between the real temperature at a given instant, which it is used in the analysis, its variation and furthermore, the variation in the solid fraction with time between the beginning and the end of solidification. It was determined a growth law assuming a lineal variation of equiaxed grain radius as a function of time, and also, it was expressed a law of grain density as a function of time, considering the presence of SiC and Al2O3 particles in the matrix. Finally, the results obtained were validated with measured values of grain density at each position of the thermocouples in the equiaxed zone of the solidified samples.

Estos pactos permiten cambiar la percepción, incentivos y acciones de los actores, lo que incluye la acción de terceros legítimos.

El objetivo del siguiente trabajo es señalar un método que permita la recuperación económica de metales preciosos como el oro, plata y otros metales básicos (tales como plomo y cobre) de sus respectivas menas naturales y de los concentrados o relaves que los contengan. Para ello, se utlizará dos formas de aplicación: La primera se da en el tratamiento por cianuración de las menas, donde el carbón mineral es el medio precipitante de los metales disueltos. Mientras que la segunda ocurre cuando el carbón ha sido separado de las pulpas cianuradas, conviertiéndose en un agente reductor de los metales de fundición. De forma tal que se logra una recuperación integral de los metales preciosos y básicos en las barras de fundición.

"A través de la introducción del proceso de flotación, el horno de cuba perdió su importancia como unidad de fusión en la metalurgia del cobre. El producto obtenido mediante este proceso de tratamiento de minerales constituye un concentrado de flotación de granulometría extremadamente fina. En ese sentido, el presente texto señala un proceso de fusión en el cual el combustible natural del concentrado: el azufre, se utiliza para el trabajo de fusión. Asimismo, la tostación y la fusión se realizan en una sola unidad de horno y la gran superficie natural del concentrado de flotación, se aprovecha para la fusión, de modo que el concentrado sea tostado en suspensión y al mismo tiempo, fundido. Finalmente, la cantidad de los gases que reaccionan con los sólidos, puede aumentar considerablemente y, por lo tanto, igualmente la velocidad de reacción. "

En la flotación de sulfuros polimetálicos, en particular la combinación Cu-Pb-Zn, la selectividad en la flotación primaria colectiva es clave para el resultado global del proceso. Cu y Pb deben flotar en la etapa primaria y el Zn rechazado. Un diagrama de flujo típico utilizaría depresantes (NaCN, ZnSO4), activadores (CuSO4), espumantes y colectores. Utilizando un mineral polimetálico sudamericano se desarrollaron colectores más selectivos contra el Zn en la flotación primaria sin comprometer la recuperación de Cu y Pb, y a su vez mejorando la recuperación de Zn en la posterior etapa de flotación de Zn.

In the current tough mining environment with lower commodity prices, operators need to improve operational profitability. Optimised equipment asset management is a sustainable way to achieve this objective. The increased efficiency of installed process equipment positively contributes to the circuit performance, affecting metallurgical performance, plant availability and operating costs. Nui Phao Mining Company Limited (NPMC) operates a polymetallic mine located in Vietnam. The circuit produces four main products, tungsten, fluorspar, bismuth and copper. Tungsten is the major revenue producer. The operation experienced the following equipment inefficiencies in its copper and bulk sulfide flotation (BSF) circuits:• lower than expected metallurgical performance - the BSF rougher flotation tails contained coarse (+106 µm) sulfur minerals which affected the downstream tungsten gravity circuit. The unrecovered sulfur competed with tungsten minerals affecting both tungsten recovery and product grade. • structural integrity and safety - the flotation circuit structures experienced excessive vibration beyond the acceptable tolerance levels. The vibration was attributed to the flotation mechanism design and impeller tip speeds. • equipment reliability and wear life issues - the flotation mechanisms were being replaced every six months, with reported failures at three months. This resulted in high operational costs. A mineralogical evaluation of the ore indicated that the coarse sulfur minerals were well liberated and relatively rich in pyrrhotite and pyrite. It was predicted that these particles should be recoverable by flotation under optimum conditions. NPMC worked collaboratively with Outotec to investigate options to improve the metallurgical performance of both sulfur and tungsten. A review of the copper and BSF rougher circuit infrastructure was also undertaken and focused on reducing the structural vibration and improving mechanism wear life. Prior to the circuit upgrade, laboratory and pilot testing was conducted to validate the circuit improvements. The final solution included the installation of Outotec FloatForce® mechanisms in the existing copper and BSF rougher circuits, and a new flash circuit (SkimAir®) treating the rougher tails stream ahead of the tungsten gravity circuit. The flash circuit is unique, as typically these types of cells are installed in grinding circuits. By March 2016, all circuit upgrades were complete, however the initial metallurgical performance was below expectations. NPMC and Outotec worked together to investigate and improve performance through further equipment modifications. Since October 2016, the metallurgical performance has improved significantly. Coarse sulfur mineral recovery has improved, resulting in an overall increase in recovery of sulfur and tungsten of 4.7% and 2.7% respectively. The Outotec FloatForce mechanism has also delivered operational benefits, with a reduction in structural vibration to within acceptable levels (<4.0 mm/s) and an improvement in mechanism wear life by 150%. This paper discusses the BSF circuit upgrades and compares operational data before and after the upgrade to quantify the improvements in metallurgical performance, structural vibration and mechanism wear life. The recent discoveries of hydrothermal activity in the ocean off New Zealand have created interest in the business community in the commercial possibilities of mining associated marine polymetallic sulfides. This interest is more so, as this hydrothermal activity is in much shallower depths, between 120 ? 1800 meters, than the typical 2400m in other parts of the oceans. Mining for other ocean deposits around NZ, such as phosphate nodules and off-shore deposits from gold bearing river beds is also attracting interest. The question is: - how can these deposits be mined without spending the enormous sums of money required for specialized mining technology? There are no dedicated off- the-shelf systems designed exclusively for underwater mining. Such systems require expensive development and manufacturing processes and then, are most probably designed for only one specific purpose. The costs involved place such equipment beyond the means of smaller entrepreneurial groups and only the big companies have the resources required. However, large companies are normally reluctant to take the risk of investing large sums of money into deep ocean projects. Australia and New Zealand, until recent times, have been somewhat isolated from European and North American technical resources - especially in the field of underwater technology. Over the past century such isolation has often led to solving problems with what has become locally known as ? ?the number 8 gauge wire method?. This approach to problem solving entails using whatever is available to get the job done and keep costs down. In the old days with NZ technology being mainly based around farming, a piece of No. 8 gauge fencing wire, although not designed for the purpose, was often used to fix various problems ? hence the term.

"The harsh environment of the Carbothermic Aluminum process makes necessary numerical modeling as a means of process visualization and understanding. A brief survey of the various numerical models, with emphasis on CFD, applied in the development of the process is presented.IntroductionThe environment of the Alcoa Carbothermic reactor is necessarily a harsh one, with temperatures approaching 2100 °C and plenty of reactive dust and vapors. As such, it is difficult to directly observe what is actually taking place. Thermocouples can last for a few minutes but are eventually destroyed. The openings to optical pyrometers become occluded with dust and condensation. Graphite sheathing embrittles, reacts away or becomes clogged with condensate. Dip-samples on steel rods are routinely taken, but their interpretation is often unclear.Those measurements that can be reliably taken are invaluable, but often do not provide a complete picture. Therefore from the very inception of the project both physical and computer based models have played an important role. Modeling provides an intuitive understanding of the processes that might be taking place and in very many cases approach quantitative prediction. I will briefly touch upon computer-based modeling performed at Alcoa over 12 years of the Carbothermic project, with special emphasis on CFD. The explanation of physical models is perhaps best left for those with the greatest familiarity with them"
