As populations grow and industry expands, the limited fresh water resources available are increasingly under stress. This situation creates conflict between communities and industry; and the sustainability of both is threatened. The symbiotic relationship between community and industry highlights the need to develop innovative solutions to these water shortages. The sea may hold the key to providing the resource to permit the development of industry, the sustainability of communities, and the protection of the dwindling legacy water resources around the world. Desalination technologies have developed to where it is now economically viable to create industrial and potable water quality from seawater. Nowhere is this development more important than in the arid region of Northern Chile, where high copper prices have encouraged a boom in mine development.

In view of the shortage of soft water all over the Middle East countries, seawater may be used to replace the fresh water in flotation beneficiation. The flotation process required about 7 m3 of fresh water/ ton ore. This article aimed to study the effect of seawater cations and anions on the flotation process of four important mineral commodities. The adsorption of collector, zeta-potential, zero point of charge and floatability of pure minerals were studied. The individual effects of different cations and anions that are predominant in seawater, within their more or less actual concentrations were studied on individual mineral and on groups of them. The troublesome Ca2+ and Mg2+ ions, in the anionic circuit could be controlled by soda ash addition to the pulp before the anionic collector. The addition of sodium silicate improved the floatation selectivity of mineral mixtures and natural ore. At the optimum conditions the calcareous phosphate ore yielded a concentrate recovery of 83% with a grade of 34% P2O5, with 0.61%MgO, which from an ore assaying (25.3% P2O5 and 9.4% MgO).

The definitions and disclosure instructions contained in this Guide apply to all public mining entities and their public disclosures. As NI 43-101 is law in Canada, the SEC allows mineral resources and mineral reserves prepared under CIM Definition Standards for issuers that are reporting in Canada but are also registered with the SEC. The SEC places conditions on the disclosure of these estimates. US shareholders are cautioned that the requirements under NI 43-101 and the CIM Definition Standards differ significantly from those of Industry Guide 7.Note: this Guide contains the Commission's basic mining disclosure policy. "Antofagasta Minerals S.A. (AMSA), for its Centinela District Project, is currently developing, at a first stage, a new 90 ktpd Concentrator Plant incorporating Esperanza Sur (ESP Sur) and Encuentro (ENC) ores. In order to dimension properly main equipment, specifically for grinding circuit, a final decision has been taken using geological and metallurgical (comminution) data from both body ores. Data was analyzed internally within AMSA and its consultants to get a final proposed circuit for further engineering studies. Specific Energy Consumption (SEC) parameter is one of the main key factors for proper dimensioning. To get an accurate value different tests have been made and modelled to ESP Sur and ENC ores. Also, operational data from Esperanza operation has been taken into account due to its similar ore characteristics to ESP Sur ore and incorporated as input data for design. Depending on data, quality and amount, it is possible to estimate accuracy for project investment and risk level, hence investment decision can be taken under good and reliable information."

"Treviicos-Soletanche Joint Venture (JV) and the US Army Corps of Engineers (USACE) have installed a 3800-foot long, 275-foot deep and minimum 2-foot wide secant pile barrier wall at Wolf Creek Dam in Jamestown, KY. This paper describes the methodology employed by the JV and USACE to evaluate the overlap, thickness, and position of the barrier wall. It addresses the contractual requirements, positional uncertainty, and evaluation procedures.These procedures evolved over the course of the project as various issues were identified and procedures developed to evaluate these issues. During the project, it became clear that the JV and USACE could ascertain that the wall thickness and overlap requirements could be met if the overlap based upon Koden data was at least 0.7’ in the left-right direction. For a small number of piles with overlaps between 0.5’ and 0.7’, the piles are contractually compliant yet contain a minor degree of uncertainty in the overlap. Initially, the USACE assumption was that the amount of uncertainty of verticality measurements would require more than a 1-foot measured overlap in the left-right direction to confirm an actual, contractual 6-inch overlap. With time and experience, the limit of measured overlap was reduced in accordance with greater understanding of the equipment capabilities and tolerances. Other lessons learned include the need for Quality Control/Assurance personnel to collect data at the same starting point for every pile.For every pile the JV and USACE compared analog and digital data to provide confidence that the correct digital data was used for overlap calculations. Perhaps the most important lesson learned was the importance of the JV and USACE working together and sharing all data. Overlap analysis was performed by the JV’s Barrier Wall Specialist and a small number of USACE personnel. This resulted in a high level of experience and expertise within a small group.IntroductionThe Treviicos-Soletanche Joint Venture (JV) and the US Army Corps of Engineers (USACE) have installed a 3800-foot long, 275-foot deep, and minimum 2-foot wide secant pile barrier wall at Wolf Creek Dam in Jamestown, KY. The wall was installed through a 6-foot wide Protective Concrete Embankment Wall (PCEW) which was installed two feet into rock. The PCEW protects the embankment from erosion of drilling fluids during subsequent operations. Below the PCEW the piles were installed to a specified elevation (staggered at 475’ and 473’ below the 748.2’ work platform). The Ordovician limestone and shale bedrock is flat lying with few vertical fractures. These conditions facilitate the advancement of pilot holes with very low deviations (with considerable credit to the JV’s drillers and steering engineers). The pilot holes were spaced on 31.5-inch and 35-inch spacing. Subsequent enlargement of the pilot holes to 50’ resulted in a continuous wall. This paper addresses the requirements and procedures to assure that the wall was as wide, deep and continuous as specified."

"For a drainage channel built in San Juan, Puerto Rico, a value engineering (VE) proposal incorporating a secant pile top-down approach saved time and facilitated construction work on the larger flood control project. The channel, at the Bechara Industrial Area, Puerto Nuevo Port Facility and the Puerto Rico Maritime Shipping Authority Dock, was needed to allow drainage of the Rio Puerto Nuevo into San Juan Bay. The port area, one of the busiest in the Caribbean, has over 6,000 ft (1,800 m) of berthing wharves for ocean-going container ships along with over 500,000 sq ft (46,000 m²) of container loading and unloading areas, and is critical to the local economy.Planners wanted to minimize the impact of construction to the port and dock users, and developed a construction methodology and work sequencing that would prevent a complete barrier to port traffic. This plan involved non-contiguous and limited work area that “leapfrogged” along the alignment so as to prevent long barriers to lateral traffic movement across the culvert alignment.After reviewing the project plans and schedule, Morris-Shea Bridge Company (MSB) proposed an alternate design and construction approach that provided significant cost and schedule benefits, and also provided better access for the port and dock users. The alternate VE proposal involved top-down construction methodology and redesigned drainage culvert geometry with two parallel 2,000 linear ft (lf) (600 m) secant walls installed on each side of the culvert. These walls facilitated excavation and formed part of the culvert permanent walls. The result was a significantly reduced required construction right of way that allowed construction work in contiguous areas largely without impact on ongoing port activity. MSB conceived the design concept, and engineered design and construction of the VE alternate secant pile culvert.The project initially consisted of an open channel in the industrial area picking up water from the existing Rio Puerto Nuevo, transitioning to an enclosed culvert through the port and dock areas, and outfall through the existing dock. Traditionally, secant piles have been utilized to provide temporary support during excavation for shafts and cut-and-cover tunnels. As an alternative, the secant piles can be included into the permanent structure, where they serve as the envelope sustaining the lateral loads and gravity of the permanent structure in addition to supporting the excavation during construction. This has several benets, such as shorter building times and lower excavation costs. Recent construction of an approach structure and an underground station as part of Montréal, Canada’s Réseau Express Métropolitain (REM), one of the biggest transit systems in North America, was completed with remarkable success using this. In this paper, a case study based on a project that employed secant piles as the permanent liner is presented. Techniques to guarantee a watertight construction with over a century of service life are described, along with a variety of structural and waterproong methods applied to create an economical design.

"Secant pile walls are used for the construction of deep basement walls and earth retaining structures. Risk associated with secant pile walls is commonly perceived as being the safety of site personnel and the public during piling operations, or safety used in design. It is recognized that both of these are of paramount importance, but additional risks associated with the construction methods must also be considered to complete the risk management profile for any project. For the particular case of secant pile walls, if Clients take a ""back seat"" they may be unaware of the total risk package they are procuring. The authors argue that the piling contractor should be involved at the earliest stage giving input into the overall risk management process. Such early involvement within the professional team will maximise cost benefits to the Client and minimise the delays and cost increases sometimes associated with these works. A consistent methodology for identifying and then managing all the risks associated with secant pile walls is proposed. An example is used to demonstrate how this methodology should be employed. INTRODUCTIONThis paper discusses the value of a complete and integrated risk management process for structures with basements formed using a secant pile wall.The risk associated with any secant pile wall can be consicfered as comprising four components;1. Safety of people on site2. Safety of design or design methodology3. Construction risks4. Commercial risksAny risk management system needs to fully consider and integrate each of these four components to maximise the likelihood of a successful outcome for the basement.This paper concentrates on the construction risks for secant pile walls, as these are not often understood by the Client (in this paper the term ""Client"" also includes the main contractor, principal contractor, Engineer, Planning Supervisor, quantity surveyor and cost consultant)."

The Sechol Nickel-Cobalt Laterite Project is located in East-Central Guatemala, 140 km northeast from Guatemala City. In-situ resources in the immediate Sechol area, including those on other mining concessions contain 133 million tonnes of mineralization, grading 1.5 1% nickel. Considering the ever-increasing market for these metals, and the potential quick return on the initial investment, Jaguar Nickel Inc. is confident that by late 2006, it will be producing the first nickeltcobalt hydroxides from Guatemala. The path from now until the production stage passes through a pre-feasibility study, scheduled for completion by mid 2004, and bankable feasibility by mid 2005. Jaguar's objective, however, is not only to have a producing nickel-cobalt mine by late 2006, but also to continue with the exploration work in order to make Guatemala one of the world's leading nickel-cobalt producers. The Sechol group of deposits is conformed of several lateritic pockets, delimited by tectonic faults, and hosted by ultramafic rocks of the Sierra de Santa CW. ophiolitic belt that intruded the Maya Continental Block during the Early Tertiary age. The intrusive is mainly represented by a layered sequence of dunites, peridotites, and pyroxenites, usually strongly serpentinized. Existing data indicate that these rocks underwent fractional crystallization, and probably some degree of magma mixing and contamination previous to their main tectonic event. The most complete profiles are usually present over weathered dunites and serpentinites, while on top of the less altered pyroxenites, there is usually the formation of only a limonitic zone. The relative complexity of the ophiolitic belt explains the variety of mineral resources in the area, which include Ni-Co-Fe laterite, chromite, bauxite, magnesia, and also has the potential for gold, PGMs, and precious and semi-precious stones such as jade, nephrite, and chrysoprase. Metal recovery from the Sechol deposit will be based on an atmospheric chloride process, followed by solution purification, production of an intermediate nickellcobalt hydroxide suitable for sale, and finally acid and magnesia recovery by standard spray roasting technology. The chloride process will allow exploitation of the whole lateritic profile to produce 20,000 Mt of nickel hydroxide and 800 Mt of cobalt hydroxide per year. The exploration work completed to date has concentrated mostly on the Sechol group of deposits, representing less than 5% of the current land position of Jaguar in Guatemala. Within Sechol, the company has identified a large pocket of more than 5 Mt of laterites grading 2.1% nickel and 0.08 % cobalt as a startup pit "El Inicio". THE COMMITTEE on Correlation of Research held two meetings in 1931. The first was a luncheon meeting on Feb. 19, at the Engineers Club, New York, attended by eight members and four guests-William H. Bassett, past-president of the Institute; Robert E. Tally, president; H. Foster Bain, secretary; and Alfred D. Flinn, director of the Engineering Foundation. Mr. Bassett gave a short resume of the circumstances leading to the formation of the Committee and expressed his opinion that the objectives as expressed by the Committee in its first annual report were in accordance with the ideas of the Institute officials. Mr. Tally stressed the great importance of research in the mining and metallurgical industries and stated that lie believed the Institute should encourage and promote research, and that this Committee could do a great deal to foster such work in the Institute. Mr. Bain pointed out that this Committee was appointed with a view to correlating and fostering research work. in the field of the Institute's activities. This could be done in various ways, as by encouraging the divisions and committees of the Institute to hold group meetings on research, by forming research subcommittees in the Institute divisions, and by bringing together research interest in. certain projects and the fund or organization that is equipped to carry out the project.

The Second Narrows Water Supply Tunnel crossing beneath Burrard Inlet is an important component of the Greater Vancouver Water District’s plans to increase seismic resilience and meet increasing water demands. The project included the 110-meterdeep (350 ft) South TBM Receival Shaft, one of the deepest shafts to date in the sedimentary rock unit underlying much of Metro Vancouver. The shaft encountered varied sedimentary rock types, including fractured rock, with accompanying high groundwater inflows. This paper discusses the design and construction challenges associated with this shaft and the necessary means to complete the shaft in time for TBM arrival.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet the long-term needs of a growing population. The tunnel will be 1,100 m long and 6.5 m in diameter (3,610 LF × 21.3 ft), constructed under Burrard Inlet between North Vancouver and Burnaby in British Columbia. It will be excavated through mixed ground conditions under high groundwater pressure, using a slurry TBM, between a 72 m (236 ft) deep shaft in soil and a 110 m (361 ft) deep shaft in rock. The completed tunnel will accommodate three large-diameter water mains that will be installed as part of the tunnel contract. This paper presents the project from design and contractor procurement, into the current construction stage describing some of the unique challenges encountered during the project development to date.

During the second quarter of 1983, the economic recovery showed further strength abetted by the performances of consumer spending, residential investment, and the slowing down of inventory reductions. Real gross national product (GNP) increased from the first to second quarter at an annual rate of 9.2 percent, compared with 2.6 percent from the fourth quarter of 1982 to the first quarter of 1983 and an overall 1.9- percent decrease in 1982. Total industrial production increased 1.8 percent in July, and productivity as measured by output per man-hour increased 1.3 percent between 1982 and the first quarter of 1983 (table 1). Especially noteworthy .was the performance of real consumer durable goods expenditures, which increased at an annual rate of 32.0 percent from the first to the second quarter (about half of the increase consisted of automobile sales) and real consumer spending, which increased between these periods at an annual rate of 9.7 percent. Residential investment increased at an annual rate of 76.1 percent between the first and the second quarters,1/ and private housing starts by about 38,000 units in both March and May.

General economic conditions continued to improve in the second quarter of 1984 as real gross national product advanced at an annual rate of 7.5 percent (table 1). This followed an even larger first quarter annual rate increase of 10.1 percent. The slower second quarter growth was greeted as a sign that the economy is not over-heating. The signs of slowed growth in some sectors suggest that the recovery may continue well into 1985 without the inflation symptomatic of a rapid recovery. Most of the slowdown in growth was absorbed by business inventories, personal consumption of durable goods, and residential fixed investment. Business inventories grew by only 68 percent as much as in the first quarter, personal consumption for durable goods grew by 58 percent of the first quarter rate, and residential fixed investment slowed to only 44 percent of the first quarter growth. Sectors with accelerated growth in the second quarter included personal consumption of nondurable goods and of services, which increased at annual rates of 9.6 percent and 3.8 percent, respectively, and Federal purchases of goods and services, which increased at an annual rate of 47.9 percent.

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

The Flin Flon mine is at present hoisting 5,000 tons of ore daily. In 1943, a peak production of 6,188 tons daily was maintained. Before discussing secondary blasting, it is felt that a short review of stoping procedure will be of value. A list of papers dealing with various phases of the mining operation is appended. Stoping Practice Stopes vary in width from 30 to 150 feet, in length from 200 to 450 feet, and in height from 200 to 500 feet. A typical stope would be 300 feet long, 300 feet high, and 90 feet wide. The dip of the orebodies varies from 60° to vertical, with an average of 82°. The ore is heavy, having a specific gravity of 4. Both sub-level benching and radial drilling are practised. Blast-hole diamond drills are responsible for 85 per cent of the total production. Two sizes of hole are drilled at present, 11 7 6 -inch and 1%-inch. For bench drilling, the burden on the 1 7/16-inch hole is six feet, with holes on 8-foot staggered centres; in radial drilling, the burden is six feet, with nine feet between the toes. The burden on the l 5/8-inch hole is eight feet with holes on 11-foot centres, or 13 feet on the toe of fanned holes. Holes are blasted with two No. 8 instantaneous electric caps per hole, using 403 Polar Forcite. A powder charge of 0.15 pounds per ton is used, with a tonnage factor of 5 and 6.4 per foot drilled for the two sizes. Two rows of holes are blasted together. Fragmentation is satisfactory with the above drilling pattern and powder charge. However, some overbreak and fall-off locally results in oversize material. It is estimated that, after primary breaking, 75 per cent of the ore will pass through the grizzly openings and 15 per cent will pass the draw points, leaving 10 per cent that must be broken further to pass the draw points.
