Laterite projects are found in the tropical and sub-tropical regions of the world. As a result severe meteorological situations accompany such projects, often in regions of high seismic activity and political uncertainty. Frequently, socio-economic development supported by political interest is a major driver for development, while environmental protection imposes numerous stresses on the project. This paper will review and examine the many social, environmental, technical and financial issues that a mining and extraction process is subject to during development. The options that must be evaluated will be discussed in the context of sustainable development. Issues of project standards and cultural impact through to long-term issues such as greenhouse gasses and climate change will be assessed in redirecting project environmental norms. Although a rationale for sustainable project can be developed many long- term uncertainties around issues remain. The 1977 Clean Air Act Amendments will have a large effect on the coal-fired segment of the electric utility industry. Since electric power generation constitutes by far the largest single use for coal, this legislation has the potential to greatly affect future patterns of coal utilization in the U.S.A. The inability to depend exclusively upon low sulfur coal as an exclusive mode of compliance with New Source Performance Standards may greatly lessen projected demands for low sulfur coal by eastern utility boilers. The requirements of the legislation is discussed with particular reference to the needs of the electric generating industry, along with the technologies available for complying with the Act.

Computerization has allowed practical design of complicated and optimized belt conveyors for bulk materials from prediction of belt tensions around the belt circuit for a wide range of belt loadings and conveyance paths. These design methods are based on a knowledge of component operating characteristics and sources of tension change. As compared to generalized 'f' methods, CEMA's historical Kx and Ky has provided nonlinear and more specific predictions of belt tension as affected by various components and operating conditions. These empirical values were developed in a different age and generalizations made in their development are now a constraint to additional conveyor improvements. "This paper investigates why it is critical for a mine to accurately determine thermal rock properties and virgin rock temperatures. Theoretical simulations of deep mining production zones have demonstrated that thermal conductivity (k), virgin rock temperatures and specific heat (cp) significantly impact rock heat predictions which can be the dominant component of a mine’s heat load. Natural variability in these factors showed that realistic errors can have a significant effect on mine heat loads. This can ultimately affect miner safety and introduces risk to the viability and sustainability of a project. INTRODUCTION Accurate heat load determinations are critical to ensure that underground working conditions are maintained within legislated and mine specific parameters to safeguard the safety and productivity of employees. Underpredicting mine heat loads will result in hot underground conditions, which risk the health and safety of employees, reduce the productivity of employees or stop production if legislated temperatures in working areas are exceeded. Overestimating mine heat loads will result in increased capital and operating costs reducing the viability of the project. Over- or under- predicting the heat load for a project will increase the project risk. Heat sources in a mine can broadly be broken into two categories. These two categories are defined by Hemp and Rawlins (2014) as natural and artificial heat sources. Those sources which depend on the size, location and depth of the mining areas are defined as natural heat sources, whereas those heat sources which are a result of the actual mining activities are defined as artificial heat sources. Autocompression, or the conversion of potential energy, to enthalpy is an important consideration when determining the air temperature in the mine and its interaction with natural and artificial heat sources. It is documented by Jones (1985) and Hemp and Rawlins (2014), that the heat flow from rock in deep mines can dominate other heat sources; information from BBE’s archives show that this is between 40% and 60% of the total heat load. They also point out the importance of accurately measuring both the thermal rock properties and virgin rock temperatures (VRTs) for determining and planning the ventilation and refrigeration requirements for a mine. Both of these texts cite multiple methods for calculating the heat-flux and ultimately the heat load for the different working areas in a mine. All of these methods demonstrate that the heat flux and heat load will increase proportionally with increased thermal conductivity (k), specific heat (cp) of the rock or mineral, and VRT depending the area of the mine or mining method."

The new international fact of life that has emerged in the 70's is that foreign energy sources can no longer be considered either reliable or low in price. As a result, the United States is turning its full attention to its domestic energy resources. The figures about proved domestic reserves are often used to reassure us about the Nation's energy future: assuming a 50 percent recovery factor, there are at least 219 billion tons of recoverable bituminous coal and lignite, of which 31 percent is available by surface methods; proved reserves of crude petroleum and natural gas liquids total 34.3 billion barrels and 6.4 billion barrels, respectively. There is also about 4 billion tons of recoverable anthracite coal, a premium low-sulfur fuel of high heating value, which is all but priced out of the market because of the high costs of producing it. Total fossil fuel resources are even larger, although there are no guarantees concerning how much might become usable, and when, and at what cost. The figures, however, are impressive. They include the equivalent of about 200 billion barrels of oil potentially recoverable from high grade oil shale; 100 billion barrels in "heavy oil" deposits; and the equivalent of 25 to 35 billion barrels of oil in domestic deposits of "tar sands," and substantial quantities of conventional oil and gas resources. Since the beginning of the 20th century, coal has been the world?s main source of primary energy. In the last few decades, consumption of coal has gradually decreased in some European countries and elsewhere due to the introduction of other energy sources. Regardless, industry continues to use solid fuels for energy production despite of their association with carbon dioxide emissions (about 7 billion Mg). For global development going forward, it is important to estimate what level of energy consumption can be expected as far into the future as the next few decades. To answer this question, specialized global institutions such as the International Energy Agency, the World Energy Council, the World Coal Institute, the U.S. Energy Information Administration, the International Institute for Applied Systems Analysis, as well as oil companies (BP, Shell), conduct periodic forecasts of world energy consumption. The development of such forecasts is very complex because their reliability is influenced by many factors that are difficult to estimate, such as economic development, population growth, climate change, and public awareness. We are all aware that the global demand for electricity will rise significantly in the coming years as a result of anticipated population growth, industrial development, rising living standards, and the general development of civilization. The world?s mineable resources in 2010 were as follows: coal 665.6 million Mg, brown coal 195.4 billion Mg, oil 163 million Mg, and natural gas 185.5 billion m3. The annual global primary energy demand in 2008 was more than 12 billion toe (12,267 Mtoe). In 2006, electricity production in the world amounted to 18,921 TW?h. The structure of the primary energy mix in TW?h (2006) was as follows: coal 41.0%; natural gas 20.1%; nuclear fuel 14.8%; hydro energy 16.0%; liquid fuels 5.8%; and other renewable energy sources 2.3%. The European Union (EU) is one of the largest coal consumers in the world. In 2010, the EU-27 produced 396.1 million Mg of brown coal, and 132.9 million Mg of hard coal; 188 million Mg of coal was imported from outside the EU. The largest hard coal producers in the EU-27 are Poland, Great Britain, Germany, the Czech Republic, and Spain; major brown coal producers are Germany, Greece, Poland, the Czech Republic, and Hungary. For many years, the Polish energy sector has been based on domestic fuel sources ? hard coal and brown coal. The characteristic feature of the Polish balance of primary energy resources is a very high share of coal ? much higher than the world average. Pursuing the decarbonisation of the Polish economy may jeopardize Poland?s energy security, leading to a significant increase in electricity prices, which would hamper the country?s economic development. Price volatility and supply uncertainty are now the dominant features of the international markets for oil and natural gas. The high share of these fuels in meeting energy needs is the reason for unrest in many countries, including those in the EU. Under these circumstances, coal may become the stabilizing element of EU energy security.

An essential component to the management of any process is the measurement of key parameters, used to monitor, control, and provide the feedback necessary for improvement. This paper discusses how data collection and analysis can provide a better understanding of the blasting process, as well as additional control and improved outcomes.The drill and blast process involves the generation and use of information at a number of levels. Comparison of historical parameters and results provides a starting point for the development of ongoing blast designs and a baseline against which future results can be compared. The collection of data during implementation provides a quality assurance/quality control (QA/QC) function where potential defects (such as under-drilled or over-charged holes) can be rectified prior to firing. Actual quantities and production rates allow the development of realistic plans and schedules, rather than using inaccurate estimates and targets that lead to unscheduled changes to equipment paths. Over?the past several years there have been a number of technological advances in data collection technology. Drill monitoring instrumentation on blasthole drills provides location information and feedback on rock properties as drilling occurs. Hand held ‘data logger’ technology has also overcome the challenges of working on the bench, such that blasthole measurements can be collected and forwarded directly to the explosive truck. Mine sites are becoming wireless network-enabled allowing the seamless data transfer from the field back to the office, in near real time, as that information is collected. Great strides have also been made in the development of drill and blast software systems which are more user friendly, and yet provide far greater capability to manage the quantity of data generated. The blasting process is critical to the overall mining process and the delivery of a successful blast outcome requires that the blasting process be ‘in control’. The measurement of key parameters can provide the data with which to measure and maintain control of blasting, and allows the validation of performance improvement measures and identification of improvement opportunities.

The purpose of this paper is to analyze detailed crushing and screening configurations and the interrelationship as they relate to mass flow balance, operating efficiency, plant availability and final production. The entropy of ore bodies limits the standardization of crushing and screening plants, however, consideration for a continuous and sensible assessment of the mass flow balance of the circuit will yield the best achievable results. Since energy costs have continuously risen in the last few years, it is imperative that these circuits offer low power requirements and low operating expenses. The paper will detail how the efficient implementation of continuous mass flow balance in the application of crushing and screening plants will generate quality improvement and process improvement, which will translate into bigger production and energy savings.

Previous papers at Metplant conferences have covered the options for crushing and grinding circuit selection. High Pressure Grinding Rolls (HPGR) may have considerable advantages over autogenous milling circuits but test work and evaluating different grinding circuits must be done to establish which circuit provides the best option. The Hawsons low grade magnetite project provides a specific example in using thorough test work, careful simulations and detail in design to allow the evaluation of grinding circuit performance. Fortunately tools are available for this evaluation and the test work for the Hawsons iron ore is detailed in this paper. The results of the test work and simulation indicates that although the Hawsons iron ore is competent in terms of autogenous milling given the medium hardness of the ore in the Drop Tests, the HPGR testing indicates that the use of HPGR is likely to use half the energy requirement. This is a characteristic of the Hawsons iron ore and is likely to be valid for other iron ores in the Braemer Iron Formation which stretches from the Hawsons lease in New South Wales to Razor Back and South Dam in South Australia. The Hawsons magnetite iron ore resource has been known from the early 1960s when CRA explored the area. However, the Pilbara region was discovered in this era and this led to development of high grade direct shipping grade hematite ores. Carpentaria Exploration (Capex) rediscovered the magnetite whilst undertaking multi-commodity exploration in the Broken Hill district during 2009. The magnetite grade was found to be low at around 16% Davis Tube mass recovery (DTR) but despite this, the project provides a positive business case as a result of the following key factors:• The mineralisation is particularly soft for crushing and grinding with a Bond Work Index of 6.3.• The mineralised rock fractures easily preferentially along grain boundaries.• The location is close to mining infrastructure and a skilled workforce in Broken Hill, 60km to the North East.• It is close to road and rail infrastructure for access to the resource.• The only contaminant in concentrate is silica.• The resource contains many billions of tonnes of magnetite mineralisation.The low Bond Work index is a key characteristic of the Hawsons iron ore and the use of autogenous milling and HPGR circuits is compared to other iron ores indicating why the plant energy requirement may be just as important as iron ore grades.

If an orebody has been drilled to achieve some level of regulatory compliance, then a number of associated geological databases will exist, representing 10 000 to 100 000 m plus of core intervals. The databases usually contain data about assays, lithology, mineralisation and geophysical attributes. They will also include location information such as collar positions and downhole surveys. Obviously this data is collected by geologists for, predominantly, geologists and mining engineers. However, from a process design viewpoint process engineers usually ignore the geology where possible and rely on a small number of metallurgical test samples. Typically these test samples are sourced from convenient and available cores or from a small number of specially drilled metallurgical holes. One of the worst instances known to the author was the design of a SAG mill using only two SAG specific test results (one for each of the major ore types) while, geologically, the orebody was defined by more than 30 000 m of drilling. This paper sets out a philosophy to maximise the use of the geological data, both for process design and in preparation for the commissioning phase of projects. Geological data is used in the identification of preferred locations for metallurgical test samples, for checking the metallurgical validity of the geological ore-type definitions, where necessary developing new ore-type definitions (geometallurgical domains) and developing mathematical relationships for the estimation of important metallurgical factors across the geological database. If the estimation of factors (for example ore competence) is considered reliable enough then there is also the possibility of feeding calculated data back into the block modelling process to allow the generation of metallurgically relevant outputs in the mine plans.

"Compressed air still remains an essential source of power in underground hardrock mining. As a power medium it has a high convenience factor, although, in many cases, it is expensive to generate and maintain. Until new methods of breaking rock and/ or satisfactory alternatives to air-driven rock drills are developed, compressed air is indispensable. It is essential to utilize this source of power to a maximum by keeping all pneumatic tools supplied with air in adequate quantity and at optimum pressure.In search of the optimum operating air pressure, con-trolled drilling tests were undertaken at dynamic pressures ranging from 90 to 140 psi.Test results show the effect of increasing air pressure on: the performance of various jackleg drills at varying pressures, the life cost of drill steels and TC bits, and drilling efficiency at varying pressures. From the fore-going, a criterion is proposed for selecting efficient rock drills, and, also, optimum air pressure at each mine can be determined for its particular conditions."

The characterisation of iron ore from a materials handling point of view is paramount in order to provide the best possible design for the desired application and maximise equipment uptime at the lowest possible capital and operational expenditure. Problematic issues in materials handling applications often arise in the iron ore industry due to the high density of the ore as well as the abrasive nature of the product. One of the key issues encountered during the handling of iron ore is excessive wear due to either impact or sliding abrasion. The applications and equipment typically affected by accelerated wear issues are mass flow hoppers, transfer chutes and conveyor belts. These wear issues often result in unplanned down times and loss in production which can lead to a considerable loss in revenue. This paper provides an overview of the best practises in the materials handling characterisation of iron ore and discusses available techniques for the modelling of iron ore in applications where accelerated wear is experienced. The application is illustrated through a number of industry relevant case studies for which engineering design work was undertaken to successfully reduce the wear rates of different materials handling equipment.

The ISO TC 226 (Materials for the production of primary aluminium) has presently issued more than one hundred standards on the materials: alumina, pitch, petroleum coke, carbon anodes, carbon cathodes, ramming paste, fluorides and refractory). The object of the standardization work is to find methods that both material producers and smelters will accept. Methods that are specific for the operational conditions have been developed in addition to more traditional room temperature methods. Examples of important properties under operational conditions are: Air and C02 reactivity of anodes, Equivalent temperature for baked anodes, Sodium expansion of cathode blocks, Shrinkage and Rammability of paste, Penetration of electrolyte into refractories.

This paper describes the importance of mine ventilation and air conditioning in the operation of a nuclear waste repository. It discusses the impact of ventilation on determining the number and size of shafts and access drifts to and within a repository horizon. The paper also describes the need to maintain separate ventilation systems for waste emplacement and construction operations. The requirement to have filtration capabilities for exhaust air from waste emplacement areas is discussed. Because radioactive high level waste will induce high temperatures in the emplacement drifts, the ability to cool an emplacement drift for re-entry requirements is important. The paper discusses strategies to cool an emplacement drift and the possibility of using continuous airflow to control temperatures in these drifts.

Hydrogen peroxide is often used as an oxidising agent in experimental waste electronic equipment (WEE) leaching work. However, the high cost of peroxide is a negative factor in its consideration in further process development. A few studies have reported on the efficient application of peroxide addition schedules to ensure optimum reagent consumption. Large quantities of unleached substrate material contained in WEE feed material result in a large dead volume of material in the leaching reactor. This factor necessitates fast reaction rates to enable the use of a high feed material throughput reactor to enhance overall project viability via hydrometallurgical processing. In this study the effects of hydrogen peroxide addition schedules on base metal leaching efficiency and solution temperatures were tested at laboratory scale. The results showed that overall peroxide consumption can be optimised to lower levels by matching peroxide additions to the particular feed material’s leaching behaviour. A simplified integrated model for peroxide decomposition is used to explain its effect on solution temperatures and leaching rates. Virtually all new technologies require a control system. Any intense process has many process variables that react quickly making manual control difficult. Control system design has a significant impact on the success of a plant especially during ramp-up. New technology projects are particularly sensitive to control system design as the process response is unknown. This paper discusses the important factors encountered in the design of a control system for a new technology. Examples are given of successful new technology plant start-ups where tight coordination of the process control system implementation, process design and selection major equipment led to rapid ramp-ups.

The iron-ore beneficiation and shiploading facilities of the Marcona Mining Company are at San Nicolas Bay which is on the Peruvian coastal desert about two hundred and seventy miles south of Lima. The mines are at elevation of 2,500 ft. Crude ore is transported from the Mine primary crushers to the beneficiation plants by ten miles of overland belt conveyors. After the predominantly magnetic ore is reduced to minus 3/4 in. in the secondary crushing plant, the ore is ground by rod and ball mills and concentrated with magnetic separators. The concentrate slurry is pumped to a thickening and filtering installation for desliming and dewatering. Pelletizing is accomplished with a Lurgi and also a Dravo-Lurgi machine. Deep-water shiploading facilities are available close to the beneficiation plants. Figure 1 shows a flowsheet of the general operation. Pelletizing operations are scheduled 24 hours a day and 365 days per year. A maximum tonnage rate with a high percentage of operating time is necessary to produce the three and one half million tons per year required from the two pellet lines. Process control is a major responsibility and of primary concern to all Operating personnel. The particle size, moisture, and chemical composition of the filter cake must be closely controlled to get uniform high-grade pellets. Key points are sampled routinely and analyzed on a two-hour basis to provide the necessary structure and chemical data to maintain a superior final product. The iron content of the pellets is held between 65.3 and 65.8 percent with 4.0 percent Si02. Sulfur is below 0.04 percent and copper is below 0.02 percent in the finished pellet.

In recent years the issue of seismograph calibration and accuracy has been a major focal point of the ISEE Blast Vibration and Seismograph Section. In fact, questions concerning the consistency and reliability of seismograph measurements essentially led to the development of this ISEE section. One of the early actions of the section involved the development of “Field Practice Guidelines” for the use of seismographs. These guidelines specifically state that “Placement and coupling of the vibration sensor are the two most important factors to ensure accurate ground vibration recordings.” This paper will address the results obtained from using different coupling methods to record vibration and airblast levels generated from production blasting in a limestone quarry. The data obtained clearly indicate that seismometer burial provides the best coupling for recording ground vibrations. Microphone height has also been an issue regarding the accuracy of recorded airblast levels. The data we obtained indicates that microphone height is not a significant factor.
