Innovation encompasses all the scientific, technological, organizational, financial and commercial steps that need to be taken to put it into operation. Innovation combined with research and development makes it possible to perfect the product with consistency over time. Taking inspiration from the bases developed by the Austrian economist Joseph A. Schumpeter back in 1911, Danieli came up with the concept of “Innovaction” – a combination of Innovation and Action, to refer to the development and advancement of various products for the steelmaking industry, including the loop laying head for wire rod.

"Abstract - The Mount Fronsac North volcanogenic massive sulfide deposit is the most recently discovered massive sulfide body in the Bathurst Mining Camp. The deposit occurs within a sequence of intercalated fine-grained felsic tuff and sedimentary rocks (Little Falls member), at the top of the Nepisiguit Falls Formation. Aphyric to sparsely feldspar-phyric rhyolite and related volcanic rocks of the Flat Landing Brook Formation overlie the host sequence. The massive and semimassive parts of the deposit have a north-south strike length of 525 m and a dip of ~45°E; the deposit is continuous downdip for 600 m, and thickness varies from 2 to 20 m. The deposit contains an estimated geologic resource of 14 Mt of low-grade, semimassive (>60%) to locally massive sulfides, and includes a high-grade zone of 1.26 Mt grading 7.65% Zn, 2.18% Pb, 0.14% Cu, 40.3 g/t Ag, and 0.40 g/t Au. The semimassive to massive sulfide intersections occur in an envelope of quartz-sericite±chlorite schist, which is interpreted to be intensely deformed felsic tuff. This sequence has a maximum thickness of 140 m and contains significant (up to 50%) fine- to coarse-grained disseminated pyrite. The pyritic envelope has a strike length of 900 m and extends over 1000 m downdip. Massive sulfides are found throughout this alteration envelope, but more commonly occur at or near the upper contact. The significance of the discovery of this deposit is that it represents a near surface discovery of a large tonnage sulfide body in a mature mining camp, one in which the possibility of discovery of a new shallow deposit had been all but discounted. This opens the possibility for future discoveries in this part of the Bathurst Mining Camp. Le gisement est situé dans une séquence de tufs felsiques à grains fins interlités de roches sédimentaires (membre de Little Falls, au sommet de la Formation de Nepisiguit Falls. La partie massive et la semimassive s’étendent du nord au sud sur 525 m et ont un pendage de ~45°E; le gisement est continu sur 600 m en angle de chute et son épaisseur varie de 2 à 20 m. "Mount Polley is an alkalic porphyry copper-gold deposit of Lower Jurassic age within the Quesnel terrane in south-central British Columbia. The silica-saturated Mount Polley intmsive complex is assumed to be coeval with volcanic rocks of similar composition in the Nicola Group in which it was emplaced. Other intmsions and some of the volcanic rocks in the Mount Polley area are silicaundersaturated and contain feldspathoids.The Mount Polley deposit is characterized by multiple intrusions that vary from diorite to crowded plagioclase porphyry to monzonite. Intmsion breccias are associated with some of the intmsive phases. Abundant hydrothermal breccias occur on the margins and above plagioclase porphyry intmsions. These breccias provide the main host for mineralization and are associated with the highest concentrations of copper and gold. The breccias are subdivided into four distinct types based on the dominant hydrothermal mineral in the matrix. Actinolite breccia is developed in an elongate zone within the core of the Central zone and grades laterally and vertically into biotite breccia to the southeast. Magnetite breccia is irregularly distributed and is relatively sparse throughout the deposit and albite breccia is dominant in the West zone. Pervasive and vein-related alteration correlates with the breccia types. The core of the hydrothermal system at Mount Polley is subdivided into three zones: actinolite, biotite and K-feldspar-albite. The margins of the core zone are overprinted by a discontinuous zone of calc-silicate minerals. This intermediate zone passes outward into propylitic alteration. Mineralization is most prominent within hydrothermal breccias and is generally present as disseminations, blebs within the matrix and abundant veins. Mineralization is associated with a chalcopyrite-magnetite-bornite assemblage in the core of the deposit passing out into magnetite-pyrite-chalcopyrite. Relatively constant copper to gold ratios suggest that both metals were precipitated under similar conditions.Hydrothermal breccias are genetically related to the emplacement of the crowded plagioclase porphyry melt. Crystallization of the melt was probably accompanied by volatile/aqueous exsolution, forming a water saturated carapace. Decompression of the chamber in response to magma withdrawal, fracture propagation and possible fault movement allowed hydrothermal brecciation to occur at the apex and margins of the intmsion. Alteration and mineralization appears to have been controlled by fluids migrating away from the plagioclase porphyry."

"There is certainly no argument that LED lighting systems have taken a strong foothold in the lighting marketplace over the last several years. This has even proven true in the world of transportation and transit lighting, for which new LED cobra head style luminaires are replacing traditional HID cobra head luminaires on North America’s roadwaysand linear LED light fixtures are replacing conventional linear fluorescent light fixtures in North American rail transit facilities. However, LED technology has taken a while longer to penetrate the very specific market of vehicular tunnel lighting in this continent. Though both the New York/New Jersey Holland and Lincoln Tunnels have recently been retrofitted with LED lighting, and an LED Lighting RFP is currently out for Boston’s Central Artery Tunnels, very few vehicular tunnels in North America to date have been illuminated with LED light fixtures. This is largely because cost effective LED lighting, that met our typically stringent tunnel lighting standards, was until recently simply unattainable. However, with the rapid advances in LED technology over recent years, owners and specifiers of North American tunnel lighting projects have finally begun to adopt LED lighting systems as the norm. In fact, a recent Lux Fit/Yole Development “LED in Road and Street Lighting Report” stated that “LED luminaire growth will be driven firstly by tunnel lighting, and then relayed into highway, road, residential and amenity lighting applications starting in 2014.” 1 Our highways are continually becoming more congested. As a result, Provincial and State Departments of Transportation (DOTs) are constantly looking for innovative ways to improve traffic flow. One way DOTs are now helping to ease congestion is by expanding the use of tunnels and long underpasses in large interchange reconstruction projects. With less available right-of-way to work with, and the high costs of maintaining elevated bridge structures over the years, it often makes more sense to “go under” (rather than over) the traffic congestion points. With the addition of these new tunnels and long underpasses comes the issue of proper illumination within these structures, for a safe and efficient driving task. DOTs use recommended lighting practices and guidelines for highway lighting, which include specific criteria for tunnels, set by either the Illuminating Engineering Society of North America (IESNA) or the American Association of State Highway and Transportation Officials (AASHTO). However, both IESNA and AASHTO point out that these recommended practices and guidelines are not a mandate, and DOTs are free to make their own decisions about lighting criteria. Accordingly, effectively illuminating tunnels is often times a challenge. This paper will examine the key considerations of the tunnel lighting application in generalas well as what LEDs now bring to the table and how, accordingly, traditional lighting technologies will be phased out in the future illumination of tunnels."

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

THE first bituminous coal cleaning-plant to use the sand-flotation process1 was placed in operation on Oct. 1, 1925, at the tipple of the East Broad Top Railroad & Coal Co., at Mt. Union, Pa. The general principles governing the design of plants of this type and typical operating results of anthracite sand-flotation units have been previously outlined.2 I will, therefore, confine myself to a description of this particular plant and to some of the elements of design it incorporates. THE ORIGINAL MT. UNION TIPPLE The plant was installed to transfer coal from steel narrow-gage cars of 60,000 and 70,000 lbs. capacity to standard-gage equipment. The coal was hauled some 30 miles from the East Broad Top field. This coal, mined by the Rockhill Coal & Iron Co. and other operators, is a low-volatile slow-coking coal with- ash of high-fusion point. It is normally a high-grade coal that does not contain an excessive amount of free impurities, but it requires careful handling to secure a fair domestic yield, and, naturally, the need for narrow-gage transshipment increases the difficulty of the problem. The narrow-gage cars were discharged into an 8-car track hopper equipped with two feeders passing the coal to two 42-in. apron intake conveyors. Twin units were installed throughout in this original plant, two lump-and-egg shaking screens, two lump picking-tables, two egg picking-tables and two stoker conveyors. The stoker coal was loaded without cleaning. The loading tracks and booms were in duplicate and with the layout as originally installed either unit could be run independently, each unit shipping a different class of coal or both units making the same product.

The MTM Process targets treating lower grade and/or problem concentrates that are not attractive to smelters. The process has been developed at laboratory scale for copper and is based on a related development for zinc that has been extensively developed both in the laboratory and through pilot testing. The basis of the process is novel ammonia-ammonium chloride leach chemistry adapted to give high copper extraction whilst being selective over iron, arsenic and many other elements. The preferred flow sheet depends on location, especially infrastructure and utilities. These impact upon the leach and crystallisation stages more than copper reduction.

Briefly, the machine consists of a steel frame mounted on roller bearing wheels and axles, an electric motor, a fully enclosed speed reduction gear unit, a specially designed centrifugal pump driven through a friction clutch and silent chain, a mixture tank and agitators, and all necessary operating and control mechanism. The wheels are mounted on solid roller bearings made of special roller bearing steel, and are cast with deep chilled threads. The axles are of high carbon axle steel. A General Electric Company motor, of special design to exclude dirt and moisture, is used. It has an unusual overload capacity and a maximum torque at starting speed. Special arrangement can be also made for storage battery operation. The motor drives from one end, through a flexible coupling, to the speed reduction unit, and from the opposite end, through a similar coupling, to the pump clutch. The design of the flexible couplings is such that the drive is reversible. The speed reduction gears are enclosed in an oil and dust proof housing. All spur gears, as well as the main drive clutch, are made of steel forgings, with accurately cut teeth. An aluminum bronze worm wheel and special heat treated alloy steel worm provide the speed reduction for the traction drive. The worm shaft is mounted on Hyatt roller bearings and the thrust is taken in each direction by ball thrust bearings. The main drive shafts are of special alloy steel and operate in Hyatt roller bearings. The slow speed shafts run in extra large bronze bushings. Ample and constant lubrication is provided by splash from the gears running in oil. The Mudite pump is of special de- sign. A renewable wearing plate protects the pump casing from the natural wear of the mixture. The open runner is mounted on an extra large shaft which runs in a Hyatt roller bearing on the pump end and in Timken roller bearings on the outboard end. A special cage prevents water and grit from reaching the pump bearing. All thrust from the runner is taken on the Tim- ken bearings and these bearings also provide for the accurate and easy adjustment of the runner. The pump is driven by a silent chain, which operates on cut steel sprockets, from a friction clutch. The clutch is designed to secure long wearing qualities with minimum attention and its adjustment is easily effected. It is mounted on Hyatt roller bearings and the clutch drive shaft also runs in the same type of bearings. The pump discharges through a nozzle, which is adjustable, and controlled by the operator. The mixture tank is of approximately 650 gallons capacity. It is provided with a mixing well constructed of perforated plate screen to prevent large hard particles from getting into the valve or pump. The tank is filled through an opening in the top directly into the mixing well. On a shaft running longitudinally through the tank are arms so arranged that the mixture is thoroughly mixed and kept in continuous circulation from end to end. This shaft is driven from the speed reduction unit by a steel roller chain operating on cut sprockets. The traction drive is taken from the worm wheel shaft through steel roller chains of extra large size that run on cut steel split sprockets on both axles. An idler sprocket provides for easy chain adjustment. The axles are mounted in solid roller bearings in fully-enclosed dust proof housings, which support the frame through coil springs. These springs eliminate twisting strains on the frame on account of track irregularities and also relieve the working mechanism from road shocks. The speed reduction from the motor to the wheels is such that it gives an operating speed of approximately ninety to one hundred thirty feet per minute. THE Smelter is designed for a production capacity of 10,000 short tons of blister copper per month, when operating on the present concentrate grade. The Smelter lay-out is shown in Fig I. The major units of equipment comprise two reverberatory furnaces, three 13 by 30 ft Peirce-Smith converters, two straight line casting machines, one being served by a 13 by 30 ft holding furnace and the other by a ladle tilting quadrant, two converter ,aisle cranes and two converter blowers. The plant is compact and the general arrangement of standard gauge railway tracks and conveyor belts provides for a smooth flow of incoming materials and metallurgical products. Concentrate is received by conveyor belts and fluxes in standard railway trucks. The local track system is covered by an electric trolley locomotive. The Smelter treats a wet (10 pct moisture) flotation concentrate containing approximately 53 pct total copper and 0.9 pct oxide copper. The predominating minerals are chalcocite, chalcopyrite and bornite accompanied by small quantities of malachite and cuprite. The gangue is highly siliceous and requires limerock as a flux. Metallurgy would be straightforward were it not for the necessity for eliminating k bismuth which occurs as an impurity in the ore along with the copper. Directly or indirectly most of the Smelter problems can be traced to the necessity for bismuth removal. Copper recovery, based on new copper treated, averages 97.5 pct. GENERAL DESCRIPTION Flotation concentrate, containing to pct moisture, is conveyed from the filter plant to the smelter storage bins by conveyor belts, the material being weighed in transit by a revolving drum type of weigh-hopper manufactured by Samuel Denison and Son, Ltd. The weigher consists of a steel drum with dished ends carried on a horizontal shaft and rotated by an 8 hp squirrel-cage motor through a worm and spur reduction gear. A feed mouth in the drum permits of filling and discharging. The whole unit is supported on a framework resting on weighing levers, which in turn connect to transfer levers, thence to an indicator of the steelyard type situated 16 ft from the centre line of the drum. The indicator is of the "Denison" patent equilibrium controlled ticket stamping type, insuring mistake-proof records by a combination of electrical and mechanical movements which prevent the operator from printing until the cover enclosing the steelyard is closed and until the poise-weights have been set correctly to the weight of the hopper and contents. The machine is capable of weighing 30 short tons at a time but the usual load is 28 tons. After obtaining the gross weight the drum is rotated and discharged into a receiving bin situated below it. "Qatar’s capital Doha is undergoing major infrastructure improvements including a multiphase stormwater management program. Although located in an arid climate, Doha experiences flooding during rainfall events. Dewatering operations and rising groundwater levels add to the management needs. To address those needs, construction of the Musaimeer collection tunnel along Doha’s southern rim is being followed by a marine outfall tunnel connecting a pump station to a dispersion field 10 km offshore. Qatar’s geology is characterized by sabkha deposits, a series of predominantly weak and karstic rock strata that creates challenging conditions for mechanized tunneling, as highlighted by the uncontrolled flooding of a tunnel boring machine (TBM) used on the Doha Metro tunnels. Risk associated with these challenges is magnified for the outfall tunnel by drive length, sub-sea elevation, and a single access point. This paper describes the outfall exploration strategy and design decisions made in light of experience gained during the collection tunnel construction. CONTEXT – STORMWATER MANAGEMENT PROGRAM Qatar has an arid climate with an average annual precipitation of less than 100 mm. Precipitation is mostly confined to the winter months when rare, but occasionally heavy rainfall events easily lead to flooding in Doha’s metropolitan area. Its coastal location and flat topography a few meters above the sea level mean that the depth to the groundwater table is generally shallow. The karstic aquifers in the regional dolomite and limestone series contain groundwater of high salinity, which is not suitable as a potable water source. For supplying Doha’s population of more than 900,000 (2014) with potable water, the Ras Abu Fontas seawater desalination plant is operated about 10 km south of the city. This potable water production capacity is crucial for Doha’s development and – in conjunction with overirrigation and leaking sewage tanks – is also the root cause for rising groundwater tables that have been observed over the past years."

"Developing a greenfield mining project is a complex exercise: doing so in an increasingly volatile, uncertain, and ambiguous global economy adds significantly to this complexity. In the context of an elevated cobalt price, this paper outlines the metallurgical and process development of the Mutoshi copper–cobalt project for copper cathode and cobalt hydroxide production in the Democratic Republic of Congo. Chemaf has a long production history on the Copperbelt, a region widely perceived to be tough to operate in. This history stretches back to 2001, during which time the company has developed two copper–cobalt processing facilities. The experience gained in the development and operation of these two facilities has been used extensively in the Mutoshi copper–cobalt project. The metallurgical test work, process design, and project delivery approach are presented. Additionally, the decisions taken to minimize risk and maximize upside to the project are discussed. IntroductionChemaf (Chemicals of Africa), a mining company located in Katanga province of the Democratic Republic of Congo (DRC), has been operating since 2001 with two major copper– cobalt processing facilities: the Usoke and Etoile plants. In 2016, Chemaf acquired the Mutoshi mine, which belonged to Gecamines and had been explored by Anvil Mining since 2004 under a joint venture with Gecamines. Chemaf appointed African Mining Consultants Ltd (AMC) to undertake a preliminary economical assessment, then develop a JORCcompliant Mineral Resource estimate and finally a full life-of mine feasibility study. Both a Mineral Reserve and Mineral Resource were developed and the final life-of-mine feasibility study is to be published shortly. A metallurgical test work programme was initiated and carried out by Chemaf’s research and development laboratory with assistance from the Chemaf process team. After completion of the initial test work, Chemaf developed a process design criteria document for a 20 kt/a copper cathode and 8 kt/a cobalt in hydroxide production plant, followed by a flow sheet and supporting METSIM mass balance. As the drilling progressed, the plant design capacity was revised to 16 kt/a cobalt production. The life of the mine at this production rate is over 40 years."

Today, the enigma of the "missing man" in the metal mining industry equals, and frequently surpasses in objective importance, the problems of ore development, drilling, sampling, pumping, milling techniques, geophysical prospecting, or any one of a hundred highly technical subjects. Unfortunately, as engineers, we have confined our attentions, in the main, to the scientific phases of mineral technology, relegating our man power problems to the background. But what good has all our scientific study and preparation been if we can't get the ore mined, milled, or smelted? What has happened to our labor supply? Where is the good old miner who could timber, drill a round, lay track, or do any job underground?

Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

A CROSS-SECTION of the converter aisle through one of the converters and reverberatories is shown in Fig. 5. The aisle is 280 ft. long by 60, ft. wide by 681 ft. to the roof trusse, which have a 63-ft. span and are us )ported by steel columns spaced at 2b-ft. centers. Two 80-ton electric trails, supplied by the Welman Smith .Owen Engineering Co., with 20-ton auxiliary lifts, serve this building. Matte shells and converter-slag shells are dumped into heavily con¬structed flat-bottom bins located on the south side of the converter aisle and 1.0 ft. above the floor. The material is broken by ball and by hand, shoveled off into ladles for unloading on to the reverberatory charge floor, and charged into the furnace as previously mentioned.

EVEN though the world has not been crying for more copper for the last three or four years there has been some important mill and smelter construction. Discovery and development of large new high-grade copper deposits in Africa has led to the construction of extensive reduction facilities there, prominent among which is the concentrator and smelter of the Rhokana Corporation at N'Kana. Northern Rhodesia. The 3000-ton concentrator adjoins the central shaft. A little over half a mile to the southeast, at an altitude of 40,010 ft., is the smelter, designed on the site by 1. H. Wynne. It is arranged primarily to treat N'Kana copper concentrates, but can also handle concentrates and direct-smelting ore from outside sources. Excavations were started late in 1930; concrete was first poured on Jan. 6. 1931; and the first blister cop¬per was cast on March 1.9, 1932, less than fifteen months later. During this period, which included several months of heavy tropical rains, some 10,000 cu. yd. of concrete was poured and 41000 tons of structural steel erected under the supervision of construction engineer, A. Ek, with a labor force of 60 to 30 Europeans and about 300 natives. The steelwork was fabricated by Head Wrightson & Co. in England, and the boiler plant equipment furnished and erected by the International Combustion Co. Ltd.

Introduction Several basins of the Nanaimo series, a group of coal-bearing sedimentary rocks of Upper Cretaceous age, underlie parts of Vancouver island and the adjacent gulf islands. One, the Nanaimo basin, occurs on the southern half of the west shore of the gulf of Georgia. About fifty square miles at the north end of this basin are known to be underlain by productive coal seams, this area being known as the Nanaimo coal field. Coal has been mined from two horizons- that of the Wellington seam, fairly low in the series, and that of the Newcastle and Douglas seams, about the middle of the series. Coal has been mined here since the fall of 1852. About fifty million tons have been produced, almost half the total production of British Columbia. About seventy-two years ago, James Richardson of the Geological Survey made a reconnaissance of the coal measures on Vancouver island, and thirty-five years ago C. H. Clapp mapped and reported on most of the Nanaimo coal field. Twenty-four years ago, J. D. MacKenzie extended the work to those areas not mapped by Clapp. MacKenzie died before the results of his work could be published, but did issue a revised estimate of the Goal Resources of Southern Vancouver Island. Work by the present writer is a further contribution by the Geological Survey to knowledge of the island coal measures. Having spent more time in the field, and having had more data at his disposal than were available to his predecessors, the writer has been able to throw additional light on the Nanaimo, and other, coal fields on Vancouver island. The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

TO my mind the National Bituminous Coal Act so far has proved one of the unhappiest experiences that has ever befallen the bituminous coal operators of the United States. Viewed in the light of its ugly consequences everyone should recognize this measure for what it is -a weird thing as unreal as a page from "Alice in Wonderland." Indeed it might be another stanza to the tale of the Walrus and the Carpenter, with the coal operators in the role of the unfortunate oysters who were taken on that memorable ramble. It is time that coal producers open their eyes, jerk themselves out of any lingering hypnotic optimism about the price-fixing provisions of this law, demand the repeal of these corroding clauses, and then set about remedying as best they can the disastrous effects of this retromingent scheme to regulate the coal business.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.
