This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.

"Phosphate rock is shipped by boat from Florida to Vancouver, B.C., where it is unloaded and stored in a 50,000-ton silo. It is shipped from Vancouver in 100-ton hopper cars in 80-car trains to Fort Saskatchewan. Both the ship and the hopper cars are on a back-haul with potash. The rock cars are unloaded at Fort Saskatchewan at a rate of approximately 4 cars per hour. The rock is stored in three concrete silos, 40 ft in diameter by 110 ft high, which hold 18,000 tons of recoverable rock with 2,000 tons dead space. The rock is reclaimed from the silos by gravity and fed to the phosphoric acid plant by remotely operated conveying equipment.Problems encountered in the operation include scheduling the rock shipments, contamination of the rock with potash, and handling the 80-car trains both in Vancouver and Fort Saskatchewan."

AVERY great profit is derived from removing the gilding and retrieving gold, without destroying the works of silver or other metal. If this method did not exist, the greater part of the gold that is put on certain works would be lost. Even though you might think to scrape it off patiently with a sharp scraper, if it had been drawn with draw-plates, or if it were at the bottom of objects where the scraper could not enter easily, it would be utterly in vain. Therefore, I find that to do this it is necessary to use one of three methods. The first is when it is found on a thin object. Take a large crucible, fill it with mercury, and heat it on a little furnace. When you see that it begins to boil and simmer, put your work in it and stir it around, shaking and rubbing it well in this, and finally rub it with a scratching tool until you see that the mercury has drunk up and absorbed all the gold. Then, having done this, take the said mercury and pass it through an untanned leather purse, and in the bottom of this you will find all the gold like sand. Put this in the bottom of a crucible or in something else over a charcoal fire and evaporate it. If the objects are of a thicker form the gilding is removed from them in another way, by covering them with powdered sulphur and lighting a fire on them. When you see them burning well with the fire all around, beat them in a clean bowl of wood or something else and collect everything that separates with the sulphur from the work; this will be gold in the form of a leaf wherever it has been touched by the fire. The gold is then extracted from this burned sulphur by purifying it in a cupeling hearth with lead. The third method is to touch the gold that you wish to take off the works with an aqua fortis made from saltpeter, rock alum, vitriol, sal ammoniac, and some verdigris.* This acid dissolves and eats the gold by virtue of its corrosive power. Having thus touched the gold with this acid and having saturated the latter with a quantity of gold, put it in a cucurbit and evaporate it over a little furnace as is done with silver, collecting the acid and the spirits if you wish.

Research was conducted to develop a simulation and animation model for an aggregate (sand and gravel) mine operation. This model can assist the mine engineers to investigate and consider the various options of haulage systems which are critical for the mine operation productivity. Discrete-event system simulation studies can be used for the typical haulage issues that mining engineers are often faced with: using truck fleet haulage, conveyor belts, or a combination of both. The simulation has identified some strengths and weaknesses in the current loading and hauling fleet of the mine, and has resulted in some suggestions for improving the system. The simulation includes animation of the operation. Animation is needed to enhance the benefit of any mine simulation model. By combining the visual power of animation with a mine simulation, a complete picture of the mine system is obtained and displayed. The mine is modeled and animated using GPSS/H® and PROOF Professional®, both of which have shown great applicability in discrete mining simulation projects.

Abstract-This study predicts the level of smoke that miners might meet while trying to escape a coal mine fire and describes how smoke would impede their safe escape. For this study, the authors assumed that miners exit through an escapeway adjacent to the burning entry, that some air would leak from the burning entry to the escapeway. The following conclusions were made: • A very low amount of air leakage to the escapeway can produce a critical level of visual obscurity from smoke. This shows that intake airways may be as susceptible to smoke visibility problems as return airways. • This critical level of smoke obscurity is reached much before a critical level of carbon monoxide is reached. • Small fires can cause a severe sensory irritation that further limits vision. Thus, reliable eye protection is very important. These results show that methods to guide miners through dense smoke will contribute greatly to saving lives during mine fires.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

THE second part of the mould for making guns is the core. Without this the space could not be made where the powder is to be and through which the ball, impelled by the fire, can pass and take flight. To make this it is necessary to take two things into consideration, because they are very important. One is what you are to make it on so that it may be supported and kept true. The other is what composition of clay will stand up during casting and yet not be very difficult to extract from the body of the finished gun. For the first, it is found that only an iron spindle of a suitable thickness is able to support the weight of the clay without bending under the heat of the fire or wobbling as it is turned on its journals or when handled. This should be a braccio or more longer than the mould of the gun and worked exactly round, straight, and well tapered like a spindle; above all every one of its joints should be well secured and solid. At the upper end a per-orated heel should be made, and lower down, exactly at the point corresponding to the length of the mould, are one or two other holes through which the little crossbars can be passed that fasten the core to the outer mould and also serve for constructing the disc. Now this iron is to be arranged on two trestles, pivoted so that it may turn truly when rotated. In order that it may not run up and down, make a little iron fork which engages a notch made with a file at the foot, and another at the head. After this, you must prepare clay for the core which is well made and tenacious ,enough not to crack. Fint take care that there are no pebbles in it and that it is composed of a small amount of cloth clippings and much sifted horse dung and some washed and clean wash ashes so that it may be of a tender and crumbly consistency in order that it may later be more easily extracted from the space inside the gun. In the same way, in order that you may be able to take out the iron piece at the same time, first cover it with ashes, and then wrap it all over with a rope of ordinary thickness, leaving a dito of the iron uncovered in every palmo length. The Department of Mines as at present constituted has evolved from the organization which came into existence following the passage of the Geology and Mines Act by the Dominion Parliament in 1907. At the outset, it may be said that it is not a function of the Department of Mines, nor of any of its branches, to administer the mining rights vested in the Crown. The title to Crown lands in the provinces of Nova Scotia, Prince Edward Island, New Brunswick, Quebec, Ontario, and British Columbia ( with the exception of certain specified areas, such as Indian Reserves, Ordnance Lands, the Railway Belt of British Columbia, and the Peace River Black) is vested in the respective provincial governments ; the title to Crown Lands in the provinces of Manitoba, Saskatchewan, and Alberta, the Yukon and Northwest Territories, and in the Canadian Arctic, is vested in the Dominion Government, and matters pertaining thereto are (with a few exceptions) administered by the Department of the Interior, Ottawa. Nor are statistics of mineral production at present collected and published by the Department of Mines. This function did belong to the Geological Survey from 1886 to 1906, and to the Mines Branch from 1907 to 1920; but commencing with 192l this duty was transferred to the Dominion Bureau of Statistics, consequent upon the decision of Government to place the collection of all statistics under the direction of one officer.

Mr. William. J. Montgomery in his book "Theory and Practice on Mine Ventilation stated "Ventilation is vitally important to underground mining for three reasons: First, it sweeps all workings with a plentiful supply of air and drives to the outside the smoke, gases, and contaminated air which would be injurious to the miners; second, it dilutes and renders harmless the explosive gases emitted from the strata, thus eliminating the dangerous conditions caused by the accumulation of these gases; third, it keeps the mine air as nearly as possible of the same composition as the outside air, thus giving to the miner the healthiest possible condition in which to work...." Specific methods to achieve the above basic reasons for mine ventilation were established in the Federal Coal Mine Health and Safety Act of 1969. Sections 303(y)(1); (y)(2), and Section 317(f)(4) of the Act, which can be broadly described as entrapment features, are controversial and debatable in the minds of many mining engineers in their intent and method for affecting, 303(y)(1) in certain cases prohibits the use of belt haulage entries as an intake for face ventilation, This is to say that air traveling in a belt entry will be placed into the returns and not used for face ventilation, 303(y)(2) limits the velocity of the air on trolley haulage entries. The regulations, as published in the Federal Register, have set this limit at 250 feet per minute unless a higher velocity is approved by the District Manager.

The Federal Coal Mine Health and Safety Act of 1969, Title III, Interim Mandatory Safety Standards for Underground Coal Mines, is devoted to protection of workmen from hazards of electricity, roof, ribs, fire, and explosions. The Rules and Regulations, promulgated through the Federal Register, provide the criteria by which the law would be administered. Certain aspects of the law involve features that could be summarized under entrapment. These are sections 303 (y)(1), (y)(2) and 317 (f) (4). This paper is intended through the use of the figures to describe how these features of the law affect mine ventilation design, what are the problems, and possible solutions to them.

Geostatistics are increasingly recognized as powerful tools for reserve evaluation and grade control. It is also generally accepted that geologic input is required for the results of a geostatistical study to be meaningful. The role of the geologist is significant at all stages, whether it be to oversee the creation of the database, to assist in the statistical and semivariogran studies, to ensure appropriate block evaluation and kriging, or to review the results obtained. However the link between geology and geostatistics is often complex and not well understood. A presentation is made of the areas where geologic input is needed, and of the tools which the geologist should have at his disposition to ensure that his role is fulfilled. Organization of a Geostatisticel Study To be acceptable as the basis for financial investment, a geostatistical reserve estimation should be composed of four phases, the last phase being optional: Phase 1 - Background discussions, Phase 2 - Computation, Phase 3 - Reserve reporting, Phase 4 - Reserve audit. During the background discussions (Phase 1) the role of the geologist is primordial, as it is then that most decisions will be made concerning the geologic factors to be included in the geostatistical model.

"The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.INTRODUCTIONCoal is a black or brownish-black combustible solid, derived from a heterogeneous mixture of plant remains and associated mineral matter that have undergone chemical and physical metamorphic changes by biological and geological processes without free access to air. It is composed principally of carbon, hydrogen and oxygen with lesser amounts of nitrogen and sulfur. 'Its exact chemical and physical nature has remained poorly defined, because the term 'coal' refers to a broad range of coalified solids ranging in rank from anthracite to a variety of bituminous coals of differing volatile matter content, sub-bituminous coals, and ending with lignite and brown coals. The variation in chemical and physical properties through these ranks is massive. In summary, Luckie's (1988) assertion is apropos: ""There is no such thing as coal; there are coals"". The coal preparation engineer, and, most especially, those scientists and engineers from other disciplines wishing to work with coal, must constantly keep this admonition in mind because what is true for one coal seam is often not directly applicable to another."

THE Metal Sales Department, with offices in New York, is responsible for the sale of the Company's products, with the exception of gold and coal. At present the department handles the sales of lead, zinc, silver, antimonial lead, , cadmium, bismuth, arsenic trioxide, and tellurium; gold is shipped direct to the United States Mint and coal is marketed by United States Fuel Company's own sales organization. The department keeps in close touch with the metal markets and collects information on marketing conditions, which it makes available to other departments of the Company. The electrolytic lead produced at the U. S. S. Lead Refinery, Inc., is a high-uality product marketed as corroding grade under the "U. S. S.-ELECTRO" brand. It is largely sold to manufacturers of paints, pigments, lead oxides, and storage batteries.

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

The objective of this program was to conduct dust surveys at six longwall sections having double-drum shearers, that were regularly in compliance, and to identify the dust control techniques that were the most effective. As each of the mines selected had a record of regular compliance with the Federal Dust Standard, all sampling was "short-term" (often less than 30 minutes) and no attempt was made to relate the survey results to dust-sampling results obtained by the companies for compliance purposes. The sampling procedures (1) used during this survey were developed jointly by the Bureau of Mines and Foster-Miller Associates, Inc. In addition to monitoring dust levels, measurements were also taken throughout the shift to monitor airflow along the face and water usage on the shearer. This program was a cooperative effort of the Bureau of Mines and the Mine Safety and Health Administration (MSHA). The following MSHA health specialists contributed to its successful completion: Paul Lenyo, CMS&H, Dist. 2; Ellis Mitchell, CMS&H, Dist. 3; Carl Jenkins, CMS&H, Dist. 4; David Stritzel, CMS&H, Dist. 8; and John Prelc, CMS&H, Dist. 9. RESULTS CUTTING SEQUENCE - WORK LOCATION At all mines surveyed, an important factor in controlling dust exposure at the shearer is the design of the cutting sequence so as to allow the shearer operator to work most of the time on the intake-air side of the lead drum. It is generally accepted that most of the dust generated by a double-drum shearer comes from the lead drum, which in the raised position normally takes a full sump. Because the position of the drum that is in the raised position determines the horizon control, the operator must be close enough to carefully monitor its operation. Therefore, his position relative to the lead drum has a significant effect on his dust exposure. Dust profiles, such as those constructed from data collected at Mines A and B (Figure 1), show the large gradient in dust concentrations that can exist between the intake and return air side of the lead drum. When the primary cut is taken head to tail, the lead drum is downwind and dust levels can be maintained at a low level until air has passed the shearer (Mine A). Thus, shearer operators can stay in relatively uncontaminated air. When the primary cut is taken tail to head, the lead drum is upwind of the shearer controls, resulting in higher dust concentrations at the shearer operator's work location (Mine B). At the mines where this cutting sequence was used, it was company policy for the shearer operators to walk on the intake side of the lead drum, returning to the controls only to adjust the height of the lead drum. DIRECTED WATER SPRAYS AND PASSIVE BARRIERS It is not always possible to keep the shearer operator on the intake air side of the lead drum. Various techniques have been tried to keep the dust generated by the shearer away from the machine operators when they work adjacent to the shearer. At all mines visited, the external water spray nozzles were directed so that dust from the shearer was directed downwind and toward the face, and away from the shearer operators. The effectiveness of using external water sprays to keep dusty air close to the face was noted during Bureau of Mines efforts to develop improved water spray systems (2). Laboratory and underground tests showed that water sprays located properly and directed downwind can create aiflow patterns that move dust generated by the shearer toward the face and away from the shearer operators. Sprays directed upwind, into the airflow, can actually move dust away from the face

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. BRIEFLY stated, the history of the St. Joseph Lead Co. is the story of how a group of men, working for ten years as officers without salaries and stockholders without dividends, developed a small mine in Missouri into what became a large and prosperous corporation. Their courage and faith in the scattered surface deposits of lead coupled with the management's engineering vision and sound financial judgment should prove an inspiration to present-day mining operators and investors. In 1717, John Law's company, known as "The Company of the West," was formed in France and letters patent were granted, for a period of 25 years by Louis XV, for exploration in the Mississippi River Valley. One of the underlying purposes of the expedition, headed by Mr. Renault and Mr. La Motte, a French metallurgist, was development of the lead mines in the area now known as Southeast Missouri.

In this paper current net present value (NPV) based mine valuation techniques that take into account market and private risk are discussed and analysed. Potential pitfalls that arise from the application of a portfolio, market or commodity based risk metric to a mining project are identified. An alternative non-simulative framework for quantifying and factoring market and private risk in NPV calculations is proposed and then applied to a hypothetical case study in an attempt to overcome identified pitfalls. Mathematical proof that a static discounted cash flow (DCF) calculation can underestimate or overestimate mine NPV is presented, the conditions for each are outlined and the degree of underestimation defined.CITATION:Dube, T Y, 2012.
