A nuclear meter based on measurement of prompt capture gamma rays is being developed for monitoring the sulfur content of coal streams. Equipment has been built to measure sulfur rapidly, and methods have been devised to compensate for changes in moisture, ash, and bulk density of coal flowing through a bin. Pilot plant tests of the system with various additives to different coals show a precision and accuracy of 0.02 percent sulfur and 0.04 percent sulfur, respectively. Based on these results, a hardwired meter has been fabricated for testing in a commercial coal preparation plant.

Nuclear radiation systems for gauging solids content in process slurries and level in crushers has demonstrated acceptance in ore processing. The use of nuclear radiation for moisture analysis of bulk materials is presently receiving acceptance in beneficiating and agglomerating processes. On the horizon is the use of nuclear activation methods for continuous, qualatative and quantitative analysis of concentrate. The common characteristics of these uses of radiation is the non-contacting nature of the measurement. Unquestionably, this is the dominant reason for acceptance of nuclear methods in level and slurry-gauging. Moisture activation analysis of a product using nuclear methods retain this advantage. However, and: more importantly, they offer new solutions to old problems. The nuclear method in addition to being non-contacting, is non-destructive and provides a continuous measurement of the process variable. The system responds: to the fundamental makeup of matter, mass and elemental composition, not to secondary properties such as temperature, resistivity, or dielectric constant. Measurement is a volume rather than a surface phenomenon, thus the results can provide a truer pricture of the measured variable.

The mineral processing industry supplies raw materials to a wide variety of manufacturing sectors. Large companies such as Ford, Microsoft, and Johnson&Johnson have pledged carbon neutral supply chains in the coming decades, leaving suppliers to reevaluate their energy sources [1–3]. National Renewable Energy Lab [4] has partnered with over 700 organizations with similar goals in mind. The energy needs are broad in scope in the mineral processing industry. Generation IV of nuclear reactors, which is currently under development in both the private and public sector includes a class called microreactors like the small modular reactor XEnergy plans to install at Dow Chemical’s Gulf Coast facility by 2023 [5]. As the name implies, these are smaller than the utility scale nuclear power plants in operation today, and are intended to be more versatile. A specific reactor core design, along with modules could be selected to fit a certain application without needing to design a greenfield power plant. Basic water cooled designs could easily supply shaft work, electricity, and low grade process heat to a facility. More advanced designs, such as molten-salt-reactors and high-temperaturegas-reactors can achieve higher temperatures needed for ore roasting. Similarly, these reactors could produce hydrogen by high temperature electrolysis to use as combustion fuel and reducing atmosphere in blast furnaces.

Nuclear power currently produces about 20% of the electricity in the US, with 104 nuclear power plants located in 31 states. The commercial US nuclear industry contributes over $4 billion annually to US workers in salaries and wages. 25,000 new jobs need to be filled in the next 5 years. There are over 30 new power plants under consideration by US utilities. The operating reactors use uranium oxide fuel enriched to about 4% U235 and fission is the process used to generate heat to form steam to drive the turbine generators. Nuclear energy is an important element in the US generation portfolio and represents the largest producer of nearly emission-free electricity. Most, if not all, of the operating plants will secure an extended 20 years of operation or more. The last plant constructed was ordered in 1978. New smaller, modular reactors are under design to provide less expensive, expandable generation options.

Scientists of many nations, intrigued by the strange effects of radioactivity, have engaged in research to probe the heretofore presumed, but largely unknown world of atomic structures and subatomic- particles. A theory evolved of splitting the atom, thus providing insight into the structure of matter and opening the way to possibly create new materials. Many years of effort culminated in the first chain reaction in 1942. The beginning of the atomic age was drastically demonstrated by the flash of the large scale chain reaction of the first atom bomb. It was actual proof of the incredible energies contained in matter.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Large ore-bodies, too deep to mine economically by underground methods, may be mined using nuclear explosives and a high pressure leaching technology. Breaking of a hypothetical ore-body with a series of nuclear explosives is described. The leaching would be accomplished by pumping oxygen into the flooded rubble under the normal hydrostatic pressure. The injection of oxygen gas into the bottom of the rubble chimney induces a circulation of the solutions which carries dissolved oxygen to all parts of the chimney. Copper and other metals would be recovered from the solutions by solvent extraction as they are circulated through a surface plant in a closed system. This provides for control of pH as well as containment of radioactivity. Radioactivity levels in the solution are low, and no radioactive impurities are expected in the copper. This technology will allow production from deposits too deep to be of interest with present technology and will reduce or eliminate some environmental effects of conventional mining, such as open pits, mine dumps, tailings ponds, and SO2 effluent. Close proximity of cities and towns is a limitation because of seismic damage. The technology requires further development for commercial application, and exploration targets must be enlarged to include deeper deposits, before the technology can be applied on a large scale.

Major improvements have taken place in mineral and coal processing in the last decade. The development of nuclear on-line sensors that continuously analyse the material being processed has led to better control of metalliferous mineral processing and increased recovery of valuable minerals. The recent development of on-line techniques for analysis of coal is expected to be of similar Importance. Australian developments in on-line nuclear gauges are reviewed. These include systems for in-stream analysis of mineral slurries with comments on plant operating experience; on-line determination of ash in coal using low energy Y-ray transmission and pair production techniques; in-stream determination of solids weight fraction and ash content of coal in slurries with variable voidage; and on-line determination of moisture in coal, iron in high grade iron ores and sulphur in lead sinter.

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. Extensive underground excavation will be required for construction of a mined geologic repository for nuclear waste. Hundreds of thousands of feet of drift will be required based on the conceptual layout design for each candidate nuclear waste repository. Comparison of boring and blasting excavation methods are discussed, as are special design and construction requirements (e.g., quality assurance procedures and performance assessment) for the nuclear waste repository. Comparisons are made between boring and blasting construction methods for the repository designs proposed for salt, volcanic tuff, and basalt. Differences in the geologic media and settings of the prospective sites influence the excavation method in terms of drift length, size of opening, drift slope, rock quality, and boreability. Support requirements, ventilation, and the ability of the geologic system to retard radionuclide migration are also directly impacted by the geology and excavation method.

Twin-roll continuous casting technology is rapidly approaching commercialisation. Fundamentally different than conventional continuous casting, heat transfer and hence solidification during twin-roll casting are governed by the interfacial melt/mould thermal resistance, as opposed to the resistance of the solidifying shell. Under these conditions the interface resistance is predominantly controlled by the melt/substrate wetting behaviour. The very early stages of melt/mould contact are characterised by highly transient heat transfer conditions. The overall melt cooling rates prior to the formation of the first solid are reported to be in the range of 1000 - 50000 K/s with melt undercoolings of up to 300 K. At the points of intimate melt/mould contact the thermal resistance is approaching zero, where cooling rates and undercooling much larger than those reported in the literature are probably occurring. Improved wetting will reduce the energy barrier for nucleation while at the same time increasing the cooling rate of the liquid. Since the overall nucleation rate is controlled both by the rate of cluster formation and the rate of atom transfer to the nucleus, a critical cooling rate will exist above which the nucleation rate is expected to be reduced. Under these conditions, it is possible that the first solid phase to form is a metastable glass which subsequently transforms into a crystalline phase. The implications on nucleation and early growth are also discussed.

In the present work it was observed the nucleation and growth of grains in the equiaxed zone of metal matrix composites (MMCs) samples directionally solidified wit the presence of columnarto- equiaxed transition (CET) in the samples. In order to do so, first, it was defined the difference between the real temperature at a given instant, which it is used in the analysis, its variation and furthermore, the variation in the solid fraction with time between the beginning and the end of solidification. It was determined a growth law assuming a lineal variation of equiaxed grain radius as a function of time, and also, it was expressed a law of grain density as a function of time, considering the presence of SiC and Al2O3 particles in the matrix. Finally, the results obtained were validated with measured values of grain density at each position of the thermocouples in the equiaxed zone of the solidified samples.

"The deposition of copper on inert substrate depends on the number of active sites that will react at certain overpotential. The critical overpotential depends on surface morphology, surface film resistance and additives on cathode surface. The effects of surface properties on copper nucleation and growth rates were studied for used stainless steel blanks from several tankhouses. The surfaces of the blanks were characterized with electrochemical and mechanical methods. Electrochemical deposition tests were done at current density of 300 A/m2 for 10, 30 and 60 seconds. The nucleation density and copper coverage were estimated using image analysis. The surface film resistance did not correlate with copper growth. Increasing surface roughness correlated with lower copper growth.IntroductionStainless steel cathode blanks in copper electrorefming are usually made of AISI 3 I6L type steel. They have a typical lifetime over 10 years. During use the surface will collect deposits and become rough due to wear and corrosion. These factors can affect the nucleation and growth of copper. The nucleation and deposition of copper on inert substrate depends on the number of active sites that will react at certain overpotential. The critical overpotential can depend on surface film resistance, surface morphology, and additives adsorbed on cathode surface.The deposition potential of metallic ions on a foreign substrate is usually higher than the deposition potential on the electrode made of the same metal due to crystallographic substrate/metal misfit [I]. If the substrate has traces of the depositing metal they will be preferential growth sites. For a smooth deposit a large number of simultaneous nuclei is necessary. However, excessive nucleation density can lead to porous deposits [2]. Surface films of good conductivity are needed for dense nucleation and small nuclei. On cathode blanks the number of active sites increases with increasing surface film conductivity [3-5] and/or surface film porosity [6]. On AISI 3 I6 L stainless steel a more resistive oxide has been found to limit favourable sites for copper nucleation and more conductive film promoted high-density copper nucleation [7]. Also Urda-Kiel et al. have concluded that thicker oxide layers on AISI 304 stainless steel resulted in lower nucleation [8]. Increase in overpotential or current density activates more and more of the potential nucleation sites and this can be seen as higher number of nuclei [9] or smaller average distance between nuclei [10]."

Stainless steel is increasingly used as a cathode starting sheet. It was shown earlier that even when depositing copper on copper, a substrate-influenced zone appears in the deposit structure, followed by a transition zone and finally by the electrolysis-influenced structure. On copper, the substrate-influenced zone has a thickness of twenty micrometers and on titanium, eventually more than fifty micrometers. Initial nucleation and growth have a considerable influence. In this paper, copper was deposited in a channel cell on four different 304 stainless steel substrates: mechanically polished and anodized, respectively, at 0, +400 and +800 mV/SHE in 1M H2SO4 at 20°C. Copper was deposited under electrowinning conditions after solvent extraction (SX) (40 g/l Cu++, 180 gh/l, H2SO4, 20 or 60°C). The results showed that, although Auger surface analyses of the substrates were only slightly different one from another including the oxide thickness, nucleation and initial stages of growth were very sensitive to the surface treatment of the substrate. Potential step and current step methods gave similar results : progressive nucleation followed by 3D diffusion controlled growth. The highest nucleation frequency was observed on stainless steel anodized at 0 mV/SHE, under various electrolysis conditions. The potential influence of these findings on industrial practice is discussed.

THE external appearance of a crystal which has undergone plastic flow suggests that adjacent blocks of the crystal have glided bodily past one another along the slip planes. However, the great discrepancy between the shear stresses calculated to effect such a movement and those actually observed has for many years stimulated searches for more satisfactory interpretations of the slip process. Appreciable success in these efforts has been realized by assuming the presence in the crystal of various sorts of imperfections and by considering the consequences of the presence of these flaws when stress is externally applied, The theory that has received the most attention recently-that of dislocations-postulates the occurrence of small, mobile imperfections or dislocations which move through the crystal along the slip direction, each dislocation being attended by a local shear displacement of one interatomic distance. Thus only that portion of the crystal through which the dislocation has passed may be said to have slipped, Since each dislocation produces a displacement of only one interatomic distance, an avalanche or train of many dislocations would be necessary to account for the observed displacements of several hundred or thousand interatomic distances. The salient point of the theory of dislocations is the concept that a slip band does not suddenly appear in its entirety. On the contrary, it grows progressively across the slip plane as the individual dislocations successively appear and advance in a train through the crystal. However, the concept of growth is not intrinsic only to the theory of dislocations, since atomistic mechanisms other than that postulated by the dislocation theory can quite probably also describe the growth of a slip band. For instance, a slip band might resemble a disc-like interface that appeared and then grew continuously from a small size, producing a displacement that increased with the size of the disc, Whatever the precise mechanism, the concept of growth is in itself consistent both with -the observed low values of critical shear stress and with the experimental observation that slip bands. frequently do not traverse the entire crystal. The likelihood that slip bands grow implies that they must first be nucleated and that the initiation of slip can therefore be analyzed in terms of the general concepts of nucleation. Indeed, this suggestion was advanced1 several years ago, but the matter does not appear to have been further pursued. Recent advances in the theory of nucleations2,3,4 have encouraged such a treatment of the slip process. As will presently be demonstrated, this approach to the problem not only accounts successfully for the incubation periods that have been observed5,6 to precede slip but also predicts certain transient effects in the deformation process, The existence of these transients apparently has not hitherto

Interest in monitoring nucleation overpotential in electrometallurgical processes dates back some 40 years or more. Conversely, remarkable progress has been made in recent years on describing in detail the processes involved in the formation of thin films by electrodeposition. The newer body of work underscores a need for greater clarity in speaking about the role of nucleation and in the acquisition and interpretation of nucleation overpotential measurements – the aim of this paper. In electrometallurgy, it is generally desirable to form deposits that remain smooth, compact, and relatively fine-grained while the deposit grows to a thickness on the order of 5-10 mm, about 100 times thicker than technological thin films. Hence, we distinguish two kinds of nucleation that can result in formation of new grains:- (1) initial nucleation (onto the substrate surface) of islands that coalesce into growing deposit, and (2) ongoing nucleation of new grains on the deposit surface long after the substrate has been covered and ceases to have a direct influence. Nucleation overpotential of the first type should be measured on an electrode surface truly representative of a real industrial substrate. The second type requires judicious choice of electrode material – an “ideal foreign substrate”. In general neither the industrial substrate nor native metal to be deposited is suitable for measurement of the second type of nucleation overpotential, because of interference by other processes. For the future, clear terminology is needed to distinguish these two types of nucleation potential. The second is the one for which the type of plot dubbed by Moats and Derrick as an “Adcock plot” and by us as a “Kerby-Adcock plot” was first conceived and correlated with relatively thick zinc electrodeposits. The data of Moats and Derrick showing trends for copper electrodeposition on stainless steel and on copper electrodes are interpreted within this framework.

El presente trabajo describe el plan estratégico de la mina San Vicente, ubicado en la provincia de Chanchamayo, departamento de Junín. Entre los objetivos de la mina está el aumento de la productividad a través de la reducción de costos de operación y realizar labores de pre-minado de 20 m/ día en los avances de operaciones. En este sentido, si bien la función del mecanizado es importante para el incremento de la productividad, es necesario controlar y administrar los recursos del nuevo yacimiento. Por ello, para implementar la nueva tecnología del minado es necesario el estudio de mecánicas de rocas y asi determinar la característica de la masa rocosa y la factiblidad económica para excavados mediante el sistema de minado contínuo.
