Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.

Fiji has been an independent country within the British Commonwealth of Nations since 1970. It consists of an archipelago of more than 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets, to the larger mountainous islands of Kandavu, Taveuni, Vanua Levu, and Viti Levu of volcanic origin. The islands of Fiji straddle the 1800 meridian about 1,800 kilometers south of the Equator in the part of the southern Pacific Ocean known as Melanesia. The production of gold and silver from the Emperor Mine at Vatukoula on the island of Viti Levu, the main island of Fiji, remained Fiji's only metallic mineral producer. Mining began at the Vatukoula site in 1933, producing 124 million troy ounces of gold and 147 thousand troy ounces of silver by yearend 1985.

In 1980, gold, silver, and pit and quarry construction materials were the principal minerals produced in the Dominion of Fiji. The combined value of these minerals totaled some $7.2 million,2 over 85% of all mineral production, Production of cement, sand and gravel, and quarry products continued to increase, but gold and silver production from Fiji's only operating mine declined slightly from the previous year's level. Mineral exploration has been carried out by U.S., Australian, British, Canadian, West German, and South African companies since the early 1960's, and a high level of activity was maintained throughout 1980. At the end of 1980, some 40 mineral prospecting licenses covering over 4,300 square kilometers were in force, and 19 applications were under consideration by the Mineral Resources Department. Total expenditures by mining companies on land base projects exceeded $6 million in 1980.

Gold continued to dominate mineral production in the group of volcanic islands and atolls of Melanesia in the southern Pacific Ocean, which comprise the British Commonwealth nation of Fiji. The Fijian mineral sector, however, remained of minor importance in terms of export earnings, Government revenues, and employment to the economy of the country, which was primarily agrarian with sugar as its mainstay. The Vatukoula gold-silver mine on the north side of the main island of Viti Levu remained the largest and most important mining operation, as well as Fiji's only operating metalliferous mine. In October, Western Mining Corp. (Fiji) Ltd. (WMCF), a wholly owned subsidiary of Australian-registered Western Mining Corp. Holdings Ltd., increased its interest in the Vatukoula joint venture from 10% to 20% by exercising its option with Emperor Gold Mining Co. Ltd., also of Australia. The assumption of mine management operations at Vatukoula in 1983, with its attendant influx of additional capital and technological expertise, enabled WMCF to increase both efficiency and output at the mine during 1984. Higher output was obtained owing to an increase in underground ore production, which was partly offset by a reduction in opencut tonnage, as well as to modifications in the recovery circuit. Rate of recovery increased from about 15% to over 82% of the gold contained in the ore and from about 40% to 45% of the contained silver.

The principal minerals produced in the Dominion of Fiji in 1982 were unrefined gold, silver, and tellurium. The combined value of these commodities was about $16 million,2 representing over 85% of the total value of mineral output. Cement, sand and gravel, and quarry products were the other minerals produced in Fiji. Despite the small part played by minerals in Fiji's economy, exploration on land and in the coastal areas was carried out by several international mining companies representing Australian, British, Canadian, West German, and U.S. interests. At the end of 1982, 30 prospecting licenses covering 2,300 square kilometers were issued. Most licenses were for copper, zinc, gold, and silver. Total expenditure on mineral exploration was $3.5 million.

Production of cement, sand and gravel, and quarry products increased substantially above the 1980 level. Mining bated on gold production was decreasing, and employment in the industry was declining. The better grade deposits in the one active mine were worked out, and only another 10 years' production at current rates was estimated to remain. While the high world gold price of 1979-80 led to intensive exploration, there has been little sum.

The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

Mineral exploration by several international mining companies as well as by local prospectors was being carried out over much of Fiji, and a number of interesting prospects were discovered. One of these, a medium-size porphyry-copper prospect in the Namosi area of Viti Levu, W88 at a mining feasibility study stage. At Mount Kasi on Vanua Levu, an extensive program of geological sampling and mapping W88 being conducted, and surface sampling and drilling W88 taking place at some base metal prospects in the south-central parts of Viti Levu. Also, high gold values in surface samples were reported at Vuda in western Viti Levu.

Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

Benin's industrial sector experienced severe economic and financial problems in 1986, including disappointing performances of the Onigbolo cement plant and the Semé Oilfield, plus a shortage of technically trained personnel and experienced management. Oil production remained about 1,000 barrels per day. Import and export trade between Benin and the United States remained minimal. Because much of Benin's outstanding external debt was in U.S. dollars, the stronger dollar greatly increased the debt burden. The 1985 budget of $304 million' was composed of an investment budget of $194 million and a current budget of $110 million. Of the investment budget, 84% was expected to be externally financed. About $45 million was given to three priority projects: the joint Benin-Togo Nangbeto hydroelectric project scheduled for completion in 1986; drilling of new exploratory wells of the Semé petroleum project, and the Dassa-Parakou highway. The budget deficit was projected to exceed $43 million despite a decrease in projected revenue owing to an anticipated decline of 25% in import tax revenue, normally the largest source of Government revenue.

Said to be one of the world's most under-developed countries, Benin had a gross national product (GNP) estimated at $1 billion in 1980.2 Contribution of the mineral industry such as cement and limestone to the GNP was negligible, but exploration of mineral potential continued Minerals.-The United Nations Development Program (UNDP) conducted an investigation of three deposits from 1977 to 1980: Phosphates (Mekrou), gold (Perma), and chromite (Buem). A phosphate rock deposit containing about 4.5 million tons recover- able by opencast techniques was discovered. It was not known if the gold and chromite deposits were recoverable economically. Iron ore deposits of some 230 million tons near Loumbo-Loumbo are at present not exploitable because of lack of infrastructure in the northern part of the country. Geologic mapping with British and French assistance was also pursued in 1980.

Output of minerals was insignificant in 1981 and made a negligible contribution to the gross national product (GNP), estimated at $1.2 billion.2 Agriculture accounted for 40% of CNP and manufacturing accounted for 10%. The chief source of income was indirect taxes levied on traffic through the Port of Cotonou, an entrepôt. Trade statistics for Benin were incomplete and dated. Major trading partners were France and other members of the European Communities. Benin was a member of the West African Monetary Union and as such must coordinate its foreign currency, reserves, interest rate structure, and fund transfer with other member countries. Its currency, the Communauté Financière Africaine franc (CFAF), was fixed to the French franc.

Output of mineral products was estimated to be unchanged in 1983 from that of 1982 with the exception of petroleum. The country began production of crude oil from the Seme Oilfield, and all output was exported. Wd and charcoal constituted 72% of Benin's total energy consumption, and imported petroleum products and electric power accounted for the remainder. Cement was produced from imported clinker. The gross domestic product (GDP) was $1,061 million in 1982, the latest year for which information was available.2 COMMODITY REVIEW Gold.-Exploration was underway at Perma by the U.S.S.R. as part of the United Nations development program. Gold had been produced previously at Perma, where a grade of 0.289 troy ounce of gold per ton was reported, An exploitation program for the deposit was to employ about 100 people, and output was targeted to reach 1,600 troy ounces per year. Recoverable reserves were put at 96,000 troy ounces.

Petroleum production was the principal component of the mineral industry, followed by cement production and some salt output. The French Central Fund for Economics Cooperation loaned $9.15 million2 to the Communauté Electrique du Benin (CEB), which served Benin and Togo, toward financing the construction of a dam on the Mono River at Nangbeto, Togo. The dam was to supply hydroelectric power to reduce the energy dependence of the two countries and to irrigate crops. Nine other international financial organizations, including the International Bank for Reconstruction and Development (World Bank). the African Development Bank, the Arab Bank for African Economic Development, and the French Aid and Cooperation Fund, contributed to the estimated $140 million cost of the dam. The CEB also was to contribute to the financing. Contracts amounting to $60 million already had been awarded to West German and Canadian firms. The dam was expected to be completed in 1987.

There was little change in the mineral industry of Benin in 1986, as the economy remained in the grip of a regional recession exacerbated by failing oil prices, which nullified much of the income from Benin's oil production. Benin's industrial sector accounted for less than 10% of the gross domestic product (GDP), with the mineral industry providing about one-half of that total. Several major projects initiated over the last several years continued to perform and/or progress below Government expectations. These included the Save sugar refinery, the Dassa-Parakou section of the Dassa-Cotonou highway, the Benin-Togo Nangbeto hydroelectric plant, the Onigbolo cement plant, and the Semé Oilfield. Funding for these projects is the major source of the Beninese external debt, which was estimated to be over $800 million.2

The mineral industry of Benin continued to be confined to the production of cement, crude oil, salt, and sand and gravel. Only crude oil and cement were exported, with the value of crude oil exports and cement exports constituting about 20% and 2% of export revenue, respectively. The value of crude oil exports was less than the cost of imports of refined petroleum products. Production of crude oil was unchanged from 1986, averaging 5,500 barrels per day (bbl/d). The Government managed the facilities at the Semé Oilfield while actively seeking a new manager to replace Pan Ocean Oil Co. of Switzerland, whose contract was canceled in 1986. Recoverable reserves of crude oil were estimated to be between 18 and 30 million barrels.

Development of a domestic limestone deposit and crude oil from an offshore oilfield was underway. Benin's currency remained fixed to the French franc. The gross domestic product (GDP) was $977 million in 1981, the latest year for which information was available. 2 COMMODITY REVIEW Cement.-Construction of a cement plant with 500,000 tons per year capacity neared completion at Pobé. The operator of the plant, using locally produced limestone, was the Societe des Ciments d'Onigbolo, a joint venture between Benin and Nigeria. Nigeria was expected to utilize most of the cement produced. Equipment for the plant included a 1,600-ton-per-day, oil-fired pre-heater.

Limited geographically by size and geo-logically by origin, smaller countries and territories of the Caribbean are nonetheless engaging in efforts to encourage the initiation of mineral and mineral-related industries. Petroleum dominates the minerals sector, which otherwise consists principally of minor quantities of construction-oriented materials, usually for local consumption. The increased cost of petroleum has adversely affected most of the world, but these islands with their economies precariously balanced on the uncertainties of agriculture and tourism are especially vulnerable to petroleum's direct and indirect costs. In 1975, the Government of Antigua acquired the financially troubled West Indies Oil Company refinery at St. Johns. The refinery ceased operations in 1976. In 1979, negotiations were underway to sell Ashland Oil Co. an interest in the small, 20,000-barrel-per-day refinery for $6.6 million. In 1977, Antigua granted petroleum exploration rights to the Antigua Mineral Exploration Company, which planned to drill in an undefined offshore area, possibly between Antigua and Barbuda. The company expected to spend about $200,000 per year through 1982. There have been no reports on its activity.

To a greater or lesser extent, the economies of the smaller Caribbean Island countries continued to have common problems. These included unemployment, inflation, foreign exchange shortages, trade deficits, and unstable world prices for their exports. Declining prices for petroleum provided some relief from scarce foreign exchange. Overall, the mineral sector remained stable. The Amerada Hess Corp. crude oil transshipment terminal on St. Lucia was completed during 1981. However, there were no shipments during the year. No official reason was offered for the delay in opening the terminal, but it may have been related to the world surplus of crude oil that occurred in 1981. There has been no further action on the refinery, which was to complete the island's petroleum complex. During the first half of 1981, an announcement was made that a second oil transshipment terminal would be built on St. Lucia. The report indicated that the terminal was to be financed by Saudi Arabia and include underground storage. After the original announcement, no further information was made available. This terminal, like the Hess petroleum complex, may have been temporarily postponed because of the crude oil surplus.
