THE growth of and profession depends on meeting and solving new problems. It is a continuous process. 'A period free from new, or hitherto unknown, questions will be a period of arrested development in the profession it affects. The present generation has witnessed a' mechanical development that has been truly marvelous: Almost every day marks the advent of a new, or the improvement of an old; process, method or machine. Wonders are now commonplace. The impossible is regularly accomplished. Yet, with all our progress in every realm of science and with our development in the engineering field, advances which have made possible the marvelous growth in industry, we have not made commensurate gains in methods affecting the human factor. Without the cooperation of the worker, we shall always fall short of our goal in a mechanical or statistical sense. If we do not make the individual members of the human family strong, healthy, happy, and ambitious for better things for themselves and their children, we will have failed utterly, for that is the real reason for our existence as men and the purpose of our organized effort as an engineering group. "Under the auspices of the Commission of the European Union, a consortium composed of six European organi~ations has conducted a project to scale up the PLACID electrowinning cell to industrial size within the Placid process development. This paper is concerning the results and achievement of the industrial cell prototype after more than 1,000 hours operating time and about 10,000 Kg electrolytic lead production. In general, results have been very satisfactory, demonstrating the ability ofthe PLACID electrowinning cell to produce top quality electrolytic lead (> 99.99 %) with high current efficiency and low energy consumption.IntroductionThis paper is concerning the development of an industrial size PLACID electrowinning cell within the PLACID process development. This project began on January 1993 and was finished on April 1996.Lead metal production and manufacturing industries produce large amounts of dusts and also lead bearing slags. Spent lead-acid battery recycling also produces lead oxides from the battery pastes rather similar to those mentioned above. Those lead secondary materials are hazardous and difficult to handle by usual procedures.Existing processes to treat-lead oxides may inflict considerable damage on the environment, incur high operating costs and have limitations to produce top quality lead.The main aim of this project has been to develop a novel hydrometallurgical process able to deal with different lead bearing materials, mainly lead oxide secondaries: lead-acid battery pastes, lead fumes, furnace slags, oxide residues, etc., producing ""four nines"" pure lead in an efficient manner with a benign influence on the environment; it is called the PLACID process."

The demand for sulfur divides into two major categories: agricultural and industrial. Most of the agricultural demand is related to the production of phosphate fertilizer products. Industrial demand is derived from the demands for a large number of products and is related to a variety of industrial processes, no one of which characterizes it in a simple way.

In the pursuit of commercial solutions for environmental issues, individual problems are often identified, considered and resolved in isolation from other environmental matters and always at the end of the cycle û after the problem has been created. Inter-relationships are neglected if they are not seen to obviously impact on a specific problem and the issue at hand is plucked from the environmental landscape and dealt with in total isolation to all else. In a Zero Waste approach to environmental matters, all outputs are pursued as potential inputs. Industrial processes are viewed as a variation on natureÆs theme and opportunity pursued above all else. When viewed from this perspective, industry appears to have forgotten its origins. It has forgotten that it is principally about people. The juggernaut of global trade has forgotten that it is a small part of a big landscape and that its principal participants, people, cannot exist without healthy soil. Commercial activity in all parts of the world relies heavily on the ability of agriculture to produce the necessary inputs for industrial production. The care and nurturing of our soils is fundamental, not only to the survival of humanity, but also to the economic systems that support that humanity and to the industry which profits by it. Actual levels of domestic recycling in many countries around the world seldom reflect the 90 plus per cent desire to recycle recorded in surveys conducted by local authorities in almost every country. If the desire to recycle is far removed from the end result, why is it that the systems provided are so ineffective? It is obvious that what we do need is a recycling system that both engages and rewards the participant and stimulates the innate desire to support the environment. A recent trial in New South Wales, Australia, demonstrated that by giving individual households credits for recycling organic wastes, not only will contamination levels fall dramatically, but increased yields, improved soil structure, improved land values, reduced fertiliser costs and increased water use efficiency give the farmer good economic reasons for purchasing and applying quality composted product. By underpinning and securing the agricultural community, we secure the future of industry. The æCity to SoilÆ project linked the economic on-farm benefits of compost use with reduced contamination through the provision of rewards paid for by the purchase of product by the farmer.

CONTAC Engineers is a Chilean based company which works on process control and automation, principally for the minning industry. Jointly with other local and international engineering firms, CONTAC has participated in most of the last expansion and modernization plans being carried out at the Chilean pinning industry. At presente, CONTAC is involved on a research and development plan for the design and implementation of new instrument and process control procedures for mineral process automation. One of these efforts is the design of an ore size analyzer for coarse ore being transported over a conveyor belt. A feasibility and prototype study was made at a SAG Mill Plant and currently a high resolution, high speed analyzer is being developed. It will became available on early 1986.

Treatments with high concentration solution of inorganic acid at temperatures under boiling point are a usual method for clay minerals structure modification. For many industrial uses bentonites must be cleared of impurities. In the present paper, a sample of Brazilian bentonite from Vitoria da Conquista, Bahia was modified by mild acid attack using hydrochloric acid under moderate conditions (90 °C, reaction times of 1, 6, 12, 18 and 24 h in close reactor, concentration of the aqueous solution of hydrochloric acid 1.5 M, acid solution/clay ratio of 1 g/10 mL). The attacked samples were characterized by CEC, XRF, SEM, EDS and Stereomicroscopy. The purpose of these attacks is to reduce the concentration of impurities with minimal damage in clay minerals structure. The modified bentonite presented good results and tends to be a good economic and environmental alternative to manufacturing products with high added value such as polymer/clay nanocomposites, cosmetics and medicines.

The use of deep wells for waste disposal is not a new technique. The production phase of the oil industry has been using this method to dispose of unwanted oil field brine since the 1930's The adoption of this method by other branches of industry, however, to dispose of manufactured wastes is a relatively new development, but one which is finding increased use (2). Deep well waste disposal is not an ordinary technique even though it is finding relatively wide application. In fact, just the opposite is true; it is still a rather extraordinary measure. It is not now, nor is it ever likely to be a disposal method which can be assured of success before it is tried.

The paper discusses the treatment problem of mine (waste) water for enterprises of the Russian Arctic. The wide range of relevant pollutants, financial resources, the availability of land for the construction of a treatment plant, waste generated during the treatment process are some of the factors controlling current and future process design solutions. All mining operations have adopted water treatment and water quality monitoring solutions, however there is no single approach to the problem and each industry participant operates within the scope of its available resources. The range of existing and emerging methods is extensive — from using constructed wetlands for the deposition of mineral nitrogen compounds in settling ponds, reagent deposition and chemical coagulation in exhausted mine workings, and filtering dams on the surface to retrofitting existing mine drainage treatment plants with the adoption of the electrochemical coagulation process. Methods of wastewater treatment from heavy metals, oil products, and nitrogen compounds are demonstrated in the example of two industrial facilities in the Murmansk region. It was found that the use of electrochemical coagulation provides effective treatment of mine water from NO3, NO2, Ni, Fetotal and petroleum hydrocarbons (the degree of purification from 50.5-99.7%), the use of phytotreatment system provides wastewater treatment from ammonium ions and nitrite ions by 53-84%, nitrate ions - by 22%. "Mineral and industrial raw material mining and preparation make a negative impact on the environment. The main types of impact are the land resources gathering, soil and water balance disturbance, surface-water, underground space and atmospheric air pollution, as well as the vast amount of solid and liquid waste production. Considerable attention in recent decades has been given to waste recycling. The task is to maximize the use of both newly formed and accumulated solid and liquid wastes. The mining and mining and smelting enterprises industrial waters are a very promising source of secondary hydromineralic raw materials. They have high concentrations of not only calcium, sodium, but also, for example, lithium, rubidium, heavy non-ferrous metals. In general, unfortunately, we have to state that today there is no wide practice of extracting valuable components from waste enrichment, as well as processing of man-made waters to extract metals from them. The quantity of extracted components from underground, and furthermore passing waters, is insignificant. At the same time there is a tendency to increased demand for rare metals: Sr, B, Br, I. This is explained by their wide use in many industries. For example, the consumption of lithium products is steadily increasing. The obtained results showed that in the liquid phase in connection with high salt content and a significant difference in the macro- and microcomponents contents, conditions are initially created for the microcomponents selective isolation possibility. The identified conditions realization is most possible in such technological processes as cryotechnology, sorption and ion flotation. There is an urgent need to expand research in this direction and to recognize as a publicly important task the mining and industrial waste processing full-scale introduction into the practice of operating mining and processing enterprises and iron and steel companies.INTRODUCTION Mineral and industrial raw material mining and preparation make a negative impact on the environment. DURING the summer of 1949, the United Nations Scientific Conference on the Conservation and Utilization of Resources met at Lake Success. As summed up by one writer, the purpose was: "That everyone will try to learn how to feed more people from an acre of land." That objective is a stimulus to the phosphate rock industry as well as other industries. Phosphate rock was mined first in the Canadian province of Quebec where it was found as an apatite in pockets. In 1863, mining began near the Rideau Canal, first in open trenches and quarries until shafts were sunk. These operations were difficult since hard rock had to be drilled and blasted. Steam was the source of power. The phosphate rock was hand-selected and recovery ranged from 6 to 10 pct, averaging 70 pct to 85 pct bpl (bone phosphate of lime). Costs, f.O.b. Montreal, were $14 a ton, and selling prices averaged $17 a ton. In 1885, about 29,-000 tons were sold on this basis, but by 1892 the output fell to 8000 tons at an average price of $15 a ton at Montreal. South Carolina Deposits Phosphate rock was first discovered in South Carolina in 1837, but a mining company was not formed until 1867. It was immediately successful, and the industry continued to develop and ship an increased tonnage of land and river rock, shipments increasing from approximately 20,000 tons in 1868 to 537,000 tons in 1890, when the shipments began to decrease. In 1892 only 350,000 tons were shipped. In this field there were two types of deposits: land rock and river rock. More land rock tonnage was mined until about 1887 when river rock production began to equal it. The land rock was mined adjacent to and in the river marshes by pick, shovel, and wheelbarrow. Each worker dug daily a space 6 ft wide, 15 ft long and 6 ft deep, which was overburden, and then loaded about 3 cu yd of phosphate rock into wheelbarrows. His helper would wheel the barrows to small steam railroads up to 250 ft distant. Water was kept from the pits by steam pumps connected to railway cars. The phosphate rock was loaded into railroad cars, hauled and dumped into a log washer to which water was added, and run over trommel screens to eliminate the clay and loose sand. Steam shovels for loading were introduced about 1891. River rock was mined by floating dipper dredges and at low tide was loaded into barges by laborers using oyster tongs, the large lumps being hand-loaded. Barges and bateaus were unloaded by wheelbarrows which were wheeled to the same type of land rock washers. The washer product was piled with stacked pine cordwood in alternate layers and fired for drying. Usually this was done under sheds along the river bank. The dried rock then was transferred to ships, usually three or four-masted schooners. Cost of production of both land and river rock, including $1 a ton royalty paid to the state for state-owned property, was approximately $4.25 a ton averaging 60 pct bpl. The selling price was approximately $7 a ton f.O.b. In 1886 the courts handed down a decision permitting anyone to mine, and many additional companies were organized immediately. As a result, the selling price was lowered to a profit margin of 50Ø or less per ton. The South Carolina mines were eventually shut down when a more profitable source of phosphate rock was discovered in Florida. Florida Deposits Phosphate rock was discovered in Florida in 1882, and in 1883 a small quarry was opened near Hawthorne. In 1886 phosphate rock of good grade was discovered on Peace River, and the Arcadia Phosphate Co. was formed. In 1888 the company began shipments amounting to 3000 tons that year. During the latter part of 1888, hard-rock phosphate was discovered near Dunnellon. Exploration extended rapidly, and deposits of hard-rock phosphate were mined over a wide area so that shortly after 1900

"The U.S. Bureau of Mines established on August 15, 1983, the Generic Mineral Technology Center for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. The Center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to ""... permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . ."" The Center's program is designed to permit an accelerated attack on the fundamental research problems for the control of respirable dust in mines.The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. The Generic Technology Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated. The Center activities involve the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications' in the respirable dust area.The Center is composed of faculty from the four universities/institutes listed above. The personnel, facilities and equipment that are available to the Center from these entities are diverse, complementary and comprehensive. More than fifty scientists, engineers; and medical personnel in the Center are engaged in respirable dust research. Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease Studies are available as a result of the existing relationship between NIOSH and West Virginia University.The breakdown of the dust research program into the five areas mentioned above recognizes the importance of an integrated fundamental research approach to the respirable dust problem compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities. The specific projects in the research areas are a result of a careful evaluation of the past and ongoing research activities, the identification of areas where data and information are scarce, and awareness of the recommendation of the National Academy of Sciences Study on the Measurement and Control of Respirable Dust. Penn State is the administrative unit for the Center. Funding to date is nearly $6.5 million."

An industry survey has been conducted by the Queen's University Mining Engineering Department of 30 Canadian mining organizations to determine how effectively newly graduated mining engineers meet the needs of the industry. The principal objectives of the survey were to evaluate, and thus provide focus on change for, curricula being taught at Canadian mining engineering schools in service of the industry's needs; to provide feedback on current industry expectations; and to reinforce contacts with the industry as a means of providing future collaboration. A strong focus of the survey was placed upon industry's perception of the special attributes of engineering hires and applicability of student academic training to meet their industrial requirements. In providing this detailed summary of corporate responses, a clearer understanding of the mining industry's expectations of engineering training at Canadian colleges and universities has been gained.

The Pennsylvania Joint Coal and Gas Committee Gas Well Pillar Study of 1956 is the bases for well protection pillar design in the US and many other countries. An update was necessary because the well construction common to the gas and coal industries as well as mine configurations, mine depth, and extraction thickness have changed considerably since 1956. As initially envisioned the update would involve a similar empirical study that formed the basis of the initial investigation. However, there are no records of any gas or oil well failures related to coal mining since 1956 when mines followed the initial recommendation, making an empirical study problematic. Thus, the study had to be more analytical, which in return required at least some fundamental research into the behavior of the interaction of coal mining and oil and gas wells. A call to industry about research they have undertaken resulted in obtaining excellent research on the subject from three companies; Alpha Natural Resources, Inc., CONSOL Energy Inc., and Range Resources. These research projects were initially undertaken for internal use and not previously published. John T. Boyd Company reanalyzed these studies and determined how their results would affect protective pillar designs. These research projects pointed to the importance of horizontal movement and shear caused by subsidence and the strength of pillars and their foundations. The importance of geology is important in understanding horizontal shear, ground movement, and floor strength. The failure modes of casing and pipe needed to be understood so the threshold of these movements and stresses could be determined.

RISKGATE is an interactive online risk management system developed by the Minerals Industry Safety and Health Centre (MISHC; University of Queensland) to maximise health and safety performance in the mining industry through implementing continual improvement in management of major unwanted events. A comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, manual tasks and slips/trips/falls. This will be extended to outburst, coal burst and bumps, interface displays and controls, tailings dams and inrush in 2013. RISKGATE presents substantive and leading edge controls to assist industry stakeholders in the design, management and reporting of organisational and regulatory compliance requirements. From a broader industry perspective, RISKGATE provides an environment for knowledge capture and knowledge exchange to drive innovation and best practice in the identification, assessment and management of risk. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry. All major Australian mining companies are contributing topic experts to this broad industry initiative. In the first 24 months, nine coal mining companies nominated over 80 different experts who contributed over 400 days of individual time to the knowledge capture workshops. RISKGATE is the largest single Australian Coal Association Research Program (ACARP) occupational health and safety (OHS) initiative to date.

"THE mineral industry is constantly undergoing changes and facing challenges, and today we are in the midst of another serious one -namely, manpower requirement at every level in the mines, shops and plants. In the not too distant past we had a situation where labour was plentiful, although the equipment, by present-day standards, was quite inadequate, and that's easily understandable when you look back at the primitive methods by which our Western mines were first developed and operated, and then improved by the inventiveness and ingenuity of man.I'd like to show you a few slides from drawings made by Buck O'-Donnell which illustrate some of yesterday's methods of mining. Some of you probably had first-hand experience with some of these so you know they were tedious, time-consuming and involved a lot of heavy labour.Taking the Anaconda Company operations at Butte as an example, we can see what has happened in just the past ten years. In August of 1956, the Butte mines had 5,516 day's-pay employees and 976 salaried employees, for a total payroll of 6,492. In August of this year, there were 3,645 day's-pay employees and 605 on the salaried roll, for a total of 4,250. The number of contract miners had gone from 1,347 in 1956 to 606 in 1966 and that of other underground miners from 2,893 ten years ago to 1,149 this year. Along with these changes, however, another change of special significance has taken place, and that is in the number of skilled craftsmen, surface engineers and so on required for our operations. In 1966, we had 1,890 of these people, 600 more than in 1956 and nearly three times as many as just twenty years ago."

The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The proceedings volume, including a CD of the papers, is available from SME for $149 member, $139 student member and $189 nonmember. "There is general consensus that as the world continues to change at an ever-increasing pace, companies must continually adapt their operations in order to remain competitive. Those that change fast enough, survive; those that don’t, perish quickly. Today, we hear that it is not worth the time preparing corporate business plans as they are out-of-date before the ink is dry. Within the corporate environment of the 1990s, we must “think” strategically, be a “learning organization”, keep our costs low, focus on our core competencies, stay as flexible as possible and create value. So-called “sustainable competitive advantages” can be obsolete before a patent is issued — if its even worthwhile patenting the advancement. This is industry in the 1990s.Now, while all this radical change has been underway in the global industrial environment, what have Canada’s universities been doing to keep pace with the change affecting one of their major stakeholders? Have they adapted their products and services to suit the new market conditions? Have they built closer links to industry to try to understand how better to serve this important client? Do they welcome industry input as to how to redefine their mission, objectives, strategies or their course contents? Do their students graduate with skills ideally tailored for the global mining industry? In the era of communication, can they write high quality reports in English, never mind speak French or Spanish?In an effort to provide Canada’s engineering faculties with a “blueprint” for the future, the Canadian Academy of Engineering pre-pared a report entitled “Engineering Education in Canadian Universities”, published in August1993, which concluded with the following recommendations:"

MINING is one of the major industries of the Rocky Mountain region and since the United States became involved in the present World War, all mines have been called upon by the Government for the maximum production of the strategic metals necessary. Operating under the most adverse conditions, such as priority requirements, slow delivery of necessary material and equipment, labor shortages, and freezing of all wages, which still permitted some industries to pay higher rates than were allowable in the mines, thereby drawing labor from the mines; and the United States Employment Service continually giving mine labor certificates of availability; these and many other problems made mine operation particularly difficult. Yet, in spite of these obstacles, the mining industry, either through its own resources or through Government subsidies in the form of loans or premium prices for strategic metal, have and still are making an all-out effort to meet Government demands. They, without question, have played a major role in assisting the war effort.
