Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

The public relations problems of users of explosives have greatly increased within the past few years. One reason is that explosives and blasting agents are being consumed in increasing quantities. The principal reason, however, is that more people have become physically affected by blasting. Mines, quarries, and construction sites that were formerly in relatively remote locations now find themselves near congested areas. New express traffic ways being constructed to connect the suburbs with downtown areas are being built through the middle of long-established business and residential neighborhoods. The public becomes aware of blasting by two physical sensations-vibration and noise. Vibrations are usually so slight as to be negligible, and in most cases the only sensation noted is noise. The reduction of vibrations to this low level has been primarily achieved by the use of blasting practices and explosive products recommended by vibration engineers based on seismograph recordings. Unfortunately, very little scientific attention was given to the accompanying physical sensation-noise.

Bateman Engineering managed the establishment of a second diamond treatment plant at the Letseng Mine in the Mokhotlong District of northern Lesotho, about 100 km from the town of Buthe Buthe. Letseng Diamonds Proprietary Limited, is owned 70 % by Gem Diamonds and 30 % by the Government of the Kingdom of Lesotho. The second plant, which commenced construction in late 2006, doubled Letseng Mines' hard rock processing capacity from 2.6 million t/yr to 5.2 million t/yr, making it the worlds' seventh largest diamond mine by throughput. Bateman Engineering provided the engineering design, procurement and construction management of the new plant.

t is both an honor and privilege for me to nominate Dr. Daniel W. H. Su for the inaugural Syd S. Peng Ground Control in Mining Award. I can think of no better candidate than Daniel that is deserving of this award ? an award to recognize technical excellence in advancing ground control technologies [and] approaches. Daniel?s education and career spans over three decades. Having graduated from National Cheng Kung University in Taiwan in 1972 with a B.S. degree in Mining and Petroleum Engineering, he spent the next four years in the Taiwanese military and mining industry, before moving to the United States, where he enrolled in West Virginia University?s Mining Engineering Department. He received his M.S degree in Mining Engineering from WVU in 1978; then in 1982 became the first person to ever receive a Ph.D. in Mining from WVU. His thesis was titled, ?Development of Ultrasonic Techniques for the Measurement of In Situ Stresses?.

I take pleasure in transmitting herewith "Petroleum Development and Technology in 1927," in which we have attempted to set out in a series of 40 papers with attendant discussions the advances made in Production Engineering and Refinery Engineering during the year. The volume also contains a digest of round table discussions on Petroleum Engineering Research problems and Petroleum Engineering Education. In addition to the above we set out in 16 papers a review of production of each producing area of the United States and of the more important foreign countries, together with a review of the world's production and forecasts for 1928. We also include 8 papers on the Economics of the oil industry. The papers and discussions included herein represent the contributions of more than 200 engineers, including the foremost in each line. These papers were presented at technical sessions held in Fort Worth in October, 1927, and at the annual meeting in New York in February, 1928. We desire to express our thanks and appreciation to all those who have contributed to this volume. As in previous years, we have attempted to emphasize the value of both written and impromptu discussions. -We have made a practice of returning all impromptu discussions to the authors for correction and amplification, and because of this practice we feel that the discussions contained herein are in very presentable and readable form. It was decided by the nominat,ing committee when meeting for thc purpose of nominating officers for 1928 to eliminate the vice-chairrnanship for Transportation Engineering, as that branch of the industry seemed to come more naturally under the activities of the American Petroleum Institute. It was also decided by this committee to institute a new vice-chairmanship for Petroleum Engineering Research. Wc have had heretofore round table discussions on engineering research, but through the newly created vice-chairmanship, to which Mr. L. C. Uren was elected, we expect to have more comprehensive sessions on engineering research than heretofort.

The engineering personnel shortage, present and impending, so well brought out in the article in Mining Engineering in the August, 1951 number, both in the editorial lead and the article by William B. Plank and Henry J. Petrie, has left untapped and has ignored a potential source of supply that would fill the need ably and with complete satisfaction. This source is comprised of the women engineers- and geologists, both presently, trained and able to handle work at all levels, and the many who would make splendid engineers and geologists if they could hope for even a modest taste of the square deal that should be theirs, but, as we all know, is not. I write from experience. It is not pleasant or sensible to have to urge borderline cases among men students to consider engineering and geology as careers to fill the need, when I have far more able, interested and suited young women students whom I must divert into other channels. It does not make sense to scrape the bottom and sides of the barrel to induce potentially second or third rate male engineers and geologists to enter the profession when we have superior material among the women, eager to do good work in these fields. It does not make sense for these men to become second or third rate in these fields when they might be first rate salesmen, musicians, advertising copywriters or policemen. Nor does it make any more sense to force potentially first rate female geologists and engineers to become second or third rate and very frustrated typists, kindergarten teachers, dress sales-women or clerks. At this point I am willing to admit that where superstitious -miners object to women in underground workings, men are available for the jobs. Moreover, it is not necessary for women to be sent into the most difficult country, if there is reluctance on either side of the contract. There may be fewer of them eager for the roughest assignments, in proportion to the men, but women are so accustomed to discrimination far more complete than that against any racial or religious group, that a reasonably tough assignment would seem like a heaven-descended joy. In my own experience, I have found that my girl students majoring in geology, could keep up with me in the field in the roughest terrain, but. the men, all but the best students and the most physically fit young men, complained that they could not keep up with me and that I always "walked their-legs off. The women, a few men and I always returned with bags heavy with well chosen specimens and proper notes. Most of the men carried no specimens and-but poor scraps of notes on loose bits of paper. Yet the men were urged to prepare for a career in engineering or geology if their examination marks were reasonably good. When we find that we still have a shortage of engineers and geologists, after putting all the qualified women to work, then we may begin to worry. I HIT the ceiling when I opened my November MINING ENGINEERING and after waiting a week to cool off I' still find it necessary to express my resentment of the gross libel embodied in the editorial introduction to Norman Stines' legitimate criticism of my paper on "Russia's Mineral Potential" (p. 949). The underlying thesis of my article, and a point that I tried to make even more clearly in my oral presentation at the St. Louis meeting last February, is that we should not over estimate the present and near-future mineral production of the USSR. The words that I resent in your boxed introduction are: "Opinions range from those presented by Paul Tyler ... to those of Norman C. Stines . . ." This is not merely an understatement that can be defended by admitting that the range goes much farther to the left, beyond me. It represents the appraisal that 90 pct of your members will carry away, namely that I am not only an incompetent observer-which may be true-but always that my bias is to applaud the efficiency of the beasts in the Kremlin-which is not true. Notwithstanding my efforts to clarify the record I now find myself branded as being at the opposite pole from 'Mr. Stines among the red-eyed worshipers of Communism or at least among the timid souls that shake in their boots in the belief that the Soviet system has created an invincible as well as an evil menace to the decent peoples of the world. My ideas are somewhere in the middle ground between Mr. Stines' complaisance or contempt and the exaggerated fears of several other observers whose views have received wide acceptance. PAUL M. In his article he objectively presented an estimate of the mineral position of the Soviet based on the statistics available to him which sources are credited in the first paragraph of his article. We happen to know that, Mr. Tyler was reluctant to prepare the article for the Mineral Economics Division sessions at the 1951 Annual Meeting and did so only because of his loyalty to AIME. It was thought that this article would be a basis for discussion of this important subject at the Annual Meeting. Without having asked for it, the writer has apparently been drawn into the discussion regarding relative hoisting capacities which was started by Woodward Iron, egged on by Joe Haller of Cleveland-Cliffs [Mining Engineering, August p. 642] and Axel Kjelgaard [November p. 919], who took exception to Mr. Haller's remarks of tonnage hoisted and avers that they do better in Sweden. It does not appear to the writer that Mr. Haller was inclined to refer to the tonnage hoisted at Cleveland-Cliffs in a manner to imply that they claimed any hoisting record, but rather as a statement that they had hoisted a certain amount of ore during the year 1950. Mr. Haller has been in the mining game long enough to appreciate what Mr. Kjelgaard did not apparently take into consideration, that length of haul, shifts hoisted, nature of ore, method of loading and the many other factors which influence the hoisting cycle make a comparison of tonnages hoisted of two given mines almost an impossibility. Mr. Cheyette sent you .a copy of his letter to Bob Manegold relative to the capacities of the Orient #2 mine. There are several mines around the Country which constantly set up records about which little or nothing at all is ever heard. We cite the Snow Hill Coal Co. mine at Terre Haute, Ind., which has an automatic Nordberg hoist and which hoists 12 tons per trip or 700 tons per hr from 700 ft. This is a counter-weighted installation and a complete cycle is made every 62 seconds or 58 trips per hr. Another mine, The Potash Company of America mine at Carlsbad, N. Mex., has a Nordberg automatic hoist, hoisting eight tons per trip from 1150 ft on a one minute cycle. The materials hoisted in these two mines are ideal for automatic hoisting-they are free flowing so that no hang up is anticipated and hoisting is continuous. Multiplying out the above figures you will find that it is possible to hoist 11,000 tons in two shifts at Snow Hill or over 3 million tons in 300 days per year and over 2 million tons at Potash. Other mines have records which can be pointed to with pride. When a record for one year is established, it doesn't stand too long as here in America the ambition of all the men connected with the operation forces them on to larger tonnages. T. C. The levees where the Mississippi River and the Lower Wood River meet near East Alton Illinois have been a problem area for years due to underseepage. The first phase of the deep cutoff wall was a 2,000-linear foot section that was completed in 2016 for the Illinois Flood Prevention District Council. This section was installed along the Wood River and the Mississippi river to depths of over 135’, The United States Army Corps of Engineers was tasked with continuing the cutoff wall along the Mississippi river. The wall was a continuation of phase I with depths up to 140’. The 1,000’ long cutoff wall was installed through fill, loose sands, cobbles, and sandy clay. The cutoff wall was terminated in either Glacial Till or sound rock. In order to provide wall permeability equal to or less than 1.0 X 10-6 cm/sec a self-hardening slurry (SHS) composed of ordinary Portland cement, slag cement, and water was utilized. The depths reached on this project using SHS is the deepest done to date in the United States. Along with the permeability requirements, a very narrow range for the unconfined compressive strength was specified at 50 – 180 PSI. In order to monitor the ground movement and water level fluctuations during the excavation of the panels with the Hydromill or Clamshell, 6 automated inclinometers were installed and monitored continuously during panel excavation in phase 1. Seven automated piezometers were monitored in phase 2. This paper will give an overview of the project with emphasis on the effect of the excavation on the instrumentation, specifically the reaction of the piezometers as the last panels were installed. INTRODUCTION The project is in Illinois, about 1000 feet downstream from where the Wood River Creek enters the Mississippi River between East Alton, IL and Wood River, IL adjacent to State Highway 143 (Fig. 1). The Wood River Lower Cutoff Wall Phase 2 Project (WR2) was awarded to TREVIICOS SOUTH (TIS) in September 2017. The Main Project features are: Construction of work platform, inclinometers installation and removal, cutoff wall construction by the Self-Hardening Slurry method (approx. 135,000 sf) up to 140' depth, clay cap installation, and site restoration. The levee system along this stretch of the Mississippi River has been plagued by under-seepage for several years. The phenomenon has worsened to varying degrees, depending on location, to the point that remediation was needed to ensure that Levee failure would not be an issue in the future.

"The Level Crossing Removal Project – Package 1 is part of the Victorian Governments commitment to remove 50 of the most dangerous and congested level crossings across Melbourne. This involved removing three crossings on the Frankston Line in the south east suburbs of Melbourne. The works involved replacing approximately 2.5km of at grade track with three rail cuttings up to 8 m deep at each of the bridges that replace the level crossings. The cuttings are retained by piled retaining walls and during the main construction occupation approximately 250,000 cubic metres of soil was removed. The project has presented significant geotechnical challenges due to the location in residential suburbs and tight rail corridor and rail occupation timeframe. These challenges included temporary and permanent wall stability, foundations, earthworks and dewatering. The primary earthworks challenge for the project was moving the 250,000 cubic metres of soil in a 10 day window, however, from a geotechnical viewpoint, obtaining a stable subgrade on which to operate the necessary construction plant in a short time frame with constrained site access and time to import materials was the key. Whilst closely watching the performance of the dewatering system, a range of contingency plans were developed to cope with any difficulties."

Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value

Simultaneous mass-balancing of a mineral processing flow sheet results in adjustments to each data point that reflects the accuracy and precision across the full set of data. In this way, all the good work that goes into designing the sampling and analysis protocol for each sample point is leveraged in order to produce a æbetterÆ set of balanced numbers for every sample point in the circuit. Few operating plants employ whole of circuit balancing techniques to produce reported operating results. This situation is changing with the application of mass balancing technology which utilises redundant data for production accounting and metal reconciliation from product to ore source across multiple phases and multiple time periods. Mine and plant data can now generate credible information to improve productivity. Mine and plant personnel can now use consistent data sets for review and planning. Decisions based on balanced data can be made quicker and with increased confidence.

As air quality sensor networks become increasingly popular in underground coal mines, it is important to generate paradigms for the application of the collected data. To date, air quality sensing has been primarily used as an early warning system for hazardous air conditions. Using data collected from a network of sensors in a US underground coal mine, we have created multiple visualization methods to show the interactions of carbon monoxide evolution with ventilation airflow. These visualization methods can allow for further analysis of the source of contaminant, as well as better data resolution across the area of concern within the mine. By utilizing univariate spatial interpolations, we present methods for identifying the movement of carbon monoxide at one-minute intervals. The resulting visualizations display the evolution of carbon monoxide concentration across a sizeable study area over a period of 14 minutes.

Building Information Modeling (BIM) is an increasingly popular method for generating and managing facility information during the life cycle of a building, ranging from facility conceptualization, through design, construction and its operational life. Organizations involved in Facility Management (FM) have the opportunity to use BIM as a knowledge repository to document evolving facility information and to support decisions made by the facility managers during the operational life of a facility. This paper demonstrates the potential of using BIM to develop algorithms that automate decision making for FM applications. The potential of utilizing BIM as an analysis tool is demonstrated through the scenario of HVAC (Heating, Ventilation, and Air Conditioning) system failure in an operating facility. In case of a typical HVAC malfunction today, facility occupants record complaints in a ticketing database maintained by the FM organization. Upon receiving notification of HVAC system failure, facility inspectors visit the location to confirm the reported failure. Upon confirmation, facility managers review building plans and specifications to develop a detailed plan of action to repair any HVAC components suspected of damage. Based on the plan of action, inspectors visit the facility to inspect and, in case of damage, repair the appropriate HVAC system components. These FM practices ? as currently implemented across the industry ? are labor intensive, time consuming, and often rely on unreliable and outdated information. To address these shortcomings, the authors propose an alternative methodology of HVAC fault detection in operational buildings. The authors implement an algorithm that leverages complaint ticket data and automates BIM to determine potentially damaged HVAC system components. Based on the list of HVAC components suspected of damage, the algorithm develops a plan of action for the facility inspectors. Finally, the authors discuss the advantages of the proposed method as well as the challenges of implementing automated BIM-enabled decision making processes in the FM industry.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.
