While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

The topic of the industrial applications of mineralogy is a vast field which can be adequately covered only in a large book or by a two or three semester course. This paper recalls experiences of the writer in this field, a task requested by the Process Mineralogy Committee. Therefore, this paper is largely an account of the industrial mineralogy problems I was involved with, since my student years, Although I will treat each application only briefly, it is hoped that they will illustrate to the students in the field how varied are the applications of mineralogical methods. In this respect, I want to emphasize that it is important for mineralogy teachers to point out the usefulness of mineralogical methods much more often in their courses. Not only does that help prepare young individuals for industrial careers, but also it arouses their feeling of consciousness of public responsibility which is an important attribute for the world's scientists. When professors utilize the varied applications in their teaching of mineralogical methods students then understand better the significance of learning those methods and appreciate the many years of necessary university preparation. The first time I was involved in an application of mineralogical methods was about 1944 as a student of Professor Paul Niggli. He was asked to study the problems of ice crystallization on wings of airplanes. The ice formed at high altitudes and during the winter. This was not outside his realm of expertise because he was the main initiator of the Snow Research Institute on the Weissfluhjoch in Switzerland. I believe that the work of this Institute was an important factor in stimulating much of the snow research subsequently carried out at the United States Army Snow Research Center, which was located at that time in Willmette near Chicago. Dr. Bader, one of Paul Niggli's former students, was the Director of Research at Wilmette at that time and for quite a number of years thereafter. A mineralogist-crystallographer can make important contributions to a better understanding of the problems of snow and ice formation, avalanche hazards, and the prevention of hail. The operation of the U .S Metals Refining Company, USMR Co. is defined below by the description of a variety of unit processes and operations the author encountered during his tenure with the operation, 1955 - 1978. The operations discussed include: sampling and sweating of radiators, processing of Indian Coin, treatment of insulated wire, baghouse and converter dust treatment, blast furnace and converter operation, the electric arc furnace, antimony control, selenium and tellurium products, electrolyte liberation with soluble anodes, and the precious metals refinery. These operations, although peripheral to the primary copper production circuit, were critical to the company's technological and economic base.

Reduce the cost and incidence of low-back pain in underground coal mines through redesign of materials-handling tasks. Background Approximately 25 pct of all injuries in mining involve trauma to the hack. These injuries account for at least 30-40 pct of worker compensation payments made by the industry, are the leading cause of lost work days in mining, and have been estimated to cost the industry $50 million annually. It is clear that the traditional approach to reduce back injuries (i.e., training) has been largely ineffective. Thus, new approaches are necessary to control this problem. This document briefly describes methods that can be used to redesign hazardous materials-handling tasks to reduce the threat of worker injury. Approach A model for redesigning materials-handling tasks is shown in figure 1. The model outlines the sequence of steps that should be followed (and questions that should be asked) when developing new strategies for handling materials in underground coal mines. A critical examination of the current supply-handling system is the first step to developing safer materials-handling procedures. The purpose is to identify hazardous tasks that can be modified to reduce injury risk. Accident analysis (a review of past accident records) and task analy¬sis (usually a videotaped analysis of hazardous jobs or tasks) arc effective methods of distinguishing areas where job redesign is needed.

Currently, at Caltrans, the Office of Structure Design is carrying out an extensive seismic retrofit program involving transportation structures throughout California. The goal of the retrofit program has been to upgrade existing transportation structures to meet the present seismic codes and anticipated loads that are generated during a seismic event Part of the retrofit program involves retrofitting existing structure foundations when required. To determine if the foundations of a specific structure need to be retrofitted, an engineering analysis of the existing foundations has to be done. If the engineering analysis of the structure foundations determines that the foundations will not meet the load carrying demands required by the structural engineer, the existing foundations are then retrofitted. The retrofit projects that require foundation modifications can be separated into two general cases. The first case comprises structures where the original designs will not meet the demands of the present seismic design code. In this case, the existing foundations are not capable of providing the load capacities the current seismic code requires. The second case consists of structures where the retrofitting of the superstructure will increase the required load carrying capacity of the existing foundations during a seismic event In this case, the anticipated load demands on the existing foundations are greater than the foundations are capable of providing. For either of the cases listed above, the present strategy for increasing the capacity of the existing structure foundation consists of installing tiedown anchors or large capacity piles to provide the required resistance to seisraically induced loads.

An existing 1 800 m long pipeline, which carried waste mica slurry from kaolin processing, is to be recommissioned. The mica solids throughput is to be substantially increased from 5.2 t/h up to a maximum of9.53 t/h, but with a typical throughput of around 7.5 t/h. Because of this throughput increase, it was unclear whether the existing 80 mm diameter pipe would be adequate. In addition, the pipe route is to be extended by 250 m to 2 050m, and its elevation at discharge to settling lagoons increased from 66.2 m to 80 m. The pipeline hydraulics of waste mica slurry were investigated for the 80 mm diameter pipe using the Saskatchewan Research Council?s (SRC) Two-Layer Flow Model, for the maximum mica solids throughput of 9.53t/h. The pipe operating velocity was compared with the predicted deposit velocity for several mica concentrations, ranging from 20% to 50% by weight. Estimates were made of the total differential pressure across the proposed2 050 m long pipeline, as well as the power imparted to the slurry by the pump, and the specific energy consumption (SEC). Two pipe diameters were assumed: 80 mm when no mica wall deposit is present, and 70 mm when there is a 5mm mica wall deposit. This parameter has a significant effect on the determination of the appropriate pipe operating conditions. For the pipe operating velocity to remain adequately above the deposit velocity (and therefore for the heterogeneous flow pattern to prevail in either horizontal or inclined pipe), it was concluded that if the newly commissioned pipeline contains no mica wall deposit, the pipe should initially be operated at a mica concentration of between 20% and 25% by weight, probably with a target mica concentration of about 23%. "SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

The Fimiston reserve is being depleted at the rate of one million ounces per year; most of which is processed by the Fimiston plant, with the remainder being stockpiled. As for most other large open cut mines around the world, Fimiston has an excellent dispatch and tracking system. Reconciliation is used to determine how the various models used in mine planning (such as a reserve, budget and schedule models) are tracking against production. It is also used to gauge the performance of grade control estimation against production; however, analysing the results of this can be complicated and, at times, misleading. The reconciliation process involves adjusting the monthly production data to equal the mill reported tonnes and grade, plus the change in stockpiles. This adjusted number is then compared to the grade control reported tonnes and grade, the scheduled model (monthly planning model) tonnes and grade and against budget (Reserve) tonnes and grade. This paper includes explanations of all assumptions made in the reconciliation process, including the end of month closing stocks balance, the application of adjustment factors to the dispatch data to create a new balanced set of production data and the monthly sign off to comply with the Sarbanes-Oxley requirements of the North American owners. The reserve is reconciled by proved and probable classification. This tool is used to assess the robustness of the classification scheme utilised and identify any reconciliation issues as they arise. Within the Fimiston deposit there are still issues that are clouded by the assumptions made concerning the scale of observation, poor data support and the mining of the narrow lode areas of the deposit. The declared ore mined (DOM) number (which is defined in the paper) can be significantly affected by these assumptions, and these need to be clearly stated and understood when looking at the reconciliation data. The DOM tonnes and grade is a good indicator of real mine performance as it adjusts mined tonnes and grade to take into account the milled tonnes and grade each month, and prevents cumulative errors from building up in mine predicted dispatch numbers or end of period stockpiles. This number allows monthly monitoring of the mine to mill performance and allows valid comparisons to be made back to budgets and reserves over a period of time. KCGM uses three month rolling averages to monitor performance against reserve and budget models. This ensures that monthly distortions in the figures due to stockpiling issues or over mining in a particular period do not lead to false conclusions. Reconciliation performance over a longer period (12 - 18 months) is used to adjust reserve models should significant variance be observed. By closely monitoring the reconciliation performance at the Fimiston operation, fine tuning of all aspects of the grade estimation process from reserve through to grade control can be made. This allows the most accurate data to be used when planning from reserve data for the Life of Mine Plan through to grade control data for short-term mill feed.

In 2013, Rio Tinto Iron Ore (RTIO) produced 251 Mt from 15 mines in Western Australia. Throughout the mines, Ore Reserve models are used for long-term and medium-term mine planning. Grade control data aids the accuracy of short-term planning. Reconciliation of models with grade control data is important for maintaining confidence in predictions from the models, understanding the limitations of the models, and identifying issues that may require further work.There are a large number of sites and models, with more than 200 professionals involved in different parts of the reconciliation process. Regular meetings of all involved and enabling effective communication are important in the reconciliation process.Reconciliation data is gathered and processed through a web-based system; Grade Block Reconciliation System. This system cuts each grade block against the required model, stores the results, and allows users to view and analyse the data. Development of this system has occurred over a number of years and all Rio Tinto Iron Ore mine geologists and resource geologists now use it as standard to report reconciliation results. The results can be viewed in many ways including by different time periods or benches. Graphing the results assists identification of trends. Centralising and standardising reconciliation has allowed easier comparison between sites. Flexibility in the system allows users to customise reports to manage issues unique to their particular site.In parallel with system development, substantial effort has been put into ensuring mining professionals get together to discuss and understand reconciliation issues. To facilitate this there are now regular sessions, including site visits. Issues are assessed on a case-by-case basis and decisions on how best to address the issues are made by the relevant stakeholders. McKinnons open pit gold mine, located within the Cobar Basin in New South Wales, is characterised by complex mineralisation controlled by the intersection of steep faults in the hinge zone of an anticline. Resource estimation using indicator variography and indicator kriging was based on RC drilling on 25 in sections together with grade control RC drilling on 12 in by 12 in and 6 m by 6 in patterns. Rigorous sampling and checking procedures were used to verify the reliability of the drill hole data. Blast hole data was used to assist grade control in defining ore block boundaries.

Information obtained from a reconciliation system provides fundamental indicators to an operations performance and is often neglected as a key performance indicator when developing a business plan or mining schedule. The cycle of exploration, ore definition, mining and processing within a company is constantly scrutinised both internally and externally as to the safety, environmental and financial performance of these activities with the operators judged on their performance on a periodic basis. However, it is not unusual for the reconciliation process to be given scant attention until a serious issue (usually a shortfall) occurs, at which point short-term solutions may be implemented which only serve to compound the original problem. A robust reconciliation system takes time to develop and implement initially and must continue to evolve with time. The best systems are those where all the stakeholders in the ultimate outcome are involved in the design and accept responsibility for the validity of their component inputs. Output from the reconciliation process can be utilised to fine-tune all aspects of an operation once the underlying issues leading to a particular result are understood.

Mining operations must become more predictable to overcome the volatility that has characterised the mining industry. Comparisons of production against predictions will become more consistent as mining operations merge and expand, as personnel move from site to site, and as public reporting of reconciliations becomes more prevalent. More consistent approaches are already being seen in the industry using the terminology used in this paper and elsewhere.Examples are provided that show how use of the waterfall chart as a reconciliation management tool can provide objective analysis to improve practices.Geometallurgical modelling is becoming more useful and will continue to do so as we move from a few bulk samples to better interpretation of material properties from geological mapping and drill sampling. Reconciliation has evolved to the stage where predictions of geometallurgical properties to optimise mill performance, and of geotechnical properties derived from better 3D geological models, should also be reconciled.CITATION:Shaw, W J, 2014. Longwall mining is an underground mining method during which a mechanical shearer progressively mines a large block of coal, called a panel, in an extensive area. During this operation the roof of the coal seam is supported only temporarily with hydraulic supports that protect the workers and the equipment on the coal face. As the coal is extracted, the supports automatically advance and the roof strata cave behind the supports. Caving results in fracturing and relaxation of the overlying strata, which is called "gob." Due its highly fractured nature, gob contains many flow paths for gas migration. Thus, if the overlying strata contain gassy sandstones or sandstone channels, gas shales or thinner coal seams which are not suitable for mining, then the mining-induced changes can cause unexpected or uncontrolled gas migration into the underground workplace. Vertical gob gas ventholes (GGV) are drilled into each longwall panel to capture the methane within the overlying fractured strata before it enters the work environment. Thus, it is important, first to understand the properties of the gas reservoir created by mining disturbances and, second, to optimize the well parameters and placement accordingly. In this paper, the production rate-pressure behaviors of six GGVs drilled over three adjacent panels were analyzed by using conventional multi-rate drawdown analysis techniques. The analyses were performed for infinite acting and pseudo-steady state flow models, which may be applicable during panel mining (DM) and after mining (AM) production periods of GGVs. These phases were analyzed separately since the reservoir properties, due to dynamic subsidence, boundary conditions and gas capacity of the gob reservoir may change between these two stages. The results suggest that conventional well test analysis techniques can be applicable to highly complex gob reservoirs and GGVs to determine parameters such as skin, permeability, radius of investigation, flow efficiency and damage ratio. The insights obtained from well test analyses can be used for a better understanding of the gob and for designing more effective gob gas venthole systems.

"INTRODUCTION Freeport-McMoRan is a leading international natural resources company that operates large, long-lived, geographically diverse assets with significant proven and probable reserves of copper, gold, molybdenum, cobalt, oil and natural gas. Freeport-McMoRan is the world’s largest publicly traded copper producer and largest producer of molybdenum. The Sierrita mine is an open pit truck and shovel operation from which copper and molybdenum are produced. An important key to Sierrita’s success lies in their ability to realize their plans in the field. In certain circumstances, the mine plans are not achieved, and the operation fails to meet its targets which is an issue revealed in reconciliation reports. This technical session discusses the methodologies and procedures used at Sierrita to monitor the implementation of the mine plans, measure the performance of the operation and reduce the variance between plan and actual. Ensuring the operation stays on target is vital so mine productivity and profitability can attain its maximum potential. PROJECT OVERVIEW The Sierrita mining complex is located in Pima County, approximately 20 miles southwest of Tucson, Arizona as shown in Figure 1. The first mining claims at Sierrita date back to the late 1800s while underground mining activities started in the early 1900s. However, open pit development of Sierrita began more than 50 years ago to become the modern mining complex it is today. In 2009, Freeport-McMoRan purchased the adjacent Twin Buttes copper mine, providing significant synergies in the Sierrita minerals district. This venture included the potential for expanded mining activities, operations growth for mining copper and molybdenum, and reclamation activity. It should be noted that in addition to copper and molybdenum, the Sierrita mine produces rhenium which is a rare and highly value metal. The ore deposit contains oxide and sulfide mineralization. The oxide ore is delivered to the leach process while the sulfide ore is routed to the crusher and mill circuit 4,700 jobs on Arizona’s economy Freeport-McMoRan partners with the communities near Sierrita to provide programs that contribute to their sustainability"

"At the San Manuel mine (Arizona, USA), in-situ copper leaching of a copper porphyry deposit was carried out from 1986 to 1999 during underground and open-pit mining. In 1993–1994, well¬field testing of the supergene zone, composed primarily of chrysocolla and copper-rich clay minerals, led to estimates that 52% of the acid-soluble copper (ASCu) could be recovered during in-situ leaching; however, the actual recovery from zone 6, which had the longest leach history, was approximately 42%. Comparing drillcore assay data from holes drilled before and after leaching also indicated an approximate recovery of 42%. Steelmaking operators are familiar with the costs involved when ingot molds must be scrapped prematurely because of the failure of a stripping or turning lug. Some mold sizes can be expected to produce one hundred or more ingots per mold before normal wear causes the mold to become unserviceable. Therefore, the failure of lugs at less than the average life for that mold size represents a sharp increase in terms of mold cost per ingot ton produced. To combat these wasteful and costly occurrences, it was determined that an efficient method of replacing lugs should be developed to extend the life of molds which are otherwise in good condition. The purpose of this paper is to describe a lug welding method which has proved effective and economical. This method is known as the Oxygen and Mapp Process.

THE property of Howey Gold Mines, Limited is situated at Red Lake, Ontario, one hundred and seventy-five miles east of Winnipeg and eighty miles north of the Canadian National Railway line. The mine has been a continuous producer since April, 1930, and at present is hoisting 1,350 tons of ore per day. The shaft consists of three compartments (see Figure 1, sketch B). Hoisting is done by two skips in balance, one of which is interchangeable with a cage. Sinking had been carried out at three different periods. From the surface to the 550-foot level, the sets had been spaced at seven-foot intervals, from the 550-to the 1,060-foot level at six feet, and from the 1,060-to the 1,500-foot level at five feet. During the five years of operation, the shaft had become so badly worn, due to spill from the tipples and, to a certain extent, from the loading pockets, that re-timbering was considered necessary. It should be explained that no crushing is done underground because of the ad verse effect this would have on the efficiency of the sorting. The grizzly rail clearance above the ore pockets is fourteen inches and consequently the ore hoisted is extremely coarse. More than average spill from the loading pockets and tipples under such conditions is inevitable, and it is debatable whether underground crushing with consequent increased sorting costs would not be justified. The cost of complete re-timbering according to standard practice would have been prohibitive both directly and indirectly: A lengthy shut-down of the shaft, with the consequent disorganization of the staff and workmen, could not be considered. Accordingly, it became necessary to devise some method of repair that could be carried to completion in a very limited period of time. The shaft timber for the first 250 feet was not in need of repair. From the 250-foot to the 1,060-foot level the wall plates, posts, and blocking were in good condition. These had been protected by a one-inch plank lining put in at various periods during the past three years without interfering with hoisting operations. The end plates and dividers, however, could not be protected in this manner because of the lack of skip clearance. It was decided that, if the dividers in this section could be replaced, the shaft would be as satisfactory as if completely re-timbered. Several factors had to be taken into consideration in deciding on a suit-able method of repair. In the first place, the tipple plates had to be re-designed. To complete the job in a reasonable time, not only had work to be done on the tipple, but simultaneously from several points in the shaft itself. Since all power cables, pipe lines, etc., were in the manway compartment of the shaft, this compartment had to be left undisturbed.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

Reconnaissance radiometric and geochemical data have been obtained for an area on the western shore of Wollaston Lake that includes the Rabbit Lake uranium deposit. The study area is extensively drift cover ed. The geochemical data were obtained by analysis of center-lake sediments and surface waters for a variety of elements and other constituents. The airborne radiometric data comprise measurements of eU, eTh and K obtained with a .50,000-cc NaI (Tl) detector at a mean terrain clearance of 120 m and 5-km flight-line spacing. Uranium in lake sediments and uranium in waters are the most effective geochemical indicators of uranium mineralization; the other elements measured are not notably anomalous. A sample site density of one per 1 8 km 2 is more than adequate for identification of the mineralized area. Because many water samples contain close to or below the current analytical detection limit of 0.05 ppb U, the use of sediments is generally favoured. for broad-scale reconnaissance in the region. Uranium in these lake sediments appears to be little influenced by variations in the organic or iron and manganese content. The most effective radiometric indicator of the mineralization is the eU/eTh ratio. This parameter is less influenced by environmental variation on the ground beneath the flight line than eU alone . The eTh/K ratio is anomalous under the Athabasca Formation unconformity where, in places, the uranium mineralization is localized.
