"In September 1923, a proposal was made through official diplomatic channels by the British Safety in Mines Research Board to the United States Bureau of Mines for ""closer cooperation between the two countries in investigations into the causes and means of prevention of mining dangers."" This proposal was cordially accepted by the Bureau of Mines and was officially approved.In the spring of 1924 cooperation was .formally begun. It contemplated, as stated officially, ""full exchanges of information, a joint program of research, and periodic exchange of personnel so as to assure concordant results. By making the resources of both organizations available it will hasten the attainment of results, will secure better: checks for, accuracy, and in the end will save money for both by avoiding duplication and repetition.""This joint work has been carried-on successfully since that time and has developed valuable results, reports on which have been issued from time to time. The progress report which follows gives the results of the studies and work carried on in 1929.During 1929 all the phases of our cooperative research, begun in previous years, have developed normally. The exchange of formal monthly reports on all programs of mutual interest has been continued and has proved an invaluable, means of maintaining contact between the investigators of both organizations. There has been no diminution in the exchange of routine progress reports on specific subjects or in direct correspondence. The interchange of personnel has been maintained, and we can say that the mutual benefits to be derived from this form of cooperation are so great as to be difficult to overestimate. It leads to an appreciation of methods of research and modes of thought in the interpretation of results obtainable in no other way, and engenders a frankness and intimacy which must continuously enhance the value of future cooperation.Dr. S. R. Katz, who was assigned for service with the Safety in Mines Research Board in April, 1928, returned to America in May, 1929. During his stay in England he completed, in cooperation with members of the board's staff, the equipment of a gas-mask laboratory and designed and tested a new form of gas-mask canister. A publication of the Safety in Mines Research Board dealing with this investigation has been prepared and approved and will .be .issued in the near future. In additions Dr. Katz imparted to those with whom he was associated much of his knowledge and technique regarding his particular subjects. He delivered two lectures to the board's staff, the subjects be ""Gas Masks"" and ""The Intensity of Odors"", and gave papers before the Midland Institute of 'lining Engineers and the Birmingham University Mining Society on the subject of ""Industrial Gas Masks""."

Marshall and Bird have published the results of a cooperative investigation by the Bureau of Mines in which they developed a procedure for measuring the agglutinating value of coal.4 As stated in their paper, the procedure outlined was suggested by the early worn of Richters5 and Campredon,6 whose procedures were hurriedly modified to meet the need of an investigation then in progress. Since the publicatien of that paper, further work has been done in an attempt to show how the variables involved affect the concordance of the results, in order that such results may be obtained in different laboratories. Briefly, Marshall and Bird's method for determining the agglutinating value of coal consists in carbonizing an intimate mixture of 10 parts by weight of sand and 1 part by weight of coal in a porcelain crucible at a uniform temperature of 950° C. in a, vertical, cylindrical, electrically-heated furnace. After carbonization, the resultant buttons are crushed in a testing machine and the breaking strengths recorded in grams. The agglutinating value reported is the average breaking strength of 10 buttons. The coal for the test is prepared by crushing to pass a 100-mesh screen. The sand used as a diluent is sized between 40 and 50 mesh sieves with openings of 0.381 icon and 0.279 millimeters, respectively.

"The Lewisburg No. 2 mine of the Sloss-Sheffield Steel & Iron Company is located in Jefferson County, Alabama, about 7 miles due north of Birmingham. At this point the coal from the Mary Lee seam when coked in by-product ovens yields an excellent quality of metallurgical coke suitable for use in the iron blast furnace; it is also an excellent steam coal. In mining, all three benches are worked. Coarse impurities are largely gobbed by the miners underground.In addition to giving the data obtained from screen-sizing and float-and-sink tests of a representative sample of the raw coal, this report presents the results of slotted-screen tests to show the proportions of flaky particles in selected sizes, and the results of tests to show how much coal is liberated from impurities by crushing the coarsest sizes. These data have been obtained in connection with an extensive study of coal-washing now being conducted by the U. S. Bureau of Mines and the University of Alabama, with U. cooperation of the different operators of Alabama. As the work progresses other reports will follow containing furtner data on the washability both of the Mary Lee seam and of other seams in Alabama and giving the results obtained in preparing these coals by various methods.Although a great amount of investigative work on the preparation of the Mary Lee scam was previously carried on by the various coal companies of the district, comparatively little of this information has been published. In governmental publications three references have been found. Forbes5 gives a number of sections with proximate and ultimate analyses of face samples taken in the mines. Gandrud and Britton'' show sections of this seam at Flat Creek and New Castle; they also give the specific gravity and ash contents of the partings of coal and impurities. In their paper Yancey and Fraser7 include washability studies and washing data from the Sayreton mine of the Republic Iron & Steel Co."

"The contemplated use of dichloro-difluoro methane in domestic and commercial refrigerating appliances and in air-conditioning equipment for Public buildings and possibly homes, brings attention to the health hazards involved in a wide potential exposure of the public to vapors of another new product, and for the first time to vapors of an organic fluorine compound. The objective in the development of this new refrigerant, however, has been the mitigation of health and explosion hazards in automatic refrigeration, and accordingly these factors have been given primary attention. Early in the development, the Bureau of Mines was requested to make a laboratory study of the toxicity and potential hazard:"" and it was on the basis of the results of this work and the results of a preliminary investigation made in another laboratory5 that the compound has been selected for commercial use. Although the investigation conducted by the Bureau of Mines is still in progress, information has been obtained to indicate the order of the toxicity and the magnitude of the health hazards involved in the use of dichloro-difluoro methane as a refrigerant. The following is a summarized report of the work completed to date:Additionally work rich is in progress at the present time includes a determination of the lethal time-concentration curve for animals and a study of the response of persons within the range of safe concentrations.The writers desire to jive acknowledgment to T E. "The Marvel mines 1 and 3 of the Roden Coal Co. are located in the Cahaba field in Bibb County, Ala., nearly southwest from Birmingham, an airline distance of roughly 30 miles. The coal of the Clark seam at this point has some coking properties, but at present it is sold exclusively as a domestic and steaming coal.This paper, which is the second of a series on the washability of Alabama coals, like its predecessor dealing with the Mary Lee seam,5 contains screen-sizing and float-and-sink tests of a representative sample of the raw slack, and slotted-screen tests showing the proportions of flaky particles in certain selected sizes; inasmuch as this coal is not used for coke manufacture, no crushing tests have been made. These data have been obtained in connection with an exhaustive study of coal preparation in Alabama, now being conducted by the United States Bureau of Mines and the University of Alabama with the cooperation of the different coal operators. As the work progresses, other papers will follow containing further data on Alabama coals and giving results obtained in preparing these coals by various methods.The only published investigative work on the Clark seam is that of Forbes,6 who gives a number of sections of this seam in Marvel No. 3 mine with proximate and ultimate analyses of face samples taken in the mine and also some analyses of delivered coal.The available information on this coal indicated that the preparation problem was one of ash reduction. In order to substantiate this information a complete analysis of the 3/4 by 3/16 inch size, and sulphur determinations and ash-fusibility tests of the float-and-sink fractions have been made; these results are given in Tables 1 and 2. As these results also indicate that the preparation problem is one of ash reduction, the tests and discussion have been devoted to that subject."

In the early nineties it was observed by several European investigators and by C. S. Rice4 that an explosion could be checked and would not propagate in the parts of a mine where shale or other inert dust was present in large amounts.5 After the disastrous Courrieres explosion in France that killed 1,100 men, coal-dust explosion tests were made in France in 1907 and in Great Britain in 1908 which resulted in the conclusion that if enough incombustible dust were properly spread throughout passageways charged with coal-dust, the propagation of an explosion by the coal-dust could be prevented. In 1908 the Federal government authorized the investigation of the causes of mine explosions and of possible methods of preventing them, with the result that during 1911 the United States Bureau of Mines, after making several tests, suggested that rock-dust be used in gassy or dusty bituminous coal mines. Since that time, experiments and investigations6 have proved conclusively that widespread explosions can be prevented in coal mines by efficient rook-dusting.

"The few previous observations of the effect of turbulence on limits of inflammability have been made on a small scale in turbulence produced either by a fan or by movement of the mixture.By a suitable amount of turbulence from a fan the lower limit of methane was 5 per cent as compared with 5 per cent observed for quiescent mixtures in the same vessel.3 With a streaming movement of the gas mixture within the range of speed from 35 to 65 centimeters per second (69 to 128 feet a minute) the lower limit was approximately 5 percent,4 For a quiescent mixture of ethane the lower limit was 3.10 per cent ethane, but with fan running at a moderate speed a 3 per cent mixture exploded.5The object of the tests herein reported was (1) to determine the lower limit of natural gas in a mixture of natural gas and air Which would be ignited and propagate violently when the turbulence was produced by explosives fired from a cannon into the mixture; (2) to observe the behavior when the mixture contained less than this low limit; and (3) to determine how turbulence produced by a fan affects thin limit.Four series of tests were run, three of which were to determine the effect of different sources of ignition: Tests with (1) an electric igniter; (2) 3F black blasting powder stemmed with 2 pounds of dry fire clay stemming used to ignite the mixture, and (3) 40 per cent straight nitroglycerin dynamite unstemmed. The fourth was made to study the effect of turbulence produced by a two-speed electric fan, using an electric igniter as the source of ignition.In both series of tests with explosives, charges of 50 and 200 were used to determine the effect of increased quantity of explosives on the lower limit of natural gas."

[At the majority of mines where flame safety lamps are used either as working lights or as a means of detecting gas, no check it made on this condition of the various parts of the lamp and their assembly other than a visual ink inspection. Although this inspection should be made carefully in view of tae serious consequence that may follow Vie use of a faulty lama, In many instances the inspection is of a perfunctory nature. The Bureau of Mines has therefore designed a small box or gallery for testing lamps for defects and improper assembly before they are taken into the mine. The test simulates the condition when a lamp is extinguished by its introduction into an explosive mixture and the operator attempts to relight the wick while the lamp contains the explosive mixture. This test is more rigorous than merely subjecting a lighted lamp to an explosive methane-air mixture. In the latter test the products of combustion tend to blanket the propagation of flame from within the lamp to the exterior, especially if there are defects at the top of the gauzes. Moreover, when the lighted lamp is subjected to an explosive methane-air mixture the methane builds up slowly within the lamp until the lower inflammable limit is attained, whereupon a feeble explosion occurs within. If the nonlighted lamps is first filled with the methane-air mixture that gives the maximum violence and is than ignited, the dampening effect of products of combustion is obviated and the strain on defects is]

In preparing this paper, an attempt was made to obtain results of plant-scale carbonization tests on washed and unwashed coal from the same mine. A letter. in which the following questions were asked was sent to some 50 coke-oven superintendents and others who might be interested; "What is the influence of washing coal on: (1) The chemical and physical properties of coke, as for example, the size the amount of breeze, the fracture, strength, cell-structure, etc. (2) The quantity and quality of gas and by-products. (3) The capacity of the ovens. (4) The composition of the coal. "Your general opinion, as well as any specific data or results of tests, on this important subject will be arc greatly appreciated."

The latest Active List of Permissible Explosives and Blasting Devices was published in July, 1929, as Bureau of Mines Report of Investigations 2947, 2 under the title or "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1929.' Subsequent Reports of Investigations 2253, 2958, 2962, 2972, 2988, 2992 and 3000, were issued to record the official actions taken during July, August, September, October, 1929, and January, February, and March, 1930. The generation of steam for drilling operations has visually been accomplished in the past by the use of portable locomotive-type boilers without the aid of auxiliary equipment or advanced for economizing fuel or water consumption. This has been due primarily to the fact that the steam-generating plant of a drilling well must necessarily be of temporary and portable design, and the amount of steam generated has not been considered sufficient to justify the additional expense necessary to obtain more economical operation. However, with the constantly increasing depth to which oil wells are being drilled and the use of larger and heavier equipment, the steam requirements have reached a point where equipment and methods that were previously considered as applicable only to permanent plant installation can be and are being used to a decided advantage by the more progressive operators. As an example of the present-day requirements and the rapidly increasing steam consumption in rotary drilling, a comparison between the requirements during the intensive drilling period in the Seminole end Oklahoma City fields of Oklahoma is of interest. In the Seminole field. There the approximate depth of rotary drilling was 3,500 feet, the general practice was to use three 85 to 90 or 100 horsepower A. P. I. code boilers operating at a working pressure of 175 to 200 pounds per square inch. The fuel end water consumption was approximately 450 to 500 thousand cubic feet of gas and 700 to 750 barrels of water per day. In the Oklahoma City field, where the average drilling depth is approximately 6,500 feet, the general practice is to use either four 100 or 116 horsepower or three 123 horsepower A.P.I. code boilers, operating at a pressure of 250 pounds per square inch. The fuel and water consumption varies from 550 to 750 thousand cubic feet of gas and from 1,000 to 1,500 barrels of water per day.

The value of a hydrometallurgical process for manganese depends on the present and future uses for manganese products.

The hazard to health from contamination of air by a noxious gas depends not only on the potential harmful response attending exposure, but also on the warning properties, which in effect may be termed the "accompanying warning response," This warning may be manifested as an odor, taste, irritation of the eyes, nose, or throat, or perhaps headache, vertigo, or nausea. These manifestations may be painful and even slightly harmful, but to a much lesser degree than the primary injury of exposure. The warning response mitigates hazards directly in proportion to the degree of Intolerability which accompanies injurious exposure, and accordingly its absence augments hazards. This accounts for the fact that the actual health hazards from a non-odorous or non-irritating gas or vapor of comparatively low toxicity sometimes equal or exceed the hazard from a considerably more toxic substance, but one which possesses a marked odor or produces eye, nose, or throat irritation in advance of harmful exposure. When a substance lacks the properties for giving warning, it is often possible to impart them by the addition of a small amount of another substance which has an exceedingly high warning intensity. The vapors of this substance, commonly termed a "warning agent" or "tracer gas," escape and mingle with the gas or vapor which lacks warning properties and thereby apprises persons of the latter's presence. The amount of the warning agent added is that which will give adequate warning in advance of serious physiological harm from the dangerous gas or vapor.

This paper describes preliminary tests at the Bureau's Experimental Mine to determine, under conditions that may prevail in a bituminous coal-mine heading, how small a quantity of fire damp may bring coal-dust into suspension and ignite it. The results show that the explosion of as little as 150 cubic feet of an explosive mixture of gas and air containing 9 per cent natural gas may start a disastrous explosion of coal-dust. This is a very small volume, of gas, to cause such a result. Let us suppose that this amount of explosive mixture, as at the face of an entry which was 10 feet wide and the face was overcut to a depth of 6 feet and an upper layer of coal 2.5 feet thick had been removed, the recess so made would have a volume of 150 cubic feet. Furthermore, only 13 cubic feet of pure methane is needed in thin volume to produce this 9 per cent explosive mixture.

In this investigation, the ampoule type of carbon-monoxide (CO) detector which is manufactured under license of U. S. Patent 1,644,014 (October 4, 1927) was tested for sensitivity and reliability. This detector was devised primarily for examining the air of manholes and sewers for possible dangerous contamination with CO before workman enter those places, but dine to the simplicity of the device it may have a more general usage for examination of atmospheres which are known or suspected to be contaminated with CO. Some of the suggested uses are the examination of the air in garages, tunnels, mines, around blast furnaces, gas plants, and in the home.

This paper is the second of a series of progress reports on a study, of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States. There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value. One ,of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although Several manganese minerals acre readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.§. Recent experiments have shown that a roast at 650 to 900°C converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution. Introduction of smelter gases containing as much as 5 per cent SO2 during such a roast would not add much to the cost of the operation and might result in the formation of considerable water-soluble manganese sulphate.
