THE " Tar-Sands." is the name which has been given to the extensive horizontal deposit of fine Cretaceous sand, blackened by tarry petroleum, which forms the banks of the last or lowest 130 miles of the Athabasca river before it terminates in Athabasca lake. The Cretaceous strata, to which these sands belong, extend northwesterly from Dakota all the way to this lake and for 500 miles beyond it. The Athabasca river forms the uppermost section of the Athabasca-Mackenzie, one of the great rivers of the world. It rises on the Pacific side of the Rocky mountains, westward of Edmonton, and flows north of east to a point called Athabasca. Landing, 100 miles north of Edmonton, where it turns northward and runs about 280 miles before it falls into the west end of Athabasca lake. The section of this river-system which discharges the lake just named into Great Slave lake, is called Slave river, and below the latter lake it becomes the Mackenzie river. Along the section of 280 miles of the Athabasca river above mentioned, the Cretaceous strata consist of bluish-gray and drab-gray marls, on top, from Athabasca Landing to Drowned rapid, 110 miles down stream; then heavily bedded gray sandstones, 225 ft. in greatest thickness, underlying these, form the banks for about 40 miles further. The strata appear to be horizontal, but they really clip very slightly to the southward. At Drowned rapid, we see the first of the tar-sands resting on almost horizontal beds of bluish-gray limestone of Devonian age. In some places the limestone is associated with shaly or marly bands. Notwithstanding the great hiatus between the two series, the horizontal tar-sands lie conformably upon the almost level upper beds of the limestone wherever the two formations are seen together, all along the river, throughout a

THIS paper presents in an abbreviated form the chief points of interest in an investigation of the tarnish-resistant qualities of silver alloys, an investigation which has been carried out as a joint research by the Bureau of Mines and the Bureau of Standards and will later be reported in detail in an official publication from these bureaus. In 1923 a Commission of Gold and Silver Inquiry was created by a Resolution of the U. S. Senate to study the causes of the depressed condition of the gold and silver industry. In cooperation with this commission the Bureau of Mines made a preliminary survey to determine in what ways, if any, it might be possible to increase the uses of silver. One of the possibilities indicated by this survey was the development of silver alloys which should be non-tarnishing, or at least less-tarnishing, than the usual sterling silver (copper-silver). The preparation of a rather wide variety of silver alloys and the determination of their behavior under accelerated tarnish tests in the laboratory was therefore undertaken by the Bureau of Mines and Bureau of Standards as a joint investigation.

INTRODUCTION The tax structure of foreign mining investment into the United States has a significant impact on the financing and the profitability of the operation. For these reasons, it is critical for the foreign investor to develop and implement a well planned tax strategy that will enable its venture to: (1) reduce its U.S. income tax liability (2) lower U.S. withholding taxes when funds are transferred from the United States, and (3) decrease or defer home country taxation on its U.S. earnings ALTERNATIVE FORMS OF INVESTMENT A threshold business and tax consideration is the form in which the investment is to be made. The most common alternatives include: forming or acquiring a U.S. mining corporation, directly establishing a branch mining operation, or entering into a joint venture or partnership with a U.S. mining company. U.S. Corporations The most common structure through which foreign mining companies engage in business in the United States is to form a U.S. mining corporation. Forming a U.S. Corporation. If the investor decides to establish a new U.S. corporation the organization is relatively simple. No distinctions are made in the United States between "public" and "private" forms of incorporation. Minimum share capital is not usually required and share capital may consist of shares with no par value. Since corporate law is the responsibility of the individual states, the foreign investor must choose a state in which to incorporate. If appreciated mining property is transferred to a corporation solely in exchange for stock or securities in that corporation, and the transferors have control of the corporation (defined as at least 80 percent of all voting shares and at least 80 percent of all other shares) immediately after the exchange, no gain or loss will be recognized. However, if the transferors receive cash or other mining properties in addition to stock, any resulting gain may, in certain situations, be taxed to the extent of the cash and the fair market value of other property received. Acquiring an Existing U.S. Corporation. Acquiring an existing U.S. mining corporation is not as straight-forward as forming a corporation. This alternative may be accomplished through either a stock or an asset acquisition. Generally, with a stock acquisition the purchaser inherits all of the business and tax attributes of the former mining corporation. If the investor is able to acquire mining assets, however, the purchaser will usually be able to avoid any unknown or hidden liabilities that could be attached to an existing corporation. Another principal advantage in acquiring assets is that the purchase price may be directly allocated to the acquired mines or other mineral-related assets with the result that the assets' depreciable base may be increased. Assuming the domestic seller and the foreign purchaser can agree, it is generally advisable to allocate the purchase price in the sales agreement to specific individual assets. From the foreign investor's standpoint, it is preferable to allocate the purchase price to depreciable assets such as buildings and equipment versus an allocation to mineral land holdings or intangibles such as goodwill, which are generally not depreciable. "Iron ore in Minnesota probably carries a heavier tax burden than any mineral in any other place in the world. The State Tax Commission, created in 1907, originated the system, and with the assistance of the School of Mines is constantly making such adjustments, changes and increases as appear necessary, in order to place mineral reserves on the assessment rolls at their true and full present taxable value. The ore bodies on the Mesabi are so well defined by drilling and underground devel¬opment that it is possible to estimate very exactly the volume on every forty acres of land taken as a unit. This is done by the operating or holding company and reported annually to the Tax Commission, Who check the estimates, having all data, and- proceed to fix the valuation for taxation purposes.The first step is to ascertain a general average selling price in open market, over a period of years ; then the total cost per ton (exclusive of royalty) to produce and market the ore. The difference between the average selling price and producing cost per ton is taken as the future full value per ton. This is then discounted at a rate of interest that represents the present and possible future worth of money, over a period of years that will be required to exhaust the ore body, giving the present full value per ton., Iron ore is taxed at 50 per cent of its full value, while other property is taxed at 33 1/3 per cent and 25 per cent."

The expansion of the mining industry, with other industries, of course, is dependent upon a supply of fresh capital from year to year. Mining is a speculative form of investment, though there is a wide range of risk as between indiudual undertakings. All of the leading financial writers, nowadays, agree that expansion is being seriously interfered with by the unprecedented load of taxation Canadians are carrying. Individuals have less for investment and corporations are obliged to defer necessary expenditures in order that the demands of the taxing authorities may be met. Naturally, speculative investments such as mining exploration suffer first. Undoubtedly, a great deal of cash raised by taxes, if left in the hands of individuals and corporations for investment and expansion, would have been far more beneficially used and would have developed the country more than any use made of it by the government, in the way of bonusing new industries, or the undertaking of large schemes of development. Government undertakings of this nature are often entered into without a proper knowledge of cost and probable return. Expert expenditure of the same sums by business men or corporations undoubtedly would generally produce more prosperity for the country as a whole. The absolute necessity for lower taxation is being increasingly known to the public at large, and eventually it is hoped that our governments will see the economic impossibility of continuing the present rate of expenditure. The successful Finance Minister of the near future will not be the one who can borrow the most money.

(communication to the Secretary*). -It is much to he regretted that in presenting a further discussion of these deposits, first described by myself' and later discussed by C. M. Weld,2 Mr. Wang bas not made a more complete presentation of the evidence on which he bases his conclusions as to their origin. Mr. Weld said in his paper that his visit was confined to a few hours, that he saw only one of the several exposures, and that he took away no samples for further study. My own visit was brief, and for another purpose than the study of the geological features of 'the deposits, so the fact that Mr. Weld described as a hornblende-granite the rock which I described as a "dark gray syenitic rock," and which Mr. Wang identifies as a hornblende-syenite, seems of no great importance, since this rock is generally decomposed along the contact, presumably the only place in which Mr. Weld observed it. Later in the same paper (p. 31), Mr. Weld says that his opinion is that the magnetite of the deposits is primary, but Mr. Wang makes no mention of this in stating his own conclusion to the same effect. When Mr. Weld's paper appeared, I did not discuss it, because, although I considered the evidence- that he brought forward to support his belief that the magnetite is primary too slender to support the hypothesis, my own evidence to the contrary was equally tenuous. .The opportunities for observation and study open to Mr. Wang must have provided him with

IT IS universal practice for corporations, at the end of the fiscal period, to call in a firm of chartered accountants to audit the books. The effect of this is to put an independent organization's seal of approval on the accounting of the business done by the management. Their report lets the stockholders know that the accounts rendered truly present the results of the year's business. This is as it should be; the average stockholder has no personal contact or even acquaintance with the managers of his enterprise and the approval of their stewardship by an indepen-dent agent is very desirable for maintaining confidence in their honesty and ability. But such an examination deals only with what may be called the arithmetic of the business; even the most elaborate audit, as the practice is at present, goes no further than to verify the items of the inventory. In other words, while checking up the entries showing the transaction's of the year and certifying to the correct-ness of the items of the balance sheet, such a report gives the stockholder no idea of the ability with which his affairs have been managed. If the profit and loss balance is satisfactory, as certified by the public accountants, he assumes that the management has been able; where it is not, he turns to the president's report and usually finds an explanation. Such an explanation never takes the form of admission of mis-takes in business judgment or of bad technical manage-ment. It could hardly be expected that it would. The stockholder is generally furnished, therefore, with a certificate of the honesty of his management, but never one of its ability. He does not worry about the latter as long as dividends come in; when they cease, his action generally finds expression in replacing the management. In other words, so long as profits are realized, he assumes the management to be good, even though its success is a matter beyond its control and better management would make larger profits. When there is no profit, the stockholders have no means of knowing whether it is due to conditions beyond the control of the management, as the annual report is sure to allege, or whether, by better management, profit is possible. Here is where the technical audit comes in.

As shown in three recent papers by the author,6,7,8 in two papers by McAdam and Mebs,9,10 and in a paper by McAdam, Mebs, and Geil,11 the technical cohesive strength of a metal, in any particular state as regards mechanical treatment and heat-treatment, cannot be represented by a single stress value, but must be represented by a diagram with the principal stresses? as coordinates. Each point on the boundary of such a diagram represents a technical cohesion limit. The technical cohesive strength thus comprises an infinite number of technical cohesion limits, each representing fracture under a specific stress combination. Moreover, neither the yield strengths nor the ultimate strength can be represented completely by a single stress value, but must be represented by a diagram with the principal stresses as coordinates. All combinations of the principal stresses may be classified in three groups as illustrated by Fig. I. Fig. Ia shows three typical stress combinations with no two principal stresses equal. The magnitude of each principal stress is indicated qualitatively by the length of the arrow. Arrows pointing away from the cube indicate tensile stresses; arrows pointing toward the cube indicate compressive stresses. Typical stress combinations with two principal stresses equal are illustrated in Figs. Ib and Ic. Such stress combinations would be produced by subjecting a cylinder to combinations of uniform axial and radial stresses. The uniform radial stress may be resolved into two equal principal stresses, with the mutually perpendicular directions rotatable around the axis of the cylinder. Fig. Ib shows stress combinations with S2 equal to Sa. The greatest principal stress is in the axial direction, and the stress combination tends to cause either absolute or relative increase in length.* Fig. Ia shows stress combinations with Ss equal to Sl. The greatest principal stress is in the radial direction, and the combination tends to cause either absolute or relative decrease in length. The complete representation of either technical cohesive strength, yield strength, or ultimate strength generally requires a three-dimensional diagram. When two of the principal stresses are kept equal, however, the strength of a metal may be represented by a two-dimensional diagram with the coordinates representing the axial and radial stresses.6-11 In this paper, attention will be confined almost entirely to stress combinations with two of the prin-

THE book covers principally the assaying of silver and gold and the determination of these values in ores, sweepings, and base metal. It seems to have been written more for the goldsmith and jeweler than for the primary producer of metals. There were approximately sixty different substances needed in the operations described and not over a dozen different types of raw material (ore, matte, crude or alloyed metal) are mentioned. The methods of separation used were essentially simple and reasonably reliable, though the processes were not sufficiently understood to permit the selection of the simplest effective ingredients, and there was a great tendency to employ complicated fluxes, with unnecessary repetition of long-continued heatings indicative of a leisurely pace of life. Practically all the processes described are based on a few chemical facts: the inability of gold to combine with sulphur, while silver and the base metals form easily fusible sulphides; the ready oxidation of base metals; and the ii- solubility of gold in nitric acid. Fluxes serve to make earthy impurities fusible, and to carry oxidizing or sulphurizing ingredients. Many of the processes of assaying had changed little up to the beginning of the present century. Even as late as 1924, when the writer took a University course in fire assaying, the crucibles, cupels, scorifiers, molds, and tongs were identical with those of the sixteenth century, though the wind furnace had a stack on it and the muffle for cupelling was gas-fired.* The fluxes were purer, but of the same essential composition. In this paper, autogenous grinding is defined as the combined crushing and grinder of a run-of-mine ore or the product from a primary crusher, in a single stage grinding mill. This is in contrast to pebble milling where pebbles are substituted for steel balls to grind a ball mill size feed. The autogenous mill to compete in efficiency with normal methods of crushing and grinding must not use greater power, must use less labor and steel, and must produce an equivalent product.

Some form of technical library is a necessity for every metallurgical plant, but its form and scope will vary with the conditions of each case. In its simplest form, it may consist of one or two mining journals and a few text books distributed amongst the staff. Again, it may be a separate establishment controlled by a clerk, the technical staff necessarily making its own research into the literature available. A still more elaborate organisation may be established both to supply information when requested and to keep the operating staff in touch with current matters of interest, and the library service of the Electrolytic Zinc Co. of Australasia is of this character.The necessity for such a service is due to several facts. The Company's interests are scattered over three States. Most of its staff members are remote from: good public library facilities and they have few opportunities for exchanging ideas verbally with other metallurgists and engineers. Then, too, the process of recovering zinc by electrolysis, is a young art of which the physical and chemical bases were far from fully known at the time the: Risdon plant was established. Most of the zinc produced is sold abroad, and this unsheltered industry can afford to miss no technical or economic development which may promote its efficiency. Add to these facts the geographical isolation of the Commonwealth and the case for an adequate library is complete.

Conventional and advanced coal preparation technologies were investigated through both a literature search and through direct contact with investigators and developers. In addition to a brief description of each process, performance characteristics including feedstock type, ash and sulfur reduction, thermal energy recovery and cost are provided in a tabular form. Seven of the most commonly utilized conventional coal preparation processes, including those respectively accepting coarse, intermediate and fine coal feed, were reviewed. It was found that certain properly implemented and well maintained conventional processes were capable of better than 75 percent ash removal while recovering 90 percent or more of the inherent thermal energy. Almost 50 advanced coal preparation processes were investigated based on biological, chemical and physical principles. Physical processes investigated included cycloning, homogeneous heavy media, electrostatic, high gradient magnetic, flotation and selective coalescence. Using pulverized coal as a feedstock, some of these processes are respectively reported to be capable of removing better than 95 percent ash. 95 percent pyritic sulfur, and 50 percent organic sulfur while incurring energy losses of less than 5 percent.

?POWDER METALLURGY? is the production of semiformed or fully formed metal products by compressing metal powders. It had its beginnings in the fabrication of tungsten and molybdenum bars and wire by compression, sintering, and swaging. Powder metallurgy, although still in its infancy with other metals, has shown remarkable progress in recent years. Production of Metal Powders-The first step in any powder-metallurgy process is the production of metal particles of suitable shape and size. Mechanical processes for producing metal powders, as by crushing, stamping, or grinding, are usually not suitable, as the resulting particles may cause laminations and decreased strength in the finished articles. The principal metal powders now in use on a large scale are produced by electrolysis or by reduction of metal oxides by gases.

The evolution of longwall mining is briefly traced from its inception in England in the 1620's. In the beginning this method recovered 90% of coal with roof closure controlled by packs and walls. Mechanization began with kerf cutting, crude face conveyors, and improved face support. Full face mining was accompanied by the introduction of self-advancing hydraulic supports. U.S. longwalls evolved a retreating system to recover blocks of coal outlined by room and pillar panels. Computer control combined with the most modern technology has greatly increased productivity. Past trends are used to predict future technological directions.

"The future of the uranium industry in Canada during the next twenty years will be very dependent on political and social issues on a world scale. Technology, as such, will tend to be of lesser importance. Nonetheless, some technical changes can be anticipated.This paper deals with milling of uranium ore, leaving further processing and nuclear power production to specialists in these fields. An attempt has been made to look at uranium production technology in Canada in relation to that in other countries, and to draw interference regarding future changes that seem probable in the Canadian context. In particular, recent advances in mill equipment are considered.The chemistry of uranium and its relatively low concentration in most ores has been responsible for a completely hydrometallurgical approach to mill processing, and this should continue. In spite of little commercial success to date, pre-concentration of lower grade ores will be researched further in order that these ores can compete with higher grade deposits in Canada.The discovery of the relatively high-grade ores of the Athabasksa region will undoubtedly influence choice of mill processes and equipment. Ningxiang-type iron deposit is a most important sedimentary oolitic hematite deposit in China. Its? detected ore reserves are 3.72 billion tons, which is 73.5% of all detected reserves, and there are about 10 billion tons of prognostic resources. It is considered as the ?poor mine? for a long time be-cause of its difficult prooerty. But based on the ore characteristics of different deposits, the technological characteristics of ore are different with great diversity in ore baring horizon, distribution range, deposit scale, ore petrology, ore mineral assemblage and iron content. Through the study of deposit features and technological mineralogy of different Ningxiang-type of iron deposits in China, and based on industrial types and natural types of ore deposits, we divide different technological types according the technological features of the ore such as mineral composition, particle size, dissemination, occurrence of useful elements and harmful elements, the main physical and chemical properties of mineral and geological conditions of deposits, etc, moreover, propose the different utilization, mineral processing technologies and product schemes for the different types of ore.

The industrial practice of concentration of solids and production of clear solution by gravity sedimentation is an old technology. Through the years, many devices have been designed and built to aid this process. One of the more significant developments was a revolving rake mechanism to convey settled material to a central discharge point of a circular tank, patented in 1907(1). In recent years, clarification systems employing parallel inclined plates have appeared on the market; the original device utilizing this principle was patented in 1886(2). Numerous other methods have been invented, tested, discarded and sometimes re-invented, all with the specific intention of improving the capacity of a particular settling area. Sedimentation theory, as expressed in Stokes' Law, shows that the rate of settling of a particle is directly proportional to the difference in density between the particle and the surrounding liquid and, more significantly, proportional to the square of the particle diameter. Anything that can increase the latter will greatly assist sedimentation and, as a result, flocculation always has been an integral part of sedimentation. Most materials suspended in aqueous media are naturally flocculent to some degree and, hence, are readily concentrated by sedimentation, although sometimes very slowly.

A method of selective gold recovery from black sands has been elaborated which is based on the liquid phase low temperature chlorination of materials. A liquid agent mixture of sulphur monochloride S2C12 and sulphur dichloride SC12 is used. This method ensures the gold extraction either in the state of AuC13.SC14 complex salt solution or as metal. The kinetics and main physico-chemical parameters of the process (eg density, solid: liquid ratio, temperature) have been investigated. The materials investigated were quartz-insipid ride samples with low sulphur and high iron (up to 70 per cent Fe2O3) contents. Gold recovery is 96 - 99 per cent at temperatures not exceeding 100¦C. Most of the associated minerals remain in the cake. To obtain metallic gold, the resulting solution of the AuC13.SC14 salt after leaching is reduced by hydrazine with subsequent annealing. The elaborated method is remarkable for small energy expenditures owing to low process temperature and a high gold dissolution rate. The solution of sulphur chlorides and other reagents are used in closed cycle.
