"Column leach tests are used frequently to predict recoveries and reagent consumption for nickel laterite heap leaches. These column leaches often run for more than 100 days and therefore require long-term monitoring and data analysis to achieve the desired information. To minimise the cost and time required to obtain relevant information for nickel laterite heap leaching, we have developed a small-scale hydrogeometallurgical laboratory test to serve as a proxy to column, and by inference, heap leaching. In excess of 50 leach tests were conducted using four different small-scale proxy and column leach tests to compare predicted nickel recoveries, acid consumption and leach kinetics and to determine whether insight into potential scale-up effects can be obtained. The most promising proxy test was identified and we achieved a statistically significant recovery and acid consumption correlations between this test and the column leach tests. The accuracy of the small-scale tests was confirmed by column tests run on new laterite ores. In 1989, the Connecticut Department of Transportation authorized the evaluation and design for a reconstructed Route 1 bridge over the Quinnipiac River in the City of New Haven, Connecticut. The project extends from the intersection of Route 1 with East Street, easterly for approximately 3/4 mile to the intersection of Route 1 with Wheeler Street and Stiles Street. The reconstructed roadway will be relatively on-line and widened to provide for four lanes of vehicular traffic and a single-track railway line. The existing bascule bridge and approach spans, which were constructed in 1924, will be replaced by a 270-foot span lift bridge and new approach spans. The lift bridge will have a main lift span weighing approximately 3000 tons, second largest after the Burlington Northern Bridge over the Williamette River in Portland, Oregon. The new bridge will widen the navigation channel to 24 0 feet and provide vertical clearances of 13 feet when closed and 62 feet when open. The project is located in an industrial area. Adjacent properties include retail gasoline sales, auto repair, railroad transport and bulk storage of petroleum. Existing structures include the Yale Boathouse and several retaining walls serving as containment dikes for petroleum storage tanks. The Yale Boathouse, located on the east bank of the river, was constructed in 1909-1910 and is eligible for listing in the National Register of Historic Places.

When I was asked to read a paper to you, I wondered what idea I could bring before you which would be interesting and which would be helpful in your work in operating coal mines. The Institute has been studying ways and means of increasing the safety and efficiency of mine operations. Almost every subject along this line has been discussed from time to time. In thinking the matter over it occurred to me that there was one thing used by practically all coal mining companies in considerably large quantities and which in many cases does not receive the attention it should. It is the cutter bit placed in the cutter chains on coal mining machines. Coal mining machines have been repeatedly improved during the last twenty-five years until their efficiency and convenience have reached a high level. The generating units making electrical power to operate them also have been developed to a similar degree. This machinery has been in- stalled at a great expense to coal mining companies and the installation made for the sole purpose of pulling coal cutter bits through coal. Why not then give these cutter bits some attention so as to see that they do their work as efficiently as their driving and propelling units? The consideration of this question easily divides itself into three principal parts-First, the kina of steel out of which to make the bit; Second, the proper form or shape to give it; and Third, the tempering of the bit. Let us discuss them in that order. There have been tried at different times' various grades of steel for cutter bit uses. The cheaper steels, having a very low carbon content (.10 to .30 per cent carbon) have proved un- satisfactory because such steel cannot be tempered so as to produce a satisfactory cutting tool. Because of the low carbon content, it cannot be hardened to retain its cutting edge. It dulls quickly, bends easily on striking any hard obstruction in the coal, and so requires constant resetting to its original form. The high priced alloy steels when properly shaped and tempered will give a bit that would make a clean, even cut in the coal if no impurities were encountered. Such a condition is rarely found. Alloy steel is quite brittle and on striking impurities, such as sulphur balls or a sand spar, is readily broken and so the loss of material through these broken bits and the high price paid for it more than offset all the other advantages which this steel has shown in cutting. Experience has shown that steel having approximately .70 per cent carbon and from .25 to .35 per cent manganese will give the most economical results. Some mines have obtained better results by using a steel of slightly higher carbon content and in some cases a grade of tool steel has been used. The disadvantage of using a steel having too much carbon is that it can easily be spoiled in the black- smith shop by overheating. Steels having a carbon content of about .70 per cent have a sufficiently wide range of temperatures at which they can be forged and hardened so that with ordinary care and attention they are not likely to be burned. Steel of this quality, therefore, has been found to be the most practicable because of its reasonable cost, ease in working and tempering and general durability. During any rush hour, tens of thousands of automobiles clog the main highways leading into or out of our large cities. Inevitably one or more cars stall or plow into another, causing a momentous traffic jam. Traffic backs up for miles as drivers try to maneuver around the roadblock. As commuters, we grin and bear the inconvenience, rationalizing the delay as part of the price one pays to live in a modern society. The truth of the matter is that the engineers planning the roads have the know-how to build adequate bypass alternatives into their design. The problem is one of economics -- can the cost of eliminating roadblocks be justified? Engineers designing solutions to complex materials handling problems for modem distribution centers are just now beginning to ask this question in relation to their work. Unfortunately in many instances, it has taken an expensive "traffic jam" to bring this question to the front. In these cases, a seemingly practical system promising an attractive return on investment -- using the latest equipment and computer controls -- was designed and installed. Everything went according to plan until one day a breakdown occurred. .Product flow stopped, and management realized it was at the mercy of the "machine." In such situations, management had assumed it could minimize the risks of the breakdown by injecting extra manpower to operate the system manually and pay the associated costs. What it had not recognized is that manual intervention is nearly impossible with sophisticated systems. Thus, too often -- and sometimes too late -- management found itself footing a very high bill for losses incurred because of major production stoppages and missed customer shipments.

"BEFORE I begin, I should like to thank The Canadian Institute of Mining and Metallurgy for the honour they have bestowed in inviting me to give this address at the fourth annual C.I.M. Conference of Metallurgists banquet.Secondly, I should like' to convey the greetings of the Iron and Steel Institute of Great Britain in accordance with a request made by its Council at its last meeting. The I.S.I. hopes for the continued growth in strength of this annual Conference and in the collaboration between our respective societies.When I read the program of this Conference, it was brought home to me what a non-ferrons country Canada is. Also, I realized what enormous advances have been, and are being made, and what an ex-citing field non-ferrous metallurgy is for the scientist. This made me wonder, as I have done before, whether the future for steel was proof against these advances.At present, iron and steel stand astride the metallurgical world like a Colossus; I hope that the bronze industry will pardon my stealing their thunder and mixing my metaphors! Will this still be so in the future?The best way to answer this question is to take a look at the fundamentals to see why the iron atom dominates to such an extent that al! other metals are called ""non-ferrons."" Is its present position due to historical and therefore ephemeral reasons, or is there a fundamental difference between the atom of iron and those of other metals?"

Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

"The Linatex Dewatering System is a compact, low capital and maintenance cost matched set of processing equipment suitable for solids recovery, dewatering and desliming sand-like materials in the range 3/8"" to 325 mesh ( 1). Since its introduction to North America in the early 1970s, various elements of the system have been successfully installed in a variety of applic11tions both in Canada and the U.S.A. Examples are chosen from the coal, fine aggregates, iron ore and industrial minerals industries.II. Elements of the Linatex Solids Recovery System(A) The Linatex Separator (See Fig.I)The Linatex Separator, which is the heart of the system, is a specialized type of hydrocyclone designed to give a self regulating rope discharge product. It has the familiar cyclone geometry of cylindrical and conical section, tangential inlet, apex and vortex finder. The apex is enclosed in a unique patented automatic underflow regulator consisting of a collapsible rubber sleeve, and the overflow line is a siphon-leg, with a controlled air bleed valve. The siphon leg is adjusted so as to balance the internal negative pressure acting as a closing force on the underflow regulator against the mass of slurry pressing down on it from the cone section of the Separator. With correct adjustment the underflow regulator will close drip-tight on a water only feed. As solids accumulate in the apex of the cone the weight of solids counterbalances the vacuum and cat1ses the underflow regulator to open and discharge classified material at a controlled density."

You and I can visit cement plants, inspect the various rotary kiln systems and find some equipment or some burning techniques that waste energy--fuel and power. After we have made such a visit and studied a few ideas, we could recommend ways to eliminate much of this waste. Probably every idea would cost money to bring into action. For our discussion, let us arbitrarily set an upper limit of $1,000,000 on the recommendations that we are allowed to make. Call these "low-cost" or "short-term" measures. They are improvements that do not require more than say, three months to complete; they do not require a major revision to the process. Other recommendations are "high-cost" or "long-term"; they are outside the scope of this discussion. Some of our "low-cost" recommendations would offer a satisfactory return on the money that they cost; the remainder would not. Now, is there some way that we can rather quickly pick out the "low-cost" measures that will show a satisfactory return and spend our time making these improvements first? Can we separate these items from those where the return is less likely to be good? I feel that we can pick some of these items quickly if we have a kiln system that has consistently non-uniform day-to-day operation. If the operation is uniform we probably cannot pick them quickly.

"Chevron notched samples achieve general acceptance for measuring the Mode-I (opening mode) fracture toughness of rocks. The cracked chevron notched semi-circular bending (CCNSCB) sample, which is developed from the International Society of Rock Mechanics suggested the cracked chevron notched Brazilian disc method, has recently received much attention. However, these chevron notched methods have not been fully mastered, some ideal assumptions based by their theories and formulas, such as the straight-through crack assumption (STCA), have not been verified detailedly. Fractures of CCNSCB specimens were numerically simulated considering different heterogeneities, geometrical and mechanical parameters. The results show that, the real fractures of CCNSCB specimens are never satisfied with the STCA. In fact, micro fractures not only occur in the notch tip but also the two chevron edges. Consequently, the crack front features prominently in a shape of parabolic curve, far from being straightthrough. Moreover, curvature of the crack front is only affected by shape of the chevron ligament. Cracks usually start from two sides of the notch tips rather than center of the notch width, and propagate deviating from the postulated fracture routes. These fracture mechanisms induce errors with the measurements, and thus more attentions should be paid to the real fractures of the chevron notched samples for measuring fracture toughness more accurately. INTRODUCTIONWith the increasing requirement of people for resources and energies, frequent rock engineering activities have been conducting, such as underground excavation, oil exploration and deep burial of nuclear waste. Many problems appear in rock fracture. Consequently, there are more and more attentions paid in rock fracture mechanics due to its broad application prospects for solving these engineering problems. Since Mode-I (opening mode) fracture is the most common failure mode in rocks, Mode-I fracture toughness is a primary parameter to predict rock mechanical properties in actual engineering, and thus its accurate values are necessary to the researches of rockburst, rock mass slope stability, rock cutting, hydraulic fracturing, tunneling, et al. Therefore, it is thus significant to evaluate and study relevant methods to obtain the reliable value."

El proyecto comprende la realización de de perforaciones en zonas llamadas geometalúrgicas, con el fin de realizar pruebas metalúrgicas y definir el comportamiento del mineral en la concentradora y lixiviación. También se incorpora el concepto de índice de solubilidad, parámetro que sirve para diferenciar adecuadamente un mineral económico para flotación del de lixiviación y finalmente, se optimiza la secuencia anual de minado y disposición de material en botadero. En consecuencia, es importante determinar el uso de software y hardware adecuado para planeamiento de minado, ya que depende de la magnitud de la mina como en el caso deCuajone.

An approach for predicting the development of mineral resources on public lands has been developed as an aid to resource agencies. It consists of new techniques for evaluating the economic potential of the resource, the uncertainty about mine cost estimates, and the uncertainty about the occurrance of mineral deposits. New mineral sup- plies from inferred and hypothetical resources can be predicted by using these techniques. A case study illustrates their application in predicting development of copper resources in western Montana.

Work started on the building of the Amsterdam Concert Hall in 1880 by driving over 2000 wooden piles of 13 m on which foundation-beams out of wood and brickwork were made. During construction the design was changed. This was due to the latest German developments, requiring double walls instead of single, so that the space in between could be used for ventilation and heating. Therefore the pile load, originally designed at approximately 100 kN, increased even to 170 kN for some piles, causing settlements and unacceptable cracks in the brickwork. Settlements of up to 18 cm were measured. In 1985/1986 around 400 vibration-free Tubex-displacement-piles were installed under the Concert Hall, with a shaft of 0355 mm, a pile shoe of 0560 mm and a pile length of approximately 18 m. After these Tubex piles had been installed they took over the complete weight of the whole building, thus eliminating further settlements and damage. 95% of all the construction activities took place while the concerts went on. The chosen solution also made it possible to create a new basement under the Concert Hall as an extension for dressing-rooms etc.

Into the product engineering and product development processes of Sandvik Mining and Construction, a specific "Product Safety Process" has been integrated, where all safety related activities like identification of all life cycle hazards, risk management and safety verification / validation are planned, performed and documented. Product safety shall be „designed into" the products. Therefore, specific research activities have been started, to address the safety and health related topics for the development and for the engineering of SANDVIK mining machines."

Coal is America's most abundant energy resource. Therefore, it IS logical to assume that coal must be produced in much greater quantifies in order to make the United States self-sufficient, as far as energy is concerned by 1985. However, there are a number of obstacles which have to be overcome in order to achieve such a great task. According to one of the most outspoken American Mining men, there are three major obstacles. Those are: (1 ) Mining technology (2) Public image of the coal mining industry (3) Governmental policy toward the mining industry The following will be dealing with Shortwall Mining, which is a very specific part of mining technology and which might influence the image of the coal mining industry as well as the governmental guidelines, at least to make it easier to live with those guidelines. During recent years the operation of coal mines has been more expensive than ever. Since 1970, the cost of producing coal increased by 30% and the productivity dropped by just about the same amount. Those are alarming signs.

Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

Construction contracts in the USA contain the clause "Value Engineering" ? an interesting and curious clause allowing contractor initiated design changes. Misleading is the interpretation of value engineering implying cost saving and sharing with the owner, and curious is the timing, just before beginning of actual construction. It is not surprising that such a clause would simply be ignored, because it involves change, often major design changes in very short time; and change is feared, moreover, it is vehemently resisted by all parties, owner, designer, contractor. The problem in the USA may lie in the divergence and separation of the two entities: Designer/Engineer and Builder/Contractor, assigned to the "one" engineering project. The priorities and incentives of these two groups are very different. The Engineer spends years, even decades, in design and prepares contract drawings often without a deep understanding of construction methods. Worse, with all the time available to him and in our era of tremendous advances in computational methods and speed, the designer turns in plans that are inexcusably exaggerated code-based design with excessive safety factors. As to the Contractor, he builds, often without appreciation of design principles or regard for design engineers. Redesign to apply a new technology or optimization of an inferior design just before construction becomes unthinkable. It is not surprising that adverse and hostile relationship between the designer and the contractor is a norm with extended disputes and claims, not to mention the cost these entail. Surprisingly, "Value Engineering" was successfully implemented in record speed on several very large projects in the metropolitan New York area. The process of change was unconventional, painful, and even comical. Four case studies are presented: two Design/Build: the 1.2 billion dollars Hudson-Bergen Light Rail Transit System in New Jersey and the 90 million dollars MTA Bus Depot in Manhattan, and two Conventional Design/Bid/Build: the 90 million dollars Queens Boulevard Bridge and the 150 million dollars Long Island Expressway.

The mine evaluation process, composed of the designing, planning and valuation of a mine project, is, among other variables, based on an estimated orebody model. However, as the information from the drill holes is limited, it is impossible to know with certainty the mineral content in each block within the estimated block model. Consequently, uncertainty about the value of metal grades, or other geological attributes, arises because of the lack of information at unsampled locations. This is one of the reasons why, in any mine operation, there will always exist a divergence between estimated and real values. Cut-off grade optimisation is the process used to determine the operating mining strategy (long-term production scheduling) that will maximise the total profit value (normally referred as the net present value (NPV)) of a mine operation. This is done by defining a dynamic cut-off grade policy which is constrained by the production capacity of the mining, mill and refining.Real options is a type of contract, written on real assets such as mining, oil and other natural resource industries, that gives you the right but not the obligation to exercise the contract. It is based on operational and managerial flexibility, which allow mine decision makers to react to either good or bad operational and economic events in the future. But, what do geostatistics and cut-off grade optimisation have to do with the application of real options in a mine project evaluation process? The objective of this paper is to answer the previous question by showing how geostatistics combined with cut-off grade optimisation are key tools for corporate/managerial decision makers, which allow them not only to analyse the resource/reserves of their projects, but also to generate operational strategies that can maximise project value by minimising the downside risk due to ore tonnes and grade uncertainties, while achieving operational and physical constraints such as mining and processing capacities. A real copper grade open pit mine project is used as a case study.
