"The planning and construction of prime coking coal beneficiation plants in the nationalized mines in India are reviewed. Flow schemes, construction practice, materials consumption, and costs are detailed.Medium-capacity beneficiation plants with multiple loops are recommended under Indian conditions.IntroductionThe reserve of high-grade and easily washed metallurgical coal in India are quite limited. Prime coking coal constitutes approximately 22% of the total resources and occurs exclusively in the Jharia coalfield in the state of Bihar. Bharat Coking Coal Limited (a subsidiary of Coal India Limited (CIL) the nationalized mining sector of India) owns 80% of the Jharia collieries. The development of Jharia coalfield in the pre-nationalized period before 1971 has been characterized by a large number of small mines with primitive mining methods and low productivity. The production of prime coking coal to meet the demand of the steel industry in India has to increase from the existing level of 11.1 million tonnes to 43.4 million tonnes per annum by 2000 AD, thereby producing 5.61 million tonnes and 22.7 million tonnes of clean coal respectively. An ambitious program has been undertaken for development of bigger mines with an average production of 1 to 3 million tonnes per annum. With the fast dwindling reserves of good quality coking coal, more inferior grade coal seams, having difficult washing characteristics, are now being mined. All the coal from the future mines will have to be beneficiated to make it suitable for consumption of steel plants; the following washeries are being planned for construction by 2000 AD:"

The principal dirnensions of the chimney were fixed as follows: Height from formation to coping, 328 ft. 8 in.; inside diameter concrete shell, 13 ft. Gin.; inside diameter of the 4~-in. brick lining. 11 ft. (j in. ; shell thickness above flue inlet at a point 39 ft. above formation, 1 ft. 8in.; shell thickness at coping, 6 in. That is, the inside of chimney is cylindrical, wldst the outside is gradually stepped inwards with of 1 in. and less until the shell is 6 in. thick only at the top. With these dimensions in mind, it will be seen that some close thought was necessary to ensure a satisfactory of fonn which could be kept rigid and plumb to a height and at the same time provide safe working conditions for the labourers employed.FOUNDATIONSThe spread base of the chimney is 45 ft. in diameter, and foundations were carried down to a depth of 8 ft. 6 in. below natural surface into good hard clay which was known to be the best foundation obtainable in the vicinity being capable of withstanding, when dry, a load of 3 tons to 4 tons per square foot, whereas dead load is 1A tons per square foot and the maximum load expeeted under the most severe wind condition is 2 tons per square foot to ensure the foundation being kept dry and unaffected by ground water, the site was surrounded by a ring drain at a distance of six feet from edge of concrete foundation and at a minimum depth of one foot below bottom of concrete. Open-jointed pipes were laid in the bottom ofthe drain and graded to a pipe drain with outfall clear of the site.

PURPOSE OF THE PROJECT The Big Walnut Augmentation Rickenbacker Interceptor project began in 1995with the preparation of the Scope of Services for the design of the Rickenbacker Interceptor, with service to and around the Rickenbacker Air Force base. The air base was soon to be placed under civilian control through a Port Authority, with an expected influx of businesses and services, requiring increased sanitary service capability. Due to political differences regarding annexation and other issues, the project was placed on hold. In mid 1996 the Scope of Services was rewritten with more emphasis on a tunneling option, but still only addressing the air base and surrounding tributary are a sanitary service requirements. The consultant selection process began in late 1996 with the Request for Statements of Qualifications issued in December. Three firms were selected to furnish proposals based on the revised Scope of Services that now included requirements for hydraulic modeling of the service areas and the Big Walnut Outfall (BWO) and an expanded soil investigation requirement. All three firms were requested to make presentations to the selection committee, with the committee selecting URS Greiner for further consideration and negotiation. A contract was entered into in August of 1997with URS Greiner. The major sub-consultants were Lachel and Associates, Inc., H.R.Gray and Associates and Solar Testing Laboratories, Inc. The project began with geological investigations, preliminary soil borings, well investigations, tributary area evaluations, hydraulic modeling of the BWO system and research into other projects planned for the Rickenbacker airport and surrounding area. The hydraulic modeling of the BWO and the proposed Rickenbacker Interceptor confirmed that the BWO suffered wet weather surcharging and would require augmentation to properly convey the future flows to the Southerly Wastewater Treatment Plant(SWWTP). The project scope expanded to include evaluation of both the Rickenbacker Interceptor and the Big Walnut Augmentation projects. Both projects previously identified in the Capital Improvements Program. The work on the expanded scope for the Big Walnut Augmentation and the Rickenbacker Interceptor began with the evaluation of a parallel 2.75 meter (108") diameter augmentation sewer from SWWTP to S.R. 317and Parsons Avenue, then continuing east along S.R. 317 as the Rickenbacker Interceptor. The 5 km (16,194 lf) of 6.1m (20 ft) diameter TBM driven tunnel built by the J.F.Shea Co. will serve as sewage overflow storage. The TBM tunnel and four connecting tunnels excavated by drill and blast methods in hard granite will remain unlined. Based on the Geotechnical Baseline Report (GBR), the Contract documents provided a design with no required pattern of rock bolts, no probing, no pre-excavation or consolidation grouting, and lastly, no final lining of the tunnels was deemed necessary. This paper will provide a general overview of these topics with the emphasis on the actual ground conditions encountered versus the projected conditions provided in the GBR and how the GBR reflected the design of the project. Proposed modifications to the temporary and permanent ground support will be presented and the necessity of probing and pre-excavation grouting will be evaluated.

The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.

DESCRIPTION OF PROJECT Geographic Setting The Kops II plant is a pumped storage scheme of the hydroelectric power producer ‘Vorarlberger Illwerke AG’ which is currently under construction in the Austrian Province of Vorarlberg. The plant is located at the end of the Montafon valley and will be fed with water coming from the Silvretta mountain range (Figure 1) Description of Plant The Kops II plant shall be operated as a pumped storage plant with three highly flexible and quickly controllable power generating units. Each unit shall have a capacity of 150 MW and shall be equipped for both turbine operation and pump operation. The Kops II plant uses the existing Kops Lake as upper storage reservoir and the existing Rifa balancing reservoir as lower storage reservoir. All major plant components of the Kops II scheme are located below ground. Total investment costs areapprox. 360 million Euro. Construction Lots The construction works for the Kops II plant, which were subdivided into three lots, were launched in September 2004. It is planned that the first power generating unit shall go on line in the year 2007. The completion of the overall project and the operation start-up of the second and third unit are envisaged for the year 2008. Lot 1—Pressure Tunnel. The 5.5-km-long pressure tunnel forms the connection between the Kops Lake and the beginning of the pressure shaft. The tunnel was excavated by the use of a double-shield TBM. Lot 2—Pressure Shaft and Surge Chamber. The approx. 1.1-km-long pressure shaft was excavated by TBM, advancing from bottom to top. Featuring an inclination of80%, the pressure shaft overcomes a difference in height of approx. 700 m. Lot 3—Power House Cavern and Tailrace Structure. The power house cavern, which is being built approx. 150 m inside the mountain, forms the core of this plant. The power house is designed to accommodate three power generating units, and the transformer cavern is forseen to accommodate three transformer units. The tailrace structure serves the purpose of conveying the water to the lower storage reservoir during turbine operation and as water intake during pump operation (Figure 2).

Two 610 m (2000 ft) long tunnels were driven through water bearing silts, sands and clays beneath the Sacramento River using a 4.59 m (15.1 ft) diameter Earth Pressure Balance Tunnel Boring Machine (EPBM). Four sheet pile shored shafts were sunk with and without dewatering. The pre-cast concrete segmentally lined and grouted tunnels were driven down at 6% grades beneath the river flood protection levees, buildings, roads, a railroad and adjacent to a Freeway Viaduct. Details of the schedule, cost, shaft construction, TBM, tunnel construction, and installation methodology for the twin1.676 m (66 in) steel force main pipes and environmental constraints are provided.

The Turin metro alluvium soil is mainly made of large boulders, cobbles and gravel , few sand and almost no fines. This grain size curve is out of the range of application for EPB and Slurry TBMs. In order to bore 5 of the total 7,5 kms of Line 1 tunnel, two specially designed Lovat EPB TBMs were utilised in combination with a systematic non structural pre-grouting of a small volume rectangular slab just above the tunnel section. The same pre-grouting was not however applicable for lack of access on surface in some sections of the remaining 2,5 km of tunnel that had to be bored below important buildings/structures, with under ground water pressure up to 1,5 bar, with curves radius of 180 m only. For these more critical sections it was necessary to study and implement a new technical solution and improve the capacity of the TBM to work efficiently in EPB mode even in this unsuitable ground and overall conditions. After months of studies the selected and adopted solution has been to inject inside the cutterhead chamber, in addition to the almost standard foams & polymers additive mixes, a suspension of limestone powders. This with the scope of compensating the lack of fines of the natural ground with rock powders.

Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.

INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. The Richmond-San Rafael Bridge is a 6.92 kilometer (4.3 mile) long major toll bridge span that crosses the northern San Francisco Bay in a highly seismically active region. Tutor-Saliba / Koch / Tidewater JV was contracted by Caltrans to conduct a comprehensive seismic retrofit. The JV provided geotechnical planning and quality control services as described herein, under normal oversight by Caltrans. Part of the robust foundation retrofit design included the installation of 26 new, large diameter piles, including eleven 3.81 m (12.5 ft) diameter, cast-in-drilled-hole (CIDH) marine piles that were drilled 9.15 m (30 ft) into the bedrock beneath the Bay, where the water depth ranged up to about 21.3 m (70 ft). These reinforced concrete-filled composite piles have a steel shell permanent casing from the bridge substructure pile cap through the water column and 30.5 to 39.6 meters (100 ft to 130 ft) of marine sediments to the top of rock. This paper discusses construction, inspection (ranging from the QA employed in the planning of the CIDH pile installation methods and equipment to the actual construction inspection required for the routine installation of the shafts), problems that were encountered during construction, and the solutions that were developed and implemented. Inspection, particularly with the usual difficulties in the marine environment, coupled with the difficult and complex bedrock conditions was particularly challenging, and ranged from non-destructive testing to "in-water, inshell" diver inspection. Similarly, the complexities of dealing with both the steel casing "riser" and the associated drilled shaft (rock socket) portion of these composite foundation elements created some unusual issues. The paper also presents important lessons learned from the project.

Everyone has a role in site safety, even consultants. This paper presents a summary of how a geotechnical and environmental consulting firm, with field staff on construction and subsurface explorations sites, engaged their staff and leveraged relationships with contractors to assess the construction related risks to which its staff members are exposed. These findings were then integrated into their technical training materials for both new staff and those needing a refresher, so that safety is discussed at the same time as the technical work and not treated as a separate topic. The paper outlines the process of identifying and evaluating the construction related risks that staff members face and presents examples of how the consultant can engage contractors in the process. By doing this, knowledge can be shared and there is a better mutual understanding of the risks associated with common construction and exploration related field tasks. The work resulted in an increase in staff engagement in safety, a better understanding of the true risks that staff face in the field, better relationships with contractors, and lower safety metrics. HISTORY At Haley & Aldrich, Inc., we renewed our safety journey in May 2012. Like many others, we had concerns over injuries our staff experienced in the three previous years, and a potentially significant utility strike we experienced while excavating a trench. In 2009, 2010 and 2011 we experienced an increase in recordable injuries, including two significant injuries, which caused our Experience Modification Rate (EMR) (see note below), Total Recordable Incident Rate (TRIR), and Days Away-Restricted, and Transferred Rate (DART) to rise significantly. See Fig. 1 for details. This caused us to step back and review our approach to safety, and our “safety culture”. The rise in reportable incidents and injuries also corresponded to the beginning of a growth period for the company.

Water contact angles of talc powders were determined from the values of the heats of immersion measured using a flow microcalorimeter. The results were used to calculate the contact angles using a rigorous thermodynamic relation. In the present work, the calculation was carried out using the temperature coefficient of the contact angles determined experimentally using another method. The results obtained in the present work on several different talc samples are compared with those obtained using other methods.

"Agrium’s Canadian Phosphate Business (CPB) is comprised of Kapuskasing Phosphate Operations (KPO) in Northern Ontario, Canada’s only operating phosphate mine, and Redwater Phosphate Operations (RPO) in Alberta, which manufactures the fertilizer from KPO’s concentrate.Production from KPO’s South Pit commenced in 2009 and introduced contaminant problems: high aluminium from crandallite and kaolinite clays. These issues caused a drastic decrease in P2O5 recovery and throughput in both plants. KPO attempted to reduce Al clays by means of aggressive desliming. Meanwhile RPO experienced high amounts of dissolved metals in their feed that are detrimental to fertilizer production.This paper covers the mineralogy of the problem, its impact on contaminant separation at KPO, on RPO’s process and on Agrium’s Canadian Phosphate Business as a whole.Potential solutions to the problem are discussed and analysed, including a process change to deslime high aluminium streams more aggressively and high grade ore flotation, which is atypical at KPO. The latter is a demonstration of the value of communication between the concentrator and the client, as KPO accepted a recovery loss and increased production costs in order to increase overall CPB profits. General lessons learned are discussed, followed by a section on ore blending.INTRODUCTIONAlthough the existence of the Kapuskasing phosphate deposit has been known since the 1970s, it’s only since 1999 that Agrium has been operating the Kapuskasing Phosphate Operations (KPO). The mine consists of three major pits (Center, North and South) from which a mining contractor hauls the apatite ore to the Agrium concentrator. The beneficiation plant processes the ore, separating contaminants such as Fe, Mg and Al which are detrimental to its client, Agrium’s Redwater Phosphate Operations (RPO). The KPO concentrate is finally thickened, filtered and dried before being shipped by rail to RPO.At the Redwater plant, the KPO concentrate is added to a sulfuric acid solution in an attack tank, to create a phosphoric acid solution and gypsum:"

The World Health Organization (WHO) considers contamination from oxyanions, such as selenium and arsenic, a global concern. While their elemental forms are toxic, the aqueous oxyanions are more so. These aqueous forms, which exist at a higher oxidation state, are the most common forms released during mining processes. Many technologies are capable of meeting the governmental discharge criteria for oxyanionic contaminants, but may possess limitations due to redox chemistry as well as the water matrices. An innovative technology was developed that can successfully reduce such aqueous forms generated during mining processes to a level below the discharge criteria. This paper discusses how an understanding of the sensitivities of this novel adsorbent towards these variations in water matrices and redox chemistry can be used to optimize its application.

The Golden Cross Gold Mine Project is now fully operational and into its second year of operation. Because of its location in the sensitive Coromandel Peninsula , strict water management and environmental requirements had to be met. This led to the development of new technologies for cyanide recovery and the adoption of advanced water management and water treatment systems. This paper discusses the water management and treatment system adopted for contaminated water at Golden Cross and provides data on the operational history to date.

Ore samples generally require preparation before analysis. Serious problems can occur with contamination degradation and particle size effects. Both grinding element contammation and sample cross contamination havebeen bound to be related to sample hardness and operator technique. For best results with minerals relevant to the steel industry, the use of Siebtechnik-type mills required a combination of careful planning, short grinding periods and intermediate sieving of the sample. The results may be extended to most mineral, rock, and refractory sample preparabons.

Production scheduling of open pit mining is a key area as it deals with the management of operating cash flows of mining companies. The efficiency of long-term schedules is usually assessed with economic criteria such as net present value (NPV), discounted cash flow rate of return (DCFROR) and payback period, which are not sufficient on their own for revealing the complex picture of the decision-making process.This paper offers a thorough analysis of the most important contemporary criteria of long-term production scheduling, as way to provide the mining practice with a new approach to the decision-making process. The list of criteria includes technological, economic and probabilistic ones. A detailed case study is provided aiming to illustrate the applicability of the criteria for comparing the scheduling approaches regarding the economic interests of a mineÆs owner and contractor. The results obtained can be used for revealing new trends in the current methodology of open-pit production scheduling optimisations.
