Plans for the fall meeting of the AIME, to be held in conjunction with the Centennial of Engineering -marking the 100th anniversary of the Society of Civil Engineers-indicate that the Chicago gathering will be one of the most significant in Institute history. Headquarters for the six divisions represented will be the Palmer House. Twenty technical sessions will be held from September 3 to 6, with papers of industry-wide impact to be presented. The papers will follow the theme of the celebration-a century of engineering progress. The MBD will start the ball rolling with morning and afternoon sessions Thursday, September 4. A luncheon also will be held. MBD has scheduled morning and afternoon sessions for the following day as well. MGGD, Iron and Steel, and the Coal Div., will hold sessions Friday afternoon. The Industrial Minerals Div. plans an executive meeting, 5 pm, Friday. Geology Subdivision is slated for morning and afternoon sessions Saturday. The Coal Div. will meet again Saturday morning.

As Edward E. Runyan, 1983 AIME President, in an interview excerpt in ME, June, p. 607, stated, "...the AIME Transition Committee has recom¬mended to the AIME Board that each Constituent Society be allowed the option of separate incorporation, whereby each could become its own separate legal entity." Background The American Institute of Mining Engineers (AIME) was formed in 1871 by 22 engineers in Wilkes-Barre, PA. Although originally a mining organization, it became a home for metallurgists, iron and steel industry people, and for the individuals in the expanding petroleum engineering profession. There are now four Constituent Societies: Society of Mining Engineers, located in Littleton, CO, 29,000 members; Society of Petroleum Engineers, located in Dallas, TX, 47,500 members; The Metallurgical Society, located in Warrendale, PA, 10,000 members; and Iron and Steel Society, located in Warrendale, PA, 6,500 members. Each of the four groups has grown and continues to serve the specific and/or diverse needs of its membership. As the needs and requirements of their industries and professions change, each of the Societies has perceived and initiated programs that serve their constituency rather than AIME as a whole. Therefore, each Society has recognized an increasing need for autonomy to better augment their own programs. An AIME Ad Hoc Transition Committee, with Robert Merrill, AIME Past President, as chairman, made a number of recommendations pertaining to AIME operations that were approved in October 1982 by the AIME Board of Directors. One of the recommendations was to endorse separate incorporation of the Constituent Societies on an individual-society-option basis. The AIME Board commissioned a task force of Constituent Society representatives to develop specific revisions to the AIME Certificate of Incorporation and the AIME Constitution and Bylaws. This was done to allow separate incorporation and to reflect the decentralized structure of the Institute. The SME-AIME Board of Directors subsequently approved the recommendation of SME Working Party #69 that SME pursue separate incorporation. Meanwhile, Working Party #69 continues to work with the other Constituent Societies and with the AIME Task Force on Reorganization to determine the form and substance of the separate incorporation. Why Incorporate? George Webster in The Law of Associations quoted Chief Justice Marshall's (1819) definition of corporation as: "A corporation is an artificial being, invisible, intangible, and existing only in contemplation of law. Being the mere creature of law, it possesses only those properties which the charter of its creation confers upon it, either expressly or as incidental to its very existence. These are such as are supposed best calculated to effect the object for which it was created." SME-AIME attorneys, Davis, Graham & Stubbs, have pointed out that the status of an organization operating as an unincorporated association is always unclear. At present, SME-AIME administers assets of almost $3.5 million (mainly property and inventory) but technical ownership and ability to enter into contractual relationships resides with AIME. However, the operation appears to outsiders (particularly those with whom SME-AIME does business) to be an independent operation which would be expected to be a legal entity in its own right. Advantages of Incorporation Liability. Because of legal ownership by AIME of all assets of the Constituent Societies, those assets are subject to the claims of any of the creditors of AIME or any of its constituent parts (i.e., the other societies). Liabilities can be those usually encountered in business but also encompass special risks, which could develop if there were a careless and erroneous publication of material that might be used in practice or if standards are improperly established. Membership at the end of the year 1951 was 19,711 including 2228 Student Associates. The data in the third column include these Student Associates. 1. This includes all the cash dues income received from new and old members of all grades. 2. All cash initiation fees received. 3. Net income received from advertising in the three journals. The figure was $72,273, for MINING ENGINEERING; $39,844 for the JOURNAL OF METALS; and $31,564 for the JOURNAL OF PETROLEUM TECHNOLOGY. Income in 1950 was $54,572, $30,390, and $18,443 from these sources, respectively. 4. Receipts from individual sales, nonmember subscriptions, and multiple subscriptions of members. 5. Includes Transactions volumes and the Petroleum Statistics volume. 6. Sales of all other printed matter except special volumes sponsored by certain Funds. Includes a considerable sale of preprints and reprints of technical papers. 7. Does not include dividends and interest from certain Funds whose income reverts to those Funds. 8. Miscellaneous income not included in any of the above categories. 9. The total income compares with $493,197 -in 1950, an increase of $29000.

PLANS are underway for the annual meeting of AIME, to be held in New York, February 17 to 21. The technical program includes meetings of all divisions of all three branches, Mining, Metals, and Petroleum. The bulk of the technical sessions will be held at the Statler Hotel, and the annual banquet will be held at the Waldorf-Astoria, Wednesday evening, February 20. The technical program of the Mining Branch activities is included in this issue. While it is not complete in every detail, it shows general interest groupings as well as subjects to be discussed. The program for each division is shown separately to facilitate following the activities of these special interest groups. Then, after a full scale and possibly somewhat strenuous technical meeting, a post-meeting feature will appeal to many of the members. A restful cruise to Bermuda and Nassau is offered at special rates to AIME members and friends. The schedule is a 3:00 pm departure from New York on the Queen of Bermuda on Saturday, February 23; arrival at Bermuda at 7:00 am Monday, February 25; arrival at Nassau at noon, Wednesday, February 27; and the trip ending again in New York at 9:00 am, Saturday, March 1. Rates begin at $202.10 per person, with higher rates depending upon accomodations desired. The base rate includes outside room with private bath and all meals, as well as Federal, Bermuda and Nassau taxes. Reservations for the trip should be made immediately through Leon V. Arnold, 36 Washington Square West, New York 11, who is in charge of arrangements.

Considerable discussion took place at the June 18th Board of Directors Meeting concerning ways the Petroleum Branch office in Dallas could better serve its members and the essentially Petroleum Local Sections, namely the Delta, East Texas, Gulf Coast, Kansas, Mid-Continent, North Texas, Oklahoma City, Permian Basin, and Southwest Texas. The question of whether decentralization strengthens or weakens the Institute was debated, particularly as to what services could be advantageously decentralized and how both offices could keep informed on their mutual problems. Among other things, it was decided that an Auxiliary Admissions Committee could screen applications from Petroleum members before final action by the National Admissions Committee in New York. Finally it was voted, "That all administrative matters that can be properly delegated to a Branch organization may be so delegated". Final details were approved at the July 16th meeting of the Executive and Finance Committees.

A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

The Industrial Minerals div. has been forging ahead in formulating a program for the February Annual Meeting in Los Angeles. Several papers have been listed and more are being worked into the program. For the cement, lime and gypsum part of the sessions, papers on Gypsum in the Aircraft Industry, Geology of San Marcos Island Gypsum Deposit, and Status of New Dry Rotary Blast Hole Drills, are expected. The Chemical Raw Materials sessions will feature a symposium on potash, with 13 papers as the anticipated number to be presented. Airborne and Ground Magnetometer Work has been suggested. Eight papers have been set for Mining Geology, Four papers, Mining Phosphate Rock, Idaho Phosphorous, and Geology of Carlsbad Potash and Geology of Pearlite will be on the program. Sessions on Dimension stone and slate have been tentatively worked out with papers on Geologic Factors Affecting the Dimension Stone Industry of California, A Quarter Century of Granite Quarrying in Massachusetts, Rock Bursting and Other Geologic Problems in the Granite Quarries of Barre, Vt., Quarry Practices in the Indiana Building Stone Industry, Stratigraphy and Composition of the Salem Limestone, and Dimension Stone in the U. S. in 1952. The Rare Minerals Committee is aiming for six papers with two papers now definitely on the program.

Los Angeles may well be host to one of the most historic gatherings of AIME members Feb. 16 to 19, 1953, when the 175th General Meeting is scheduled to take place. Plans in the formulative stage indicate that the meeting will be one of the largest ever held by AIME. Headquarters will be the Hotel Statler, now nearing completion of construction. The hotel will be one of the most modern hostelries of the century. The first technical session, of which there will be more than 75, will take place Monday, February 16. Mineral Industries Education Div. and the Board of Directors meet Sunday, February 15. Sessions will end with a meeting of the Council of Section Delegates on Thursday. Deadline for papers that may be preprinted for presentation at the meeting is Sept. 15, 1952. However, division program committees may list papers for presentation after that date if they choose. Various committees are engaged in formulating final plans for the meeting. Developments will be announced as progress is made.

Plans have been completed with only details to be arranged for the first Metals Branch Conference in the Northwest. The two day meeting will be held jointly with the Industrial Minerals Div. on Friday and Saturday, May 9 and 10, 1952, at the Davenport Hotel in Spokane, Wash. For, some time the metals activities in this area have been neglected. Expansion of metal producing and fabricating industries in Washington and neighboring states has brought sufficient interest to insure the success of such a meeting. A committee has been hard at work for several months. Nonferrous extractive metallurgy men will find an extensive program in the April issue of JOURNAL OF METALS. Sessions for iron and steel producers, physical metallurgists, and educators will make the Metals Branch picture complete. Metals Branch members residing in Washington, British Columbia, Oregon, Idaho, Montana, Wyoming, Nevada, and Utah, or who can be in the Northwest at this time should make plans now to attend. A Metals Branch luncheon is planned for Friday and a dinner jointly with the Industrial Minerals Div. is planned for Saturday according to F. R. Morral, metallurgist with the metallurgical research div. of Kaiser Aluminum & Chemical Corp., P. O. Box 1451, Spokane, Wash.

The Industrial Minerals Div., of the AIME meeting scheduled for Nova Scotia Sept. 8-12, 1953, promises to be one of the outstanding gatherings ever attended by the group. Complementing the educational value of technical sessions will be the superb fishing, boating, golfing, and tennis facilities. [ ] Sponsor of the meeting is the Nova Scotia Mining Society. The Canadian Institute of Mining and Metallurgy and Industrial Minerals Div., AIME have been invited to participate. The land immortalized by Longfellow's poem, Evangeline, still contains much of the forest primeval-enough to make it a wonderful vacation spot for delegates and their families. Its scenic beauty is almost unmatched in the area north of the border. Quoting from the Nova Scotia tour book; "Nova Scotia, once known as Acadia, is 374 miles long, from 600 to 100 miles wide ... Excepting the Isthmus of Chignecto, 17.5 miles wide, the province is entirely surrounded by water, no portion being more than 50 miles from the sea . . . has 4625 miles of coastline, guarded by 356 lighthouses and fog alarms. The province is renowned for its picturesque coastline, its harbors dotted with islands, its deep valleys and multitude of beautiful lakes." A progress report on the plans for the meeting will be made monthly. Thus far, technical sessions will be held at Keltic Lodge, Ingonish, N. S. The lodge will also be the starting point for many of the field trips and social events which are in various stages of planning and development.

[ ] For President-Elect Leo F. Reinartz has been nominated for the Presidency of AIME in 1954. Mr. Reinartz is now vice-president, special operating development, Armco Steel Corp. He was born in East Liverpool, Ohio, and graduated from the Carnegie Institute of Technology as metallurgical engineer. He joined Armco in 1909 as a chemist and then became open hearth foreman; assistant superintendent, open hearth dept.; superintendent, open hearth dept.; assistant general superintendent; works manager, East works; manager, Middletown div.; and assistant vice-president, successively. Mr. Reinartz has been active in many technical societies and delivered papers before several. He has been the recipient of the Alumni Award from Carnegie and holds life honorary membership in the AIME National Open Hearth Conference. One of the organizers of the National Open Hearth Conference, Mr. Reinartz was Chairman, Executive Committee (1927 to 1946) and is presently Chairman of its Finance Committee. In October 1951 he was an American Conferee at the First World Metallurgical Congress held in Detroit. An AIME member since 1925, Mr. Reinartz has been active on numerous committees of the Institute.

THE annual meeting of the Arizona Section was held at the Pioneer Hotel in Tucson on Dec. 10, 1951. Registration and ticket sales for the social functions started at 8:00 am and lasted throughout most of the day. There were 489 registrations, consisting of 216 members, 64 students, and 209 guests. Chairman Harrison Schmitt opened the Mining Geology Div. meeting and a short business session was held at which Dr. Charles Anderson of Prescott, Ariz. was elected chairman and Seton Williams of Tucson was elected secretary for 1952. Dr. B. S. Butler was program chairman with R. B. Mulchay as co-chairman at the technical program. Eldred Wilson spoke on Oxidation and Water Levels at Some Arizona Mines. George Kiersch spoke about Economic and Engineering Significance of Ground Water Localization in Limestones - Big Bend Country, Texas. Harrison Schmitt gave The Definition and Use of Terms in Mining Geology. These talks were followed by discussions. E. N. Pennebaker, A. D. Wandke, and H. Schmitt gave informal talks on foreign trips made during 1951, the meeting was then adjourned.
