The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.

TWENTY million people in this country and Canada in nearly four million homes can give thanks to our Creator for natural gas, that most wonderful natural fuel with which Dame Nature has so bountifully blessed us. It is a clean, healthy and cheerful fuel, made up almost entirely of carbon and hydrogen. There is no residue, no waste and there are no objectionable constituents; an ideal fuel for the home. It operates like magic, open the valve and it is there for your needs, winter or summer, night or day. You are not required to place your order 30 to 90 days in advance and you do not need to pay for your winter's supply in advance. No ashes to worry about, no flues or chimneys to clean, nor kindling wood to store or bother the housekeeper. We who have been so blessed do not realize what it would mean to be without it. If in place of opening a valve we had to go to the woodshed or coalhouse and then build our fire-carry out the ashes-well, some of us I am afraid would be late reaching our offices and perhaps would miss our hot cakes for breakfast. One cubic foot of gas produced from the White Sand formation contains 1130 B.t.u. and weighs 47/1000 lb.; there are about 24,000 B.t.u. in 1 lb. of gas. Temperatures of over 3400 deg. Fahr. have been obtained with natural gas. Not only is it a superior fuel for the home but it has no equal for use in many large manufacturing industries, especially with the making of glass, pottery and open-hearth steel. In an open-hearth furnace, properly constructed, 5000 cu. ft. will melt one ton of steel. It requires 1/3 ton of bituminous coal gasified in a producer to do the same work, or about 40 gal. of tar or fuel oil, or 11,000 cu. ft. of by-product gas.

A few days ago, while reading a report of the late Dr. Robert Bell in preparation for this afternoon's meeting, I found some impressive figures concerning the magnitude of the Hudson Bay basin. From the waters of the Bay itself, this great territory extends eastward 500 miles, westward l,300 miles to the Rocky mountains, and southward to the source of the Red river. It has a width of 2,100 miles from east to west, and a length of l,500 miles from north to south. Its area is almost three million square miles. It is not, of course, my intention to review the natural resources of this vast territory, but to confine my remarks to that portion of it adjacent to the waters of Hudson bay. A number of erroneous ideas exist in the minds of many concerning this northern country, especially as regards its latitude and climate. Burwell, at the entrance of Hudson strait, is in the latitude of 60 degrees or roughly that of the north of Scotland. The southern end of James bay has about the same latitude as the northern end of Vancouver .island.

"The aim of this paper is to enhance the understanding of the nature of mining input technologies in the South African mining industry. In the context of this research, mining inputs refer to input technology into the activities in mining engineering fields, which include mining-related production activities, rock engineering, mine ventilation, and mine transportation (handling of personnel, material, broken rock, and pumping). Input technologies in supporting fields such as geology, other engineering disciplines, human resource, procurement, finance, as well as downstream fields that include metallurgy, and marketing of minerals, were disregarded.The mining input technologies were divided into 12 nodes, and data from a sample of 150 first-tier mining suppliers was analysed. It was found that, in general, there is a high local content in mining input technologies, particularly as regards technical support services, artefacts, and machine technologies. This points to the presence of mining-induced backward linkages in the South African mining industry. The majority (83%) of companies that provide input technologies into mining are located in Gauteng Province, and relatively few are found in provinces where mining is concentrated such as North-West, Limpopo, Mpumalanga, and Free State. IntroductionSouth Africa is well endowed with minerals, with more than fifty different minerals being mined throughout the country. For this and other reasons, mining is one of the crucial pillars in the South African economy and its importance is well documented (Robinson and von Below, 1990; Creamer, 2010; Department of Mineral Resources, 2015). In 2013, South Africa was the largest global producer of chromium, ferrochrome, platinum group metals (PGMs), and vermiculite and the second largest global producer of antimony, manganese, titanium, and vanadium (Chamber of Mines of South Africa, 2014). In 2013, the mining industry contributed 6.7% to South Africa’s GDP and was the fifth largest sector in the economy, as shown in Figure 1."

Microscopic examination of selected, representative, unweathered samples of Birmingham, Alabama, Silurian, sedimentary iron ores has fully revealed the nature of the phosphorous-bearing mineral grains. The grains are composed of carbonate-fluorapatite (collophane), range in size from 1 um to 2.25 mm, and exhibit varied types of intergrowth with hematite. Modal analyses conducted under cathodolumi-nescence have provided quantitative data on the a3undance of each of 15 types of phosphorous-bearing mineral grains and made it possible to assess the potential phosphorous liberation from four types of iron ore. The results indicate that 27% of the total phosphorous contained in the iron ores in the western part of the Birmingham district can be expected to be liberated by fine grinding; 60% for ores in the eastern part of the district.

"This work investigates the early stages of precipitation in Al-Mg-Si alloys using a combination of high angle annular dark field scanning transmission electron microscopy (HAADF-STEM), selected area electron diffraction (SAED) and density functional theory (DFT) calculations. Quenching from a high temperature (solution) treatment leaves an alloy in a high-energy unstable state, with solute and vacancies in supersaturation. Thus, already at room temperature (RT) a large driving force exists for solute atoms to cluster and order on the Al matrix positions. DFT calculations indicate that strain alleviation is important at this stage. We observe larger regions of Mg-dominated L10 ordering together with a Si-dominated ordering of smaller clusters in a particular geometry connected to the Si-network found in all the precipitates. In addition, building blocks of the main hardening phase ?'', stabilized by vacancies, are observed at higher, typical pre-aging temperatures.INTRODUCTION Al-Mg-Si (6xxx) alloys are widely used in industry due to a combination of favorable properties such as strength, ductility, corrosion resistance and lightweight. They undergo a complex production route, usually consisting of the following thermo-mechanical steps: casting, homogenization, extrusion or rolling, solution heat treatment (SHT) and artificial aging (AA). The SHT takes place at temperatures above the solvus line in the phase diagram, usually between 500°C and 570°C, followed by a rapid cooling to RT. This ensures that high amounts of solute atoms, uniformly distributed on the cubic face-centered (FCC) Al lattice, together with a large amount of vacancies, are quenched-in. The material is therefore in a super-saturated and unstable state. During the subsequent AA, at temperatures usually between 150°C and 220°C, the solute atoms diffuse and cluster, forming metastable precipitates with needle/ lath/ rod morphologies having the main growth direction along <100>Al. With a maximum alloy solute level (Mg + Si) of only 2%, these precipitates increase material strength up to three times that of pure Al, and are essential for the final material properties. To understand and make better use of this phenomenon, it is imperative to research the nature of the precipitates (such as their atomic structure), measure their key parameters (number density, size, volume fraction) and connect it to material properties (Marioara, Andersen, Zandbergen & Holmestad, 2005; Marioara et al., 2014). The Anglogold Ashanti (AGA) Navachab single stage SAG mill has provided an excellent setting for incremental optimization. Over the past decades, several interventions have resulted in marked improvements in specific performance; including steel ball scat removal, re-design of the mill lifters, replacement the pebble crusher and cyclone cluster, as well as the use of a vibrating screen in place of a discharge trommel. Recent initiatives now include an operating fine DMS circuit, studies on pre-crushing of the ROM feed and also fine-screening as an alternative to hydrocyclone classification. The current optimized state of the Navachab mill allows it to operate at approximately 20% higher efficiency when compared to mills of similar shell dimensions in gold mining, treating similar ore. This paper describes the systematic improvement of the SAG circuit to its current state.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. IN 1915, the State of California passed a law of great scope and importance. This law has been in successful operation for., year and may be briefly described as an act "establishing and creating a department of. the State Mining Bureau for the protection of the natural resources of petroleum and gas from waste and destruction through improper operations in production; providing for the inspection of petroleum and gas wells; requiring all persons operating petroleum and gas wells to make certain reports" and providing the necessary officers and assessments-to carry out the provisions of the act. The statute provides for a separate department of the State Mining Bureau, under the general supervision of the State mineralogist, with a staff composed of a "state oil and gas supervisor" and four deputies. It rules that all petroleum and natural gas wells shall be drilled, operated or abandoned under the supervision of the State supervisor, who shall order such tests or remedial work as seems to him necessary to protect the interests of property owners and the general public. It also provides for a board of arbitration to consider orders given by the supervisor which are not acceptable to the well owner. Section 18 of the, act, which is the provision that is directly related to, this paper, requires "the owner of any well referred to in this act to keep a careful and accurate log of the drilling of such well;" and further requires that this log shall show the character and depth of the formations passed through or encountered in the drilling, particularly the location and depth of the water-bearing strata; the character of the water encountered (so far as ascertained); whether the water was shut off, and, if so, at what point; that it shall show completely the amounts, kinds and size of casing used; the depth at which oil-bearing strata are encountered; the depth and character of the strata, and whether all water was successfully and permanently shut off so as to prevent percolation or penetration into the oil-bearing strata. -

W. C. MATTESON (communication to the Secretary*).-The criticism and question raised by Arthur Knapp regarding the standardization of nomenclature is most important. Faulty rock classification-is generally the result of carelessness or ignorance on the part of the driller. Two remedies might be suggested. In a field where several large companies are operating on an extensive scale, a geologist from each concern might be assigned to superintend the gathering of well-log data and the classification of samples. The geologists from the several operating companies might then combine their data, which would doubtless give valuable information to all interested parties. At present, coordination is not a big factor, unfortunately, but the time will come when conservation will demand such systematic coordination on the part of competing companies. The second remedy lies in instructing and educating the driller to a thorough understanding of the importance of an accurate log and correct classification of the various formations. The writer does not agree with the statement that "90 per cent. of the logs as taken today are absolutely worthless to any one but the one who has taken the log." While mistakes in nomenclature often occur, the driller is generally able to classify the important water-, oil-, and gas-bearing formations with a fair degree of accuracy. Such information is often sufficient to permit accurate correlation and also constitutes valuable data for projection purposes. It must be borne in mind that to attempt to use well-log data in a strict scientific sense of accuracy is impracticable and impossible. A broad interpretation and a comprehensive knowledge of the practical limits of such&apos; information are essential in applying it successfully. Even experienced geologists do not always agree on rock classification. The question as to what constitutes correct nomenclature should receive the earnest and immediate attention of geologists, operators, and producers. Although standard textbooks on geology give correct definitions and descriptions of the general rock species, such textbooks fail to develop the subject in sufficient detail for the work under consideration. THE dire effects of rapidly vanishing natural resources, widespread unemployment, and increased debt and taxation in recent years have challenged Canadians to produce a practical solution to these national economic problems. In more recent months, wars and rumours of war have indicated, among other things, the need for better control of our mineral wealth. The erection of a smelter on the lower mainland coast of British Columbia, treating all Western ores, and such ores as it will be found advisable to import, will make an important contribution toward a solution of these problems. It is believed that the ores tributary justify a smelter of major proportions. A stock-taking to confirm this can be made with reason-able accuracy in a short time, and this should be undertaken without delay. Enough general information is, however, available .in this paper to justify the technicians of the Department of Mines at Ottawa and of interested smelting companies making a preliminary study of the matter. THE DEFENCE ARGUMENT As a factor in rearmament, metals play a vital part. That rearmament is to continue on an increasing scale is indicated in Premier Chamberlain&apos;s address of October 3rd last, when he said: ?&apos;For a long period now we have been engaged in this country in a great programme of rearmament which is daily increasing in pace and volume. let no one think because we have signed &apos;this agreement between the four powers at Munich we can afford to relax our efforts or call a halt in our armaments at this moment&apos;. As matters stand, the facilities in British Columbia are entirely out of line with the strategic importance of this Province as the Western Front of Canada and the Empire. All our copper ores, and an appreciable part of our lead and zinc ores, are sent for treatment to Japan, United States, and Europe, while we import our iron and alloys. A treatment plant on this Coast would not only give us control of war metals and chemicals but it would provide an increased industrial and research population, badly needed in this area and of the greatest value in the case of war. This is where the mining industry can do its bit.

Erosion control during the mining cycle can be more effectively planned using Erosion and Sedimentation Control Plans (ESCPs). This raises the issue of who should develop an Erosion and Sedimentation Control Plan Guidance document (ESCPG) to standardize the content of ESCPs. A search for ESCPG documents in Canada revealed no examples for mine sites. In the U.S. there are a number of regulatory authorities who developed such documents for mine sites, including EPA. An ESCPG is expected to result in: (a) plans will be more standardized (b) more clarity and efficiency for those generating ESCPs; (c) assisting regulators tasked with reviewing/approving ESCPs; (d) providing guidance for the mine effluent permitting process relative to sediment control; (e) providing a basis for developing and including ESCPs in the Environmental Assessment (EA) phase and the mine economic assessment; (f) applying and optimizing ESCPs above the ?watersheds? of sediment ponds; (g) utilizing the ESCPG document for ?exploration? sites; (h) lowering the risk of adversely impacting water quality downstream of mining activities; (i) providing a methodology for determining the need for sedimentation pond(s) during the construction and production phases; and (j) providing a clear environmental sustainability message relative to sediment control if the mining industry takes the lead in developing an ESCPG. ESCPs will proactively create increased administrative (regulatory) efficiency in the EA and sub-EA reviews relative to erosion control and sediment release from mine sites. This also assists the new initiative in BC, One Project, One Process (OPOP) and synchronous permitting (a variation of concurrent permitting): as an example, enhanced erosion control planning at the EA phase then allows the synchronous permitting initiative to proceed efficiently, particularly for the mine permit (Ministry of Energy, Mines and Natural Gas) and effluent permit (Ministry of Environment). Approximately twenty more management plans (e.g. ARD/ML, explosive management, emergency response, hazardous waste, sediment pond operation, environmental effects, environmental sampling, etc.) may also be entered into the EA process to create increased efficiency, and then feed into the synchronous permitting effort. The BC OPOP initiative also adds support to the Canadian Federal ?One Project, One Review Process? approach. The ESCP and a sediment pond management plan will also address the Canadian Metal Mining Effluent Regulations requirement for all discharges from mine sites to meet a grab sample of 30 mg/L Total Suspended Solids.

“Down The Hole” (DTH) hammer drilling is often necessary to advance the casing during pile construction where the test bores have determined difficult drilling conditions with obstructions such as boulders, cobble and glacial till. The use of compressed air to operate DTH hammers in foundation drilling has been a contentious point in many regions of the world due to its potential to disturb the ground around the pile being constructed. There are many examples of damage to adjacent building foundations where compressed air exiting the pile being drilled disturbed the subsurface around the building’s existing piles. This paper looks at the use of compressed air in DTH hammer foundation drilling and the move towards controlling the exhausted air to avoid over drilling the pile, causing potential damage to nearby piles. Simulated models of air flow penetration into the soil of different configurations of drill bits are discussed to highlight design changes employed to better control the air during the drilling process. A case study of the construction of a water-tight pipe pile wall for a building’s underground parking structure is studied to demonstrate the potential of DTH hammer foundation drilling where the air is fully controlled.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation&apos;s need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA&apos;s enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.
