Recent events have raised the issue of whether, and if so when and how, an explorer may gather data from a mining tenement or permit which is held under the relevant mining Act by another party. Two situations arise: that of the small operator who wishes to prospect, and if successful mark off, ground held by others by virtue of the local form of exploration permit; and that of a regional explorer who may wish to enter on to some one else's existing mining tenement within the region of interest. The legal situation varies from state to state. At present the broad consensus seems to be that, provided consent is given, small-scale prospecting on another's exploration permit is at least tolerated if not actually provided for by the relevant Act. Entry onto a granted tenement to carry out any form of exploration is, however, prohibited in all jurisdictions unless consent is given. Furthermore it would appear that the proposal and conclusion of a joint venture agreement places certain obligations upon the party proposing to carry out exploration. These conclusions apply where ground surveys are proposed. Where data acquisition is by aerial survey the situation is much less clear, principally it would appear, because up to now little thought has been given to it. If trespass applies at ground level, at what height does it cease to apply? Can aerial magnetometry or photography be classified as prospecting? Is there an obligation upon public authorities who carry out remote sensing to make data available to the holders of mining tenements within the surveyed areas? Moves are now afoot to address these and other considerations, and it would be in the interests of everyone if a national approach to the problem could be adopted from the beginning. Certain suggestions in this respect are put forward.

WE face the postwar problem of the use of minerals as sanctions to control the armament and the re-armament of the Axis powers at the source, minerals being the raw material of armaments. That is the subject of today's discussion. It is one thing to talk about controlling minerals in the interest of rearmament, and it is another thing to put any such ideas into effect. A provision for min- eral sanctions-not by that name but under broader terms-was contained in Article 16 of the League of Nations, and an attempt was made to apply min- eral sanctions when Italy cut loose in Africa. That was a failure because the plan was badly thought out. They did not have the right minerals included in the list. Also, they did not have the machinery set up at all. Somebody said to the League of Nations: Let's apply the sanction, and it was assumed that that was all that was necessary. It turned out to be a rather sad perfor- mance. However, that certainly cannot be taken as an example of what will happen if a properly thought-out pro- gram is adopted.

The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.

It is the general belief that the coal deposits on Vancouver Island are extremely large, and easily available. Indeed, they are frequently described by prominent public men and by writers in the press as "illimitable" and "inexhaustible." It is well that the facts that have been established as a result of seventy years of surface prospecting, underground operations and extensive diamond-drilling in this coalfield should be disclosed. HISTORY The presence of coal on the coast of British Columbia was first made known by Dr. W. F. Tolmie in 183 5. This coal was brought to him by Indians from the north-east coast of Vancouver Island, probably from Suquash. In 1850 the existence of coal at Nanaimo was announced by Mr. ]. W. MacKay. Development was started in 1852, and coal was shipped before the close of 185 3. The first operations were carried on by the Hudson's Bay Company, who operated the mines until 1861, when they sold them to the Vancouver Coal Mining and Land Company. Practically all of the operations in the immediate vicinity of Nanaimo have been carried on by this Company and its successors. In 1869, Mr. Robert Dunsmuir discovered coal about five miles north-west of Nanaimo, at Wellington. The Welling-ton Colliery Company was organized, and began to produce coal from the Wellington mines in 1871, the coal being shipped from Departure bay. This colliery was a large producer for several years, but was finally closed in 1900.

The LaRonde ore is a Cu-Zn-Pb ore with gold (3-4 g/t) and silver (60-100 g/t). The precious metals are recovered with copper concentrate, zinc concentrate and cyanidation of zinc tails via Merrill Crowe precipitation. Subsequent to a recent mill expansion, excessive gold was reporting to zinc concentrate with a concurrent decrease in gold to copper concentrate. Owing to the higher return obtained from the metal, the mill endeavors to recover additional gold and silver to the copper concentrate and minimize the placement of precious metals to the zinc concentrate. A gold deportment study showed that the gold occurs mainly as küstelite, with a moderate amount of electrum and a minor amount of native gold. It also showed that various sulfur-based Au-and/or Ag-bearing coatings on liberated küstelite and electrum were the major mineralogical factors that caused gold and silver to report to zinc concentrate. By frequency, such coatings were observed on 70-80% of total liberated gold particles reporting to the zinc concentrate. Based on the gold deportment and the chemistry of the coatings, the collector chemistry was reviewed and a new collector was added into the circuit which resulted in a significant increase in gold and silver recovery to the copper concentrate. The information obtained from the mineralogy confirmed and guided other process optimization. In this paper, the authors will describe the process mineralogy of the LaRonde ores, and in particular, the mineralogical evidence diagnosing the problem. Reference will also be made to the rationale behind how the problem was solved, the results achieved, and future steps in optimization.

The current commodity boom is depleting the ore bodies at a rate not seen in the past. As the existing ore bodies get depleted, only the more inferior bodies are left for exploitation. This places an emphasis on beneficiation to upgrade the lower grade ore to high-grade feedstock for downstream processes. This paper discusses the role of dense medium separation in this quest for high-grade feedstock for the future. It covers the production and utilization of ferrosilicon and gives a future perspective of the technology. It concludes about the way ahead and the challenges facing the processing fraternity and mining industry.

"THE SUBJECT of permanent molding has received a great deal of attention in the technical press as illustrated by the many excellent articles in the bibliography which follows. In general, this covers the period 1940-1958 and is merely representative of what is available. Numbers in •brackets refer to items in the bibliography.It may be desirable at the outset to give a few definitions covering those terms directly related to this subject. The following is a definition of permanent-mold casting as given by J. W. Meier in a paper, ""The Non-Ferrous Metals and Alloys"", read before the Ottawa Valley Chapt.er of the American Society for Metals:""Permanent Mold Casting is used where a large number of castings of the same part are required and higher mechanical properties, greater density and closer tolerances are essential. Since metallic mold s are very expensive, the number of castings must be sufficient to, defray, at least partially, the added expense. Molds are usually made from a good quality cast iron, 1but other mold materials, such as the aluminum and copper alloys, graphite, ceramics, etc., are being used in certain cases. Important factors in permanent mold casting are the mold temperature; the proper mold dressing; and, as in all other casting methods, the mold geometry, that is to say, the design of spruces, gates, risers and vents""."

"IntroductionONE OF :THE most effective methods by which the construction industry is combatting mounting building costs is by making increased use of lightweight materials, thus reducing the dead load to be carried •by structures. This applies to non-metallic materials as well as to metallic ones, and particular attention has been given to developing lightweight aggregates for use in concrete.The use of lightweight aggregates is not new and, in fact, dates back to the Roman Empire, when pumice was used in the walls and domes of the Roman buildings. More recently, and up to a decade or so ago, the demand for these aggregates was met from deposits of volcanic cinders, pumice, scoria, etc., and from the by-products of blast furnaces and coal burning boilers. However, these sources of supply are no longer sufficient to meet the demand, for transportation costs pretty well restrict the use of the natural lightweight aggregates to the western cordillera regions where the deposits of these materials occur, and the use of expanded slag aggregates to the areas neighbouring the plants where slags are produced. As for cinders, the supply has been greatly reduced by the conversion of industry to fuel oil, natural gas, and powdered coal, and the large stockpiles which existed previously have been pretty well exhausted.Industry's approach to the problem of a decreasing supply, in the face of an increasing demand, has been characteristically direct. The solution has been to construct plants whose sole .purpose is to produce economically an acceptable light-weight aggregate from materials close at hand."

THE most important event in the history of mining in the United States was the discovery of gold in California, which led to the rapid development, not only of a new industry, but of a new empire. The settlement of the Pacific slope was making but slow progress under the inducements of a scanty commerce in furs and hides. The liberal grants offered by the government to agricultural pioneers in Oregon had attracted to the Willamette valley and other favored points in that territory a limited population; but the government of the Mexicans in California was positively unfavorable to enterprise. It is true that gold was known to exist in the country. Rumors of it were current among the trappers, and placers had actually been worked in what is now Los Angeles County ; but the padres of the neighboring mission of San Fernando had discouraged the business as demoralizing to their flocks ; and the existence of the precious metal was not widely known; still less was its distribution north¬ward suspected. The discovery of gold, January 19th, 1848, at Sutter's saw-mill, on the south fork of the American River, afterward famous as Coloma, in Eldorado County, was the beginning of the new epoch. This discovery was made by James Wilson Marshall, a partner in the mill, who observed in the debris washed down by the tail-race a glittering fragment of a mineral unknown to him. Commercial tellurium commonly contains heavy basemetal impurities such as lead, copper, iron, etc., as well as selenium and oxygen. The base metals may be removed by vacuum distillation or by zone melting. Vacuum distillation is a convenient method for treating moderate quantities (~ 100 kg.) for the production of a material having a total content of heavy metals in the 10-30 ppm range. By zone melting, it is possible to lower all the heavy metal impurities tm below the limits of spectrographie detection. Neither vacuum distillation nor zone melting is effective for the removal of selenium, but treatment of molten tellurium with hydrogen converts selenium to hydrogen selenide. This procedure is too s low to be considered except as an adjunct to zone melting. In the course of air-melting, many of the more easily oxidized impurities form a dross and may thus be readily removed. Substantial refinement with respect to iron, tin, chromium, aluminum, sodium, silicon, magnesium, calcium and manganese can be achieved in this way. Although tellurium can be electrodeposited from either acid or alkaline solutions of the dioxide, various factors militate against successful electro-refining, amongst which may be mentioned the brittleness of cast tellurium anodes and the tendency for the metal to be deposited in dendritic form, even at low current densities.

Introduction The present paper may be considered as a sequel to a paper, A Process for Cleaning Molybdenite .Concentrate, which was presented by the author at the annual meeting of the Institute last year. In that paper, a description was given of the laboratory work leading up to the adoption of a new process for treating complex molybdenite ores of the Molybdenite Corporation of Canada. A bare outline of mill performance with the new flow-sheet was included. With this writing, the purpose is to describe the highly interesting work of translating laboratory experience into mill practice, to show what changes were required in design to put the scheme on an operational basis, and to point out the gratifying improvements in mill products which resulted from the new procedure. The process has been placed in operation at the La Corne mine of the Molybdenite Corporation of Canada. This mine was operated during the war by Wartime Metals Corporation, and, earlier, by the Molybdenite Reduction Company, which installed a small plant. The property is situated on the highway from Amos to Val d'Or, Quebec. The claims held by the Company are at the boundary between La Corne and Vassan townships.

The pellet reactor was developed approximately 20 years ago in the Netherlands for softening drinking water. Since then, some 35 plants have been built, ranging in capacity up to 8500 m3/h. Applications now also include removal of phosphates and fluorides and the production of metal carbonates and sulphides from waste streams. The pellet reactor consists of a fluidized bed, wherein the process solution is thoroughly mixed with the precipitation reagent at special inlet nozzles to give over-saturation of the compound to be precipitated. In water softening applications, the compound is CaCO,. In the case of nickel or other metal waste streams, Na2CO3 solution is added in sufficient amounts to precipitate metal (hydroxy) carbonate on the fluid bed particles. These grow typically to dense spheroids, which are removed when they reach 0.8 to 1.0 mm diameter. These spheroids are easily dewatered, free flowing and low dusting. The latter property is becoming an attractive advantage in connection with new plant hygiene regulations. The operation of a 60 cm diameter pellet reactor on nickel containing plating waste is described and the properties of the produced nickel carbonate spheroids are discussed.

This paper presents a review of the extractive processes used in the production of nickel, with emphasis on developments since the beginning of the Second World War. Attention is given to the factors, many outside the nickel industry itself, which determined the direction of process research and strongly influenced the ultimate commitments to industrialize the resulting developments. An example of such a factor is the sudden surge in demand, far exceeding the then available nickel production capacity, that was caused by the advent of World War II; the result was the first serious consideration ever given to low- grade laterites as a viable source of primary nickel. Other factors discussed include such items as process development in the extraction of other metals - particularly copper; the availability of increasingly sophisticated materials of const- ruction; the advent of the "environmentalist" and related political developments; the massive escalation in the price of energy - particularly oil. The paper concludes with an attempt to forecast the nature of the most effective nickel process of the future, based on extrapolation from the economic and political situation that exists today.

THE problem of segregation and cavities in steel ingots is a subject which has given and is still giving metallurgists, en¬gineers, and operators matter for serious consideration.. This question has come more into prominence lately in the United States, clue largely to the desire of railroad engineers to secure a better rail than they have obtained in the past, as the service they demand is increasing in severity; and no doubt manufacturers will be able to meet what is required of them. The rails here are as good as those made in other countries, but the conditions of service and the extremes of climate are more severe and consequently more breakages occur. Various reasons have been advanced to explain why rails may not be as good in quality to-clay as in the past. Some engineers consider that modern methods of manufacturing, designed chiefly to obtain large output, tend to reduce the standard of excellence of more deliberate methods. Others think that 4-ton ingots are worse than those of 2 tons. Again, it is .stated that the 100-ton heat in one ladle is too large, and is a :step in the wrong direction in casting. My experience upon the question of the size of the ingot is that in rolling rails of from 85-to 100-lb. sections, the range of ingot is only practically such that the difference in the size does not help in the question of segregation, cavities, or blow-holes.

"ALTHOUGH I SHOULD FIRST REVIEW the state of the mining art as it is today, because of the shortness of time I will confine myself to a re-view of the more important advances in that art which have been made in the past two to three decades. Then, a look at the opportunities and the challenges which now present themselves will be more meaningfulFirst, some of the more impor-tant developments in underground mining:(1) The recognition that good ventilation, visibility and working conditions are essential preliminaries to efficient production has resulted in their incorporation as a matter of practice in modern mine planning. (2) The introduction of the car-bide bit and the re-introduction of the airleg drill, and the resulting sharp rise in productivity, were early postwar developments. (3) The recovery of the coarser fraction of mill tailings for use as mine backfill also is an important cost-reducing development of recent years -and this has led to cemented backfill, which, al-though more expensive, meets certain specific needs and has tremendous potential. (4) Great strides have been made in improving explosives' materials and explosives' accessories. Millisecond-delay electric blasting caps, which improve fragmentation and reduce the seismic effect of blasting, and the development and •application for underground use of explosives are but two among many such improvements. (5) Trackless mining methods, using quarry-type equipment in some instances and specially de-signed low-headroom trucks, loaders and carrier-mounted drills in others have been successfully applied. (6) Dual-purpose load-haul units are now in use loading and hauling from open stope drawpoints, and smaller versions of this type of unit are in use in cut-and-fill and other types of stopes."

As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.

THE terms " developed " and " undeveloped " are necessarily relative and cover a wide range; but the latter is here applied to cases in which the information at hand falls short of a clear demonstration of values, and conclusions must be reached from a study of the geological conditions of the particular deposit, interpreted in the light of similar and closely related deposits. Such an inquiry might be characterized as an effort to reach reliable conclusions from insufficient data. But the engineer engaged in commercial work finds himself often face to face with apparently such problems; and while he may realize with regret that a small amount of intelligent development would add enormously to the value of his conclusions, he is compelled to recognize the demand of a business situation for a prompt decision as the basis of immediate action. In a case within my knowledge, the question involved was the purchase of 50,000 acres of coal-land, and 10 days was the limit within which this question must be decided. Of course, it was impossible to make a satisfactory examination within that time; but the 'instructions were "to make the most complete examination and the most positive recommendation possible." Such instructions are often given; for, no matter how much time an investor may have, he is likely to put of his decision until the last moment, and then discover that he needs more light and advice. It does not follow that engineers, after full explanation and mutual understanding of the situation, should decline to undertake examinations thus limited. In the case just mentioned, while only the broadest view was possible, half the time available was sufficient to show that the property was a good purchase. THE Geophysics Education Committee has devoted several years to a consideration of the problem of training geophysicists. Past reports have dealt largely with fact finding and with the discussion of particular aspects of geophysical education. In the present report it is proposed to review the subject more comprehensively. This involves the question of what educational qualifications the geophysicist of the highest professional standards should possess, and the related question of what changes must be effected in existing educational institutions in order that prospective professional geophysicists may obtain instruction of the desired quality. The type of geophysicist here contemplated is one familiar with what is known already in the several branches of earth physics, and capable not only of following contemporary progress in any of these branches, but of contributing to that progress in a research capacity. Geophysics in its broadest sense, as has been emphasized repeatedly by this Committee, is the study of the physics of the earth and of terrestrial processes. This includes both the static and the dynamic characteristics of the gaseous, the liquid, and the solid portions of the earth, as well as its gravitational, thermal, and magnetic and electrical manifestations. Some branches of earth physics have been cultivated but slightly; others have reached an advanced state of development. Those branches whose development is sufficient to warrant explicit recognition in the form of organized Sections of the American Geophysical Union are: geodesy, seismology, tectonophysics, and volcanology, dealing with the rock constituents of the earth; oceanography and hydrology with the aqueous constituents; meteorology with the atmospheric constituents; and terrestrial electricity and magnetism with the electromagnetic manifestations. At present, instruction on the professional level in any of these branches of earth physics can be obtained in but few universities in North America. In most institutions where such instruction is undertaken different subjects are given in different and independent departments. Geodesy and hydrology are taught, if at all, as a part of civil engineering.
