Three years ago, at a reception given during the Steel Institute meeting in New York, I heard the remark, "A new formula must be found for foreign investment." This was immediately following the takeover of U. S. Steel's Matilde operation in Bolivia. Recently, at the World Mining Congress in Lima, Peru, the subject of foreign investment was still a lively topic of conversation. The nationalization of the copper mines in Chile and recent trends in the "Third World" have made all but a few extremely wary of investment anywhere other than in the ?stable? countries. Now, the fallibility of this philosophy has been demonstrated in such "stable" countries as Canada, Australia, and Ireland. Yet, nationalization is not new to us. The events in Chile were classified as disastrous to the affected companies, but so were the effects of nationalization to the majors in Bolivia in 1952. Mexicanization of the mining industry in Mexico was considered impractical by many. Now, those who accepted it are finding it to be workable.

THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. PRODUCING operations abroad during 1940 were shrouded in the fog of war. Little, if any, concrete information is available, and the data that issue from the belligerent countries are too frequently distorted for military purposes, for the volume of supply of gasoline and fuel oil has become an important strategic secret. Despite this lack of information signs indicate the spread of a slow paralysis which is gripping producing operations in foreign countries. Only in the Caribbean area are developments proceeding normally and even there the destruction of the Western European market is being seriously felt. This creeping paralysis is being brought about partly by the serious shortage of materials so necessary for drilling and other producing operations such as steel, machinery, and the like-together with a scarcity of that prime munition of war-money. Markets too have been curtailed by the operation of exchange control as all exchange is needed to support war efforts. As a result, gasoline is tightly rationed in all belligerent countries. The growing casualties in shipping are fast restricting the water-borne trade in petroleum, but have had a local stimulating effect in some areas where the risk is less or where water-borne transport can be efficiently used as for instance Trinidad and Egypt. The type of product needed for war effort, particularly the great demand for aviation gasoline, has changed the schedules of .refinery operations. As a result of all these influences the world oil picture outside the United States- has vastly changed during the year.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. "The most common theory is that, since thyristors, diodes, and insulated gate bipolar transistors (IGBTs) are “solid state” they will live forever. This is not so. They have wear-out mechanisms (e.g. insulation) and other mechanical parts such as motor bearings. These wear-out phenomena can be easily calculated. In this paper we will look at some of the failures and the failure rate of thyristors in power converters to see what affects them and to see what improvements can be made. If converter failures do occur, some simple forensic engineering steps will show if this is the root cause of the problem.IntroductionLook at the general failure rate curve for thyristors, diodes, gate turn off devices (GTOs) and IGBTs shown in Figure 1. We see that there is an initial high failure rate due to manufacturing defects, application problems, and drive start-up stresses that lasts for a few weeks. This is followed by a long period of (hopefully) several years with a relatively low but very slowly rising failure rate. At the end of this period, the devices start to wear out and the failure rate suddenly starts to increase rapidly over a few months. This signals the end of life for the devices in the system. We will start by looking at this end of life area."

The study involved two projects that will produce copper concentrate and may have their operations integrated. Transport by trucks, conveyor belt, and the equipment called RopeCon were evaluated as options for the ore transport between the sites. A rainforest stretch, that Vale S.A. demands to preserve, is situated between the projects. It was suggested to further review RopeCon because it presents minimal interactions with the environment. To design the preliminary system layout, a research was done on the rainforest cover height data, but the information found was scarce and imprecise. For preserving the local forest, the use of this data would conduct to the oversizing of RopeCon towers and, consequently, overestimation of its costs. For the acquisition of reliable information, a method was developed using local data acquired through airborne laser survey. The volume between the digital surface and terrain models was calculated to generate a surface representing the forest cover height. It was revealed, by plotting the points obtained from this surface, that 85% of the vegetation is below 25 m. This height is suggested to review the preliminary project with a more accurate design of the equipment towers, thus reducing its costs estimates. The method permits the precise location of the large trees, making easier to find a pathway, for linear-shaped facilities, that would minimize the creation of vegetation-free zones as a measure to protect equipments against falling trees and forest fires. AMONG the highly skilled craftsmen of the Renaissance were those who worked with ores and metals. The author of this book, Vannoccio Biringuccio, was a master craftsman in the practices of smelting and of metalworking. Contrary to the customs of a trade, Biringuccio was moved to impart his knowledge to all and thus he has given us the earliest hand- book on metallurgy-in fact, the first printed book dealing with the applied metal arts and the processes of ore reduction. We should remind ourselves that metallurgy is an ancient art and then it fair1y may be said that Biringuccio sought to describe the techniques that had been in course of development since the Bronze Age of western civilization. Whether Biringuccio was a man of learning or a scholar according to the standards of his time we do not know, but today we recognize him as a man of science who gave his wisdom to succeeding generations. It was not until the coming of the Power Age at the end of the eighteenth century that progress was resumed in the science of which he wrote more than two hundred years before. Little is known of Biringuccio's training in his native Siena. It can be surmised that there, as in Florence, where his contemporary Benvenuto Cellini lived, he received his training in the craftsman shops where the industrial arts were taught and flourished alongside the fine arts. Perhaps he and Cellini were acquainted, although there is no mention of Biringuccio in Cellini's autobiography-an omission that Cellini's vast egotism makes understandable. He was the great artist, and Biringuccio was a practical, studious, unromantic figure with no favors to dispense. In the April 1940 issue of Mining and Metallurgy Dr. Smith describes Biringuccio's book under the title of "A Neglected Italian Metallurgical Classic." The article, revised and extended, forms the basis of the introduction to the present volume, and I urge all who take up Pirotechnia to read what Dr. Smith has written in the Introduction. Biringuccio's work is a classic and in its translation Dr. Smith and Dr. Gnudi have brought to bear the high degree of scholarship that it deserves. Dr. Gnudi made the translation at Dr. Smith's request and it was then refined "in the fire" of his scientific knowledge of the subject. The result is a book which the Institute is proud to place before its members and which the Memorial Fund Committee considers it a privilege to publish.

These applications were developed initially as a part of the instructional material for the course Mng 422, "Mine Ventilation and Air Conditioning" at the Department of Mineral Engineering, The Pennsylvania State University. This ventilation simulator was developed under contract from the Department of Environmental Resources, formerly the Department of Mines and Mineral Industries, Commonwealth of Pennsylvania.

INTRODUCTION A major change in financing exports in recent years has been the decreased importance of subsidized export credits, following the commitment of the OECD countries to eliminate the subsidy element. Subsidized export credit rates are now often more expensive than market rates as the financing for exporters has decreased in volume and importance. The forfait market, in recognition of this decreasing importance, provides a rapidly expanding source of nonrecource finance for exporters. The following is a step by step guide to what it is, how it works, its benefits and problems. WHAT IS FORFAITING? Forfaiting is not new. It has been used in Europe for about 25 years to provide export finance for both capital goods and commodities without recourse to the exporter. Although long the preserve of exporters in Germany, and more lately Italy, forfaiting is now used increasingly by exporters in Great Britain, the United States, Canada and Scandinavia. It is a fairly simple operation with easy straight-forward documentation. The transaction involves the purchase by the forfaiting bank of a bill of exchange or a series of bills without recourse to the exporter. These bills will have been drawn by the exporter, accepted by the importer, and will usually bear the unconditional guarantee of the importer's bank. They are normally drawn payable at intervals during the credit period agreed between importer and exporter and are purchased at a discount by the forfaiter. The exporter thus obtains his cash payment and the importer receives his credit period. The forfaiter collects the amount of the bills as they mature directly from the importer. Credit periods vary, depending upon the type of goods and the country and commercial risk of the importer. The period is generally between one and five years with six monthly maturities. The usual forfait currencies are US dollars. Deutschmarks and Swiss francs and others, such as sterling, French francs, and the Scandinavian currencies are being used more frequently. CHOOSING FORFAITING Most types of financing require the continued involvement of the exporter in the financial side of the transaction during the credit period. Forfaiting has certain comparative advantages. In particular, it is possible to forfait 100 percent of the risk without recourse to the exporter, unlike government sponsored export finance schemes, where some retention of the risk by the exporter is required. In addition, exports from country sources do not present problems and forfaiting can also cover trade within the EEC. Other benefits for the exporter are: (a) The exporter's balance sheet is improved; debts are turned into cash thus improving the liquidity of the company and enhancing its cash flow. And there are no contingent liabilities for bills of exchange. (b) If the sales contract is in a foreign currency forfaiting removes the risk to the exporter of adverse movements in foreign exchange during the credit period. (c) Fluctuations in interest rates during the credit period can be ignored since in forfaiting the transaction is usually done on fixed interest rate terms on a discount basis. (d) The political and transfer risks are taken by the forfaiter. (e) The commercial risk is taken by the forfaiter. (f) The costs of administration and collection etc. during the credit period are removed.

IN the investigation of the magnetic properties of iron-nickel alloys,1 it was found necessary in order to make the alloys forgeable, or malleable, to add small quantities of some other element. Iron-nickel alloys have been known for nearly a century, but have been made in commercial quantities only since 1885. Their remarkable mechanical properties were disclosed by Riley in 1889 and from that time on a large amount of research work has been done both to discover new properties and to correlate the results obtained.2 Lately the Bureau of Standards has collected the published data in a special circular3 giving in compact form an account of the properties of the iron-nickel alloys. It also contains a clear historical sketch of the development as well as a selected bibliography. The chief difficulty with the development of iron-nickel alloys was that the "pure" alloys do not forge readily. The addition of small amounts of manganese, however, made the alloys forgeable, and manganese has therefore come to be regarded as a necessary constituent of nickel steels. The present paper shows to what extent manganese is needed for various nickel contents and also what is the effect of other alloying elements on the forgeability. It also touches upon the cause of forgeability but refers to other sources for more exhaustive treatises, on the subject. The alloys were prepared by melting electrolytic iron and electrolytic nickel with of without other alloying elements in the desired proportions in a magnesia crucible in a vacuum furnace under a. pressure of 1 mm. mercury. In recent years, concurrent product design and process is gaining popularity and will become a norm of the industry of the future. Forging has been a critical manufacturing process for production of components with superior tensile strength, toughness and grain flow. This paper describes an expen system which is being developed for forging die design and forging process analysis in concurrent engineering environment. Rules and guidelines pertaining to forgeability are formulated and incorporated into the knowledge-base in building the system. The system is built using an object-oriented paradigm. The object-oriented approach and hierarchical rule structure paradigm are briefly discussed. Finite element analysis packages (ALPID-2D) were incorporated into the program to give the simulation result of the forging process. The system can automatically produce a competent design and recommend a set of processing parameters for a given product. The designer can modify the design according to the result of the simulation.

Most contemporary mines have considerable amounts of data. Structured and unstructured large data sets are colloquially named big data. Much of the data in mining operations come from a variety of systems, each with different databases and reporting environments. Standard technology deployments create a Bsilo-ification^ of data leading to poor system benefit. Through modern server monitoring and systematic approach, data utilization and value can quantifiably be measured. The Data Utilization and Value Index (DUVI) can quantify business intelligence best practices and user interaction. This study seeks to provide a data management tool to measure data utilization across the process of converting data into action.

"Hydrogen absorption alloy films have been produced by molten salt electrolysis. Lanthanum-Nickel alloy film can be formed on a nickel substrate in KCl-NaCl-LaCb molten salts by electrolysis diffusion process. LaNi5 alloy was formed by mutual diffusion between La ·and Ni after La deposition on Ni substrate. Though several kinds of La-Ni compound existed in deposits, the alloy compounds on Ni substrate changed by electrolysis condition. According to the open-circuit potential measurement in molten salts after La electrodeposition, the formed compounds had a relation to the potential. In the case of the substrate electroplated a cobalt thin film on nickel, LaNi4_5Co0.5 was formed by the electrolysis in the molten salts with lanthanum ions. This ternary alloy film showed better hydrogen absorption behavior in cyclic charge/discharge test in alkaline solution.IntroductionHydrogen storage alloys have attracted attention as the active materials for batteries with the charge/discharge property at ambient temperature. The alloy of nickel and misch metal, mainly consisting of La and Ce, has been commercially 'used as a metal hydride with rechargeable property. In recent years, researches have been developed many kind of new alloys with better hydrogen absorption properties. The hydrogen absorbing alloy ingots are commonly produced by melting method of both metals in furnace, otherwise, prepared by mechanical grinding and metallurgical sintering technique with metal powders. The film is also made by vapor-phase techniques such as sputtering method, ion plating method, etc. ·We have proposed a new method to produce hydrogen absorbing alloy films by molten salts electrolysis technique [1-3]. The hydrogen absorbing film, LaNi5, Mg2Ni and CaNi5, were obtained in this process through controlling the electrolytic condition. The active metals, La, Mg and Ca, are electrodeposited on Ni substrate, diffuse into the substrate and form various kinds of intermetallic compounds. This technique provides a direct process using metal chlorides as resources to produce functional films without using active metals such as La, Ca and Mg."

This study uses the Q Method to examine how those living in former metal mining landscapes value this heritage and their preferences for the long-term management of mine waste. Such sites are often perceived as derelict or degraded, and of very little value. It is therefore assumed that their reuse, for example for development or recovery of metals, is likely to be beneficial. There are around 5,000 former metal mines in England and Wales, many of which are protected for their ecological, geological or cultural value. The Q Method is particularly suitable for issues where there is no consensus of opinion. We asked 38 residents of six mining areas in England and Wales to ‘sort’ a series of statements based on their resonance with the resident’s perspective; this is the Q sort. The statements covered a range of opinions of the mining legacy, its value and options for its management with a particular focus on the potential for metal recovery from the wastes. Analysis of the Q sorts revealed five perspectives on the mining heritage. All placed a high value on the cultural and ecological value of this heritage, however, they differed in their priorities for long-term management. For example, emphasis was placed on either nature conservation, cultural heritage, water quality or the opportunity for job creation through reworking the mines. Cutting across these themes there were also differing perspectives on the role of experts and local people in shaping the future management of the wastes. This research suggests that the views of local people are nuanced; they value their mining heritage but opinion is split on the most effective way to manage these sites especially where there is an impact on water quality.CITATION:Sinnett, D E and Sardo, A M, 2018. A presentation of this project was given previously at the SHE Annual Meeting, Denver Colorado February 23-27, 1987. The project concerns the development of in situ recovery of borate products from a deep-seated colemanite deposit in California. The deposit contains some 147 million tons of borate ore containing 6.4% boron oxide (B2O3). This paper involves the numerous changes in the process that has taken place since that first presentation. This paper further explains the reasons for these changes which are primarily environmentally based and secondarily capital requirements related.

THE fall meeting of the Petroleum Division at Fort Worth, Texas, Oct. 19 and 20, attracted even a larger number of members and guests than had been expected. Over three hundred registered the first day though the attendance and interest in the program was so keen that it was necessary to begin technical sessions without. waiting for registration. Members were present from as far away as Venezuela and while the larger attendance was from the Mid-Continent and Texas fields, California and the eastern states were represented by influential delegations. One pleasing feature of the meeting was the presence of a number of the older executives of the oil industry who evi-dently have come to realize the importance of the work the Division is doing in advancing technology. The meeting was held under the auspices of the Production Engineering section of the Division. E. 0. Bennett, chief production engineer for the Marland Oil Co. of Texas, and chairman of the Fort Worth Sec-tion. of the A.I.M.E., served as general chairman. J. B. Umpleby, president of the Petroleum Reclamation Co. and vice-chairman of the. Division was in charge of. the program with a special committee in charge of the technical sessions, of which A. C. Rubel of the Union Oil Co. was chairman. The sessions were held in the ball room of the Texas Hotel, which also served as general headquarters. The Wednesday morning session was devoted to the air-gas lift, John M. Lovejoy, chairman of the Division, presiding. The first paper, on the "Principles Under-lying the Air-Gas Lift." by J. 0. Lewis, was presented by R. R. Brandenthaler and discussed by Messrs. Love-joy and Millikan. Mr. Brandenthaler's own paper on the "Effect of Gas Lift on Physical Properties of Oil" followed and was discussed by Messrs. Umpleby, Walker, Mills, Bennett, Williams and Van der Gracht, the dis-cussion turning mainly on what is known and what unknown regarding oxidation of oil under various con-ditions. The third paper of the morning, "Handling Recirculated Gas," by R. D. Gibbs, was presented by Mr. Taylor. The discussion that followed was general and brought out a large amount of data on the costs and results of compression versus, absorption in total gasoline recovery from gas. The next group of papers dealt with "Mechanical Installations of Air-Gas Lift," the first by E. V. Foran on the Texas district outside the Gulf Coast, the second by L. L. Brundred on the Gulf Coast, the third on Kansas and Oklahoma other than Seminole by R. W. Bond, the fourth on Seminole by C. R. Swartz, and the fifth relating to California by H. C. Miller. Some of these were read by title in order to give more time for discussion which was active and participated in by. Mills, Griswold and others.

El periodismo en Puno difundió información parcial y generó una situación de crisis para la Minera Argos Puka Mani, propietaria de la unidad. Urgía desmentir a la comunidad y dar a conocer a la opinión pública la verdadera historia de lo ocurrido.

The National Institute for Occupational Safety and Health’s (NIOSH) Mine Roof Simulator (MRS) at the Pittsburgh Mining Research Division was commissioned for operation in 1981. The MRS was originally designed for longwall shield research and was the only hydraulic press in the world with the capability to apply biaxial loads to these large structures. The results of this forty-year research program have contributed to improved performance and increased knowledge of longwall shields, mobile roof supports and hydraulic cylinders in the mining industry. Also, considerable research and development have been conducted to develop standing support technologies for the mining industry. The Support Technology Optimization Program (STOP) was developed to evaluate how these various technologies can impact and improve both ground control conditions and mine safety. Additional MRS research has included the performance of ventilation stopping walls including the development of a new testing protocol to evaluate the transverse loading capabilities under arching load conditions and evaluating the performance characteristics of welded wire screen as used in underground mine roof surface control. The NIOSH Mine Roof Simulator has been a reliable and valuable tool for the past forty years for the evaluation of safety structures used in mining, and this research has contributed significantly to the advancement toward safer mines. This paper will summarize those research results and provide a glimpse of planned future activities.

I began my interest in sample preparation when I joined the Institute of Nuclear Sciences in 1962. I worked in the fields of rock dating and stable isotope geochemistry. Preparing a sample could take several days and the analysis took another day or more, so great care was taken with each sample. In 1968 I changed to mineral exploration analysis and was surprised to find that there was much less care in how a sample was taken and prepared. Virtually every sample was processed in the same way. In the use of ring and puck mills, Australia and New Zealand were among the world leaders. It took another ten years before labs in North America changed over from disc mills. In 1975, my partner and I divided our business into two parts. He took the laboratory into his consulting laboratory business and I took the small business that we had started, making ring and puck mills. For the next six years I was RocklabsÆs only employee. In the 1980s and 1990s, sampling specialists like Francis Pitard and Dominique Francois-Bongarcon began to make a difference in the understanding of what constitutes good sampling and preparation practice. They and others took courses on the new concepts of Sampling Theory, as developed by Pierre Gy. The desire for better procedures lead to the development of new machines, including the big bowl pulverisers from Australia, jaw crushers that could crush finely like our Boyd Crusher, rotating dividers of new designs and flow-through ring and puck mills. Other machines did not fare so well, including rolls crushers, cone crushers and hammer mills.
