The only nickel smelter and the only active nickel mine in the United States is Glenbrook Nickel Co., a joint venture (50% each) of Cominco Resources International Ltd. and Cominco Ltd. In 1989, with the nickel price riding high between $2.30 and $2.70/kg ($5 and $6/lb), Glenbrook seized the opportunity to purchase and recommission a southwestern Oregon ferronickel smelter and the adjacent nickel-ore mine. This Douglas County site is only about 97 km (60 miles) due east of the Pacific Ocean, and California's border lies a similar distance to the south. Hanna Mining Co. had closed the operation in 1987. And the following year, the equipment had been largely stripped for salvage value. From November 1990 through August 1992, the mine supplied an average 5 kt/d (5500 wet stpd) of ore. Currently, with import ore supplying 40% of the smelter feed, the mine's daily tonnage averages 4.2 kt (4600 wet st). From November 1990 through August 1993, the mine has delivered 2.1 Mt (2.3 million st) of ore grading 1.22% nickel with an average moisture content of 26%. Buffaloed nickel? A nickel is not worth what it was in 1989 and neither is ferronickel, with recent prices hovering around $1.13/kg ($2.50/lb). To survive, Glenbrook has focused on increasing smelter production to lower its operating costs. And this strategy has triggered several bold moves: • a new, $30 million, port facility and • a 10-year importation contract for ore from New Caledonia, an island approximately 1000 km (625 miles) east of Australia. For a Glenbrook update, a May 25, 1993 visit was made to the company's Oregon operations - the mine and smelter near Riddle plus its new Coos Bay port facility. Unfortunately, as the rain came down that day, so did news of another temporary shutdown. The previous suspension had lasted from Dec. 20, 1992 until Feb. 22, 1993. Barely three months back to work on a wet May afternoon, more than 250 of Glenbrook's approximately 300 employees contemplated yet another shutdown, effective July 31, 1993.

The operation of flotation plants has been improved over the years by use of fundamentally based design techniques, a better understanding of reagent chemistry, online metal analysis and the use of digital control systems. However, optimal operation of flotation banks is not consistently achieved using manual operation. The reason for this is that the system is a highly interacting one, with changes in air addition, cell interface level and reagent dosages all being available, without it necessarily being clear as to which change should be made for a particular situation.This situation is made more complex by the fact that the feed to a flotation bank can vary in flowrate, composition and density over a fairly short period of time. It is not possible for a human operator to reject these disturbances, given the extent of the operation that is typically being monitored.Model predictive control (MPC) is a control and optimisation technique, developed in the oil refining industry, that aims to manage just such interacting multiple input multiple output (MIMO) systems. This technology makes use of linear dynamic models of the plant, that are experimentally derived. These models are then used in a receding horizon strategy to determine an optimal trajectory of the inputs to the system.MPC has been applied to four areas of the lead zinc flotation unit at Mount Isa mines. A total of 31 cells are being controlled by the system, which varies air to the cells, levels and reagent addition on a minute-by minute basis. The MPC controls concentrate and tail grades, reagent dosages, as well as recoveries to ranges set by the plant metallurgists.The development of the MPCs is discussed, together with the benefits realised. This article is an analysis of world consumption of copper for the years 1976-1996. It is done to provide a comparison of what has happened over this time period with the trends of previous years in order to learn more about world copper consumption and to forecast world copper consumption trends into the new millennium. The analysis begins by documenting the geographic trends of consumption of copper for the years 1976-1996 by both region and key individual countries. Then, variables based on the intensity-of-use hypothesis and the intensity-of-use technique are selected and tested against the observed consumption behavior by using the correlation coefficient technique. The statistical results and their implications for the consumption of copper into the new millennium are discussed.

The last time Mining Engineering presented an issue with a special focus on Canadian Mining (ME, August 2008 pp. 28 to 40) things were going well. A feature story took a look at Xstrata?s Nickel Rim South Mine in Sudbury and the booming Canadian oil sands were discussed at length. Potash prices were soaring, large diamonds were being found and British Columbia was launching plans to find more workers. How things have changed in six short months. What began as a mortgage crisis grew into a credit crisis, then mutated into a financial crisis, that has taken its toll on the value of bonds, loans, stocks, real estate and commodities. Miners that were flying high on unprecedented commodity prices six months ago have begun scaling back with delays, shut downs and layoffs as they struggle to survive this most recent economic downturn.

A few years ago, the term Track & Trace for explosives was only known in Europe and Brazil at most; the introduction of this technology is experiencing an undreamt-of boom worldwide. More and more countries are enacting legislation to introduce Track & Trace of explosives and follow Europe and Brazil on this path. At present, the world's leading manufacturers are already using such solutions, are in the process of implementing them, or are in the planning process. However, based on the experience gained in Europe, there are outstanding challenges for all manufacturers. These are questions of compliance, logistics, distribution, and, of course, especially, the necessary adaptation of the production environment. However, this development involves considerable effort on the part of the manufacturers. New devices for marking the explosives and digitally recording the data are integrated into the production process. This should be done as cost-effectively as possible, without restricting production capacity and speed, and with as few process changes as possible. This paper uses real-life customer experiences examples to explain paths from project design to real implementation. Lessons learned from the experience of European explosives manufacturers are presented, missteps are described, and solutions are identified. Individual steps along this path are explained, and solutions are told to avoid pitfalls and bottlenecks. Finally, it refers to the risk analysis and concrete examples in implementing the planning into production. Methods of marking various explosives are shown, and the use of Track & Trace to solve logistics tasks in picking and shipping explosives, including the data exchange with ERP (Enterprise Resource Planning) systems.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? INTRODUCTION I retired in 1977 and have been enjoying myself ever since doing odd jobs for various people - on occasions, politicians. I commend it to you as post retirement - get involved in situations that nobody else will take on. It produces all sorts of excitement, it is a lot of fun and, courtesy of the media, you provide great raw material for their current Punch and Judy shows. The example of the adventures in the Escondida financing made me think about the history of the minerals industry in the United States. In order to see more clearly what is going to happen in the future, we have to look at the past and what we have learned, and try to extrapolate from that a scenario for the future. This paper is about global material cycles and the financial needs of the extractive industries. Since about 2,000 years B.C. we have been living in the Iron Age. Since about 4,000 B.C. we have been living in the Copper Age. These have been the two foundations of modern industrial society. Understanding the use of metals and materials helps us understand the civilization in which we live today. Let me focus more closely on the United States, particularly in this century. In the first two-thirds of this century the United States was growing and expanding and developing. It was providing for its inhabitants a society which was enjoying the benefits of a rising standard of living, improved opportunities and the ability to support a population growing at quite a dramatic rate. It is still growing. In the Department of Commerce, there is a clock that shows how many people there are in the United States. It turns all the time; the numbers are going up. On January 21,1980, when Ronald Reagan was sworn in as President, the number on that clock was a little over 220 million, and in the last week before he left, it was travelling towards 245 million. During his period in Washington, we have added , the equivalent of one total state such as California. That gives the dimensions of the U.S. appetite for raw material inputs. The inputs are of critical importance. COMPARATIVE ADVANTAGE During the first two-thirds of this century, the minerals sector enjoyed comparative advantages. There was a clear understanding of the importance of minerals enshrined in the tax legislation of the country from the early decades of this century - the depletion allowance. No other country identified as clearly that the supplies of minerals were finite. As they are used up, just as with a wearing-out machine, one must get capital back to replace the resource when the time comes. Within the last decade, that idea has been questioned and criticised. It is now seen as giving money away to a preferred part of the economy, instead of recognizing what depletion is all about. In previous times it insured that the U.S. always was able to regenerate the capital in its minerals industry, so that it could remain competitive. The U.S. had plenty of everything, including energy. We had a growing population. Equally important, we had an agriculture that led the world in productivity, even as far back as the turn of the century. It continues to do so. We still retain that comparative advantage, an ability to produce our foodstuffs in quantity and quality at excellent cost. Look at another ingredient of our comparative advantage, the energy position. We ran through the first two-thirds of the century with ever- decreasing energy costs. In the 1940s and 1950s the coal industry went into a decline. Why? Because the $3.00 - $5.00 a ton cost of mining coal in the U.S. represented relatively expensive energy. A ton of good grade bituminous coal contains 25 million BTU's. $0.20 a million BTU's represents $5.00 a ton at the pithead. The Global Mining Standards and Guidelines Group (GMSG) is building an international, multi-stakeholder community to advance the availability and use of standards and industry guidelines for the global mining community. Standards and guidelines are key strategic tools for operational excellence, enabling companies to move forward with efficient, innovative operations with reduced risk. Launched in May 2012, the GMSG is the first international center to bring together information, resources and collaborative projects for mining standards and guidelines, in an open, knowledge-sharing forum. The GMSG is supported by five partner organizations providing outreach and helping to guide GMSG activities: the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy and Exploration (SME), the Australasian Institute of Mining and Metallurgy (AusIMM), the Southern African Institute of Mining and Metallurgy (SAIMM) and the Surface Mining Association for Research and Technology (SMART). GMSG was formed under the CIM Surface Mining Society, though its mandate extends to include underground mining as well. ?SME is supporting the GMSG as a key international activity to advance the implementation of standards and guidelines in our industry, and to provide a forum for our members to access, and contribute to, projects and information to assist their operations,? said SME Executive Director David Kanagy. ?We see the GMSG as a good example of ways the major mining associations can work together for the benefit of all our members.? The GMSG charter encompasses all standards and guidelines that apply to mining; however, a number of subject areas are now being spearheaded by six working groups, namely: ? Access and usage of data from mobile mining equipment onboard systems. ? Operational safety. ? Situational awareness (namely, a unified equipment operator interface). ? Underground operations. ? Asset management and operations data definitions and KPIs. ? Energy in communition.

What is required for the mining industry to grow and prosper in a politically challenging world? The answer to this can be summarized as “the industry’s three priorities.” The first priority is gaining access to the world’s mineralized jurisdictions. The second is establishing a measure of security and predictability in government treatment of mining. Confidence in the stability of the fiscal and legal framework within which mining operates is necessary to encourage the investment of large amounts of capital in mine development. The third priority is sustaining the industry’s welcome during the long term in those jurisdictions worthy of investment.

"The earliest known use of cobalt was to make blue glass in Mesopotamia before 2000 B.C.E. Since then, innovations across many diverse industrial sectors transformed cobalt into an essential commodity for contemporary society. The physical and chemical properties of the element cobalt and its alloys and compounds make them indispensable for a variety of applications, including aircraft engines, hybrid electric vehicles, machine tools, missile guidance systems, petroleum refining and smartphones. As a major industrialized nation, the United States is a leading consumer of cobalt and cobalt-containing products. However, with few exceptions, U.S. cobaltcontaining ore deposits are of low cobalt grade. Historically, U.S. cobalt mine and refinery output have not met domestic cobalt demand. As a result, U.S. cobalt chemical and alloy producers need to procure most of their cobalt from the international market, which can become susceptible to supply risk.The 1978 Cobalt Crisis illustrates supply risk. At that time, the Democratic Republic of the Congo (DRC) (then known as Zaire) was the world’s leading producer of mined and refined cobalt. An insurgent invasion of the country’s copper-cobalt mining region during a period of high cobalt demand and low producer inventories caused a temporary supply shortage in the international market. The monthly average cobalt spot price increased from $18/ kg ($8/lb) before the crisis to $99/kg ($45/lb) seven months later. The high price and concern about potential disruptions in supply prompted manufacturers to reduce or substitute for cobalt where possible, and encouraged increased recovery of cobalt from scrap. The DRC has regained its position as the leading producer of mined cobalt globally and continues to be characterized by high governance risks (U.S. Central Intelligence Agency, 2015; World Bank, undated). This article will present current and historical world cobalt production trends, which can help inform discussion about the variety of international supply chain risks consequential to its trade."

Data are presented on the global warming issue to reinforce the decision by the U.S to reject the Kyoto protocol. The evidence that CO2 is a problem rather than a benefit is inconclusive and will be discussed in this paper. Nevertheless, for economic reasons alone, the US steel industry will continue to minimize CO2 emissions (and the release of real pollutants) per ton of steel through energy reduction programs. However, relative to inevitable increases in absolute CO2 emissions from the utility industry and the transportation sector, future reductions by the steel industry will be inconsequential in the "big picture."

The predicted warming of the earth's surface, presently the subject of much debate, controversy and legislation, is based on what is termed "the greenhouse effect." This is the result of the property of certain atmospheric gases. These gases allow the passage of radiant energy to the earth's surface and reflect back, to the earth, the infrared radiation given out by the heated surface. Physicists have computed that if there were no greenhouse effect the average temperature of the earth, now about 15° C (60T), would be close to -18° C (OT). Just what gases have produced this salubrious effect? Water vapor is the most important. Then come carbon dioxide, methane and a number of minor constituents of the atmosphere, both natural and man-made. Climate change, its cause and its impact on human activities have been the subject of scientific and historical study for more than a century. Recently, some scientists have concluded that if the man-made increase in the carbon dioxide and other greenhouse gases continues, by the late 21st century the earth's global average temperature will rise between 2° to 8° F. This temperature rise would cause the water in the oceans to expand and the massive polar glaciers to melt. In 1980, it was predicted that the sea level would rise 7.6 m (25 ft) by the late 21st century. By 1985, the predicted rise was 1 m (3 ft); and by 1989, it was 0.3 m (1 ft) (Jastrow, Nierenberg and Seitz, 1990). Agricultural scientists have pointed out that an increase in atmospheric carbon dioxide would enhance biological growth including the production of foodstuffs.

A method that optimises mining complexes that are comprised of multiple processing destinations, open pits and underground operations is presented. Mining, blending, processing and transportation decision variables are simultaneously optimised while accounting for geological uncertainty. The method uses a simulated annealing algorithm at different decision levels to generate a stochastic-based extraction sequence and processing policies. "It has long been recognised that the barometer infl uences areas of underground coal mines that havebeen sealed off from the current, or active, mine workings but it appears litt le formal research hasbeen done on how the barometer aff ects the goafstream sample point. Based on statistical analysis of samples from a number of mines from Queensland and New South Wales it can be concluded that there is a direct correlation between the barometer and oxygen concentration at a goafstream sample point. To help mitigate some of the high consequence hazards within the underground coal industry and protect the health and safety of the persons within that environment, many monitoring tools are utilised. A control recognised in management plans prescribed under New South Wales and Queensland legislation is the need to conduct monitoring to identify the early warning signs of spontaneous combustion. One of the monitoring tools utilised involves a bagsample being collected from a goafstream sample point then returned to the surface for analysis.When the sample is incorrectly collected, the resultant analysis from a gas chromatograph provides litt le value to the persons charged with the obligation of operating the coal mine at an acceptable level of risk. This, therefore, increases the probability of spontaneous combustion leading to a loss of equipment, mine and in the worst case, life. When the sample is collected correctly, the analysis presents early warning signs of low level oxidation allowing corrective action to be taken, to prevent the oxidation accelerating to spontaneous combustion. The eff ect the barometer has on this sample point should be recognised and the knowledge imparted to persons who conduct sampling to remove a variable in the bag sample collection process. This will ensure the persons operating the mine have a bett er understanding of what is happening within their longwall goaf."

Many systems which are modelled mathematically result in a model where the relationships between some or all of the parameters are found to be non-linear. These systems are usually complicated further by a desire to make the system achieve multiple and often conflicting objectives or goals simultaneously. Rozwadowski (1970) developed a model to describe the total discounted net profit of a mine as a function of the amount of ore developed and of the grade of the amount of ore mined. Dynamic programming was used to determine the policy which gave the maximum net present value. In this paper it is shown that the relationships between the variables can be approximated by piecewise linear functions. This is amenable to solution by an algorithm based on the simplex algorithm of linear programming. The goals of maximizing the net present value, the total net profit and the total gold output are incorporated simultaneously into a goal programming formulation of the system. The resulting model is characterized by a large number of disconnected constraints. These are decomposed into several smaller problems and the problem solved. The solution is examined to discover the sensitivity of the system to changes in certain parameters. In particular the interaction between the three goals is analysed to determine whether there is conflict between any of the goals and, if so, what the trade-offs between the conflicting goals are.

"In 2013, Coeur Mining had more than $55 million in general and administrative (G&A) costs and less than $100 million in cash flow. This year, its G&A costs stand at $30 million, down by more than 40 percent, its all-in sustaining costs have shrunk by more than 30 percent, and its cash flow is above $200 million. To realize this, the company aggressively reduced both its corporate overhead cost and operating cost and repaid more than $300 million in debt.The more robust balance sheet meant the precious-metals producer was well positioned to reap the rewards of an upsurge in commodity prices in the early part of 2016. Its stock price soared from $1.75 in January to $15.98 in August. Although the stock price has since dropped to around $9 due to a stronger dollar and a more hawkish Federal Reserve that recently raised U.S. interest rates, shifting the opportunity-cost argument away from buying gold and silver, Coeur remains attractive to analysts in light of its prudent spending and improved fundamentals.Focus on balanced portfolioCoeur is the largest primary silver producer and one of the largest gold-producing companies in the United States and one of the largest silver companies in the world. Incorporated in 1928, the U.S.-listed company has a total of five operations: three in the United States, one in Mexico and one in Bolivia. About two-thirds of its revenue comes from the United States.The company is conscientious about having a balanced portfolio, so no single mine accounts for more than about 30 percent of its business. Being in three different jurisdictions provides further diversification, and its revenue split of about 60 percent from gold and 40 percent from silver gives it some metals mix. This year, it expects to produce about 466 t (15 million oz) of silver and 10.3 t (330,000 oz) of gold."

With the ever-increasing price of diesel fuel, accompanied by the popular topic of carbon taxes and greenhouse gas emissions, the mining industry is looking to industry specialists for assistance. The benefits of a no-idle policy reach far beyond carbon reduction and fuel savings, ranging from decreased maintenance to increased engine life. With products like battery-powered ac systems and diesel-fired heaters, going noidle is easier today than ever before. With both systems being manufactured to withstand the harsh environments of the mining industry, the end user will see a seamless change from conventional, inefficient belt-driven systems to future, standalone mobile equipment HVAC.The history of GHGs and climate changeIn 1896, Svante Arrhenius first claimed that the combustion of fossil fuels may eventually result in enhanced global warming, but not until 1955 did Gilbert Plass draw global attention to global warming by summarizing that adding carbon dioxide to the atmosphere would intercept infrared radiation and thus warm the earth. Then in the early 1960s, Charles Keeling developed modern technology to produce concentration curves for atmospheric CO2 (Fig.1).In 1988, the Intergovernmental Panel on Climate Change (IPCC) was founded by the United Nations after acknowledgment of a rising global annual temperature. The IPCC consists of more than 2,500 scientific and technical experts from more than 60 countries. Because climate change could not be solved by a single country, the Kyoto Protocol was negotiated in 1998, requiring all participating countries to reduce their GHG emissions by at least 5 percent from the 1990 levels. The Protocol was signed by 186 countries in 2001 (since then several countries have retreated from the agreement, including the United States). In 2002, the Bush administration announced a policy for climate change relying on domestic, voluntary actions to reduce the "greenhouse gas intensity" of the United States economy by 18 percent by 2012. The U.S. still attends the Kyoto conference of parties (COPs) but does not participate in negotiations, as it is not bound by its terms."
