INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. I do not think too much emphasis can be placed upon creation of favorable climate for development of foreign mineral resources to feed the hungry maw of our industrialized nation. We have become dependent, not only upon the ten raw products indicated in Mr. Bancroft's article, but upon 71 mineral substances listed by DMPA as in short supply. Forty-four of these are metals, 9 are chemical minerals and 18 are nonmetallic minerals. Of this list only 8 are produced in any large quantity in the United States, and all are vital in peace-time industry. Even more, they are absolutely essential for defense. This represents our present needs. But if our consumption and requirements are projected over the next 25 years as is done by the President's Materials Policy Commission-The Paley Report-our future outlook becomes appalling. The divergence of consumption over production, even allowing for substitution and conservation, will widen in the future. This means our dependence upon foreign raw materials, mainly minerals, will grow. What are the chief foreign sources of minerals for our future needs? They are chiefly Latin America and the dominions and colonies of the Western European nations. The British Commonwealth countries contain in abundance those minerals which the U. S. lacks. Of 32 of the most critical minerals the Commonwealth is deficient in 7 and lacks only 1; whereas the U. S. is deficient in 18. Strikingly, our deficient minerals are abundant in the Commonwealth and several of their deficiencies are in excess in the U. S. Resources of the two nations complement each other. If Europe should be overrun by an unfriendly power that could control the destinies and resources of the European dominions and colonies, our industrial life would be placed in severe jeopardy. Therefore, I heartily endorse Mr. Bancroft's statements regarding the Point IV program, provided the program is wisely administered and implemented. It is from the underdeveloped countries, as pointed out by Mr. Bancroft, that most of our future mineral supplies will have to come. Many of the underdeveloped source countries are African colonies and dominions of Western European nations. Our present aid to Europe, therefore, is not, as many infer, a purely one-sided affair; it safeguards our future industrial development and security. Development aid directly to the underdeveloped countries through a well administered Point IV program, can do much, I believe, to safeguard our prosperity. I regard it as a wise investment for future U. S. mineral needs. Dr. Alan M. Without having asked for it, the writer has apparently been drawn into the discussion regarding relative hoisting capacities which was started by Woodward Iron, egged on by Joe Haller of Cleveland-Cliffs [Mining Engineering, August p. 642] and Axel Kjelgaard [November p. 919], who took exception to Mr. Haller's remarks of tonnage hoisted and avers that they do better in Sweden. It does not appear to the writer that Mr. Haller was inclined to refer to the tonnage hoisted at Cleveland-Cliffs in a manner to imply that they claimed any hoisting record, but rather as a statement that they had hoisted a certain amount of ore during the year 1950. Mr. Haller has been in the mining game long enough to appreciate what Mr. Kjelgaard did not apparently take into consideration, that length of haul, shifts hoisted, nature of ore, method of loading and the many other factors which influence the hoisting cycle make a comparison of tonnages hoisted of two given mines almost an impossibility. Mr. Cheyette sent you .a copy of his letter to Bob Manegold relative to the capacities of the Orient #2 mine. There are several mines around the Country which constantly set up records about which little or nothing at all is ever heard. We cite the Snow Hill Coal Co. mine at Terre Haute, Ind., which has an automatic Nordberg hoist and which hoists 12 tons per trip or 700 tons per hr from 700 ft. This is a counter-weighted installation and a complete cycle is made every 62 seconds or 58 trips per hr. Another mine, The Potash Company of America mine at Carlsbad, N. Mex., has a Nordberg automatic hoist, hoisting eight tons per trip from 1150 ft on a one minute cycle. The materials hoisted in these two mines are ideal for automatic hoisting-they are free flowing so that no hang up is anticipated and hoisting is continuous. Multiplying out the above figures you will find that it is possible to hoist 11,000 tons in two shifts at Snow Hill or over 3 million tons in 300 days per year and over 2 million tons at Potash. Other mines have records which can be pointed to with pride. When a record for one year is established, it doesn't stand too long as here in America the ambition of all the men connected with the operation forces them on to larger tonnages. T. C. Nos dias atuais ha uma busca por materiais que sejam ecologicamente responsáveis portanto, tenham um baixo custo, boa resistência mecânica e usem uma matéria-prima biodegradável e renovável. Os compósitos reforçados com fibras naturais são uma saída para esta problemática. As fibras de bambu são altamente resistentes a tração e podem ser extraídas como fibras longas, como as fibras de sisal. O que as torna ideais para reforços naturais para compósitos. Em uma maneira clara este artigo apresenta uma forma estatística de obter as propriedades mecânicas de materiais, sendo estas propriedades não muito constantes dentro do material, o que é o caso. Usamos uma ferramenta estatística chamada de distribuição de Weibull, pois esta distribuição prevê muito bem a falha de vários sistemas físicos, no qual a fratura frágil se encontra. Aplicarse- á este método nos resultados obtidos em ensaios de tração uniaxial de compósitos, reforçados com fibras de bambu para levantamento das propriedades mecânicas, realizados de acordo com a norma ASTM D3039 neste trabalho foram utilizados polipropileno virgem e reciclado para a confecção dos compósitos. Como a observado em muitos outros trabalhos a distribuição de Weibull conseguiu prever muito bem uma media para as propriedades mecânicas do material compósito.

"This paper discusses the unique design and construction circumstances of the cantilevered dual sheet pile walls and the Accordion Sheet Pile Wall for the repair and upgrade of the East Garden Grove-Wintersburg Channel in Huntington Beach, California that was concluded in 2014. It also describes the 2008 Emergency Sheet Pile Project for the same channel. Both projects utilized the Press-in Piling Method for its low noise and almost no vibration advantages.BackgroundThe East Garden Grove-Wintersburg Channel is part of the Orange County Flood Control District (OCFCD) and is operated and maintained by OC (Orange County) Public Works (see Figure 1 for its location). The channel, referred to as OCFCD facility # C05 (C05), had suffered significant toe undercutting and slope erosion of its levee due to a series of storms. These began after the facility was constructed in the 1960’s and culminated in 2005. Consequently, the levee was deemed significantly deficient and was eventually declared as a local emergency in 2007. C05 was an incised channel and its levee was constructed primarily from native materials. Operation and Maintenance (O&M) personnel notified the design staff at OC Public Works to be aware of major consequences associated with the dilapidation problem in the most downstream reach of the channel in the vicinity of the Bolsa Chica Wetlands Restoration Project. In 2007, the Orange County Board of Supervisors declared a local emergency to fix the levees with sheet piles to be driven by the Press-in Piling Method, hydraulic pushing piles into ground by holding onto previously installed piles. The project that ensued represented the first in-tandem use on the West Coast of the United States of the Press-in pile driver with its GRB System (Press-in pile driver, a support crane and pile transporter travel on top of already-driven sheet piles). This is further discussed in this paper in the sections titled “Press-in Piling Method” and “GRB System”, respectively. The project repaired approximately 3,800 feet of erosion on the north levee of C05 with 45-foot long cantilevered sheet piles. The sheet piles design constraints are discussed in this paper in the section titled “C05 2008 Emergency Sheet Pile Project (Phase 1)”. Between 2012 and 2014, another mile’s worth of levee reach was improved with the Soil-Mix-Sandwich (SMS) Method. This concept consisted of deep soil cement mix (DSCM) columns sandwiched within the dual rows of sheet piles. Additional details on the SMS, its DSCM construction, and its hybrid geo-structure design concepts are well beyond the scope of this discussion, which is primarily focused on sheet piles. Instead, the interested reader is referred to two papers on the SMS and its DSCM metrics (Fayad, 2015; and Arora, et al., 2015). These were presented and published in the Proceedings of the Deep Foundations Institute (DFI) 2015 Conference on Deep Mixing. Hence, in the section of this paper titled “C05 SMS Dual Sheet Piles Project (Phase 2)” only the sheet pile design constraints of the SMS are covered. Finally, in the area where the project traversed the Alquist-Priolo zone of the Newport-Inglewood tectonic fault, an expandable and deflectable sheet pile wall was used to isolate the flood channel from the Bolsa Chica wetlands. Its details are addressed in the section titled “C05 Accordion Sheet Pile Wall (Phase 2)” of this paper."

"The Level Crossing Removal Project – Package 1 is part of the Victorian Governments commitment to remove 50 of the most dangerous and congested level crossings across Melbourne. This involved removing three crossings on the Frankston Line in the south east suburbs of Melbourne. The works involved replacing approximately 2.5km of at grade track with three rail cuttings up to 8 m deep at each of the bridges that replace the level crossings. The cuttings are retained by piled retaining walls and during the main construction occupation approximately 250,000 cubic metres of soil was removed. The project has presented significant geotechnical challenges due to the location in residential suburbs and tight rail corridor and rail occupation timeframe. These challenges included temporary and permanent wall stability, foundations, earthworks and dewatering. The primary earthworks challenge for the project was moving the 250,000 cubic metres of soil in a 10 day window, however, from a geotechnical viewpoint, obtaining a stable subgrade on which to operate the necessary construction plant in a short time frame with constrained site access and time to import materials was the key. Whilst closely watching the performance of the dewatering system, a range of contingency plans were developed to cope with any difficulties."

Simultaneous mass-balancing of a mineral processing flow sheet results in adjustments to each data point that reflects the accuracy and precision across the full set of data. In this way, all the good work that goes into designing the sampling and analysis protocol for each sample point is leveraged in order to produce a æbetterÆ set of balanced numbers for every sample point in the circuit. Few operating plants employ whole of circuit balancing techniques to produce reported operating results. This situation is changing with the application of mass balancing technology which utilises redundant data for production accounting and metal reconciliation from product to ore source across multiple phases and multiple time periods. Mine and plant data can now generate credible information to improve productivity. Mine and plant personnel can now use consistent data sets for review and planning. Decisions based on balanced data can be made quicker and with increased confidence.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

Specifically, the paper focuses on these aspects as applied to planning models and processes, exploration activity and risk management, to ensure operational and project success.

The concept of Mineral Resource Management has been developed in South Africa, to ensure this optimisation happens in an integrated and quantifiable manner, such that value is added and risk is reduced, resulting in bottom line improvement for the stakeholders of the business. This paper describes the process of Mineral Resource Management, and draws on successes and failures of various companies, to illustrate how it should be implemented, and what measures should be put in place to ensure its success. Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

In order to evaluate the flotation process, the process flow sheet was investigated. The process mineralogy of main products was studied. Through chemical mineralogical and screening analysis as well as surveying using a microscope and scanning electro-microscope, the oxidation degree and mineral composition of main-products the liberation of main minerals, the occurrence of elements such as Pb, Zn were revealed. It is pointed that to determine the flotation process, the type of prod-ucts optimum grind of original ore and middling was provided on the basis of liberation of main minerals is reliable. As correct finer ground original ore, first high-grade lead-concentrates and zinc-concentrates fast was floated from a great part of free of the galena and sphalerite of liberated. Then for finely re-ground middling of locked mineral grains of difficult liberation, mixing lead-zinc-concentrates second was floated. The four products was best in contact with characteristic of ore of Fan Kou. Therefore be obtained certain to successful economic effect.

The two questions considered in this study are: (1) what similarity is there in the liberation of magnetite from various iron formations, and (2) how is this liberation affected by the size reduction technique employed. Twelve sample suites were obtained from commercial concentrators processing magnetite iron formation in the United States, Canada, and Australia. These samples have grades in the range 15 to 45% magnetite iron and approximate mineral grain sizes o f 50 to 2000 microns. Efforts were directed at measuring the liberation characteristics of the samples obtained from the concentrators primary grinding mills. The Davis tube, a laboratory magnetic separator, was used to concentrate individual size fractions of the size reduction product to determine liberation data. These liberation data were compared with relationships calculated from a highly idealized mathematical model of liberation in a binary mineral system. The results of these comparisons have been encouraging for nine or ten of the twelve samples tested. This leads to the conclusion that for most commercial iron formations, at least with conventional rod mill size reduction, it is possible to quantitatively characterize liberation with two parameters: an effective mineral grain size and ore grade. Limited laboratory size reduction tests as well as one of two sets of liberation data from commercial primary autogenous grinding lend some support to the contention that autogenous grinding can affect mineral liberation.

Characterization of feed material with respect to expected concentrate grade and recovery is fundamental to the design of improved separation efficiencies and to achieve sustainable development in the utilization of our mineral resources. An important reference point for this characterization is the liberation-limited grade/recovery curve which represents the perfect separation, the best separation which can be achieved for a given feed material limited only by the extent of liberation. Now, liberation-limited grade/recovery curves can be determined based on 3D mineral liberation analysis of feed material. Thus, actual separation efficiencies can be compared to what might be expected for a perfect separation limited only by the extent of liberation. It is shown that 3D mineral liberation analysis based on X-ray micro CT (XMCT) is preferred to 2D section analysis which overestimates the extent of liberation. By way of example, procedures and experimental results are presented and discussed for feed material in the case of phosphate rock flotation.

The principal importance of your engineering education to date has been in teaching you how to think and how through books to have ready access to the accumulated experience of previous generations, as well as the current experience of the day. You should by now have acquired something of the engineering point of view, the open skeptical mind. the power to observe, experiment, and draw conclusions, form theories and test these by further experiment, and weigh the inherent probability of conclusions drawn by others. I am asking you today to consider certain facts and the conclusions I am drawing from those facts.
