"ANY DISCUSSION of energy today is incomplete without consideration of nuclear energy. In the Maritimes, with plentiful supplies of coal, with relatively easy availabilty of imported oil brought in to the deepwater terminals, with future sources of large supplies of oil and gas anticipated from under our neighbouring continental shelf, and with the Fundy tides, you may question why nuclear energy should be considered. What follows may not give you a specific answer to that question, but it may provide a basis for better understanding. Energy from the sun, from hydraulic sources and from combustion has been available to man from prehistoric times, for thousands of years, but the most sophisticated source of energy, the actual conversion of matter into energy by man, has been developed entirely within the last one-third century, since the discovery of fission in 1939, and the application to generation of electric power has all been done within a generation or less. The pressure of military needs during and after the second world war was largely responsible for the speed of initial development, by funding and focussing the effort needed to develop the basic technology, and in particular materials. The U.S. defence program yielded, for example, the large-scale isotope separation processes for fissile U'35 and for heavy water. The nuclear submarine program yielded zircaloy, a key structural material for the core of the Canadian Candu type reactor."

The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

The following are some of his thoughts on uranium?s place in the global energy picture. ME: What are Energy Fuels Resources? thoughts on the global nuclear power industry? Steele: The global nuclear power industry is a major contributor to the electrical needs of the world. Though generation by nuclear reactors has primarily attracted attention through the reactor accidents at Three Mile Island and Chernobyl, nuclear power continues to quietly and safely provide power to a growing and power-hungry world population. As of March 2008, 30 countries were operating 439 nuclear power reactors. Nuclear power plants provided about 15 percent of the world?s electricity production in 2007. France leads the world in nuclear utilization, with 77 percent of its power coming from nuclear plants. And Lithuania, Slovakia and Belgium each derive more than 50 percent of their power needs from nuclear plants. For much of the developed world, nuclear generation has already been contributing significantly to the supply of electricity. Additionally, 34 new nuclear plants are under construction in 14 countries. Leading the rush to build new nuclear generating plants are China, Russia and India. Each of these countries is building six new nuclear power plants. These 18 plants, totaling almost 12,000 MW of generation capacity, will require about 7.25 kt (16 million lbs) of U3O8 for their initial fuel load and will consume about 2.45 kt/a (5.4 million lbs/year) for the rest of their operating lives. The rest of the world, outside of the United States, has used nuclear power as a viable and economic generation alternative since the commercialization of utility nuclear reactors. And current activity supports the strong future of the nuclear alternative internationally.

This paper presents the history of uranium procurement and demand, and takes a look at future requirements. The three basic conclusions drawn are: (1) the productive capacity of former and existing producers whose operations may be profitably reactivated is insufficient to meet demand projected beyond 1975; (2) reserves in the $5 -$10 price range do not provide the flexibility to sustain production at the high rates required in the late 1970's; and (3) only higher prices can overcome these deficiencies, as this would provide sufficient inducement for the industry to explore for and develop new reserves and productive capacity.

In June, 1981 the Electric Power Research Institute (EPRI) issued a report titled "Control Systems in Coal Preparation Plants" to determine the status of instrumentation and automation systems in the coal preparation industry. EPRI concluded that the control systems presently being employed in the U.S. coal preparation plants "are relatively primitive compared with those in other mineral processing industries; and analytical instrumentation is virtually non-existent". Until recently, clean coal has had a low selling price and satisfying the purchasers' specifications required only minimum cleaning. However, it is becoming more apparent that the increases in coalfired utility power plants forced outage rates are relative to the deterioration in the quality of fired coal. Utility companies are becoming aware of the economic value of reducing the variability of ash, moisture and sulfur in steam coal purchase orders. New contracts are currently being negotiated between electric utilities and coal producers that include provisions for increased penalties if the product does not meet specifications. With tighter specifications on the quality of steam coal, interest is increasing in more sophisticated control systems. One type of device that is currently assisting the preparation plant operator optimize and control the coal cleaning process is nuclear based instrumentation. Nuclear instrumentation includes methods for measuring weight, level, and density as well as for performing elemental analysis on coal. This paper discusses the various types and applications of nuclear instrumentation currently in use in the coal preparation industry.

The phenomenon of radioactivity has been known since the turn of the last century. Scientists of many nations, intrigued by the strange effects of radioactivity, have engaged in research to probe the heretofore presumed, but largely unknown world of atomic structures and subatomic- particles. A theory evolved of splitting the atom, thus providing insight into the structure of matter and opening the way to possibly create new materials. Many years of effort culminated in the first chain reaction in 1942. The beginning of the atomic age was drastically demonstrated by the flash of the large scale chain reaction of the first atom bomb. It was actual proof of the incredible energies contained in matter.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Extensive underground excavation will be required for construction of a mined geologic repository for nuclear waste. Hundreds of thousands of feet of drift will be required based on the conceptual layout design for each candidate nuclear waste repository. Comparison of boring and blasting excavation methods are discussed, as are special design and construction requirements (e.g., quality assurance procedures and performance assessment) for the nuclear waste repository. Comparisons are made between boring and blasting construction methods for the repository designs proposed for salt, volcanic tuff, and basalt. Differences in the geologic media and settings of the prospective sites influence the excavation method in terms of drift length, size of opening, drift slope, rock quality, and boreability. Support requirements, ventilation, and the ability of the geologic system to retard radionuclide migration are also directly impacted by the geology and excavation method.

Interest in monitoring nucleation overpotential in electrometallurgical processes dates back some 40 years or more. Conversely, remarkable progress has been made in recent years on describing in detail the processes involved in the formation of thin films by electrodeposition. The newer body of work underscores a need for greater clarity in speaking about the role of nucleation and in the acquisition and interpretation of nucleation overpotential measurements – the aim of this paper. In electrometallurgy, it is generally desirable to form deposits that remain smooth, compact, and relatively fine-grained while the deposit grows to a thickness on the order of 5-10 mm, about 100 times thicker than technological thin films. Hence, we distinguish two kinds of nucleation that can result in formation of new grains:- (1) initial nucleation (onto the substrate surface) of islands that coalesce into growing deposit, and (2) ongoing nucleation of new grains on the deposit surface long after the substrate has been covered and ceases to have a direct influence. Nucleation overpotential of the first type should be measured on an electrode surface truly representative of a real industrial substrate. The second type requires judicious choice of electrode material – an “ideal foreign substrate”. In general neither the industrial substrate nor native metal to be deposited is suitable for measurement of the second type of nucleation overpotential, because of interference by other processes. For the future, clear terminology is needed to distinguish these two types of nucleation potential. The second is the one for which the type of plot dubbed by Moats and Derrick as an “Adcock plot” and by us as a “Kerby-Adcock plot” was first conceived and correlated with relatively thick zinc electrodeposits. The data of Moats and Derrick showing trends for copper electrodeposition on stainless steel and on copper electrodes are interpreted within this framework.

Knowing the origin of the relevant and irrelevant components of the nugget effect is essential to optimize the process under study. This paper describes the causes of the nugget effect and, its dependency on the sample support, sampling density, and on the QA/QC procedures. Several examples of natural and ?human? nugget effect are given. A method to estimate the magnitude of the relevant and irrelevant components is suggested. Finally, the economic consequences of misunderstanding the nugget effect are analysed.

"Abstract - Reproducible analyses of representative samples for elements affected by the ‘nugget effect’ is vital in mineral exploration and reserve estimation. Unfortunately, a priori knowledge of what size of sample is representative from a mineral deposit or its dispersion train is commonly unavailable. Use of the simple ‘equant grain model’ and the NUGGET computer program facilitates determination of the sampling parameters that will produce appropriate samples for chemical analysis. Based on Poisson statistics, NUGGET can be used to determine: (1) the ‘effective grain size’ of nuggets in a suite of samples, (2) the level of representativity (precision) that samples with specific nugget grain sizes will exhibit, and (3) the sample size required to obtain a specific level of sample representativity. The program determines these sampling parameters for any element in any mineral, including solid solution minerals (e.g., Au, electrum, Pt-Fe alloy, diamond), and allows assumption of a variety of grain shapes (e.g., ellipsoids, cylinders, parallelepipeds, etc.). Furthermore, it outputs the effective number of nuggets expected in a sample of given size and the percentile confidence bounds on any element concentration affected by the nugget effect.Results from the software allow determination of effective sampling and analysis strategies that minimize the nugget effect in geochemical analysis/assaying used in mineral exploration and reserve estimation. This will not only improve confidence in the resulting exploration results or reserve estimate, but will facilitate estimation of the error associated with any subsequent interpretation or reserve figure."

The recent discoveries of hydrothermal activity in the ocean off New Zealand have created interest in the business community in the commercial possibilities of mining associated marine polymetallic sulfides. This interest is more so, as this hydrothermal activity is in much shallower depths, between 120 ? 1800 meters, than the typical 2400m in other parts of the oceans. Mining for other ocean deposits around NZ, such as phosphate nodules and off-shore deposits from gold bearing river beds is also attracting interest. The question is: - how can these deposits be mined without spending the enormous sums of money required for specialized mining technology? There are no dedicated off- the-shelf systems designed exclusively for underwater mining. Such systems require expensive development and manufacturing processes and then, are most probably designed for only one specific purpose. The costs involved place such equipment beyond the means of smaller entrepreneurial groups and only the big companies have the resources required. However, large companies are normally reluctant to take the risk of investing large sums of money into deep ocean projects. Australia and New Zealand, until recent times, have been somewhat isolated from European and North American technical resources - especially in the field of underwater technology. Over the past century such isolation has often led to solving problems with what has become locally known as ? ?the number 8 gauge wire method?. This approach to problem solving entails using whatever is available to get the job done and keep costs down. In the old days with NZ technology being mainly based around farming, a piece of No. 8 gauge fencing wire, although not designed for the purpose, was often used to fix various problems ? hence the term.

It may not be inappropriate, by way of introduction, to give a brief historical statement relative to her production of the yellow metal. The presence of gold in the gravels of San Gabriel, San Francisquito, and other streams near Los Angeles, was known and they were worked in a small way by the Indians, at least as early as. 1841' and possibly 1820. -On March 2, 1844, Don Manuel Castanares, deputy for California to the Congress of Mexico, reported' to his government that placers near Los Angeles had yielded up to December, 1.843, a total of 2000 oz. of gold dust, most of which had been sent (via Mexico) to tile United States Mint at Philadelphia.

"The harsh environment of the Carbothermic Aluminum process makes necessary numerical modeling as a means of process visualization and understanding. A brief survey of the various numerical models, with emphasis on CFD, applied in the development of the process is presented.IntroductionThe environment of the Alcoa Carbothermic reactor is necessarily a harsh one, with temperatures approaching 2100 °C and plenty of reactive dust and vapors. As such, it is difficult to directly observe what is actually taking place. Thermocouples can last for a few minutes but are eventually destroyed. The openings to optical pyrometers become occluded with dust and condensation. Graphite sheathing embrittles, reacts away or becomes clogged with condensate. Dip-samples on steel rods are routinely taken, but their interpretation is often unclear.Those measurements that can be reliably taken are invaluable, but often do not provide a complete picture. Therefore from the very inception of the project both physical and computer based models have played an important role. Modeling provides an intuitive understanding of the processes that might be taking place and in very many cases approach quantitative prediction. I will briefly touch upon computer-based modeling performed at Alcoa over 12 years of the Carbothermic project, with special emphasis on CFD. The explanation of physical models is perhaps best left for those with the greatest familiarity with them"

Two miners were fatally injured when a pillar bump occurred during retreat mining in a southern West Virginia coal mine. The mine was operating in the Eagle seam with overmining in the No. 2 Gas and Powellton seams. A coal bump is defined as a sudden and violent failure of coal caused by the release of stored strain energy in the pillar. While significant strides have been made by academia, industry, and regulatory agencies to better understand bump conditions and mitigation techniques, coal bumps represent a long standing, highly site-specific engineering problem in which the exact failure mechanism(s) is not clearly understood.

High methane emissions originating from the active face areas and from the fractured formations overlying and underlying the mined coalbed can adversely affect both safety and productivity in underground coal mines. Since ventilation alone may not be sufficient to control the methane levels in the longwall mining environment, gob gas ventholes have become a standard supplementary methane control option in many mines. As mines progress into deeper and gassier coalbeds, or as longwall panel size increases, ventilation and gob gas ventholes together may not be sufficient to maintain methane levels within statutory limits. To decrease the risk associated with methane emissions under these circumstances, in-seam horizontal methane drainage is often used to reduce the gas content of the coalbed prior to mining. Horizontal methane drainage borehole completion designs, drilling strategies, and degasification lead times may need to be adjusted for site-specific conditions due to mine design, geology, and the gas content of the coalbed. This study investigates different horizontal methane drainage borehole patterns, borehole lengths, and degasification times prior to and during panel extraction to evaluate their effectiveness in reducing methane emissions using a "dynamic" 3D reservoir modeling of a 38 1-m wide longwall panel operating in the Pittsburgh coalbed. Results of this study showed that dual and tri-lateral boreholes are more effective in decreasing emissions and in shielding the entries compared to fewer shorter, cross-panel, horizontal boreholes parallel to the longwall face. Modeling results showed that after 12 months of pre-mining methane drainage, the average longwall face emission rates can be reduced by as much as 10.3 m3/min and 6.8 m3/min using tri- and dual-lateral boreholes, respectively. It was also shown that if pre-mining methane drainage time is short, it is important to continue methane drainage during the panel extraction to maximize reductions in longwall face emissions since additional face emission reductions achieved during this period can be comparable to pre-mining degasification.

Pile loading tests are carried out with two main objectives: 1) evaluating the ultimate resistance; 2) checking the behaviour of the pile under live load. In the first case and particularly for large diameter bored piles the cost of a loading test may be very high. In the late '80s, a new method to perform static loading tests was proposed. It is based on the use of a sacrificial hydraulic jack placed at the pile toe. The device, internally pressurized, expanding applies an upward force on the pile shaft and an equal but opposite downward force on the soil beneath the pile toe. This device is well known as Osterberg's load cell, shortly O-cell. The obtained results are typically summarized in two separate load-movement curves: one for the shaft side shear resistance and another for the toe resistance. The two curves are used to build what is generally named the "equivalent head load-movement curve" relying upon two hypotheses: - the pile is rigid; - the load movement relationship for the shaft is not affected by the direction of movement. The former assumption can be easily removed, while it is not possible to remove the latter. On the validity of this latter hypothesis, comparisons between conventional head loading tests and toe loading tests could be very helpful. Unfortunately in the literature there are only a few case histories and most of them are also poorly documented. In order to explore limitations and potentialities of the new testing method, a finite element model has been set up. Results of simulations of conventional head loading tests and of O-cell tests are analyzed, discussed and compared.

Cold gas dynamic spray is an innovative technology allowing the deposition of thin metallic layers on a bulk or sheet substrate. Titanium on aluminum deposition is very attractive to the aeronautic industry, due to the enhanced corrosion resistance and wear properties of titanium coating as well as its improved compatibility with CFRP, preserving the reduced cost of aluminum substrate. One main drawback, however, is related to the micro-porosity of the deposed layer, negatively affecting the corrosion barrier performance. In this paper, the effect of selective laser post-treatment on pure grade 2 titanium coatings on AA2020-T3 sheets was experimentally and numerically investigated. Morphological features, microstructure and chemical composition of the treated zone were assessed by means of optical microscopy, scanning electron microscopy and energy dispersive X-ray spectrometry. Microhardness measurements were also carried out to evaluate the mechanical properties of the treated coating. A numerical model of the laser treatment, based on a finite volume scheme, was implemented and solved to simulate the process and discuss the experimental outcomes. Obtained results highlighted the key role played by heat input and dimensional features on the effectiveness of the treatment.
